Book Review: The Audacity of Help

The Audacity of Help: Obama’s Economic Plan and the Remaking of America by John F. Wasik

Initially, I was reluctant to accept a review copy of The Audacity of Help because I blog primarily on military and national security issues and straight domestic politics posts tends to attract tiresome, angry, commenters who type in caps ( I do not want traffic, I want influential readers). Nor am I an expert on business or finance issues, Wasik’s forte as a journalist and an area best judged from a position of extensive personal experience, which I do not have. John Wasik though, after I checked him out, impressed me as an evenhanded and experienced reporter, so I accepted.

If you are a “political blogger”, Left or Right, order a copy of The Audacity of Help today, it’s an invaluable, factual “scorecard” on the domestic agenda of the administration of President Barack Obama, especially the outcome stimulus package and the positions of all the players, executive vs. legislative, promises vs. reality and Democrat vs. Republican.  The appendix and bibliographic resources alone will be fodder for many a blog post. Wasik offers a theme of “cui bono” from policy status quo or change that is refreshing and informative (and I say this as someone who would much rather write about Bernard Fall, the Haqqani Network or Herodotus than how Obamacare will impact senior citizens or the elections in 2010) accompanied by various textual, factoid, “asides” that extend each chapter.

I don’t agree with everything Wasik has to say in terms of policy but Wasik is measured in his praise and criticism on all parties and is ultimately, a fiscal realist (“How will all this money be paid back?”). He gives a fair hearing before offering his own opinions and policy recommendations toward the conclusion of the chapters which allows me to give Wasik the ultimate compliment to a writer of non-fiction:

Dems Proposing Bad Covert Ops Oversight Rules to Make Leaking Easier

The left wing of the left wing of the Democratic Party has long been hostile to America’s intelligence community, a position that goes back to the Cold war and is rooted in political opposition to American foreign policy, particularly anticommunist policies. The latest feuding between Speaker Nancy Pelosi and the CIA are the distracting and meaningless atmospherics that cover the substantive manuvering that goes on behind closed doors over the direction of American foreign policy.

Democrats are now moving, through the use of proposed changes to the technical language on the statute governing executive branch notification of covert operations, to tie the hands of the president and move that power to every member of the two intelligence committees ( vastly enlarging the number of people who know the details of highly sensitive, ongoing, covert operations). This proposal was initiated by Chairman of the House Permanent Select Committee, Rep. Silvestre Reyes (D-TX), a close political ally of Speaker Pelosi: 

Sensitive Covert Action Notifications: Oversight Options for Congress

Legislation enacted in 1980 gave the executive branch authority to limit advance notification of especially sensitive covert actions to eight Members of Congress-the “Gang of Eight”-when the President determines that it is essential to limit prior notice in order to meet extraordinary circumstances affecting U.S. vital interests. In such cases, the executive branch is permitted by statute to limit notification to the chairmen and ranking minority members of the two congressional intelligence committees, the Speaker and minority leader of the House, and Senate majority and minority leaders, rather than to notify the full intelligence committees, as is required in cases involving covert actions determined to be less sensitive.In approving this new procedure in 1980, during the Iran hostage crisis, Congress said it intended to preserve operational secrecy in those “rare” cases involving especially sensitive covert actions while providing the President with advance consultation with the leaders in Congress and the leadership of the intelligence committees who have special expertise and responsibility in intelligence matters. The intent appeared to some to be to provide the President, on a short-term basis, a greater degree of operational security as long as sensitive operations were underway. In 1991, in a further elaboration of its intent following the Iran-Contra Affair, Congressional report language stated that limiting notification to the Gang of Eight should occur only in situations involving covert actions of such extraordinary sensitivity or risk to life that knowledge of such activity should be restricted to as few individuals as possible.In its mark-up of the FY2010 Intelligence Authorization Act, the House Permanent Select Committee on Intelligence (HPSCI) eliminated the Gang of Eight statutory provision, adopting instead a statutory requirement that each of the intelligence committees establish written procedures to govern such notifications. According to Committee report language, the adopted provision vests the authority to limit such briefings with the committees, rather than the President. In approving the provision, the Committee rejected an amendment that would have authorized the Committee Chairman and Ranking Member to decide whether to comply with a presidential request to limit access to certain intelligence information, including covert actions. The rejected provision stipulated that if the Chairman and Ranking Member of each of the intelligence committees were unable to agree on whether or how to limit such access, access would be limited if the President so requested. With Congress considering a possible change, this memorandum describes the statutory provision authorizing Gang of Eight notifications, reviews the legislative history of the provision, and examines both the impact of such notifications on congressional oversight as well as options that Congress might consider to possibly improve oversight.

The point behind this move is to deter the executive branch from using overt ops in the first place, which suits the objectives of members of Congress philosophically opposed to the IC and historic US foreign policy, but it does not actually *improve* Congressional oversight of the IC. The recent and future loud charges by House Democrats against the CIA are designed to justify this quiet power grab.

These proposed changes are designed to create a situation of arbitrary, conflict-ridden, uncertain yet expanded oversight of covert operations as the House and Senate Committees are likely to write different rules for their members and to disagree on breadth of notification. More people would have knowledge of very sensitive operations (we have to add staffers and key aides told by MoC against disclosure rules) with far less of the accountability for leaks by keeping notification to the “gang of eight”.

It will be much easier for any one member to kill any operation they disapprove of by leaking it with little fear of being caught and needing to make a political defense of their position on the covert operation. Even if a member of Congress is identified as having leaked information about a secret intelligence operation, the chances of being disciplined by the House or Senate are minimal unless the member is highly unpopular with their own party leaders or is enmeshed in another scandal and, thus, disposable. Forget being prosecuted, that will never happen.

No good intentions here, which is why this change was shrouded in committee obscurity by liberal Democratic House leaders rather than shouted by them at a high profile press conference.

Well at Least We Know ABC is Immune to Intellectual Embarassment

 Creeping Chavezismo in the MSM in regard to President Obama. From Drudge:

On the night of June 24, the media and government become one, when ABC turns its programming over to President Obama and White House officials to push government run health care — a move that has ignited an ethical firestorm! Highlights on the agenda:

ABCNEWS anchor Charlie Gibson will deliver WORLD NEWS from the Blue Room of the White House.

The network plans a primetime special — ‘Prescription for America’ — originating from the East Room, exclude opposing voices on the debate.

Imagine if ABC news delivered a report on religion from the Vatican and excluded non-Catholics. What message would that send? This is an amazing level of sycophancy toward a president by a major media outlet, even a Democratic president.Let us hear no more whining about bias on FOX or talk radio, this stunt by ABC amounts to unpaid advertisng and a de facto government TV program. Why is this happening? Simple Obama-worship at ABC? Unlikely.

 John Podesta, is the lead strategist of the effort to coordinate the media with Liberal-Left  Democratic political needs, published his think tank’s strategy in regard to censoring talk radio.  We can only imagine what advice Podesta gives to Obama administration officials in private, but the report was a strong signal to all broadcasters to toe the political line or face increasingly onerous FCC regulation, escalating fees, fines and denial of licenses over the next four years.

Republicans and conservatives need to wake up that the Obama administration is not playing the traditional “issues” game beloved of partisan interest groups bent on fighting over microscopic technical changes in abortion laws or .5 % of the capital gains tax rate. They could care less about that minutia for now, seeing it as distracting crap; the aim of the Obama administration is creating long-term, strategic advantages for Democrats and progressive leftists by changing the rules of the game for the long haul. So the Obamaites are focusing on controlling the media discourse, turning the Census Bureau into a political tool of the Democratic Party, redrawing the congressional map and raising the barriers to entry to participate in the political process for independent or conservative demographic groups.

Either the GOP gets it together in the next two election cycles or it is finished for a generation.

Recently, discussing the media in the comment section here, Lexington Green had this to say:

Brilliant Shirkey piece.  He only leaves out one thing.  The dying incumbents are going to successfully seek money and protection from the government.  With a Democrat president and congress, their faithful allies, lickspittles, bootlickers, toadies, buttboys, catamites, lackeys also knows as “the media” will come to DC with palm extended, upright, demanding the payment that their partisan loyalty has earned.  They will get protection and money.

The Shirky piece raises fascinating issues.  The question of what the new economic model for journalism will be is interesting, and I appreciate the fact that this piece raises the question explicitly.  Contrary to Lexington’s comment, I doubt that there will be a government bailout, as the First Amendment issues would seem to make that unpalatable to both parties.  The non-profit approach is one logical evolution, where “newspapers”, i.e., centers of journalistic activites, get absorbed into non-profit institutions such as think tanks or universities to provide content to organs of information dissemination.  Another model might be the C-span model, where profitable internet organizations such as Google fund the entities we used to call “newspapers” in order to provide content for the web.  Most likely, you could have some combination of the two, as for example in the way that profit-making organizations subsidize research activities by non-profit institutions such as universities.

Now we have this. A remarkable turn-around time:

WASHINGTON (Reuters) – With many U.S. newspapers struggling to survive, a Democratic senator on Tuesday introduced a bill to help them by allowing newspaper companies to restructure as nonprofits with a variety of tax breaks.

“This may not be the optimal choice for some major newspapers or corporate media chains but it should be an option for many newspapers that are struggling to stay afloat,” said Senator Benjamin Cardin.

A Cardin spokesman said the bill had yet to attract any co-sponsors, but had sparked plenty of interest within the media, which has seen plunging revenues and many journalist layoffs.

Cardin’s Newspaper Revitalization Act would allow newspapers to operate as nonprofits for educational purposes under the U.S. tax code, giving them a similar status to public broadcasting companies.

Under this arrangement, newspapers would still be free to report on all issues, including political campaigns. But they would be prohibited from making political endorsements.

Advertising and subscription revenue would be tax exempt, and contributions to support news coverage or operations could be tax deductible.

Because newspaper profits have been falling in recent years, “no substantial loss of federal revenue” was expected under the legislation, Cardin’s office said in a statement.

Cardin’s office said his bill was aimed at preserving local and community newspapers, not conglomerates which may also own radio and TV stations. His bill would also let a non-profit buy newspapers owned by a conglomerate.

“We are losing our newspaper industry,” Cardin said. “The economy has caused an immediate problem, but the business model for newspapers, based on circulation and advertising revenue, is broken, and that is a real tragedy for communities across the nation and for our democracy.
