The extremism of R2P’s leading proponent is exhibited in Anne-Marie Slaughter’s op-ed in today’s New York Times. Slaughter likens the Wall Street protesters to those demonstrating against oppressive regimes in the Middle East and recommends removal of the US system of checks and balances that protect minority views and avoid poorly developed political stampedes. (Slaughter doesn’t mention or give credence to the more numerous, mature citizenry participating in or supporting the Tea Parties more peaceful protests for more limited government intrusions into Americans’ private lives and earnings.)
R2P’s leading proponent, Anne-Marie Slaughter of Harvard, believes that US foreign policies and military interventions should prioritize the Right To Protect severely repressed peoples through US obeisance to liberal internationalist elites’ sentiments in favor of some they like regardless of the US Constitution or laws or national or security interests.
In today’s New York Times, Slaughter takes her R2P home to the US, advocating that majorities rule regardless of the formal and informal checks and balances of our political system and overriding the rights of political minorities. Again, it is the majorities that liberals like who should be given more powers.
Without any sense of proportionality or of core differences between the US and Middle East satrapies, Slaughter says, “Indeed, the twin drivers of America’s nascent protest movement against the financial sector are injustice and invisibility, the very grievances that drove the Arab Spring.” Slaughter then concludes, “The only effective response is a political response, of a nature and magnitude that convinces protesters on the streets that they can in fact secure the change they seek within, rather than outside, the system.”
Slaughter’s system, however, would reduce the ability of permanent or transitory political minorities to protect their interests. They would, also, further factionalize the US and make compromises more difficult as the power of centrists is reduced….
Good grief. Anne Marie Slaughter opining on the need for greater democracy and accountability to the people is somewhat akin to Ayn Rand calling for more welfare programs.
My suspicion here, since this rhetoric runs counter to Slaughter’s most influential ideas, is that Slaughter is just carrying water as part of the current Democratic political strategy of trying to co-opt the Occupy Wall Street movement. Perhaps the Axelrods and Podestas see that open-source protest movement to potentially be “their tea party”. Whatever. I will take her op-ed more seriously when she is marching against the Hedge fundies and Wall Streeters who are top donors to her Party, her administration and her university.
You can put a three corned hat on a Princeton theorist of global governance by transnational “governmental networks” but even if you adjust the hat at a suitably jaunty angle for maximum populist effect, the agenda underneath is still neither democratic nor popular.
The Palestinian bid for statehood and traffic congestion weren’t the only things going on in New York last week as the 66th U.N. General Assembly convened. One of the issues privately discussed by foreign ministers at the United Nations was the “responsibility to protect,” or R2P. This concept was central to the U.N. mandate to protect civilians in Libya, which led to NATO‘s aerial involvement there. As the dust settles in Tripoli, it has become necessary to refute a powerful myth that has developed among some pundits and politicians. That myth is that R2P bestows “the right to intervene” in Libya.Even though R2P features in just two paragraphs of the 40-page “outcome document” of the 2005 U.N. World Summit, historian Martin Gilbert has suggested that it constituted “the most significant adjustment to national sovereignty in 360 years.”R2P’s core idea is that all governments have an obligation to protect their citizens from genocide, war crimes, ethnic cleansing and crimes against humanity. It is primarily a preventive doctrine. However, R2P also acknowledges that we live in an imperfect world and if a state is “manifestly failing” to meet its responsibilities, the international community is obligated to act. It is not a right to intervene but a responsibility to protect.
The distinction is not diplomatic artifice. After the 1994 Rwandan genocide and the 1995 massacre in the Bosnian town of Srebrenica, the international community resolved to never again be a passive spectator to mass murder. Still, it would not have been surprising if R2P had quietly expired after 2005. The United Nations, after all, can be a place where “good ideas go to die.” Instead, within the U.N. the debate now is about how R2P should be meaningfully implemented, rather than whether such a responsibility exists….
If I were the House Chairman of the Foreign Affairs Committeeor the Senate Armed Services Committee, I sure would like to know what those foreign ministers and especially our SECSTATE or UN Ambassador were saying about R2P! I might even suggest that, in televised hearings, that before the US endorse or adhere to any newly fashionable concepts of sovereignty, the elected representatives of the people of the United States should be informed and consulted.
Simon Adams, like most commenters in the R2P debate, is focused on the impact an R2P doctrine as part of international law would have on military intervention, especially the frequency of American military intervention. This is reasonable because, logically, R2P implies much larger burdens and more frequent interventions overseas. But the flip side, if you look at the implication of “new sovereignty” as articulated by Dr. Slaughter, are changes to how we as Americans govern ourselves, transfers of power and authority to unelected officials, private interests and even foreigners, as well as limitations on democratic consent.
Speaking of Anne Marie Slaughter, she recently penned a curious op-ed about Afghanistan that is not a retreat from R2P, but comes across as at least a step back from seeking maximalist policy objectives with military force, in the face of messy realities:
….For a long time I was convinced that the NATO intervention in Afghanistan could be successful at building a functioning Afghan government that would provide basic services to its citizens. My views were largely shaped by my regular conversations with my long-time friend Sarah Chayes, who lived in Kandahar for much of past decade running first a dairy cooperative and then a soap and fragrance business with Afghans. We were failing, in her view, because of the high NATO tolerance for the cancerous corruption that was sucking the life out of the country, starting at the top. Her book Punishment of Virtuetells the tale, describing how Afghans genuinely committed to rebuilding their country have been systematically driven out or killed by their compatriots who are profiting from the enormous in-flux of money and opportunity that inevitably accompanies large-scale Western intervention in a poor country. She thought, and I agreed, that the U.S. had had an opportunity to help rebuild a very different Afghanistan immediately after the invasion, and that it was still possible to empower the good guys if we were really willing to take on the bad guys profiting at the local, regional, and national level.
Over the past two years, I have reluctantly changed my mind. I have come to believe that where the problem is a predatory state, which the very presence of massive Western resources tends to fuel, it is essentially impossible for outsiders to spur or even effectively support a process of reform from within when we are a big part of the problem by being there in the first place. Stewart makes the argument succinctly and effectively: “the international community necessarily [lacks] the knowledge, the power, and the legitimacy to engage with politics at a local provincial level.”
I would add a much more personal dimension, one that is consistent with a 21st century focus on social actors and social relations as well as on governments and inter-governmental relations. The “international community” does not engage with Afghans. Individual men and women (mostly men) do. Those individuals – diplomats, soldiers, development professionals – develop personal relationships with Afghan officials at the national, provincial, and local level. They have to work together on common programs; moreover, the Americans or Europeans are doing their best to cultivate personal relationship in part to garner exactly the knowledge they know they lack. But once those relationships are established, how exactly is a general or a captain, an ambassador or a political counselor, a USAID Mission Director or a field development expert supposed to turn to his or her Afghan counterparts and interlocutors and explain that they should really stop taking bribes and looting the funds intended for their fellow Afghans? And once the denial is issued, as of course it must be, then what? Accuse him or her of lying? The problems that are most central cannot even be talked about honestly. They are always someone else’s fault. But if they cannot be acknowledged, they cannot be resolved.
It is at this micro-level that policies must actually be implemented. And it is at this level that I conclude state-building military interventions are much more likely to fail than to succeed.
Slaughter, in my view, is more insightful with her empirical analysis of the granular mechanics of international relations than the theoretical and especially legal constructs she builds from them. Military force is a blunt instrument; whether you approach it from a Clausewitzian perspective or one partial to Sun Tzu, the ability to extract desired political concessions with violence – to compel the enemy to do your will – becomes more difficult and costly as your ends are at once both expansive and “fine-tuned”. We transformed and fine-tuned the societies of defeated Nazi Germany, Fascist Italy and Imperial Japan, but only after waging the greatest total war since the Mongols sacked Persia. Bismarckian strategic talent to accomplish major ( but not maximalist) strategic goals at reasonably affordable ( but not cheap) costs is an extreme historical rarity.
Finally, Dan Drezner has re-engaged Slaughter on the point of networks in international relations and politics:
….As a social scientist, I must acknowledge that this is a powerful prima facie data point in favor of Slaughter.
And yet, it’s worth pushing the NYT thesis a bit. What happens when the coalition of like-minded individuals stop being of like mind? These sorts of protests can be very powerful on single-issue questions where a single policy change is desired. Maintaining this level of activism to affect the ongoing quotidian grubbiness of politics, however, is a far more difficult undertaking. Even if people can be mobilized behind the concept of “Policy X is Stupid!” getting the same consensus on “Policy Y is the Answer!” is harder. Over time, these kind of mass movements have an excellent chance of withering away or fracturing from within. See, for example, the Tahrir Square movement in Egypt.
Another thing, and this is important: unless the people in these movements actually vote in elections, then their agenda will be thwarted in the long run. Even if these kinds of networked movements are new, the political imperative to get elected and re-elected is not. If they don’t vote, then officials have a pretty powerful incentive to curry favor with the people who do vote, don’t take to the streets and don’t like these young whippersnappers with their interwebs have different policy preferences.
On the transformative nature of networks, I think Slaughter is, in the big picture, correct that scale free networks are different from hierarchies in important behavioral and structural ways. RAND scholar David Ronfeldt, a friend of this blog, has a paper that I would strongly recommend that looks at the sociopolitical nature of tribes, hierarchies, markets and networks that has great relevance to this discussion. Drezner’s counter-point to Slaughter has traction because although networks are powerful, it is a matter of comparative advantage over other social forms in certain environments, but not all environments.
Moreover, a lot of what Slaughter is calling “networks” – especially the “governmental networks” that occur in and within IGOs are really organizations with the characteristic of modularity and are not naturally emergent scale free social networks like your twitter follower list. Secondly, networks have weaknesses as well as strengths and history is replete with networks – like political and social protest movements, peasant rebellions and revolutionary conspiracies – that were unceremoniously and thoroughly crushed by the power of ruling hierarchies. Third, and most important, the de facto existence of tacit, dynamically evolving, social networks as political movers to be taken seriously is not itself a good reason to grant them de jure status in international law as legitimate, authority-wielding, actors.
In fact, I can think of many good reasons not to do so.

Bruce Kesler, a long time friend of this blog, links here as he digs into R2P, the “Responsibility to Protect” doctrine and like me, finds the logical implications hold much to worry about in terms of being anti-democratic as well as destabilizing :
It is the liberal internationalists’ concept of how US foreign policy ought to be. R2P reflects limitations of the US abilities to militarily intervene elsewhere as perceived by our liberal elites but raises our humanitarian impulses selectively by them to justify certain interventions, again, as they perceive which to be worthwhile. Further, R2P raises hazy international law or consensus of international liberal elites to supremacy over national law or consensus.
One of R2P’s main propounders, Anne Marie Slaughter, even advocates each US agency and members of our judiciary to act independently of Executive or Congressional oversight or law to conform to the consensus of foreign liberal elites. Slaughter is not just someone blathering. Slaughter was Dean of Princeton’s influential Woodrow Wilson School of Public and International Affairs from 2002-2009 then from 2009-2011 she served as Director of Policy Planning for the United States Department of State, now back at Princeton. Slaughter’s thinking is telling in the pieties mouthed by Secretary of State Hillary Clinton and President Obama as they ignore US laws, ignore Syria’s worse repression and threat as they intervene in Libya, and extol a hostile majority in the UN to undeserved credence. Slaughter isn’t alone. Obama administration insiders Samantha Powers and Susan Rice are R2P foxes in the henhouse.
Methinks, given what passes for strategic thinking these days, that they pushed against an open henhouse door. Kesler continues:
At first glance, disaggregating the state and granting at least a measure of sovereignty to its component parts might appear to weaken the state. In fact, it will bolster the power of the state as the primary actor in the international system…Giving each government institution a measure of legitimate authority under international law, with accompanying duties, marks government officials as distinctive in larger policy networks and allows the state to extend its reach.
Actually, it extends the uncontrolled reach of liberal elites within our government to act regardless of our laws or popular will.
This is not an argument over whether genocide is bad and should be prevented or the positive good of Western liberal societal values but rather over how power will be exercised in our name, for what reasons and by whom. Any good ends sought under a putative R2P doctrine can be done today if the political will for intervention is present. That will is crystalized when the ends, ways and means are scrutinized in open, free, debate under our constitutional norms, not by a self-appointed vanguard.
….WikiLeaks represents the idea that states have no inherent authority to hold onto vital national secrets. Because information is fundamentally boundless and unlimited by the “oldthink” of national borders and politics, state control over proprietary information is irrelevant. WikiLeaks and other radical transparency advocates believe that they-an unelected, transnational elite-can pick and choose which states are good and bad and whose secrets deserve exposure. And if information deserves to be free-and the only people who would keep it from being so are those with something to hide-then it is fine for non-state networks to arrogate themselves the right to receive and expose state secrets.
….While WikiLeaks is often positioned as a champion of digital democracy, it is actually wholly anti-democratic. It transfers power and security from national governments and their publics to unelected international activist organizations and bureaucrats. While this may seem like a harsh interpretation, there is no check on the likes of Julian Assange. Governments-even autocratic ones-still must contend on a day-to-day basis with the people. Even China had to face a reckoning after the Wenzhou train crash. WikiLeaks and other radical transparency organizations mean to replace one group of elites-which at least nominally can be called to court-with another who are accountable only to their own consciences.
Let me add a few comments to Adam’s excellent analysis.
Wikileaks and Julian Assange were not and have never been, lone wolves or information-must-be-free martyrs. They are allied with important institutions and individuals within the Western progressive elite, not least major media heavyweights like The New York Times, The Guardian and Der Spiegel, but also sympathizers within Western governments. Unless you think that Pvt. Bradley Manning was a hacker wunderkind with an intuitive grasp of which files that could be swept up to further a sophisticated political agenda, the man had some inside help from further up the food chain.
Adam is correct to describe these political factions as anti-democratic because they are and while leaking has been going on as long as there have been governments, we now have the emergence of a transnational generational clique that see themselves as entitled to rule and impose policies that comport with their social prejudices, economic self-aggrandizement and ideological fetishes, whether the people support them or not. A vanguard attitude, if not an organizational vanguard.
Wikileaks and other devices operating in shadowy undercurrents are their form of liberum veto against the rest of us in the instances where they are not completely in control, thus migrating political power from responsible state institutions to the social class that currently fills most of the offices and appointments. So far, their actions have been largely cost-free because their peers in government, however irritated they may be at the effects of Wikileaks, are loath to cross the Rubicon and hammer these influential conspirators with whom they went to school, intermarry, do business, live amongst and look out for the careers of each other’s children the way they have hammered Bradley Manning.
The same oligarchical class indulgence is seen in the financial crisis where almost none of the people responsible for massive criminal fraud in the banking and investment sectors that melted the global economy have faced prosecution, unlike previous financial scandals like the S&L crisis or BCCI where even iconic figures faced grand juries. Instead of indictments, the new class received subsidies, bonuses and sweetheart, secret deals from their alumni chums running central banks and national governments.
Let me be blunt. A late Baby Boomer generation of politicians, bankers, reporters and generals has formed into a cancer inside this democracy, and their tumorous leadership won’t be kind to your future.
Unfortunately, this cancer is not limited to our democracy, it is the root of the decline of the West.

The title of this post refers to the punch line in a series of TV commercials in the USA for Sears Optical eyeglasses. The ads feature amusing skits of people in serious need of a pair of glasses, such as the woman who mistakes a police patrol car for a taxicab. But helped along by bravura performances from Tara L. Clark as a blind-as-a-bat cat owner and Squirty as a wild racoon who can’t believe his luck, one of the skits is so funny it’s gone viral on the internet:
Oh look it’s a democracy! Come snuggle with the United States!
There is nothing funny, however, about American officials who are so blind to what the United States stands for they snuggle with governments that march to a very different drumbeat than their own. Yet the officials are supported in their blindness by an equally blind populace. So in this post I’m going to break a taboo and wrestle with topics that are only whispered about in this country: monarchism and America’s involvement with it. To set the stage I’ll start with quotes from two recent news reports:
Stephen Harper is working to recast the Canadian identity, undoing 40 years of a Liberal narrative and instead creating a new patriotism viewed through a conservative lens.Restoring the “royal” prefix to the navy and air force this week is just part of the Prime Minister’s attempt at “creating a new frame” for Canada and Canadians. …
A photograph taken last Friday of Gary F. Locke, the new United States ambassador to China, buying coffee with his 6-year-old daughter and carrying a black backpack at a Starbucks in the Seattle airport, has gone viral on the Chinese Internet. The seemingly banal scene has bewildered and disarmed Chinese because they are used to seeing their own officials indulge in privileged lives often propped up by graft and bribery and lavish expense accounts.

The first impression from the Starbucks episode has been bolstered by another photograph that shows Mr. Locke, his wife, Mona, and their three children carrying their own luggage after landing at Beijing Capital International Airport.Chinese who saw them then spread the word that the family had gotten into an anonymous minivan because a formal sedan that had been sent to pick them up was too small.
“To most Chinese people, the scene was so unusual it almost defied belief,” Chen Weihua, an editor at China Daily, an official English-language newspaper, wrote in an article Wednesday.
Cheng Li, a scholar at the Brookings Institution who studies Chinese elite politics, said in an e-mail: “Ambassador Locke’s photo contrasts sharply with the image of the Chinese officials who often live in a secret, insulated, very privileged fashion.
Often I’ve heard it asked why Britain’s political Right doesn’t seem much less socialist than the country’s Left. I’d say the answer is that the United Kingdom’s welfare state has as much to do with Marxism as bread and circus did under the Roman emperors. I’d also say the same answer would apply to the welfare state in the Kingdom of Norway and the Kingdom of Sweden and a number of other countries that are constitutional monarchies.
Yet my fellow Americans have such difficulty seeing monarchism that they confuse it with something else. The same blindness can afflict Americans who insist that China is not much different from the United States. In his 2008 article for the May/June issue of Good magazine (Ten Reasons Why China Matters To You), Thomas P.M. Barnett, an American security analyst, wrote that “China’s transformation echoes much of America’s past. … right now, China is somewhere in the historical vicinity of ‘rising America’ circa 1880.”
In my retort (The National Petition Bureau will see you now, Dr Barnett), I pointed out that Chinese make the pilgrimage to a bureau that’s a CCP placemarker for an emperor’s go-fers. I added in exasperation, “Ah yes, I remember as if just yesterday the tens of millions of American peasants in the 1880s who pilgrimaged to the nation’s capital every year to seek redress from the emperor.”
Dr Barnett turned out to have a sense of humor or at least a fair-minded attitude about receiving criticism because he linked my post at his blog. Yet that did little to allay my concern that Washington’s foreign policy establishment was blind as a bat to the fact that modern China is an imperial society with a frownie face of Communist Party dictatorship painted on it, and that modern Britain and a good number of other NATO-member countries are basically monarchist societies with a smiley face of democracy plastered on them.
One could even make an argument that modern Mexico’s most entrenched problems are rooted not in the rule of the Spanish but in indigenous imperial civilizations that predated Spain by thousands of years.
In fact, the more one starts looking around the world for societies that are not holdovers from the days of kings the more one appreciates that the United States of America has very few natural allies; i.e., countries that represent a real break with monarchism and the class systems that uphold it.
Norwegians might bristle at their society being described as monarchist. They would point out that their noble class has no political power anymore and that Norway today is an egalitarian society. However, it is an egalitarianism so rigidly enforced that the Norwegian mass murderer Anders Behring Breivik believed after he set off a bomb in Oslo that he would be caught and killed by the police before he reached Utoya island.
His faith in the omniscience of Norway’s government was dashed but the point is that the country’s egalitarian “open society” is maintained by the second largest deployment of public-space CCTV cameras outside the United Kingdom. And Norway’s generous public welfare system means that from cradle to grave Norwegians are easily monitored by the state, which helps the government make sure Norway stays an open, egalitarian society.
Yet Americans insist on describing such states as Leftist! Karl Marx would roll in his grave if he saw what passes today for many Leftist governments.
These same Americans decry their government’s close alliance with absolute monarchies such as the Kingdom of Saudi Arabia. They do so without realizing that there is a long history of the United States being closely allied with monarchies; that many of these are no longer “absolute” but “constitutional” with parliamentary forms of government and voting rights makes them no less monarchist.
Americans were also miffed at what they considered snobbishness when they heard the Swedish Chairman of BP, Carl-Henric Svanberg, expressing concern for the victims of the Gulf oil spill by referring to them as “the small people.”
Translation malfunction, explained his apologists. There was no malfunction; English is Svanberg’s second language. And he wasn’t being snobbish, he was being Swedish. Noblesse oblige and all that; one must always look after the basic needs of the small people so they don’t revolt.
None of the above is meant as a criticism of the countries I’ve mentioned or their people, and one would be hard-pressed to find nicer peoples than the majority of Swedes or Norwegians — and Canadians for that matter, who also live under a constitutional monarchy. I see no harm in people upholding traditions that provide them with a sense of order and give them continuity with their past, which is why I cheered on the royal pomp associated with the marriage of William and Kate. If it helped Britons get clearer on their values I was all for that.
The harm comes when Americans are so unclear on their own values, their own past and traditions, they can’t engage closely with the rest of the world without becoming terribly confused. One consequence is that the more the U.S. government has tried to mesh with the “international community,” the lower America’s standing in the world has fallen.
Americans can’t turn the situation around without first acknowledging that the international community is in large measure of bunch of royalists. Arriving at this realization doesn’t mean Americans should eschew friendly relations with people in such societies or that official Washington should spurn engaging with the governments on issues of mutual interest. It does mean that Americans are asking for ever greater trouble by lumping “democratic” monarchies” with American democracy.
Over at ZenPundit, Mark Safranski has again expressed concern about what he calls an emerging American oligarchy, an elite that’s manipulating the rest of the American populace to accept its rule. Meanwhile, Fareed Zakaria is seriously proposing that America replace its president with a prime minister and Congress with a parliament — with an upper house, I suppose, to be stuffed with Mark’s oligarchs, duly elected of course, so that Americans will stop the troublesome habit of vehemently disagreeing with one another.
Now just see how one thing leads to another. First you’re snuggling with liberal monarchies, then authoritarian ones, then one day you’re asking, ‘Why is there no USA anymore? Why is there only the international community?’
