A Brief Word on Petraeus: Pundita

I did not have much time for blogging the other day when the good news of General Petraeus’ nomination to CENTCOM broke. However, blogfriend Pundita, who specializes in the political and economic nuances of the  inside-the-beltway shaping of American foreign policy, was kind enough to inquire of my opinion yesterday via email. Even kinder on Pundita’s part to use it in a post:

“Mark, What do you think of the nomination? Good move, or is it kicking Petraeus upstairs?

“Miss P:
This is excellent news and yet more confirmation of the competence and vision of SecDef Robert Gates – as well as his political clout. General Petraeus was due for consideration for a significant posting after his tour of duty in Iraq and CENTCOM chief is among the best options.

Had Petraeus been sent to NATO or the Pentagon, that might have indicated an institutional retreat from the current, evolving COIN [counterinsurgency] strategy on the part of the Army’s old guard, just as they did in the wind-down of Vietnam.Moreover, the appointment of a traditional, conventional warfare advocate at CENTCOM instead of Petraeus could easily have been taken as a signal that the Bush administration was gearing up in it’s waning days to “broaden the war” by initiating a major conflict with Iran.

I expect that Petraeus is also the most ‘confirmable’ candidate, given the rhetoric of Democratic candidates on Afghanistan. And given that NATO is struggling in executing COIN consistently against the Taliban, Petraeus’ skill and experience will be needed to get things back on track without antagonizing our European allies.

On a related matter I’m very, very happy with Robert Gates. I think he just gave a ‘shape up or ship out’ warning to the senior brass.[1] What he said the other day to the cadets regarding John Boyd was akin to a Soviet General-Secretary giving a speech to the Supreme Soviet on the virtues of Milton Friedman. Or Pope Benedict praising Martin Luther.

Thank you for your observations. I was not happy when I first heard Gates was on track for SecDef. Your analyses suggest I should stop sticking pins in his effigy — er, wait a minute, maybe it’s been working.
Also, I note that you’re recommending John McCain signal that if he wins the White House he’s going to keep Gates as SecDef.Interesting points. And Gates in that position might dissuade President McCain from his views on Russia, which deeply trouble me”

Me too. I hope that Senator McCain broadens and deepens his foreign policy and defense teams in the coming months.  Russia and China are not our allies by any means but it makes little sense to try and provoke each of them into an active, anti-American, partnership. Let’s deal with these powers pragmatically when and where they are willing to get down to business and quietly but firmly pushback where they are negatively impacting our interests.

If some segments of the American Left can’t stop being apologists for the long expired Soviets then there are some on the Right who need to accept that America won the Cold War and that it’s time to move on.

A Good Move for John McCain – and for the Country

Senator McCain should send a message that, if elected, he intends to keep Robert Gates as SecDef. The man “gets it” and there are too few like that.

Irregular Warfare

Last week, Air Force Brig. Gen. Robert H. Holmes, Central Command’s deputy director of operations, told reporters that an interagency task force on irregular warfare is about to be announced. He called it “our way at the combatant command to be able to focus all of the instruments of power in order to prosecute the irregular warfight in our region.”

But what does “irregular warfare” mean?

Essentially, it is an approach to future conflict that the United States has been carrying out ad hoc in Iraq and Afghanistan. Two years ago, Deputy Defense Secretary Gordon England signed off on a Pentagon “working definition” that described it as “a form of warfare that has as its objective the credibility and/or legitimacy of the relevant political authority with the goal of undermining or supporting that authority.” …

Given the fluidity of the geopolitical situation and it’s own internal political divisions, American military doctrine will be better off if doctrinal definitions are “working” and lean toward the “open-ended”.

Bacevich at Progressive Historians

Jeremy Young, primus inter pares of Progressive Historians , had breakfast with noted military writer, Iraq war critic and professor, Colonel Andrew Bacevich and has a a review of Bacevich’s lecture at Indiana University:

Generally, one doesn’t think of columnists as being engaging speakers, so I was pleasantly surprised when Bacevich proved the exception to the rule. He held forth for about forty-five minutes before a crowd of about 200 people, packed into a room that seated about 75. Bacevich’s main argument was that in the aftermath of 9/11, the administration had developed what he termed the “freedom agenda,” which rested on three assumptions: that American military power was invincible, that the greater Middle East was ripe for transformation, and that it was possible for Americans to instill democracy in the region at a minimal cost. Subsequent events, of course, have proved all three of these assumptions wrong. Today, Bacevich argued, America’s military and foreign policy strategy has failed — and worse, the Bush Administration has no comprehensive, moral strategy to replace it.

….I asked Bacevich what he thought our future defense spending priorities should be. His response was that we should focus on beefing up our navy, and secondarily on maintaining our air superiority, while cutting budgets for the army and marines. For those of you who read this blog, that’s suggesting a combined 2GW/3GW force to meet a 4GW threat — a clear no-no in strategic theory. When one of my fellow grad students pressed Bacevich on the navy question, he admitted to being a Mahanian and said we needed a strong navy to deter pirates!

New! Vandergriff’s Adaptive Thinking Blog & Cameron’s Cognitive Mapping Blog

Military education reformer and author Don Vandergriff has joined the blogosphere and  he is off to a nice start:

First of all, my hat’s off to anyone that ventures out and participates in something like the adaptability conference. It takes moral courage to admit, “maybe I can get better, let’s see what happens here.” More compliments to the person’s organization if the organization was willing to support and encourage its people to get better. Too many organizations focus on the short term profit and simply don’t want to lose control of its people, don’t take the opportunity to make a long term investment in making its people more competent and confident. These attributes are the hallmark of adaptability.

I use a series of different games and scenario based education to involve the students (or participants) in the discussion about how to evolve adaptability in themselves and in their organization. The students end up doing the talking and usually solving or finding the answers to their questions. Each and every time any group does these exercises, they assume that I, as the facilitator, limit what they can do, like asking question to broaden their assumptions and courses of actions, and that I will always say no if they do ask a question, like “can we have more time.”

I will leave you with this thought, after doing this approach with games and getting similar results from audiences the past 50 times, why do students box themselves in? What does that tell us about ourselves and our organizations, when we always assume the negative? How does this limit our “evolutionary adaptability”?

Facilitation is the skill that separates the great teacher, who leaves an intellectual legacy in the form of students whose worldviews they have been profoundly impacted, from the scholar who is merely competent in the classroom. The latter knows their field while the former knows how to elicit students to think about the field in a deep and meaningful way.

Not all “star” scholars are great facilitators because that skill requires a good deal of self-restraint to guide students to the point where they can make the leap to discovery and comprehension on their own ( genuine learning, in other words). A high tolerance for failure and error is required because students will initially go down well-trod blind alleys ( well trod to the instructor, not to the students – this is a perspective that academics frequently overlook) before realizing that they need to generate alternative solutions. Facilitation, unlike pontification, keeps students cognitively active and on-task with timely re-direction or adaptively ( modeling for the students) takes advantage of a student insight to create a learning moment for the larger group.

Understanding is modeling, mapping.

In this blog, I want to capture the glimpses I have of an extraordinary world, each glimpse being a tiny area of a vast map – certainly more sophisticated than any individual can generate with data visualization tools and modeling software, perhaps more complicated than a single culture can grasp as a collective – but important, as it is the matrix in which our individual and cultural life-maps fall.

You will find I favor quotes and anecdotes as nodes in my personal style of mapping – which lacks the benefits of quantitative modeling, the precision with which feedback loops can be tracked, but more than compensates in my view, since it includes emotion, human identification, tone of voice.

The grand map I envision skitters across the so-styled “Cartesian divide” between mind and brain. It is not and cannot be limited to the “external” world, it is not and cannot be limited to the quantifiable, it locates powerful tugs on behavior within imagination and powerful tugs on vision within hard, solid fact.

Doubts in the mind and runs on the market may correlate closely across the divide, and we ignore the impacts of hope, fear, anger and insight at our peril.
