Bunker<\/strong> and <strong>Pamela Ligouri-Bunker<\/strong><\/p>\n<p>The newest book published by<strong><a href=\"https:\/\/smallwarsjournal.com\/\"> Small Wars Journa<\/a>l <\/strong>contains 376 pages of essays by 15 contributors, a foreword by<strong><a href=\"https:\/\/www.berggruen.org\/people\/nils-gilman\/\"> Nils Gilman<\/a><\/strong> and conclusion by longtime criminal insurgency analyst <strong><a href=\"https:\/\/smallwarsjournal.com\/author\/john-p-sullivan\">John Sullivan<\/a>.\u00a0<\/strong>What is a &#8220;plutocratic insurgency&#8221; you ask?<\/p>\n<p><a href=\"https:\/\/smallwarsjournal.com\/jrnl\/art\/research-guide-plutocratic-insurgency-gilded-age-redux\">According to Robert Bunker<\/a>:<\/p>\n<blockquote><p><strong>The plutocratic insurgency concept dates back to 2011 and has been influenced by earlier work done by John Robb (<a href=\"https:\/\/globalguerrillas.typepad.com\/globalguerrillas\/2008\/09\/onward-to-a-hol.html\">Onward to a Hollow State<\/a>, 2008) and Nils Gilman (<a href=\"https:\/\/www.amazon.com\/Deviant-Globalization-Market-Economy-Century\/dp\/1441178104\">Deviant Globalization<\/a>, 2010). As a theoretical construct, it was further inspired by the global street protests and demonstrations of the Occupy movement taking place during that period. Research on this topical area for its U.S. national security threat potentials has been conducted related to U.S. Department of Defense and Army programs, with a number of works produced or derivative of these efforts; <a href=\"https:\/\/ssi.armywarcollege.edu\/index.cfm\/articles\/Not-Your-Grandfathers-Insurgency-Criminal-Spiritual-and-Plutocratic\/2014\/02\/20\">Op-Ed: Not Your Grandfather&#8217;s Insurgency<\/a> (2014), Global Criminal and Sovereign Free Economies and the Demise of the Western Democracies (2014), and <a href=\"https:\/\/ssi.armywarcollege.edu\/pubs\/display.cfm?pubID=1313\">Old and New Insurgency Forms<\/a> (2016). Of these works, the \u201cForeword: The twin insurgency\u2014facing plutocrats and criminals\u201d written by Nils Gilman for the derivative 2014 edited book project\u2014and reprinted online as <a href=\"https:\/\/www.the-american-interest.com\/2014\/06\/15\/the-twin-insurgency\/\">The Twin Insurgency<\/a> in The American Interest\u2014is by far the best known and eloquent of these writings:<\/strong><\/p>\n<p><strong>The defining feature of the plutocratic insurgency is its goal: to defund or de-provision public goods in order to defang a state that its adherents see as a threat to their prerogatives. (Note that, conceptually, plutocratic insurgencies differ from kleptocracies; the latter use the institutions of state to loot the population, whereas the former wish to neutralize those institutions in order to facilitate private-sector looting. In practice, these may overlap or co-mingle.) Practically speaking, plutocratic insurgency takes the form of efforts to lower taxes, which necessitates cutting spending on public goods; reducing regulations that restrict corporate action or protect workers; and defunding or privatizing public institutions such as schools, health care, infrastructure, and social space.<\/strong><\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>[Mark Safranski \/ zen] Plutocratic Insurgency Reader edited by Robert J.
