My title — War & Peace, wounds and healing? — ends with a question mark. Are we, perhaps, beginning to see a shift here away from divisiveness, at least in the matter of the lives of both blue and black mattering? I don’t have the pulse of America, but am noting what may be early signs of a sea change, or just anecdotal outliers that don’t add up to anything.

The method used to combat riots and incipient riots is the same now as it was years ago when eastern cities didn’t have big riots and L.A. did; basically it is you don’t give up the streets. From the police point of view, those are ‘my streets’. You have your home but those are my streets and they won’t be given up.

There are a bunch practical things you do to implement that, which the eastern cities did all those years ago. Simple things, like paddy wagons. Those enable large number of people to be transported to jail by just one or two officers rather than one officer per car per suspect. You run out of officers quick that way.

Another thing is to have a special setup for initial processing. It can be something as simple as a magistrate court rep at a card table on the corner. Officer hands the rep a streamlined complaint, rep says ok, paddy wagon takes him away, officer back on the street collering somebody else. Those are just two things I’ve read about or seen done. There are probably many other. The young men looking for fun and trouble who make up mobs of rioters see very clearly and very quickly that when these things are done there is a real possibility of them spending the night in jail, which is no fun at all. They are very good at figuring the odds and tend to quiet down some.

But the upshot is, that is policing. Which is controlling the streets. It is not feeling your pain. Any clown police chief who professes something else is running for something by selling himself and selling out the people who want to use those streets unmolested for their normal affairs.
