Chet on TEMPO….Rao on OODA

At Fabius Maximus, Dr. Chet Richards reviews TEMPO by Dr. Venkat Rao, enjoying the book as much as I did, if not more. Chet has some particularly incisive comments, positive and critical, in his review, which I suggest you read in full:

Book Review: Tempo

…Rao draws on Boyd in several places, as well on sources ranging from the topical, such as Gladwell and Taleb, to the foundational (e.g., Camus and Clausewitz), to the downright obscure – know anything about The Archeology of Garbage? Do the words wabi and sabi ring a bell?

The result is a synthesis, what Boyd called a “snowmobile,” that combines concepts from across a variety of disciplines to produce a cornucopia of new ideas, insights and speculations. You may be confused, challenged, outraged, and puzzled (some of the language can be academic), but you’ll rarely be bored because every chapter, often every page, has something you can add to the parts bin for building your own snowmobiles.

Let me highlight just a couple, of special interest to folks familiar with Boyd’s concepts. Near the end of the book, Rao introduces an expanded version of “legibility”:

A piece of physical reality is legible if it is obviously the product of coherent human agency, a deliberate externalization of a mental model. When human and natural sources of order are harder to tease apart, you get greater illegibility (p. 133 – and I warned you about the academic language).

Then a couple of paragraphs later, he claims that:

Used with adversarial intentions, Boyd’s OODA can be understood as a deliberate use of illegibility to cause failure.

At first, this seems silly. Boyd only considers conflict between groups of human beings (Patterns of Conflict, 10), so all uses of his strategic concepts would seem to be prima facia examples of legible phenomena. On the other hand, and this is an example of what makes Rao’s little book so valuable, some commentators, such as Stalk and Hout in 1990’s Competing Against Time, point out that victims of a Boyd-style attack can rarely identify the cause of their problems – often blaming bad luck or incompetent, self-serving and treacherous idiots in their own organizations. Boyd made this clear in his own work, such as in Patterns of Conflict, 132, when he suggested that his victims would exhibit a variety of traumatic symptoms including confusion, disorder, panic, chaos, paralysis and collapse – indicating unrelenting attack by forces outside the scope of their own mental models…

Chet concludes with a suggestion for Venkat (with which I concur):

…As for where to go from here, Rao might write more about tempo. This will seem strange to him, I’m sure, but pages go by with hardly a mention of the concept. This means that we need another book from him. I’d suggest expanding on some of the concepts that he raises but doesn’t find space to develop. Here are three ideas: […]

….Overall, Chet comes to the conclusion that Tempo resonates with the Boydian spirit of decision-making. I don’t entirely get out of jail free though:

Perhaps his unfamiliarity with the original briefings, however, led him to  make one characterization that is incorrect, although widely believed:

The central idea in OODA is a generalization of Butterfly-Bee: to simply operate at a higher tempo than your opponent. (118)

Guilty as charged. I didn’t spend enough time exploring how OODA gets beyond merely “faster tempo” to “inside the adversary’s tempo.” That’s something I hope to explore in a more nuanced way in a future edition. Over the last 6-8 months, I think I’ve come to understand the subtleties a lot better, and the challenge is to now spend more time thinking through clear definitions and examples….

I think everyone who has explored the OODA Loop concept, including John Boyd himself, initially gravitated to the aspect of cycling “faster” than one’s oponent because it is a natural assumption that resonates with our own experiences. We have all seen competitions where one player or athlete was “quicker” in reading situations and arriving at the right intuitive decision – usually most of us have been both the faster as well as the slower and more hesitant person. It’s the first scenario that springs to mind and being “faster” gives an obvious comparative advantages. Obvious does not mean “only” though.

What made the “faster” interpretation of OODA Loop really stick in the culture though, IMHO, was this unfortunate but easily understood graphic:

As a result, we get critical arguments that the OODA Loop is really something germane only to binary situations similar to the high pressure aerial combat that Boyd experienced in the Korean War or as a tactical fighter pilot instructor (or Musashi’s sword fighting) and not something generally useful in military strategy. An odd argument, given that Clausewitz liked to use binary metaphors to describe the nature of war.

The next graphic, which better illustrates the simultanaeity and dynamic nature of the OODA Loop, with other potential avenues of exploitation than just going “faster” (which will swiftly hit diminishing returns in any event) does not lend itself as easily to nearly instant comprehension:

With these cognitive relationships operating continuously, mostly subconsciously with automaticity and in an iterative fashion, a different set of meanings to the phrase “inside your oponent’s OODA Loop” than just going “faster”, like a formula one race car zooming around a track.

Pundita is spot on. If anything, she’s too nice about making her point ( must be mellowing).

I will be more blunt; Pakistan is an unfixable horror show and an enemy of the United States by any rational metric that can be applied. Worse than Iran. North Korea is a toss-up. We need to disentangle ourselves from a nation hell-bent on provoking a nuclear war with it’s giant neighbor, India and that plots terrorism against us with the intent of killing US citizens.

The Attritionist Letters (Archives)

In 1942 the English author, C.S. Lewis published a novel in epistolary style titled “The Screwtape Letters.”  The novel took the form of series of letters of advice from an experienced devil named Screwtape to his young nephew Wormwood. His protégé was having a difficult time in tempting and ruining souls.  The novel is a thinly veiled postulation of faith and morals.  We have had a group of Marines, who I have allowed to remain anonymous, compile epistolary articles they have titled ” The Attritionist Letters.” They write provocatively about what they see as the ongoing clash between maneuver warfare advocates and attritionists.  It is our hope that they will engender a spirited debate over the next several months as we publish their letters.  I do not agree with every thing that they assert, but they also make points that are valid and well worth considering.  One of the most important points I discovered soon after becoming the editor of the Gazette was that you will have the opportunity to publish points that you may or may not agree with and hope that the readers will take up the debate.

Fabius Maximus makes waves with a powerful and controversial post:

The Army and Marines are breaking, but we don’t care

Summary:  The US Army and Marines are breaking.  It’s a slow inexorable process resulting from fighting 4GWs around the world too long with too few men.  Neocon war-mongers, national leaders, and the general public remain blind to the evidence, so they can express surprise when the results eventually become too severe to ignore.  It took a decade to repair the damage after Vietnam, under more favorable social and economic circumstance than likely in early 21st century America.  Here we see another warning from a senior officer, and revisit data from the lastest Army report about this slow-growth crisis, another in a string of similar reports.  See the links at the end to other articles on this topic.

Update:  The “we” in the title refers (as always on this website) to the American people.  As the shown in previous posts and the report described here, the military quickly recognized these problems and strongly responded with measures to mitigate the damage.  Unfortunately, solutions lie beyond the state of the medical and social sciences.  Perhaps these ills result inexorably result from war.

Before the data, here’s a brief on the situation, from “Dark Hour“, Katherine McIntire Peters, Government Executive, 1 October 2010 (red emphasis added):

“This report literally whistles past the graveyard,” says retired Maj. Gen. Robert Scales, who served as commandant of the Army War College in 2000 and authored a number of books on military strategy and leadership. Suggesting that officers and NCOs or garrison staffs are responsible for a rising suicide rate because of lax leadership, as Scales reads the Army’s report, is “irresponsible,” he says. “This report basically allows people off the hook for the inability to resource these two wars with the people necessary to do it. It’s got nothing to do with politics. It’s got to do with the lack of perception of what land warfare does to a ground force,” he says. “Rarely have I ever read anything that so badly misses the mark. It’s trying to find little nooks and crannies in the Army’s management of these two wars and it absolutely misses the point of what’s been going on.”

Scales says too few troops have been carrying too heavy a burden for too long. “I don’t care if you’ve got an army of Robert E. Lees, the anecdotal evidence clearly shows the ground forces are going through an unprecedented realm of emotional stress,” he says.

Enough complaining, what do we actually do about suicides?

2.) Reduce the Separation Authority.  I think it’s time to admit that we face a mounting discipline problem which will require years to fix.  The instances of misdemeanor activity among soldiers has nearly doubled over the past five years.  In almost a third of those cases, no disciplinary action was taken whatsoever.
Certainly, company commanders need to take action to either rehabilitate or get rid of problem troops.  But this is easier said than done.  For example, the Army has seen a precipitous decline in the number of soldiers chaptered out for obesity in recent years.


Don’t think for a moment it’s because we have fewer obese soldiers, either.?

Part of the problem, in my humble opinion, lies with the fact that separation authority has been taken from battalion commanders and raised to the “special court-martial convening authority” (in many cases, a two-star general)–a full two levels of command. Why?  Because commanders were doing exactly what they should have been doing–kicking sub-par first-term soldiers out of the Army….

Noted expert on adaptive leadership, military education, strategy and 4GW, Don Vandergriff, has become a contributor to the Fabius Maximus blog. A thought leader on the subject of military reform, Don is the author of Raising the Bar: Creating and Nurturing Adaptability to Deal with the Changing Face of War, Manning the Future Legions of the United States: Finding and Developing Tomorrow’s Centurions, The Path To Victory: America’s Army and the Revolution in Human Affairs and Spirit, Blood and Treasure and his official site can be found here.  I know Vandergriff will make an excellent addition to FM’s well regarded blog.

Donald Vandergriff has joined the team of writers on the FM website.  He’s one of the select few who are incomparably more influential after they retired (but still alive).  This week we’ll run excerpts from some of his works.

Background

In the world of military theory today there are many people on the cutting edge.  Historians like Martin van Creveld, analysts like John Robb and Chet Richards, visionaries like Thomas Barnett, even some crossing across these categories like William Lind.  But there are few developing solutions that can be implemented today.  By solutions, I mean large-scale programs (not incremental improvements) requiring no substantial political or institutional changes.

One of the best known on this short list is Donald E. Vandergriff.  He retired in 2005 at the rank of Major after 24 years of active duty as an enlisted Marine and Army officer.  He now works as a consultant to the Army and corporations.

Why is Vandergriff’s work an important contribution to preparing America for 21st century warfare?

Like the United States today, Rome faced multiple challenges in 107 B.C., and was hard pressed to field adequate forces; the number of men who were qualified to serve, who could equip themselves was running out. The Jurgurthine War in North Africa had been going on far too long for the liking of the Roman Senate, a task that counsul (general) Gaius Marius took upon himself to resolve. German tribes had already defeated several Roman armies and threatened Gaul (southern France) as well as Italy.

Marius was a man of vision and acted upon the need to secure Roman provinces with the resources at hand. He did not have a technological revolution at his disposal to solve his strategic problem.  Marius turned to an intangible solution, the way the Roman Army was manned, structured and fought its legions as the solution. 

Training of officers, a key step for the forging of an effective military force

Chapter six:  Training (and Educating) Tomorrow’s Soldiers and Leaders

There is no standardized entry test for U.S. Army commissioning.

  • 10%-15% of officer cadets come through the United States Military Academy at West Point. Here, academic excellence takes priority over military proficiency and many of the places are allocated on the basis of Congressional patronage.
  • Most of the rest of cadets (future officers) join through the Reserve Officers Training Corps (ROTC) located at 270 schools throughout the US and its territories.
  • A small, but growing, percentage comes through the 16-week Officer Candidate School at Fort Benning, GA. This course has been frequented more by former noncommissioned officers (NCOs) than by those who have met the minimum entrance standard with a degree and only basic training prior to attending, which is good for the Army if those former NCOs are not tied to the old way of doing things.  (See “OCS expanding to turn out more officers“, Army Logistics News, Nov-Dec 2000)
