The emphasis at IVN \u00a0is on well-supported brevity to inform a general audience of prospective voters for 2012 and not to entertain the legions of doctorate-seeking war nerdom with iterations of mutant 4GW, hybrid neo-Clausewitzian, counter-counter-insurgency theoretical castles in the sky \ud83d\ude42 Different readership there.<\/p>\n<p>Here is my first article:<\/p>\n<h3><a title=\"The Coming National Defense Crack-Up\" href=\"http:\/\/ivn.us\/2012\/06\/27\/coming-national-defense-crack-up\/\" rel=\"bookmark\">The Coming National Defense Crack-Up<\/a><\/h3>\n<blockquote><p><strong>&#8230;.Despite a major speech on defense issues given at the Citadel in 2011, Governor Romney\u2019s strengths as a candidate are not associated with national security, while President Obama\u2019s staff prefer to emphasize to the administration\u2019s many successes in counterterrorism operations instead of the accumulation of serious issues faced by the Department of Defense, the armed services and America\u2019s returning veterans.<\/strong><\/p>\n<p><strong>This lack of debate is problematic because the next president will require a mandate for his solutions to the Pentagon\u2019s laundry list of problems if they are to have a hope of passing the Congress in tight budgetary times.\u00a0Some of the national defense problems are structural while others constitute a legacy of ten years of war in Afghanistan, Iraq and in remote lawless regions, but the political capital needed to fix them will be substantial:<\/strong><\/p>\n<ul>\n<li><strong>Never has the Pentagon\u2019s system for acquiring weapons and supplies been so dysfunctional or so ruinously expensive. Most of the major weapons systems of the past decade have been cancelled or halted in scandal at a cost of billions, including the\u00a0<a href=\"http:\/\/www.dodbuzz.com\/2009\/06\/23\/its-official-fcs-cancelled\/\">Future Combat System<\/a>, the<a href=\"http:\/\/www.defensereview.com\/f-22-raptor-program-cancellation-defensereview-weighs-in\/\">F-22 Raptor<\/a>\u00a0, the\u00a0<a href=\"http:\/\/www.wired.com\/dangerroom\/2008\/07\/in-major-revers\/\">next generation Destroyer<\/a>, the\u00a0<a href=\"http:\/\/www.slate.com\/articles\/news_and_politics\/war_stories\/2002\/05\/outgunned.html\">Crusader<\/a>, the\u00a0<a href=\"http:\/\/articles.cnn.com\/2004-02-23\/us\/helicopter.cancel_1_comanche-sikorsky-aircraft-corporation-schoomaker?_s=PM:US\">Comanche helicopter<\/a>, the<a href=\"http:\/\/www.defense.gov\/Speeches\/Speech.aspx?SpeechID=1527\">Expeditionary Fighting Vehicle<\/a>\u00a0and\u00a0the\u00a0<a href=\"http:\/\/www.informationdissemination.net\/2010\/10\/hello-pom-12-goodbye-lcs.html\">Littoral Combat Ship<\/a>. The desk-bound military bureaucracy bitterly fought against the deployment of\u00a0<a href=\"http:\/\/www.usatoday.com\/news\/military\/2011-06-27-gates-mraps-troops_n.htm\">the life-saving MRAP<\/a>\u00a0while outfitting troops in uniforms that made it\u00a0<a href=\"http:\/\/www.thedaily.com\/page\/2012\/06\/24\/062412-news-camouflage-fiasco-1-5\/\">easier for the enemy to shoot them<\/a>.<\/strong><\/li>\n<li><strong>The Obama administration is attempting a \u201c<a href=\"http:\/\/csis.org\/publication\/pivot-asia-prepare-unintended-consequences\">strategic pivot<\/a>\u201d toward Asia by focusing shrinking military resources in the Pacific, but the United States Navy will be extremely hard-pressed to carry out\u00a0<a href=\"http:\/\/walt.foreignpolicy.com\/posts\/2011\/12\/01\/a_bandwagon_for_offshore_balancing\">offshore balancing<\/a>\u00a0of a\u00a0<a href=\"http:\/\/online.wsj.com\/article\/SB10001424052970204397704577074631582060996.html\">rising China wit<\/a>h a reduced fleet of\u00a0<a href=\"http:\/\/www.nytimes.com\/2012\/04\/06\/us\/politics\/a-smaller-navy-ship-with-troubles-but-presidents-backing.html?pagewanted=all\">only 285 aging ships<\/a>, the lowest number in a century. Nor do we have any regional allies with operational aircraft carriers \u2013 Japan has only a helicopter carrier, Britain is losing it\u2019s last carrier in 2014, Australia and South Korea have no carriers and New Zealand barely has enough ships to constitute a functioning navy.
