The Whispering Campaign Against the National Security Adviser

It is not very often that I link to the Huffington Post but Steve Clemons, who is the director of the American Strategy Program at the New America Foundation, had a piece up that outlines a faction inside the White House that is very critical of National Security Adviser General James Jones and would like to see him replaced.

Initially, I was somewhat dismissive in my reaction, but after hearing directly from Steve, and then doing some reflection, I was overly hasty in my judgment. Mr. Clemons is on to something; there is an earnest effort at high levels within the Obama administration to get rid of General Jones. A profoundly bad idea, in my view. Here is Steve’s post in its’ entirety:

Can National Security Adviser James Jones Survive a Second Round of Attacks and “Longer Knives”?

I am here in London where I’m participating in an interesting forum sponsored by the Princeton Project on National Security and the Royal United Services Institute (RUSI) Transatlantic Program, I’ve received not just one email — but three — from prominent insider journalists and policy hands that Jim Jones’ tenure as National Security Adviser is highly fragile.

One of these emails reports starkly:

“Knives getting longer”

That’s all my contact said. But other emails have intimated to me a serious tone-deafness by Jones about his role and responsibilities, his relationship with the president, and his relationship with younger, dedicated, hardworking and late-working staff. Jones recently said that National Security Council staff members that stayed longer than 7:30 pm must be disorganized in their work.

I speak to various NSC officials — often at 10:00 or 11:00 pm at night. They are hardworking, racing as fast as they can to manage the many, many, many major initiatives that Barack Obama has decided to simultaneously pursue.

James Jones is considered by his admirers to be a genius when thinking about management structures and decision-making processes. On the other hand, his critics see him as a plodding, slow-moving, out of touch retired general who was better prepared to think about the last era rather than the one we are moving into. His critics think that he’s just too unable to animate nimble, high flex policy decision making products for a White House on a manic dash to get a lot of top tier issues dealt with.

Friends at the National Security Council respect a great deal the way in which NSC Deputy Tom Donilon is managing his brief. Many see him picking up the load that Jones seems unable or unwilling to carry. Donilon is deeply engaged in the broad Middle East and Iran portfolio, the non-proliferation/WMD/arms control portfolio, the China economic and security portfolio, and he has — according to reports — supported and helped cultivate relationship building between State, DoD, the NSC, and other parts of the national security bureaucracy.

Some tell me that James Jones decided to try and remove himself from the “whack-a-mole” crisis reaction style of decision-making that could rob the Obama administration of the chance to define a new course in national security affairs. Tom Donilon, according to reports, wields far more the hand of power when it comes to day to day management and responding to crises that require presidential attention and response.

Jones, in contrast, has been obsessed with the structure of decisions — who is involved in those decisions, what the structure of decision-making should be, and what legal modifications to this process need to be made. He looks at that as the big nut that needs to be cracked — and that would improve, according to Jim Jones, the president’s effectiveness and chances of success at a macro level.

Jones’ self-determined task is not high profile, mostly structural, and has not won him many admirers for leadership — but what he is doing is necessary. If he departs his role, this challenge of dealing with the growing complexity of national security threats and the vital need to recalibrate the policy making and decision-making process will require the attention of someone serious.

So, whether Jones stays or goes — his portfolio will remain vital.

But what is clear is that Jones has enemies and that they are trying to undermine his place in the Obama orbit.

Their motives may not be earnest concern about the tempo or pace of Jones’ management style — but they very well could be his unwillingness to allow the liberal interventionists inside the Obama administration to have more than their fair share of power in the Obama decision-making process.

Jones has structured an all views on the table approach to decision making — quite evident when it comes to Middle East policy — and the hawkish/neocon-friendly/Likudist-hugging part of the Obama administration’s foreign policy operation may be engaged in a coup attempt against Jones.

I don’t know if he’ll survive this latest effort to oust him — but folks need to know that those “longer knives”, on the whole, do not have pure motives.

I am probably, from Steve’s vantage point, “hawkish/neocon-friendly” and a supporter of Israel, but I share his concern that those out to remove or undermine General Jones are not doing so out of good motives and that his replacement by a weaker figure,  one less experienced with the national security bureaucracies, is not to the advantage of the nation.

Ominously, Secretary of Defense Robert Gates felt is was nessecary to go on record to defend General Jones from his anonymous critics in a recent high profile interview with David Ignatius:

 WASHINGTON — Defense Secretary Robert Gates doesn’t give interviews all that often. So it was interesting that Gates reached out last week to talk about Gen. Jim Jones, the national security adviser, and how he is managing the foreign-policy process in the Obama administration

Gates is a fan of the retired Marine general. He said he has watched national security advisers up close since Henry Kissinger in the early 1970s and that Jones is “among the best” he has seen. “I think of Jim as the glue that holds this team together,” Gates said. Despite all the talk about big egos in the Obama group, he says that at the top level it is “not a team of rivals, but a team.”

This encomium wouldn’t be newsy, or even very interesting, if it weren’t for the whispering campaign about Jones that has been making the rounds in Washington for the past two months. The proverbial “anonymous sources” have been sniping at Jones, claiming that he’s out of the loop, unprepared, doesn’t stay late enough in the office and that he kicks his dog. (Actually I made the last part up.)

….What complicates the situation is that this administration, like some in the past, has an inner core that worked closely together during the campaign and formed a special bond with the president. Think of Rahm Emanuel, the chief of staff; David Axelrod, the senior adviser; and Denis McDonough and Mark Lippert, senior members of the NSC staff. I facetiously call them the “Politburo.”

….”Age difference and closeness (to Obama) are a reality, but I don’t sense antagonism or jealousy,” Gates said. “Jim and Hillary and I have joked with each other that we’re of a different generation than those in the White House. While they’re texting, we’re on the cell phone or even a land line.”

….Gates argues that Jones’ biggest success has been as the proverbial “honest broker.” He explains: “I can trust Jim to represent my views on an issue to the president. … He is a facilitator, not an obstacle, and that hasn’t always been true in that job.”

The last sentence by Gates is an understatement of some magnitude.  It is also very unusual that a Secretary of Defense would feel the need to make such a public case in support of a key member of the President’s national security team. Gates is a very old Washington hand, and he recognizes the pattern of political death by anonymous leak and is trying to short-circuit it before the whispering campaign against Jones gets legs.

The NSC process exists to ensure that the president gets the best possible advice, a wider variety of options than bureaucratic preferences might choose that he be limited to hearing and that there is accountability and follow-up after policy has been decided. This requires a strong NSC adviser and an orderly, inclusive, process. That does not suit those inclined to free-lance or sabotage the interagency process and a weak NSC usually brings a fair amount of chaos and infighting into American foreign policy.

I will conclude by echoing Steve Clemons: those seeking General Jones’ removal do not have pure motives.

This caught my eye, from Foreign Affairs:

Jonestown: Will Obama’s National Security Council Be “Dramatically Different?”

But Jones remains something of a question mark. The most successful national security advisers — McGeorge Bundy, Henry Kissinger, Brent Scowcroft, and Sandy Berger — were effective thanks to strong personal and policy relationships with their presidents, and it remains unclear whether Jones will establish a similarly close connection with Obama. The retired marine general has garnered widespread bipartisan respect for his integrity, but he had met Obama only twice before being appointed to the job.

History suggests that this is not an insuperable obstacle: Bundy built his relationship with Kennedy, and Kissinger his with Nixon, only after moving to the White House. But both Bundy and Kissinger immersed themselves in the substance of presidential policy, and their operational styles (Bundy’s was open and casual, while Kissinger’s was tight and controlled) were natural fits for their respective bosses.

Jones’s personal style does not seem to be so good a match for Obama’s. Jones is a career military man accustomed to operating within a hierarchical structure, where rank matters and information and recommendations move through predictable channels. Even at its most structured, policy-making in the White House is never like this, and it appears to be particularly far from it under this president. For Jones, Bundy’s experience may be the most relevant, since Obama resembles Kennedy more than any other U.S. president since World War II. He is cool, cerebral, and substance-oriented.  Like Kennedy, he is a former senator and accustomed to informal processes, going to individuals rather than large organizations for advice. As a onetime community organizer, he has had additional experience with fluid situations that Kennedy never had. And as a former law professor, Obama is attracted to disputation as a means of garnering facts and making decisions instead of relying on the counsel, however well grounded, of a single aide, or having others’ views channeled through a particular aide

This would seem to be a misreading of the situation to me.

Gen. Jones, first of all, is not Al Haig or some general out of Hollywood central casting. He is forceful, a useful trait as President Obama intends to hold tight control over foreign policy, but Jones’ career was marked both by innovative thinking and the holding of high posts unusual for a Marine general officer, including leadership of humanitarian and multinational intervention and supreme allied commander in Europe. Excellent preparation for the sort of foreign policy problems the Obama administration is most likely to face – complex, disorderly, subnational and/failed state and with heavy diplomatic-political implications as well as shooting wars of insurgency, COIN and terrorism.

President Obama spent most of his time before becoming chief executive on a limited number of domestic policy issues, constitutional law and navigating the treacherous waters of Chicago politics. Neither foreign policy nor military affairs was an area of interest or expertise for Barack Obama and the presence of General Jones at the NSC is politically useful in itself, as is Jones’ determination to rein in the bureaucracies at meetings of NSC principals or their deputies. Making Jones both enforcer and consigliere  – but also one who has enormous “street cred” in the national security-defense communities.

Barnett, the Bomb and Obama

In line with the vigorous discussion in the comment section of the previous post, Tom Barnett weighs in on Obama’s nuclear utopianism in Esquire Magazine:

3. An America with fewer nukes breeds a new class of military powers.

By reducing “barriers to entry” to the marketplace called great-power war, I believe we would actually encourage the proliferation of nuclear weaponry. If Obama and his successors were to withdraw America’s virtually global nuclear umbrella, numerous middle powers would become highly incentivized to fill that security gap.

Of course, the dream would be to include all such states in a global rejection of nuclear weaponry, but that’s not likely if the system’s clear Leviathan (the United States) demotes itself to the status of a de-nuclearized great power. That scenario (Obama’s scenario) instantly elevates a slew of suddenly “near-peer” military powers in a manner that smaller states will likely find strategically unpalatable. As in, they could be blown into oblivion — strategic or literal — at any moment.


4. A new class of military powers breeds a new round of local wars.

The fallout from the collapse of our nuclear umbrella would be as frightening as it would be immediate: the resumption of great-power rivalries and proxy wars in regions once again subject to profound spheres of influence. That would further complicate the strategic landscape and undo so much of the Obama administration’s diplomatic success between now and then.

The Pushtunistan War

Juxtaposition of two events today, for your consideration.

Former CIA Kabul Station Chief and NIC member Graham E. Fuller, bitterly blasted the Obama administration over Afghanistan-Pakistan strategy at the Huffington Post in a piece he originally had run, oddly, in The Saudi Gazette:

Global Viewpoint: Obama’s Policies Making Situation Worse in Afghanistan and Pakistan

— Military force will not win the day in either Afghanistan or Pakistan; crises have only grown worse under the U.S. military footprint.

— The Taliban represent zealous and largely ignorant mountain Islamists. They are also all ethnic Pashtuns. Most Pashtuns see the Taliban — like them or not — as the primary vehicle for restoration of Pashtun power in Afghanistan, lost in 2001. Pashtuns are also among the most fiercely nationalist, tribalized and xenophobic peoples of the world, united only against the foreign invader. In the end, the Taliban are probably more Pashtun than they are Islamist.

— It is a fantasy to think of ever sealing the Pakistan-Afghanistan border. The “Durand Line” is an arbitrary imperial line drawn through Pashtun tribes on both sides of the border. And there are twice as many Pashtuns in Pakistan as there are in Afghanistan. The struggle of 13 million Afghan Pashtuns has already inflamed Pakistan’s 28 million Pashtuns.

— India is the primary geopolitical threat to Pakistan, not Afghanistan. Pakistan must therefore always maintain Afghanistan as a friendly state. India furthermore is intent upon gaining a serious foothold in Afghanistan — in the intelligence, economic and political arenas — that chills Islamabad.

— Pakistan will therefore never rupture ties or abandon the Pashtuns, in either country, whether radical Islamist or not. Pakistan can never afford to have Pashtuns hostile to Islamabad in control of Kabul, or at home.

— Occupation everywhere creates hatred, as the U.S. is learning. Yet Pashtuns remarkably have not been part of the jihadi movement at the international level, although many are indeed quick to ally themselves at home with al-Qaida against the U.S. military.

— The U.S. had every reason to strike back at the al-Qaida presence in Afghanistan after the outrage of 9/11. The Taliban were furthermore poster children for an incompetent and harsh regime. But the Taliban retreated from, rather than lost, the war in 2001, in order to fight another day. Indeed, one can debate whether it might have been possible — with sustained pressure from Pakistan, Iran, Saudi Arabia and almost all other Muslim countries that viewed the Taliban as primitives — to force the Taliban to yield up al-Qaida over time without war. That debate is in any case now moot. But the consequences of that war are baleful, debilitating and still spreading.

— The situation in Pakistan has gone from bad to worse as a direct consequence of the U.S. war raging on the Afghan border. U.S. policy has now carried the Afghan war over the border into Pakistan with its incursions, drone bombings and assassinations — the classic response to a failure to deal with insurgency in one country. Remember the invasion of Cambodia to save Vietnam?

Fuller does not understand his Vietnam War history (or if he does, then he is the master of irony) but he has a good handle on the nature of Pustunistan and of regional Islamism. The Taliban and neo-Taliban are half-educated, zealously religious, violent hillbillies who are looked down upon by Pakistani elite much the way Manhattan hedge fund managers and New Yorker magazine columnists would look at snake handling, fundamentalist, Christians from Appalachia if the latter were tramping around Georgetown suburbs with shotguns and RPG’s. I agree with Fuller that culturally transforming the average, functionally illiterate, 25 year old Pushtun tribal warrior with a 3rd grade education from a stripped-down neo-Deobandi madrassa funded by wealthy Saudi Arabian fanatics is well beyond our capacity.

But in terms of shifting U.S. strategy in Afghanistan and Pakistan, is that kind of cultural tranformation really the goal?

I think not. Predators are not meant to be persuaders except in the negative sense to communicate to al Qaida and the Taliban that no safe haven exists on the Pakistani side of the imaginary Durand line. I do not think the Obama administration is aiming for a quarter-century process of housebreaking the Pathans into a gentle Islamic debating society. Nor should they. We’d have an easier time sending men to Mars.

The second and far more reported item is that General David McKiernan has been fired by Secretary of Defense Robert Gates and replaced by Lieutenant-General Stanley McChrystal, a specialist in black ops and irregular warfare. I was asked for a quote earlier today by Dr. James Joyner of The Atlantic Council, and my immediate impression of the news was as follows:

Policy wonk Mark Safranski guesses that this has to do with tensions between McKiernan and new CENTCOM boss David Petraeus. Via email, he suggests that the recent decision to treat Afghanistan and Pakistan as a single theater “requires somebody very comfortable with close coordination with CIA special activities staff and the AF-CIA joint targeting shop, who is used to having the White House looking over his shoulder as operations are conducted.” He adds that, “Traditionally, the regular Army has never made appropriate use of special forces, a history that goes back to the Vietnam War – and definitely an issue in Afghanistan since at least late 2002. If McKiernan continued that hallowed tradition, it would have been an added irritant in his relations with Petraeus, who as CENTCOM boss is the 800 pound gorilla. I would expect, further, that Petraeus and Gates are on the same page in regard to how special operations troops are to be integrated into any strategy in Afghanistan.”

Subsequent leaks in the news indicate that Gen. McKiernan was viewed as “too conventional” in his thinking, though I will wager that is not the whole of the backstory. I would add, after digesting some of the news, that the United States is moving toward an operational posture in Afghanistan for the use military force that is more like a rapier than a sledgehammer – but the rapier is going to be used to stab very deep into Pakistan, whose ISI refuses to stop funding, arming and training wild-eyed neo-Taliban militias. This will also cause some of the Islamist Frankenstein monsters running around the FATA, to return to their creators. An action John Boyd would have describe as “folding the enemy back on themselves”.

Interesting times.

Excess Complexity is the Route to Extinction

Nassim Nicholas Taleb, author of The Black Swan: The Impact of the Highly Improbable and Fooled by Randomness: The Hidden Role of Chance in Life and in the Markets, had an op-ed in FT.com entitled “Ten principles for a Black Swan-proof world” (Hat tip to John Robb and Pundita). Taleb was addressing the global economic crisis, but I was particularly drawn to Taleb’s fifth principle, which has a more general implication:

5. Counter-balance complexity with simplicity. Complexity from globalisation and highly networked economic life needs to be countered by simplicity in financial products. The complex economy is already a form of leverage: the leverage of efficiency. Such systems survive thanks to slack and redundancy; adding debt produces wild and dangerous gyrations and leaves no room for error. Capitalism cannot avoid fads and bubbles: equity bubbles (as in 2000) have proved to be mild; debt bubbles are vicious.

Taleb has encapsulated many important concepts very well here. Up to a certain point, increasing complexity represents a advantage for an evolving system (biological, financial, physical etc.) by increasing efficiency through adding specialization, interconnection, diversification, redundancy and checks for mitigation of risks. Complexity, in the earlier part of a development curve can add to a system’s overall resiliency – to a point.

Superfluous complexity, that which goes beyond the minimum required for additional gains in systemic efficiency or productivity, is a net drag on the system, an economic waste, a source of friction, a cancer,  a useless eater of resources and the earliest sign of the system’s inevitable decay. Worse, excess complexity represents an increasing probability of systemic failure by multiplying the number of variables involved in the normal process of the system. There are more things that can go wrong and more choke points where a catastrophic failure can occur. Increasing the degree of complexity moves the system away from simplicity and reliability and toward chaos and the creativity of emergent properties, but like an ice skater seeking ever greater range, go too far and the ice will crack under one’s feet.

This is an effect familiar to engineers and scientists but one that appears to escape the majority of politicians, corporate executives and economists. My co-blogger at Chicago Boyz, Shannon Love,  took GE to task for trying to get on the Federal dole by advocating needlessly complicating the nation’s power grid:

If Your Grid Had a Brain

GE is advertising to build political support for Obama’s plan to purchase billions of dollars of GE tech in order to make the power grid “smart”.  After all, who would want a “dumb” anything when they could have a “smart” something? 

The reason we should keep things dumb is that in engineering the word “dumb” has a different connotation. In engineering, “dumb” means simple and reliable. 

Increasing complexity in any networked system increases possible points of failure. Worse, the more interconnected the system, i.e., the more any single component affects any other randomly selected component in the system, the faster point-failures spread to the entire system. Power grids are massively interconnected. Every blackout starts with a seemingly trivial problem that, like a pebble failing on a mountain side, triggers an avalanche of failure. 

In the social and political domain, back in the 1990’s Philip K. Howard wrote a book called The Death of Common Sense: How Law is Suffocating America in which he detailed example after example of how the overlawyering of regulatory systems in America by an emerging and hyper-aggressive legal class was producing neither restraint on government abuses nor fine-tuned social outcomes but instead created a state of paralyzed rigidity, risk aversion, perverse incentives and general dysfunction; in other words, chaos instead of order.

The Obama-ites in the White House are not “socialists” ( at least not most of them) but there is a great love of liberal-minded technocracy there, and a seemingly boundless self-confidence in the ability of high-minded, upper-middle class, progressive, wonks and lawyers from the “good schools” (or investment houses – in some cases, both) to micromanage not just our lives for us, or even the United States of America but the global economy itself. Sort of a Superempowered Oligarchy of Good Feelings.

The ancient Greeks had a word for that: hubris. More importantly, the Obama-ites are wrong here – adding endless amounts of regulatory complexity is not going to give them the kind of granular control or positive returns that they seek to obtain from the system. Counterintuitively, they should be radically simplifying where and to the degree they safely can instead.
