{"id":1659,"date":"2006-02-19T03:20:00","date_gmt":"2006-02-19T03:20:00","guid":{"rendered":"http:\/\/zenpundit.com\/?p=1659"},"modified":"2006-02-19T03:20:00","modified_gmt":"2006-02-19T03:20:00","slug":"1659","status":"publish","type":"post","link":"https:\/\/zenpundit.com\/?p=1659","title":{"rendered":""},"content":{"rendered":"<p><b>THE EMERGENCE OF EMERGENCE<\/b><\/p>\n<p>A <a href=\"http:\/\/www.usafa.af.mil\/jscope\/JSCOPE06\/Challans06.html\">short but very intriguing paper <\/a>by <strong>Dr. Tim Challans<\/strong> of was posted at <strong><a href=\"http:\/\/council.smallwarsjournal.com\/index.php\">The Small Wars Council<\/a> <\/strong>that primarily criticizes Effects Based Approach\/<a href=\"http:\/\/www.afrlhorizons.com\/Briefs\/June01\/IF00015.html\">Effects Based Operations <\/a>but raises the question of<strong><a href=\"http:\/\/en.wikipedia.org\/wiki\/Emergence\"> emergence<\/a><\/strong> in warfare.<\/p>\n<p>Briefly, emergence is the phenomenon of a new, unanticipated, spontaneous behavior as a result of a system reaching a particular point of complexity. Usually the constituent components of the system lack the capacity for the emergent behavior until the collective has formed a pattern of interaction. If the emergent pattern- say for example the formation of a scale-free network &#8211; possesses the characteristics of <a href=\"http:\/\/en.wikipedia.org\/wiki\/Resilience\"><strong>resilience<\/strong>,<\/a> it will stabilize as a recognizable and observable entity or phenomenon.
