From the outset, when cheers went up for Daveed’s birthplace, Ashland, Oregon, and Ambassador Haqqani’s, Karachi — and for the brilliant meeting of the minds that is Chautauqua — it was clear that we were in the presence of two gracious, witty and informed intelligences, and the seriousness of the conversation between them that followed did nothing to reduce our pleasure in the event. Daveed called it “easily the best experience I have ever had as a speaker.”

I’ll highlight some quotes from each speaker, with the occasional comment:

Amb. Haqqani:

None of the countries except Egypt, Turkey and Iran, none of the countries of the Middle East are in borders that are historic, or that have evolved through a historic process. And that’s why you see the borders a straight lines. Straight lines are always drawn by cartographers or politicians, the real maps in history are always convoluted because of some historic factor or the other, or some river or some mountains.

You’ll see how neatly this fits with my recent post on borders, No man’s land, one man’s real estate, everyone’s dream?

And now that whole structure, the contrived structure, is coming apart.

Then most important part of it is, that this crisis of identity – who are we? are we Muslims trying to recreate the past under the principles of the caliphate .. or are we Arabs, trying to unify everybody based on one language, or are we these states that are contrived, or are we our ethnic group, or are we our tribe, or are we our sect? And this is not only in the region, it’s also overlapping into the Muslim communities in the diaspora..

If Amb. Haqqani emphasized the multiple identities in play in the Arabic, Islamic, Sunni, Shia, Sufi, and tribal worlds in his opening, Daveed’s emphasis was on the failure of the post-Westphalian concept of the nation state.

Daveed G-R:

In the economic sphere there’s this thing that is often called “legacy industries” – industries that fit for another time, but are kind of out of place today. Think of Blockbuster Video, once a massive, massive corporation.. that’s a legacy industry. So when Ambassador Haqqani talks about how it’s not just in the Middle East that we have this crisis of identity, I think the broader trend is that the Westphalian state that he spoke about, the kind of state that was encoded after the Peace of Westphalia, looks to a lot of people who are in this generation of the internet where ideas flow freely, it looks like a legacy industry.

Why do you need this as a form of political organizing? And what ISIS has shown is that a violent non-state actor, even a jihadist group that is genocidal and implements as brutal a form of Islamic law as you could possibly see, it can hold territory the size of Great Britain, and it can withstand the advance of a coalition that includes the world’s most powerful countries including the United States. And what that suggests is that alternative forms of political organization can now compete with the nation state.

The Ambassador then turned to the lessons we should take from 1919’s US King–Crane Commission, reporting on the break-up of the Ottoman Empire — they concluded that it gave us

a great opportunity — not likely to return — to build .. a Near East State on the modern basis of full religious liberty, deliberately including various religious faiths, and especially guarding the rights of minorities

— down to our own times.

Amb. Haqqani:

What we can be sure of is that the current situation is something that will not be dealt with without understanding the texture of these societies. So for example, when the United States went into Iraq without full understanding of its sectarian and tribal composition, and assumed that, all we are doing is deposing a dictator, Saddam Hussein, and then we will hold elections and now a nice new guy will get elected, and things will be all right -– that that is certainly not the recipe. So what we can say with certainty in 2015 is .. over the last century what we have learnt is: outsiders, based on their interests, determining borders is not a good idea, and should certainly not be repeated. Assuming that others are anxious to embrace your culture in totality is also an unrealistic idea.

The sentence that follows was a stunner from the Ambassador, gently delivered — a single sentence that could just as easily have been the title for this post as the remark by Daveed with which I have in fact titled it:

Let me just say that, look, he ideological battle, in the Muslim world, will have to be fought by the likes of me.

Spot on — and we are fortunate the Ambassador and his like are among us.

Daveed then turned to another topic I have freqently emphasized myself.

Daveed G-R:

The power of ideas – we as Americans tend not to recognize this when it falls outside of ideas that are familiar to us. So one thing that the US has been slow to acknowledge is the role of the ideology that our friend and ally Saudi Arabia has been promulgating globally, in fomenting jihadist organizations.

And one of the reasons we have been slow to recognize that. I mean one reason is obvious, which is oil. .. But another reason has been – we tend to think of ideas that are rooted in religion – as a very post-Christian country – we tend to think of them as not being real – as ideas which express an ideology which is alien to us –as basically being a pretext, with some underlying motivation which is more familiar to us. That it must be economics, or it must be political anger. I’m not saying those are irrelevant, they’re not – but when Al-Qaida or ISIS explains themselves, taking their explanation seriously and understanding where they’re coming from – not as representatives of Islam as a whole, but as representatives of the particular ideology that they claim to stand for – we need to take that seriously. Because they certainly do.

Amb. Haqqani:

The world is not a problem for Americans to solve, it’s a situation for them to understand.

This makes a nice DoubleQuote with Gabriel Marcel‘s more general aphorism:

Toward the end of the discussion, Daveed touched on some ideas of recurrent interest to Zenpundit readers..

Looking at the US Government, questions that I ask a lot are: Why are we so bad at strategy? Why are we so bad at analysis? Why do we take such a short term view and negate the long term?

He then freturned to the issue of legacy industries and nation-states:

Blockbuster is a legacy industry. And the reason why legacy industries have so much trouble competing against start-up firms, is because start-ups are smaller, it’s more easy for them to change course, to implement innovative policies, to make resolute decisions – they can out-manoeuver larger companies. And so larger companies that do well adapt themselves to this new environment where they have start-up competitors. Nation-state governments are legacy industries. Violent non-state actors are start-up compoetitors.

— and had the final, pointed word:

We’re a legacy industry ina world of start-up competitors.

Cognitive Tools for Creative Thinking

It has been some time since I have touched upon this topic. Recently though, I initiated a discussion at work on ways to enhance and stimulate creativity and  creative thinking and presented a suite of methods for generating and refining ideas. I didn’t get into the insight-based aspects of creativity, nor the high-level kinds of synthesis you see with people who have genuine mastery over a field or domain. My focus was more on developing people’s ability to think divergently, generate or recognize novel ideas and then refine or develop them.

Therefore, many of these are active, intentional exercises or strategies. They tend to be productive but their creativity is not quite the same as what is produced, say, when a skilled musician is “jamming”, an inventor is tinkering or a painter or scientist is experimenting in the “flow“.  The following are also not an exhaustive list:

Creative Problem Solving (CPS)

Developed by Alex Osborn and Sidney Parnes, CPS seeks to harness Divergent and Convergent thinking in a holistic, multi-step, learning process. In essence, the students are sequentially alternating between Generating ideas and Focusing on refining, evaluating, applying them until the “problem” is solved. This is one of the older models of instilling creative thinking and has been widely used, particularly for well-defined or technical problems.

Edward DeBono Lateral Thinking Exercises

DeBono developed a system of forced choice and association exercises that are well suited to promoting critical and creative thinking at the same time as students address a concept or activity. Lateral Thinking exercises lend themselves naturally to being made into graphic organizers or as leading questions in class or group discussion. Some examples:

PMI – “Plus, Minus, Interesting”                             OPV – “Other People’s Views    

ADI – “Agreement, Disagreement, Irrelevant”  APC – “Alternatives, Possibilities, Choices”

EBS – “Examine Both Sides”                                      CAF – “Consider All Factors”

HVLV – “High Value, Low Value”                             AGO – “Aims, Goals, Objectives”

TEC – “Target, Explore, Conclude”                          PISCO – “Purpose, Input, Solutions, Choice”

Related to Lateral Thinking, but not the same, is Horizontal Thinking. While the former are concrete exercises, horizontal thinking is using a familiar area of knowledge to look for analogies and patterns in less or unfamiliar fields. Both Lateral and Horizontal thinking differ from the traditional model of analytical-reductionist Vertical Thinking associated with critical thinking done within a subject matter field. Vertical thinking and Lateral/Horizontal thinking complement one another

 

 

 

Variations on “Brainstorming

We all have used brainstorming. There are some ways to make brainstorming more productive.

Ideational Pools – Ask a series of open-ended questions to a group that creates a much richer, single “pool” of ideas than simple brainstorming

Uses, Instances, Similarities – this is usually about a physical object and the purpose is to generate as many alternatives as possible – i.e. “How many different uses can you think of for a piece of rope?”. It is both divergent and lateral thinking as an activity.

Synectics – Extends brainstorming by taking the results and developing metaphors, similes, metonymy/synedoche that describe/explain them

Group Roles (or stages)

  1. Generator: Comes up with ideas
  2. Conceptualizer: Organizes, categorizes, renames ideas
  3. Optimizer: Refines ideas with a view to action – the “How”
  4. Implementor Takes action

 

Morphological Synthesis

Morphological synthesis works through decomposition and forced association, There are several variations but it works best with well-defined problems. Examples.

  1. Define the problem or identify a thing. List all of the attributes.
  2. Combine and re-configure attributes in new ways

or

  1. Divide problem into parts
  2. Develop a solution for each part
  3. Combine solutions

 

Critical Question Mapping

A system of fast learning, developed by friend of ZP Dr. Terry Barnhart, discovers the “what” of a situation by having everyone brainstorm all of the critical questions that must be answered to find a solution. No declarative statements may be made, only questions asked. After the group has exhausted the potential questions, the questions can be organized into clusters, a learning strategy, divided for research, etc.

 

Scenario Exercises

The use of imaginative but realistic premises for a thought experiment and discussion. Popular in the fields of futurism, alternative history and physics, they allow the students to explore reasons behind making decisions, constructing hypothetical, framing problems or as an allegorical experience before exploring the real situation or problem. Scenarios come in different forms and draw on both critical and creative thinking:

Counterfactual: Ex- “What if the South won the Civil War?”

Futurist: Ex- Imagine a world entering a new ice age – how would Illinois ecosystems be impacted by the climate change?”

Physical: Ex- “Schrodinger’s Cat”

Paradoxical: Ex – “Could a man travel through time and kill his own grandfather? Could you drown in the fountain of eternal life?”

 

Doublequotes

Juxtaposing opposing or incompatible authoritative views to encourage synthesis or reflective choice. This is a favorite technique of Charles Cameron in his Hipbone method of analysis that he employs regularly here at ZP.

 

 

Moral Reasoning

Like Scenarios, moral reasoning and ethical dilemmas push people to think both creatively and critically. Example:

“A madman who has threatened to explode several bombs in crowded areas has been apprehended. Unfortunately, he has already planted the bombs and they are scheduled to go off in a short time. It is possible that hundreds of people may die. The authorities cannot make him divulge the location of the bombs by conventional methods. He refuses to say anything and requests a lawyer to protect his fifth amendment right against self-incrimination. In exasperation, some high level official suggests torture. This would be illegal, of course, but the official thinks that it is nevertheless the right thing to do in this desperate situation. Do you agree?”

Many ethical dilemmas and student solutions can be analyzed according to Kohlberg’s Stages of Moral Development but the value for creative thinking is in creating the conditions of a forced choice requiring a resolution.

and acknowledge their own borrowing, not only in the title, but also in the earliest pages of their work:

Although we would like to claim credit for the approach described in the introductory paragraphs, it is modeled after a similar approach used by Abu Bakr Naji, a rising star in the jihadi movement. In his 2004 work, The Management of Barbarism,* Naji urges fellow jihadis to study Western works on management, military principles, political theory, and sociology in order to borrow strategies that have worked for Western governments and to discern their weaknesses.

Truly, abandoning random behavior and adopting intellectual, academic methods and experimental military principles and actually implementing them and applying military science will facilitate our achievement of the goals without complication and enable us to develop and improve the execution (of our plans), by the permission of God.

In practice, the loop is in fact a spiral, with each side learning, both on the battleield and on the mindfield, from the other.

The Brachman / McCants paper was published in 2006. I only learned of the Arabic translation today. For those interested in OODA loop timing, that looks to be an almost decade-long time-lapse, eh?

Lind on “the Navy’s Intellectual Seppuku”

William Lind had a very important piece regarding an extraordinarily ill-considered move by the Navy brass:

The Navy Commits Intellectual Seppuku 

The December, 2013 issue of the Naval Institute’s Proceedings contains an article, “Don’t Say Goodbye to Intellectual Diversity” by Lt. Alexander P. Smith, that should receive wide attention but probably won’t. It warns of a policy change in Navy officer recruiting that adds up to intellectual suicide. Lt. Smith writes, “Starting next year, the vast majority of all NROTC graduates will be STEM majors (science, technology, engineering, and mathematics) with minimal studies in the humanities … As a result of the new policy, a high school senior’s best chance of obtaining a Navy scholarship is to apply for Tiers 1 and 2 (engineering, hard sciences, and math), since CNO guidance specifies that not less than 85 percent of incoming officers will come from this restricted pool.”

….The engineering way of thinking and the military way of thinking are not merely different. They are opposites. Engineering, math, and other sciences depend on analysis of hard data. Before you make a decision, you are careful to gather all the facts, however long that may take. The facts are then carefully analyzed, again without much regard for the time required. Multiple actors check and re-check each others’ work. Lowest-common-denominator, committee-consensus decisions are usually the safest course. Anything that is not hard data is rejected. Hunches have no place in designing a bridge.

Making military decisions in time of war could not be more different. Intuition, educated guessing, hunches, and the like are major players. Hard facts are few; most information is incomplete and ambiguous, and part of it is always wrong, but the decision-maker cannot know how much or which parts. Creativity is more important than analysis. So is synthesis: putting parts together in new ways. Committee-consensus, lowest-common-denominator decisions are usually the worst options. Time is precious, and a less-than-optimal decision now often produces better results than a better decision later. Decisions made by one or two people are often preferable to those with many participants. There is good reason why Clausewitz warned against councils of war.

Rarely have I seen Lind more on target than in this piece.

Taking a rank-deferential, strongly hierarchical organization and by design making it more of a closed system intellectually and expecting good things to happen should disqualify that person from ever being an engineer because they are clearly too dumb to understand what resilience and feedback are. Or second and third order effects.

STEM, by the way, is not the problem. No one should argue for an all-historian or philosopher Navy either. STEM is great. Engineers can bring a specific and powerful kind of problem solving framework to the table. The Navy needs a lot of smart engineers.

It is just that no smart engineer would propose to do this because the negative downstream effects of an all-engineer institutional culture for an armed service are self-evident.
