Panetta as CIA Director

I will have an op-ed up tomorrow at Pajamas Media on Leon Panetta’s nomination to be the Director of the CIA. For now here are some other views:

My puzzlement, though, is at the placement of Panetta and Blair in those two particular jobs. 

I believe a more effective arrangement would be to appoint Panetta as the DNI and Blair as head of CIA.  I wager to say that if those appointments had been announced at first, there would have been no “uproar” over Panetta’s role.

Here’s a quick cut at my own rationale:

  • The DNI was created to whip the intelligence community into shape and break down the insular, agency-focused stovepipes.  Having “the high-profile Panetta at CIA and the low-key Blair at DNI” (that’s a characterization by David Ignatius in an op-ed this morning) seems to fly in the face of that critical reform, and might actually retard the effort to have the “community” live up to that moniker.
  • The main argument which Panetta backers make for him is his general managerial excellence – presumably he’ll whip CIA into shape through budgetary wizardry and management practices, learned in his OMB days. But ODNI is supposed to be exercising community-wide budget authority, and the reform movement to get tight-fisted central control over individual agency budgets could be subverted, not helped, by putting a crafty budgeteer in place leading one agency.

The ideal candidate is someone who is smart, who is not looking to feather his or her nest to reap economic benefits, and who understands that the President needs an honest broker. Look at the Clinton choices-Jim Woolsey, John Deutch, and George Tenet. Horrible choices and a terrible legacy. And George Bush did no better-George Tenet, Porter Goss, and Michael Hayden. Hayden is awful because he has perpetuated the militarization of the intelligence community. Goss played politics. And Tenet? Two words. SLAM DUNK! Enough said about that clown.

Josh Marshall ( TPM )Really a Mystery

Marshall quotes a retired military senior member of the IC:

“….I think there is a lot more here than is being said. I believe that Feinstein did not want someone like Panetta who has a large and independent power base and network. If you get a career guy they are a lot easier to isolate and move around. Panetta has been around for a long time and has his own network. I actually think that it is a good choice. He knows how intelligence needs to be presented to the President – that is the critical issue here.

…. We need a significant re-orientation away from tactical support by CIA and other National agencies and back to their primary mission – direct intelligence support to the President. The last 15 years have seen an explosion of tactical intelligence capability with the advent of UAVs (which DoD fought against for so long due to the fighter pilot mentality). National systems need to be re-oriented to national priorities and away from tactical or operational desires of the warfighter. “

Blagojevich Circus heads for Washington

With all the low cunning of an escaped mental patient, the heavily indicted Illinois Governor Rod Blagojevich (D-IL) appears at a “bizarre” press conference to appoint the formerly respected ex-Illinois Attorney-General Roland Burris to the U.S. Senate to the seat vacated by President-elect Barack Obama.

Taking to the podium at the end of a bizarre, shambolic press conference in which Governor Rod Blagojevich sought to appoint Roland Burris to the US Senate, Congressman Bobby Rush dared white Democratic senators to block a black man from joining their ranks.

He urged people “not to hang or lynch the appointee as you try to castigate the appointer” and, after saying repeaedly that Burris would be the only African-American in the Senate, said that he believed no senator would want “to go on record to deny one African-American from being seated in the US Senate”.

Roland Burris thought this was a good idea. Who is advising him these days ? He must be sticking it to somebody in the Democratic Party here in Illinois to lend his good name to this charade.

The Chicago Way is Incompatible with Gravitas

I think most people familiar with Illinois politics expected that eventually some kind of Chicago landmine was going to go off under President-elect Barack Obama – it’s just that few people expected it might happen before the 20th of January.

Likewise, I think most informed watchers expected that Governor Rod Blagojevich (D-IL), perhaps the most unpopular pol in Illinois history, would follow his predecessor, disgraced ex-governor George Ryan (R-IL) to prison someday, few of us anticipated the depths of the grotesque quality of Blagojevich’s grasping venality that would have made Alderman Tom Keane blush. Ryan at least didn’t talk like a thug when he raked in his small-time bribes ( have to wonder if Ryan’s chances for a presidential pardon just improved or gotten worse?).

The real political trouble for Obama can be read here in a post at “The Smoking Gun” regarding today’s indctment:

” ….Blagojevich, 51, and his chief of staff, John Harris, were arrested this morning on political corruption charges. While the affidavit does not specifically name the six prospective Senate candidates discussed by Blagojevic, Harris, and the governor’s aides, it appears that several are easily identified. “Senate Candidate 1” is Jarrett. “Senate Candidate 2” is Illinois Attorney General Lisa Madigan. Emil Jones, an Illinois state legislator, is “Senate Candidate 5.” And “Senate Candidate 6” appears to be J.P. Pritzker, a wealthy Chicago businessman. Additionally, Rahm Emanuel, the incoming White House chief of staff, is referred to in the affidavit as “President-elect Advisor.” (21 pages)”

Aside from Lisa Madigan, Attorney-General of Illinois and daughter of Springfield powerbroker Speaker Michael Madigan, this list is composed of Obama’s  Best Friend, Political Godfather, a campaign Mega-Donor and his future White House Chief of Staff. Holy Cats!

I think this is what some folks used to quaintly refer to as ” The Sleaze Factor“.

Obama’s Night

Senator Barack Obama acheived a historic milestone tonight and is now the President-Elect of the United States. He was as gracious in his victory speech as Senator John McCain was earlier in making his concession. A positive tone that has been absent for too long in recent election cycles.

I voted for Senator McCain. I am not a supporter of President-Elect Obama but I hope that Republicans and conservatives will start their period of loyal opposition by modeling the respect for the new president that President Bush was seldom accorded. There will time enough for rough political battles in the future without sinking into partisan rancor now. The other side ran the better race and our immediate priority should be to get our own house in order. There are  reasons the GOP just was clobbered that cannot be waved away that go beyond media bias or the political skills of Barack Obama.

Congratulations to those Obama supporters and Democrats in the ZP readership, it’s your night tonight as well.

The Return of 1970’s “Feelings” Liberalism

Ganz says that his and Wageman’s training system works well for the Obama campaign, because it’s designed to channel the enthusiasm of voters who are emotionally inspired by orators such as Obama. This appeal to the right brain contrasts with most of the recent Democratic political campaigns, which have appealed to voters’ logic by selling concepts and policies.

Obama organizers, and some volunteers, enter the campaign machine through weekend training sessions called “Camp Obama.”

The sessions vary in size from groups of 40 to more than 300, held variously at the campaign’s Chicago headquarters, in rented office spaces, union halls, churches or on college campuses.  In addition to leadership and motivation training, the camp features storytelling sessions, where the volunteers are broken up into small teams organized by congressional district. Each member of these groups is asked to tell personal stories in two minutes, in the same format Obama used in his 2004 speech at the Democratic National Convention.   

“Ultimately, your story should move people to specific action by painting a detailed picture of how things might be different if we act, giving us hope that if we act now we can make real that different future,” explains the training manual.
