Pussy Riot II: the closing statements

In my most recent post, I outlined some of the theological and political contexts that can add nuance to our understanding of the Pussy Putin trial.  Here I want to point up some of the remarkable theopolitical elements in the three defendants’ impressive closing statements.

Yekaterina Samutsevich opens with a closely interwoven account of the politics, spirituality, and aesthetics of Putin‘s Russia and the Pussy Riot response, coupled with a savvy media critique… I’ll simply present the bulk of it as is, and focus in on specifics in the other two women’s statements:

That Christ the Savior Cathedral had become a significant symbol in the political strategy of the authorities was clear to many thinking people when Vladimir Putin’s former [KGB] colleague Kirill Gundyayev took over as leader of the Russian Orthodox Church. After this happened, Christ the Savior Cathedral began to be openly used as a flashy backdrop for the politics of the security forces, which are the main source of political power in Russia.

Why did Putin feel the need to exploit the Orthodox religion and its aesthetic? After all, he could have employed his own, far more secular tools of power — for example, the state-controlled corporations, or his menacing police system, or his obedient judicial system. It may be that the harsh, failed policies of Putin’s government, the incident with the submarine Kursk, the bombings of civilians in broad daylight, and other unpleasant moments in his political career forced him to ponder the fact that it was high time to resign; that otherwise, the citizens of Russia would help him do this. Apparently, it was then that he felt the need for more persuasive, transcendent guarantees of his long tenure at the pinnacle of power. It was then that it became necessary to make use of the aesthetic of the Orthodox religion, which is historically associated with the heyday of Imperial Russia, where power came not from earthly manifestations such as democratic elections and civil society, but from God Himself.

How did Putin succeed in this? After all, we still have a secular state, and any intersection of the religious and political spheres should be dealt with severely by our vigilant and critically minded society. Right? Here, apparently, the authorities took advantage of a certain deficit of the Orthodox aesthetic in Soviet times, when the Orthodox religion had an aura of lost history, of something that had been crushed and damaged by the Soviet totalitarian regime, and was thus an opposition culture. The authorities decided to appropriate this historical effect of loss and present a new political project to restore Russia’s lost spiritual values, a project that has little to do with a genuine concern for the preservation of Russian Orthodoxy’s history and culture.

It was also fairly logical that the Russian Orthodox Church, given its long mystical ties to power, emerged as the project’s principal exponent in the media. It was decided that, unlike in the Soviet era, when the church opposed, above all, the brutality of the authorities toward history itself, the Russian Orthodox Church should now confront all pernicious manifestations of contemporary mass culture with its concept of diversity and tolerance.

Implementing this thoroughly interesting political project has required considerable quantities of professional lighting and video equipment, air time on national television for hours-long live broadcasts, and numerous background shoots for morally and ethically edifying news stories, where the Patriarch’s well-constructed speeches would in fact be presented, thus helping the faithful make the correct political choice during a difficult time for Putin preceding the election.

Our sudden musical appearance in the Cathedral of Christ the Savior with the song “Mother of God, Drive Putin Out” violated the integrity of the media image that the authorities had spent such a long time generating and maintaining, and revealed its falsity. In our performance we dared, without the Patriarch’s blessing, to unite the visual imagery of Orthodox culture with that of protest culture, thus suggesting that Orthodox culture belongs not only to the Russian Orthodox Church, the Patriarch, and Putin, but that it could also ally itself with civic rebellion and the spirit of protest in Russia.

Maria Alyokhina keeps a strong focus on Pussy Riot’s protests and courtroom appearances as dialogue between people and State, and this informs her diagnosis of the state — funny word that — of affairs:

Russia, as a state, has long resembled an organism sick to the core. And the sickness explodes out into the open when you rub up against its inflamed abscesses. At first and for a long time this sickness gets hushed up in public, but eventually it always finds resolution through dialogue. And look — this is the kind of dialogue that our government is capable of. This trial is not only a malignant and grotesque mask, it is the “face” of the government’s dialogue with the people of our country.

She focuses in on the abuse of language, on Orwellian “Double-Speak” — and interestingly enough given the context of the action for which they were charged, the word she specifically chooses to examine in light of Orwell’s insight is humility:

I would like to note that this method of personal development clearly impedes the awakening of both inner and religious freedoms, unfortunately , on a mass scale. The consequence of the process I have just described is ontological humility, existential humility, socialization. To me, this transition, or rupture, is noteworthy in that, if approached from the point of view of Christian culture, we see that meanings and symbols are being replaced by those that are diametrically opposed to them. Thus one of the most important Christian concepts, Humility, is now commonly understood not as a path towards the perception, fortification, and ultimate liberation of Man, but on the contrary as an instrument for his enslavement. To quote [Russian philosopher] Nikolai Berdyaev, one could say that “the ontology of humility is the ontology of the slaves of God, and not the sons of God.”

Not only that, she calls on the Russian theological philosopher Berdyaev in support of her position — Berdyaev being the 1874-1948 theologican credited with the saying:

The question of bread for myself is a material question, but the question of bread for my neighbor is a spiritual question.

Abthough she has been, and remains, an activist, she sees activism as proceeding from interiority:

When I was involved with organizing the ecological movement, I became fundamentally convinced of the priority of inner freedom as the foundation for taking action. As well as the importance, the direct importance, of taking action as such.

It is, after all, interiority which allows us to see our living connection with all that is…

During the pickets and demonstrations [of the winter and spring], back when I was collecting signatures and organizing petitions, many people would ask me—and ask me with sincere bewilderment — why in the world they should care about, what business could they possibly have, with that little patch of forest in the Krasnodar region — even though it is perhaps unique in Russia, perhaps primeval? Why should they care if the wife of our Prime Minister Dmitry Medvedev wants to build an official residence there and destroy the only juniper preserve in Russia? These people … this is yet another confirmation that people in our country have lost the sense that this country belongs to us, its citizens. They no longer have a sense of themselves as citizens. They have a sense of themselves simply as the automated masses. They don’t feel that the forest belongs to them, even the forest located right next to their houses. I doubt they even feel a sense of ownership over their own houses.

As any artist might, she sees the play of forms within forms — like Plotinus’ “world stage which men have dotted with stages of their own constructing” [Enneads III.ii.15] We might term it, in her honor, the Matrioshka principle:

Having spent almost half a year in jail, I have come to understand that prison is just Russia in miniature.

Indeed, her statement on values, immediately following this, also echoes Plotinus in that same passage:

In this framework, people begin to place high value on meaningless trifles. In prison these trifles are things like a tablecloth or plastic dishes that can only be procured with the personal permission of the head warden. Outside prison, accordingly , you have social status, which people also value a great deal. This has always been surprising to me.

Plotinus it was who said in that same passage:

All this is the doing of man knowing no more than to live the lower and outer life, and never perceiving that, in his weeping and in his graver doings alike, he is but at play; to handle austere matters austerely is reserved for the thoughtful: the other kind of man is himself a futility. Those incapable of thinking gravely read gravity into frivolities which correspond to their own frivolous Nature. Anyone that joins in their trifling and so comes to look on life with their eyes must understand that by lending himself to such idleness he has laid aside his own character. If Socrates himself takes part in the trifling, he trifles in the outer Socrates.

Next up, Maria makes an explicit comparison of Gospel with Church and note the discussion of blasphemy and demonic possession as accusations leveled against Christ:

Our motivation is the same motivation that goes with the use of a direct quotation. This motivation is best expressed in the Gospels: “For every one who asks receives; the one who seeks finds; and to the one who knocks, the door will be opened.” [Matthew 7 :8] I — all of us — sincerely believe that for us the door will be opened. But alas, for now the only thing that has happened is that we’ve been locked up in prison. It is very strange that in their reaction to our actions, the authorities completely disregard the historical experience of dissent. “[H]ow unfortunate is the country where simple honesty is understood, in the best case, as heroism. And in the worst case as a mental disorder,” the dissident [Vladimir] Bukovsky wrote in the 1970s. And even though it hasn’t been very long, now people are acting as if there was never any Great Terror nor any attempts to resist it. I believe that we are being accused by people without memory . Many of them have said, “He is possessed by a demon and insane. Why do you listen to Him?” These words belong to the Jews who accused Jesus Christ of blasphemy. They said, “We are … stoning you … for blasphemy .” [John 1 0:33] Interestingly enough, it is precisely this verse that the Russian Orthodox Church uses to express its opinion about blasphemy. This view is certified on paper, it’s attached to our criminal file. Expressing this opinion, the Russian Orthodox Church refers to the Gospels as static religious truth. The Gospels are no longer understood as revelation, which they have been from the very beginning, but rather as a monolithic chunk that can be disassembled into quotations to be shoved in wherever necessary — in any of its documents, for any of their purposes. The Russian Orthodox Church did not even bother to look up the context in which “blasphemy” is mentioned here — that in this case, the word applies to Jesus Christ himself.

Then she offers us religion as a process, not a product — and its relation to the creative process in art, a major theme in Berdyaev’s thinking:

I think that religious truth should not be static, that it is essential to understand the instances and paths of spiritual development, the trials of a human being, his duplicity, his splintering. That for one’s self to form it is essential to experience these things. That you have to experience all these things in order to develop as a person. That religious truth is a process and not a finished product that can be shoved wherever and whenever. And all of these things I’ve been talking about, all of these processes — they acquire meaning in art and in philosophy. Including contemporary art. An artistic situation can and, in my opinion, must contain its own internal conflict. And what really irritates me is how the prosecution uses the words “so-called” in reference to contemporary art.

Nadezhda Tolokonnikova, finally, begins her statement with a reversal of logic — or at least of appearances:

By and large, the three members of Pussy Riot are not the ones on trial here. If we were, this event would hardly be so significant. This is a trial of the entire political system of the Russian Federation, which, to its great misfortune, enjoys quoting its own cruelty toward the individual, its indifference toward human honor and dignity , repeating all of the worst moments of Russian history.

Again, it’s a strategic re-framing, zooming out from the momentary to a longer view.

She’s the one who explicitly suggests that punk is a contemporary equivalent of holy folly:

What was behind our performance at the Cathedral of Christ the Savior and the subsequent trial? Nothing other than the autocratic political system. Pussy Riot’s performances can either be called dissident art or political action that engages art forms. Either way, our performances are a kind of civic activity amidst the repressions of a corporate political system that directs its power against basic human rights and civil and political liberties. The young people who have been flayed by the systematic eradication of freedoms perpetrated through the aughts have now risen against the state. We were searching for real sincerity and simplicity, and we found these qualities in the yurodstvo [the holy foolishness] of punk.

She too is concerned with values, virtues — and in particular with integrity rather than hypocrisy:

Passion, total honesty, and naïveté are superior to the hypocrisy, mendacity, and false modesty that are used to disguise crime. The so-called leading figures of our state stand in the Cathedral with righteous faces on, but, in their cunning, their sin is greater than our own.

She notes with joy and gratitude that the Church, though its leaders might wish it were, is not in fact monolithic:

I know that a great number of Orthodox Christians speak out on our behalf, the ones who gather near the court in particular. They pray for us; they pray for the imprisoned members of Pussy Riot. We’ve seen the little booklets the Orthodox pass out containing prayers for the imprisoned. This fact alone demonstrates that there is no single, unified group of Orthodox believers, as the prosecutor would like to prove. This unified group does not exist. Today, more and more believers have come to the defense of Pussy Riot. They don’t think that what we did warrants a five-month term in a pretrial detention center, let alone three years in prison, as the prosecutor has called for.

Interestingly, she views sincerity as prophetic virtue, finding it stressed more in the Old Testament than the New — although in the Gospels Christ frequently attacks hypocrites:

Every day, more people understand that if the system is attacking three young women who performed in the Cathedral of Christ the Savior for thirty seconds with such vehemence, it only means that this system fears the truth, sincerity, and straightforwardness we represent. We have never used cunning during these proceedings. Meanwhile, our opponents are too often cunning, and people sense this. Indeed, the truth has an ontological, existential superiority over deception, and this is described in the Bible, particularly the Old Testament.

The paths of truth always triumph over the paths of cunning, guile, and deception. Every day, truth grows more victorious, despite the fact that we remain behind bars and will probably be here for a long time.

She sees human imperfection as the natural precursor to the quest for wisdom and metanoia:

A human being is a creature that is always in error, never perfect. She quests for wisdom, but cannot possess it; this is why philosophy was born. This is why the philosopher is the one who loves wisdom and yearns for it, but does not possess it. This is what ultimately calls a human being to action, to think and live in a certain way . It was our search for truth that led us to the Cathedral of Christ the Savior. I think that Christianity, as I understood it while studying the Old and especially the New Testament, supports the search for truth and a constant overcoming of oneself, the overcoming of what you were earlier. It was not in vain that when Christ was among the prostitutes, he said that those who falter should be helped; “I forgive them,” He said.

And throughout, she wishes to take a non-judgmental approach:

I don’t want to label any one. It seems to me that there are no winners, losers, victims, or defendants here. We all simply need to reach each other, connect, and establish a dialogue in order to seek out the truth together.

Here we see the theme of dialogue again — and the alternative is clearly presented as Inquisition:

Together, we can seek wisdom and be philosophers, instead of stigmatizing people and labeling them. That is the last thing a person should do. Christ condemned it. With this trial, the system is abusing us. Who would have thought that man and the state he rules could, again and again, perpetrate absolutely unmotivated evil? Who could have imagined that history, especially Stalin’s still-recent Great Terror, could fail to teach us any thing? The medieval Inquisition methods that reign in the law enforcement and judicial systems of our country, the Russian Federation, are enough to make you weep.

Her emphasis, therefore, is on dialogue, not confrontation:

On July 30th, we spoke openly for the first time; we called for making contact and facilitating dialogue, not for battle and confrontation. We reached our hands out to the people who, for some reason, consider us their enemies, and they spat into our open hands. “You are not sincere,” they said to us. Too bad. Do not judge us according to your behavior. We spoke sincerely, as we always do — we said what we thought. We were unbelievably childlike, naïve in our truth, but nonetheless we are not sorry for our words, and this includes our words on that day.

and exeprience has taught her: “having been maligned, we do not want to malign others in response”:

And having been maligned, we do not want to malign others in response. We are in desperate circumstances, but we do not despair. We are persecuted, but we have not been abandoned. It is easy to degrade and destroy people who are open, but “When I am weak, then I am strong.”

She then presents a powerful invocation of the cases of Dostoyevsky, Socrates, St Stephen the proto-martyr, and Christ himself:

Do you remember why young Dostoyevsky was sentenced to death? His entire guilt lay in the fact that he was fascinated by socialist theories, and during meetings of freethinkers and friends — which met on Fridays in the apartment of [Mikhail] Petrashevsky — he discussed the writings of Fourier and George Sand. On one of the last Fridays, he read Belinsky’s letter to Gogol aloud, a letter that was filled, according to the court that tried Dostoevsky (listen!) “with impudent statements against the Orthodox Church and the State government.” After all the preparations for execution and “ten agonizing, infinitely terrifying minutes awaiting death” (Dostoyevsky), it was announced that the sentence was changed to four years of hard labor in Siberia followed by military service.

Socrates was accused of corrupting the youth with his philosophical discussions and refusing to accept the Athenian gods. He had a living connection with the divine voice, and he was not, as he insisted many times, by any account an enemy of the gods. But what did that matter when Socrates irritated the influential citizens of his city with his critical, dialectical thought, free of prejudice? Socrates was sentenced to death and, having refused to escape Athens (as his students proposed), he courageously emptied a cup of hemlock and died.

Have you forgotten under what circumstances Stephen, the disciple of the Apostles, concluded his earthly life? “Then they secretly induced men to say, ‘We have heard him speak blasphemous words against Moses and against God.’ And they stirred up the people, the elders and the scribes, and they came up to him and dragged him away and brought him before the Council. They put forward false witnesses who said, ‘This man incessantly speaks against this holy place and the Law.” [Acts 6:11-13] He was found guilty and stoned to death.

I also hope that you all remember well how the Jews answered Christ: “It is not for good works that we are going to stone you but for blasphemy .” [John 10:33] And finally we would do well to keep in mind the following characterization of Christ: “He is demon-possessed and raving mad.” [John 10:20]

Lastly, she makes a plea for the court (and those of us in the world outside it) to hear the Riot’s own words:

The prosecutors have refused to voice excerpts from Pussy Riot interviews, since these excerpts would only further prove the absence of any motive. Why wasn’t the following text by us — which, incidentally, appeared in the affidavit — presented by the prosecution? “We respect religion in general and the Orthodox faith in particular. This is why we are especially infuriated when Christian philosophy , which is full of light, is used in such a dirty fashion. It makes us sick to see such beautiful ideas forced to their knees.”

Putin and Syria: Siloviki Realism in Geopolitical Strategy

Russian President Vladimir Putin made a foreign policy speech to Russia’s ambassadors and Foreign Ministry officials that is very much worth reading in context of his dispatch to Syria of a fleet of warships, including a battleship, to the modest Russian naval base in Tartus. Under Putin’s hand, Russian support for the bloody regime of Bashar Assad has consistently been more about safeguarding and expanding Russia’s strategic place in world than about Syria:

….We are forced to admit that no reliable solution for overcoming the global economic crisis has been found yet. Indeed, the prospects are looking more and more worrying. The debt problems in the Eurozone and its slide towards recession are just the tip of the iceberg as far as the global economy’s unresolved structural problems go. The traditional powerhouses of global development – the USA, the EU, and Japan – are seeing their leadership erode, but the absence of new development models is putting a brake on global growth. There is increasing competition for access to resources, and this provokes abnormal fluctuations on the raw materials and energy markets. The traditional Western economic powers are being weakened by the crisis, which has exacerbated social and economic problems in the developed economies, and by the multi-vector nature of global development today. We can already see this for a fact now. 

Colleagues, this is no cause for joy. We should not take delight in this turn of events, and much less feel malicious glee. On the contrary, we cannot but worry over these developments, because the consequences of these tectonic shifts in the global economy are not yet clear, nor are the inevitable shifts in the international balance of power and in global policy that will follow. 

We are all the more worried when we see attempts by some actors in international relations to maintain their traditional influence, often by resorting to unilateral action that runs counter to the principles of international law. We see evidence of this in so-called ‘humanitarian operations’, the export of bomb and missile diplomacy, and intervention in internal conflicts.

We see how contradictory and unbalanced the reform process is in North Africa and the Middle East, and I am sure that many of you still have the tragic events in Libya before your eyes. We cannot allow a repeat of such scenarios in other countries, in Syria, for example. I believe that we must do everything possible to press the parties in this conflict into negotiating a peaceful political solution to all issues of dispute. We must do all we can to facilitate such a dialogue. Of course this is a more complex and subtle undertaking than intervention using brute force from outside, but only this process can guarantee a lasting settlement and future stable development in the region, and in Syria’s case, in the country itself….

It would be harder for Putin to have been more clear about what his priorities were, or that for Russia, R2P as a doctrine has no standing whatsoever in international law [ incidentally, he’s correct on that point] and Syria is not going to be allowed to go the way of Libya, if the Kremlin can prevent it.

Generally, the media reported this speech, highly misleadingly, as Putin’s prediction of “Western decline” when the message was Russia’s opposition to Western military intervention in Syria to remove Assad from power. Putin neither overestimates the means at Russia’s disposal to accomplish his limited objective (blocking intervention) nor inflates his objective to an unrealizable, vaguely defined, abstraction.

Contrast, with the speech on Syria made recently by SECSTATE Hillary Clinton. Here is a snippet that gives the tenor of her remarks:

….What was accomplished in Geneva by the action group was, for the very first time, to enlist not only all five permanent members of the Security Council including Russia and China, but also important leaders in the region and in the Arab League in support of such a transition. The issue now is to determine how best to put into action what was accomplished there and is continuing here. And I really hope everyone reads the communique from Geneva, because for example, one of the earlier speakers from Syria expressed concern there was nothing about political prisoners. Well, indeed there is. And a call for the release from detention. So it would be very helpful to get everybody on the same page if we’re going to work together about what we have already done and what we need to be doing as we move forward.

Under the Geneva communique, the opposition is for the first time put on an even basis with the government. They are given equal power in constituting the transition governing entity that will have, as we just heard, full executive authority. That could not have been imagined three months ago, let alone a year ago.

So although none of us here is satisfied or comfortable with what is still going on inside of Syria, because it is against every norm of international law and human decency for a government to be murdering its own people, there has been in the last several months, starting in Tunisia, a steady, inexorable march toward ending this regime. What we need to do is to follow through on what each of us can contribute to the end of the Assad regime and the beginning of a new day for Syria. 

….Now what can every nation and group represented here do? I ask you to reach out to Russia and China and to not only urge, but demand that they get off the sidelines and begin to support the legitimate aspirations of the Syrian people. It is frankly not enough just to come to the Friends of the Syrian People, because I will tell you very frankly, I don’t think Russia and China believe they are paying any price at all – nothing at all – for standing up on behalf of the Assad regime. The only way that will change is if every nation represented here directly and urgently makes it clear that Russia and China will pay a price, because they are holding up progress – blockading it – that is no longer tolerable. 

First of all, the Secretary of State needs a more effective speechwriter. Period.

Secondly, there is a substantive problem here with an obsession with the minutia of process, possibly because the legal principle behind American policy on Syria is a novelty of intellectuals and is not accepted by two veto-wielding great powers that sit on the UN Security Council. Moreover this focus on minutia of process obstructs clear thinking in regard to the larger geopolitical picture and the ways to get to the end in mind – the removal of Assad’s regime – or the consequences for opposing American policy. Russia and China are told their continued support for the Assad regime, which they see as being in their own interests, is “intolerable” – an outburst of unseemly frustration as we have no stick and strangely offer no carrots for these states to change their positions. Instead we choose to moralize  in public, a diplomatic technique with a long pedigree of failure.

The comparison of statecraft between Russia and the United States is unflattering. Russia has vastly fewer cards to play, but because  Putin has grounded his policy in a siloviki assessment the realities of power, has limited his objectives to those within Russia’s means and related those to the larger diplomatic context that would appeal to other powers, he has played those cards well. Moreover, Putin has positioned Russia to be an indispensable party in a peaceful resolution of the conflict in Syria at very little cost, as Secretary Clinton herself has admitted and capped it off with a naval show of force in the eastern Mediterranean.

We, who have a wealth of resources to employ, have squandered them ineffectively and navigate the ship of state with our heads in the clouds. We forced a vote in the UNSC on Syria, ignoring all signals that the end result would be failure. Syria shoots down a Turkish warplane intruding in it’s airspace (likely at our request) and we had no plan to capitalize on the incident. We gratuitously leak information or disinformation about covert operations that serves more to make us look amateurish than to intimidate our opponents. We do not even appear to be well-informed about the Syrian opposition we are aiding inside Syria, as opposed to expatriate organizations. Some of the fighters in the opposition are as morally objectionable as Assad’s militia thugs and secret police killers.

The Russians are Not Coming….Nor are they Going Away

Now that Vladimir Putin has resumed the Presidency of Russia, it merits looking at the defense discussion that appeared under his name in Rossiiskaya Gazeta. Virtually everyone agrees that the condition of the Russian Army is parlous and that Putin’s program of difficult military reform to transform the Russian military from a conscripted army to a modernized professional force has not borne fruit. Therefore it is interesting to look at how Putin’s regime articulates it’s defense challenges with a mixture of bravado and brutal strategic realism we would never hear from an American politician.

Excerpts of the article are in bold while my commentary is in normal text.

 Being Strong 

…..The world is changing, and the transformations underway could hide various risks, often unpredictable risks. In a world of economic and other upheaval, there is always the temptation to resolve one’s problems at another’s expense, through pressure and force. It is no surprise that some are calling for resources of global significance to be freed from the exclusive sovereignty of a single nation, and that this issue will soon be raised as a “matter-of-course.”

There will be no possibility of this, even a hypothetical one, with respect to Russia. In other words, we should not tempt anyone by allowing ourselves to be weak. 

While some of this is boilerplate, it does demonstrate Putin’s astute view of Western elite noises about “global governance” as an effort to erode historic Westphalian legal norms of sovereignty for a self-aggrandizing reasons.

I am including paragraphs here from different parts of the paper where President Putin deals with nuclear weapons, though the first one continues from where the last excerpt left off.:

It is for this reason that we will under no circumstances surrender our strategic deterrent capability, and indeed, will in fact strengthen it. It was this strength that enabled us to maintain our national sovereignty during the extremely difficult 1990s, when, lets’ be frank, we did not have anything else to argue with.

….I remember in 2002 when the Chief of the General Staff proposed liquidating a base for strategic ballistic missile submarines on the Kamchatka Peninsula. Understandably, this proposal was motivated by dire circumstances. This would have deprived Russia of its naval presence in the Pacific Ocean. I decided against this. Due to the lack of the required budgetary funding, we had to ask private companies for help. I would like to thank them for that. Both Surgutneftegaz and TNK stepped up to provide the required funding for the base’s initial reconstruction. Budgetary allocations were later disbursed. Today, we have a modern base in Vilyuchinsk where next-generation Borei class submarines will soon be deployed.

….We have greatly increased the capabilities of our early missile warning system. Tracking stations have been launched in the Leningrad and Kaliningrad Regions and in Armavir, and a similar facility is undergoing tests in Irkutsk. All aerospace defence brigades have been equipped with the Universal-1S automation systems, and the Glonass satellite group has been deployed.

The land, sea and air components of our Strategic Nuclear Forces are reliable and sufficient. The proportion of modern land-based missile systems has grown from 13% to 25% over the past four years. The rearmament of 10 missile regiments with the Topol-M and Yars strategic missile systems will be continued.  Long-range aviation will maintain the fleet of strategic Tu-160 and Tu-95MS bombers; work is underway to modernise them. They will be equipped with a new long-range cruise missile system. Russia’s strategic aviation resumed combat patrols in their zone of responsibility in 2007. A new aircraft is being designed for strategic long-range aviation.

New-generation Borei class strategic submarines are being put on combat duty. These include the Yury Dolgoruky and Alexander Nevsky which are undergoing state trials.

….In the coming decade, Russian armed forces will be provided with over 400 modern land and sea-based inter-continental ballistic missiles, 8 strategic ballistic missile submarines…. 

This does not sound  like Putin puts much stock in his predecessor’s endorsement of Global Zero or President Obama’s goal of eliminating nuclear weapons. Or that a drastic unilateral American cut in nuclear weapons proposed by Global Zero to “break the triad” contemplated by the Obama administration would be reciprocated by Russia. Or any other nuclear power state.

Given that Pakistan, India, North Korea, Israel and China are reportedly increasing and improving their nuclear arsenals, it begs the question of whether the Obama or the Putin administrations have the most realistic view about nuclear weapons and their currency in international relations. Or what the Obama administration would use as bargaining chips to negotiate reductions in foreign nuclear arsenals after making gratuitously slashing unilateral cuts. And if the paper was not clear enough, Putin was more blunt about the strategic situation two days ago:

“With regard to further steps in the sphere of nuclear weapons, these further steps should be of a complex character, and this time all the nuclear powers should be involved in this process. We cannot disarm indefinitely while some other nuclear powers are building up their arsenal. It is out of the question!” 

On the subject of Russia’s land forces:

….There are no undermanned units in the Russian armed forces any more. The Army has over 100 combined and special brigades. These are full-scale military units with the requisite personnel and equipment. Their alert reaction time is one hour and they can be deployed to a potential theatre of war within 24 hours.

In the past, it took up to five days to prepare for combat readiness. The deployment and equipment of all the armed forces to wartime conditions could take nearly a year, even though most armed conflicts now last from a few hours to several days.

Why have we chosen the brigade as the main tactical unit? First of all, we have relied on our own experience in the Afghan and other wars, where mobile combat and assault groups reinforced with air and other support units have proved  more efficient than regiments and divisions.

The new brigades are smaller than divisions in the number of personnel but have a bigger strike capability, better firepower and support, including artillery, air defence, reconnaissance, communications, and so on. Brigades can operate both autonomously and jointly with other units. I admit that the quality is not perfect in all instances. We need to achieve the required standards in the near future. 

A Russian Army brigade numbers slightly over 4000 soldiers (vs. 3000-5000 in American and NATO militaries) and moving to a brigade structure is intended to make the Russian Army more versatile, flexible, deployable and mobile. The US essentially did the same thing with the “modularity” reforms for a brigade team force structure. However, I find it dubious that the Russian version is anything other than an aspirational work in progress or that Russia today could muster a force remotely approaching 100 combat brigades on short notice or keep them in the field for more than thirty days.

The old Soviet Red Army in the 80’s at the peak of it’s power was a military long on officers and critically deficient in NCOs  and the 90’s cratered the main force quality of what remained of the Soviet armies. Russia will not have a deployable fighting army for anything other than brief Georgia type raids and SPETSNAZ operations until it builds a proportionate NCO corps and modernized logistical support system.

On future war and it’s strategic context:

….The probability of a global war between nuclear powers is not high, because that would mean the end of civilisation. As long as the “powder” of our strategic nuclear forces created by the tremendous efforts of our fathers and grandfathers remains dry, nobody will dare launch a large-scale aggression against us.

However, it should be borne in mind that technological progress in many varied areas, from new models of weaponry and military hardware to information and communications technology, has dramatically changed the nature of armed conflicts. Thus, as high-precision long-range conventional weapons become increasingly common, they will tend to become the means of achieving a decisive victory over an opponent, including in a global conflict.

The military capability of a country in space or information countermeasures, especially in cyberspace, will play a great, if not decisive, role in determining the nature of an armed conflict. In the more distant future, weapons systems based on new principles (beam, geophysical, wave, genetic, psychophysical and other technology) will be developed. All this will, in addition to nuclear weapons, provide entirely new instruments for achieving political and strategic goals. Such hi-tech weapons systems will be comparable in effect to nuclear weapons but will be more “acceptable” in terms of political and military ideology. In this sense, the strategic balance of nuclear forces will play a gradually diminishing role in deterring aggression and chaos.

We see ever new regional and local wars breaking out in the world. We continue to see new areas of instability and deliberately managed chaos. There also are purposeful attempts to provoke such conflicts even within the direct proximity of Russia’s and its allies’ borders.

The basic principles of international law are being degraded and eroded, especially in terms of international security. 

Here we see much of the same keen interest Western military experts have had in RMA/”transformation” but more as new domains in which to fight or weapons to fight with, but Putin’s assumptions about the roots of international conflict remain exceedingly traditional in Clausewitzian and Machiavellian realpolitik senses. There’s no idea here that war’s political nature is being transformed by technological advances or even that breakdowns in order in other nations flow primarily from indigenous social forces  than from strategic conspiracies and manipulations of foreign powers hell-bent on humiliating Russia.

This is a worldview of cynical realism salted with nationalism and a paranoia induced by the lessons of centuries of Russian history. International relations, it follows, hinge primarily on power in all it’s manifestations, a few rules that separate the law of nations from the law of the jungle and that states exert power to accomplish rational strategic objectives. Furthermore, in an echo of Tsarist Russia’s last modernizer, Petr Stolypin, what Putin has put forth as a political program for his domestic audience (sincere or not) is “a great Russia”.

The good news is that President Putin is, unlike his Soviet predecessors, is uninterested in grand ideological crusades that would destabilize the world order and that Russia currently would be incapable of carrying any out. The bad news is that Putin is a shrewd strategic thinker, one who views the US as a long-term adversary of Russia and one who is likely to be highly antagonized and partially misread (and thus miscalculate)  the tactical geopolitics of intervention pursued by America’s R2P moralizers.

From Putin’s perspective, we are currently crusaders rather than deal-cutters grounded in reality. America does not need to appease other power,s but we’d further our own interests faster if we spent a little time looking at the world through the eyes of others

Two things, really.

If you read the Jerusalem Post, you’ll likely have seen that:

Iran, Russia, China and Syria will hold the Middle East’s largest ever war game, Iranian news outlets reported quoting unnamed sources.

According to the report, 90,000 troops, 400 warplanes and 1,000 tanks from the four countries will take part in land and sea exercises. The war games will feature Russian atomic submarines, according to Iranian media, as well as warships, aircraft carriers and mine-clearing destroyers. Semi-official Iranian FARS news agency stated that the exercise was being planned in coordination with Egypt, which recently acceded to grant the passage of 12 Chinese warships through the Suez Canal. The report stated that the Chinese naval convoy is due to dock in Syrian harbors within the next two weeks.

That’s pretty much on the materiel side of things, IMO.

On the other hand, if you read Joel Rosenberg, you’ll have seen all that and more — and then this:

The story is particularly intriguing — and disturbing — in light of Bible prophecies in Ezekiel 38-39 that indicate a Russian-Iranian military alliance will develop in the “last days” to attack the nation of Israel. In my first nonfiction book, Epicenter, and in my novel, The Ezekiel Option, I describe these prophecies in detail. While it remains too early to know for certain if the “War of Gog and Magog” prophecies are going to be fulfilled in the near future, geopolitical trends in recent years and even in recent months have been curiously consistent with the ancient Biblical text. A militaristic Czar — Vladimir Putin — has risen to power in Russia. Putin is the only Russian leader in history to visit Israel (7 years ago), and is preparing to visit again on June 25, trying to make the Israelis feel comfortable with him. Yet Russia has been selling billions of dollars in arms to Iran and other nations described in the prophecies. Russia is currently sending naval ships and forces to Syria. Israelis are living more securely in the land, and are more prosperous, than ever in their modern history, also consistent with the prophecies.

The big, apocalyptic war games are for big fellows like Gog, Magog and Putin, guys who can afford to wear the big-boy pants.

That, YNet tells us, is where a spot tourism might come in handy…

Gush Etzion has become a hot destination in recent months for tourists seeking an Israeli experience like no other: The opportunity to pretend-shoot a terror operative. Residents of the nearby settlements, who run the site, offer day-trippers a chance to hear stories from the battleground, watch a simulated assassination of terrorists by guards, and fire weapons at the range.

The fact that the tourist attraction is located beyond the Green Line only intensifies the thrill for the visitors, who often appear disappointed when told by their guides that they are not in any danger.

That strikes me as just a tad messianic, too… in a very post-modern sort of way.

Pipes on Russia, Barnett on Pipes

Professor Richard Pipes, the Harvard University political scientist, is a seminal figure among sovietologists, historians and scholars of Soviet Studies. I highly recommend his trilogy, Russia under the Old Regime, The Russian Revolution and Russia Under the Bolshevik Regime ( I would pair the first with W.Bruce Lincoln’s The Romanovs Autocrats of All the Russias to see the differences between the way eminent historians and political scientists handle the same topic). Dr. Pipes has written an op-ed for WSJ.com and it was reviewed by his former student, Dr. Thomas P.M. Barnett.

First the Pipes op-ed, then Tom’s assessment and then my comments:

Pride and Power: Russia is caught between continents and haunted by its past,”

One unfortunate consequence of the obsession with “great power” status is that it leads Russians to neglect the internal conditions in their country. And here there is much to be done. To begin with: the economy. The Russian aggression against Georgia has cost it dearly in terms of capital flight. Due to the decline in the global prices of energy, which constitute around 70% of Russian exports, exports in the first half of 2009 have fallen by 47%. The stock market, which suffered a disastrous decline in 2008, has recovered, and the ruble has held steady, but the hard currency reserves are melting and the future does not look promising: The latest statistics indicate that Russia’s GDP this year will fall by 7%. It is this that has prompted President Dmitry Medvedev recently to demand that Russia carry out a major restructuring of her economy and end her heavy reliance on energy exports. “Russia needs to move forward,” he told a gathering of parliamentary party leaders, “and this movement so far does not exist. We are marking time and this was clearly demonstrated by the crisis… as soon as the crisis occurred, we collapsed. And we collapsed more than many other countries.”

….Today’s Russians are disoriented: they do not quite know who they are and where they belong. They are not European: This is attested to by Russian citizens who, when asked. “Do you feel European?” by a majority of 56% to 12% respond “practically never.” Since they are clearly not Asian either, they find themselves in a psychological limbo, isolated from the rest of the world and uncertain what model to adopt for themselves. They try to make up for this confusion with tough talk and tough actions. For this reason, it is incumbent on the Western powers patiently to convince Russians that they belong to the West and should adopt Western institutions and values: democracy, multi-party system, rule of law, freedom of speech and press, respect for private property. This will be a painful process, especially if the Russian government refuses to cooperate. But, in the long run, it is the only way to curb Russia’s aggressiveness and integrate her into the global community.

Pipes the Elder on Biden comments: so impolite because they are so true

The biggest issue, like with China, is official corruption. The second is the pervasive depoliticization of the populace: they’ve never really had any experience picking their own leaders over the past 1,000 years. That fend-for-yourself mentality pervades the political system and its foreign policy. All citizens want from the state is order, and what they miss most about the Soviet past was that it preserved Russia’s contiguous empire beyond that of any in Europe or Asia.

Russians have no idea who they are today: they don’t feel either European or Asian. Eventually, they’ll come to some conclusion about what sitting between those civilizations means in terms of identity.

So patience and care is required.

Russia has had repeated bouts of historical, “geographic schizophrenia”: the long Tatar Yoke, the age-old conflict between Petrine westernization and Orthodox slavophilism, the iron Soviet dictatorship, especially Stalin’s democidal rule. Russia has neither joined the West nor considered itself to be fully Asiatic. Instead, the Russians inherited a “Third Rome” complex from Byzantium that has helped keep them isolated from their own best opportunities as a great power. Fringe groups of ideologues promoting nutty “neo-Eurasianism” in Russia play upon this historical legacy.

To the extent that the cold-blooded Vladimir Putin and the Siloviki clan have made their nation into “Russia, Inc.” – a gas and energy monopoly in the tattered rags of a nation- state, the long term trend will be accepting globalization and integration, regardless of any deep cultural angst and Ivan Q. Public Great Russian nationalist-chauvinism along the way.
