Infinity Journal: Can Grand Strategy be Mastered?

The new edition of Infinity Journal is out and they have a most interesting article by Dr. Lukas Milevski, a promising young scholar best known for his recent book The Evolution of Modern Grand Strategic Thought.

Can Grand Strategy be Mastered?

….The first conceptualization of grand strategy, broadening the concept to include all instruments of national power and not simply the military, may arguably be quite useful. Policy-makers and strategists all should understand how military power fits in with non-military power, and vice versa, to achieve desired effects. They must understand the assumptions which implicitly underpin each form of power and how they integrate and contradict among themselves. As Lawrence Freedman argued in 1992, “[t]he view that strategy is bound up with the role of force in international life must be qualified, because if force is but one form of power then strategy must address the relationship between this form and others, including authority.”[ix]

The use of non-military power against an adversary in war is clearly not simple diplomacy, but also is not encompassed within classical definitions of strategy. Grand strategy may or may not be an appropriate term for it; in recent decades the British have labeled it the comprehensive approach. Yet, given how many authors have paid lip service to the variety of forms of power inherent in this interpretation of grand strategy, the amount of attention actually dedicated to the non-military forms of power has been startlingly low. As Everett Carl Dolman suggested in a somewhat blasé manner, “[a] worthy grand strategist will consider all pertinent means individually and in concert to achieve the continuing health and advantage of the state.”[x] Yet one may reasonably ask, ‘but how?’ To make connections among categories and among distinct fields and disciplines is one of the primary purposes of theory, yet this has simply not been done in the grand strategic literature even when this task is implicit and inherent in the definition of the concept itself.[xi] Furthermore, without the achievement of this difficult scholarly work, grand strategic theory which adheres to this form of the concept will never fulfill Clausewitz’s appreciation of theory.

….In principle, grand strategy, conceived along the lines of incorporating multiple instruments beyond the military, can indeed be mastered. However, there is no theory yet which may guide those who desire to master grand strategy in this manner. Practice in the world of action may, of course, still take place without theory—or at least academic theory. Yet without proper guidance, chaos among the various military and non-military instruments is inevitable. They will not work properly together; they may even achieve contradictory effects; and so forth. The comprehensive approach, as practiced in Afghanistan and Iraq, has not been particularly successful.
The second conceptualization of grand strategy, as being placed above policy in a hierarchy of ideas and duties, along with the subsidiary characteristic of enduring over lengthy periods of time, is less transferable to the world of action. Each aspect of this second understanding of grand strategy contributes individually to limiting the transferability of the concept.

Milevski is a grand strategy skeptic and as such he raises fair questions in his article regarding grand strategy as an actionable thing that some enterprising official, politician or military officer could master. Though he does not raise it explicitly, Milevski’s argument reflects a longstanding debate on whether grand strategy is even a thing one can do or is merely a retrospective historical explanation. Aiding Milevski is that while there has been much learned commentary on grand strategy by eminent scholars or practitioners like Kennan and Kissinger, conceptually it is a muddle with competing definitions and lacking a coherent accepted theory. Much like obscenity, we seem to know grand strategy when we see it (Containment! Bismarck!) but can’t really explain why it happened here and not there.

The two competing definitions Milevski raises complement one another but they are not the same. The first is what is sometimes in America called a whole-of-government approach to conflict and Milevski admits this version of grand strategy is one that could potentially be mastered, albeit there is no pathway to do so. The reason for this is that is that grand strategy requires a fairly robust centralization of political power to be realized. To do grand strategy, it helps if you are Otto von Bismarck, Richard Nixon and Henry Kissinger, Pericles, Peter the Great or some similar figure. Middle level bureaucrats in democratic polities might conceive or suggest grand strategies but unless they convincingly sell their idea to the ruling elite and then the elite to the public (Dean Acheson, for example, “scaring the hell out of the country”) it won’t become actionable policies, diplomatic agreements or military operations. This is possible but rarely happens without an existential strategic threat or at least the perception of a serious one.

Milevski is less enchanted, as are Clausewitzians generally, with the second version of grand strategy that posits a great idea or theme floating above policy, guiding it over very long periods of time such as decades or centuries. Objectively, it is hard to come up with a rationale why this could not be happening more often because it doesn’t though we can point to examples where nations or empires have followed a principle consistently in peace or war for a very long period of time; for example, Britain seeking to prevent any power from dominating continental Europe or China’s tributary system for managing dangerous barbarian tribes and neighboring states. Subjectively, Clausewitzians simply don’t like “grand strategy” violating the hierarchy Clausewitz set forth to explain the relationship between politics/politik, policy and strategy in war. Milevski spends time on this objection specifically.

I’m less troubled by the contradiction than Dr. Milevski, though it’s worth considering that in theory the two different versions of grand strategy could be different phenomena instead of competing definitions of one. Much of the first version of grand strategy could also be termed “statecraft” and the second is something like John Boyd’s theme of vitality and growth or at a minimum, an aspirational security paradigm. It’s more of a vision or an opportunistic operating principle than a well honed strategy  or clearly defined end-state. It is open-ended to permit maximum political flexibility and accommodate many, at times competing, policies. The second version of grand strategy is not at all strategy in the sense applied to a theater of combat for concrete objectives; it is more political, more gestalt.

Not Checkers, not Chess, no Go, Gen Perkins — it’s Calvinball time

Reading David Perkins, Big picture, not details, key when eyeing future from last year, and thinking:

It’s scary to read Gen. Perkins — the head of TRADOC — disagree with him, sometimes quite sharply along the way and particularly when he talks about games — and then wind up agreeing with the second half of this, his closing sentiment:

So now that we know what game we are playing and assumedly what is required to win it, we can employ these insights to lay out a path toward building the Army our country will need in 2025 and beyond. It is our duty, and our country depends on us to get it right.

We don’t know what game we are playing, nor — love that word “assumedly” — what is required to win it. And if I’m right about this, how can our potentially mistaken insights help us “lay out a path toward building the Army our country will need in 2025 and beyond” — when “getting it right” is liable to be an emergent property, only recognizable as such in retrospect?

Let me cut to my main objection, for which Gen. Perkins’ checkers and chess games are analogies. Of the two games, Perkins said:

Checkers and chess are played on the same style board, but the games are far from similar. For a long time, the Army has designed forces based on a “checkers-based” world outlook. Today, we’re switching to a “chess-based” appreciation of the world.

I’ll come back to this game metaphor in time, but the paragraph I first halted at, for which the games paragraph I just quoted is a metaphor, is this one:

Before the fall of the Berlin Wall, we lived in a “complicated” world, but one with a single defining enemy for which we could plan against. In today’s “complex” world, there is no single defined future foe with relatively known capabilities, doctrines and intent. This is not a minor point, as designing and building the future Army rests upon what kind of world we expect to see.

I’m not at all sure jointness will mean anything at all like “cross-service cooperation in all stages of the military processes, from research, through procurement and into operations’ — whether the services be Army, Marines, Navy, Air Force, or also include the National Guard, whether we think in terms of Land, Sea, Air, and Space, or throw in Cyber. What if jointness is better conceived of in terms of heart, mind and soul?

Our command structure isn’t structured along those lines, so we can’t put the Chief of Staff of the Heart, the Commandant of Minds, and the Chief of Soul Operations under the Chairman and Vice-Chairman and call them the Joint Chiefs — the very absurdity of the phrasing makes the whole idea almost ridiculous.

And yet heart, mind and soul — or for that matter, the Buddhist body, mind and speech — are the fundamental building blocks of a full and sane human personhood, and their social equivalents the equivalent bases of a full and sane human society.

Maybe heart, mind and soul are more basic than land, air and sea?

Did we ever think of that?

What I’m suggesting here, in fact, is that the challenges we face may differ from previous challenges in this: that they won’t fall into the expected mold, they won’t look to us like challenges at all, we won’t categorize or react to them as such — in short, that they will be oblique to our assumptions and expectations.

One other point of disagreement, briefly:

by 2005 we confronted a well-understood problem in Afghanistan and Iraq, and began optimizing much of the Army to meet that current threat

Oh really? You could have fooled Zarqawi!

Getting back to games, we have some very nice comparisons and metamorphoses already “in play” in the strategic literature. Perkins’ “Checkers to Chess” is one, “Ghess to Go” is another and more sophisticated example — Scott Boorman‘s The Protracted Game: A Wei-Ch’i Interpretation of Maoist Revolutionary Strategy is the classic here — “Chess to Star Trek’s 3-D chess” is another one worth considering, or “Chess to Mjolnir’s Game” for that matter, “Go to Buckminster Fuller‘s World Game” yet another, while “Go to the Glass Bead Game” is clearly one which would fascinate me personally..

But I’m convinced, as I’ve said before, that the game we need to understand is the one known as Calvinball:

Calvinball — Calvin and Hobbes‘ favourite game to play. There is only one main rule in the game — that you can’t play it the same way twice.

Now that game idea is an audacious one, rivaling and perhaps even surpassing Peter Suber‘s awesome game, Nomic:

in which the rules of the game include mechanisms for the players to change those rules, usually beginning through a system of democratic voting. Nomic is a game in which changing the rules is a move.

When I meantion Calvinball, I not infrequently quote the philosopher Alasdair MacIntyre:

Not one game is being played, but several, and, if the game metaphor may be stretched further, the problem about real life is that moving one’s knight to QB3 may always be replied to by a lob over the net.

Now that’s talking!

And Roland Barthes:

This public knows very well the distinction between wrestling and boxing; it knows that boxing is a Jansenist sport, based on a demonstration of excellence. One can bet on the outcome of a boxing-match: with wrestling, it would make no sense. A boxing-match is a story which is constructed before the eyes of the spectator; in wrestling, on the contrary, it is each moment which is intelligible, not the passage of time… The logical conclusion of the contest does not interest the wrestling-fan, while on the contrary a boxing-match always implies a science of the future. In other words, wrestling is a sum of spectacles, of which no single one is a function: each moment imposes the total knowledge of a passion which rises erect and alone, without ever extending to the crowning moment of a result.

Okay, here’s another mind in the Natsec arena, that switches the playing field from “game as cricket or chess” to “game as zero-sum or non-zero sum” — President Rouhani of Iran, writing an op-ed in the Washington Post — Iran, mark you, in WaPo — who says:

The world has changed. International politics is no longer a zero-sum game but a multi-dimensional arena where cooperation and competition often occur simultaneously. Gone is the age of blood feuds. World leaders are expected to lead in turning threats into opportunities.

Rouhani is pretty conservative in Iranian terms, though we sometimes consider him a reformer — but very “other” in his thinking, compared to ours. And if we wish to game him, our Red Team must be able to think as ably and otherly as he does.

How would TRADOC suggest we adapt to a shift in games of that sort?

Mark Gilchrist, the Australian serving officer who brought us Why Thucydides Still Matters, has a new post — the first of three — up at Strategy Bridge in which he explores The Twilight Between Knowing and Not Knowing — an appropriately liminal title — specifically, the difficulties involved in recognizing genocide. It’s a fascinating if harrowing article, and I’m going to cherry-pick some quotes for your attention..

Here’s the stunning cognitive takeaway!!

The scale of the barbarity was almost incomprehensible to Western observers – UNAMIR troops included – which resulted in eyewitnesses often finding themselves in denial about what was unfolding around them. The troops made themselves believe that high-pitched screams were gusts of wind, that the rabid packs of dogs were feeding on animal remains and not human carcasses, that the smells enveloping them emanated from spoiled food and not decomposing bodies. Barnett argues that this fantasy is reminiscent of Primo Levi’s observation about the Holocaust that ‘things whose existence is not morally comprehensible cannot exist.’ This is particularly so for Western troops who are trained to think and act within the bounds of a moral and ethical behavioural framework that can obscure their ability to recognise the evil that others may be capable of.

Blindness, denial. The grand question raised by this article and by the Rwandan experience goes way beyon Rwanda to our cognitive incapacities and their potentially disastrous repercussions in general.

No worries, ma — it’s only a gust of wind.

Chet Richards on “Who Still Reads Boyd?”

Dr. Chet Richards had an excellent blog post on the continuing relevance of Colonel John Boyd’s strategic concepts:

Who still reads Boyd?

Apparently the Russians. In “The Moscow School of hard knocks: Key pillars of Russian strategy,” 17 Jan 2017,  CNA analyst and former NDU program manager Michael Kofman
offers vivid illustrations of ideas that Boyd developed in his various papers and presentations (all available on our Articles page).  He doesn’t cite Boyd, but you’ll recognize the concepts.

I have no idea of how Kofman came across these ideas — Boyd has nine pages of sources at the end of Patterns of Conflict, so he isn’t claiming that he thought most of them up. Regardless of how Kofman discovered them, he establishes that they certainly do work, but unfortunately not for us.

For example, when describing Russia’s overall approach to strategy, he notes that

Russia’s leadership is pursuing an emergent strategy common to business practice and the preferred path of startups, but not appreciated in the field of security studies. The hallmarks of this approach are fail fast, fail cheap, and adjust. It is principally Darwinian, prizing adaptation over a structured strategy.

This should leap out at anyone even casually familiar with Boyd since Patterns of Conflict cites the theory of evolution by natural selection as one of its two foundations (war is the other).

Boyd’s whole approach to strategy was emergent. This is clear not only from how he uses strategy but in how he defines the term, at the end of Strategic Game:

A mental tapestry of changing intentions for harmonizing and focusing our efforts as a basis for realizing some aim or purpose in an unfolding and often unforeseen world of many bewildering events and many contending interests.

In other words, there is an overall objective — it’s not just random actions, even very rapid actions, for action’s sake — and the pattern emerges as our “efforts” interact with the “unfolding and often unforeseen world.” You see a similar philosophy in Kofman’s description of the Russian approach:

This is confusing to follow when Russia’s goals are set, and yet operational objectives change as they run through cycles of adaptation. It is also a method whereby success begets success and failure is indecisive, simply spawning a new approach.

Compare to Patterns 132: “Establish focus of main effort together with other effort and pursue directions that permit many happenings, offer many branches, and threaten alternative objectives. Move along paths of least resistance (to reinforce and exploit success).”

Why take such an approach? Right after his definition of strategy, Boyd suggests an answer:

Strategy and Prometheus Unbound

Senior Counselor to the President and Chief Strategist, Steve Bannon

Steve Bannon has been very much in the news lately, as one might expect of a former Breitbart editor turned closest adviser to the President of the United States. Much of this has been political fare by friends and foes (ok, mostly foes). We have read debates about his ideological worldview, the exact nature of Bannon’s (and Breitbart’s)  ties to the sinister Alt-Right, his rank in the White House pecking order, Bannon’s vision of realignment of American politics, populism, ethnonationalism, executive orders, the books he reads and so on. Charles has already weighed in here but I am not delving into these things today.

Less attention, though usually also accompanied by outrage, have been stories on foreign policy and national security. Nevertheless, the media gave wide play to Bannon’s comments about potential war with China, possible civilizational partnership with Putin’s Russia and most notably, Bannon being given a permanent invitation to meetings of the Principal’s Committee of the National Security Council. Most Democrats and many national security professionals believed Bannon, as a political adviser,  had no business being seated on the NSC by historical standards. While this is true, it is not a very credible argument in light of the previous administration’s decision to make a mere campaign speechwriter with no prior experience an unusually powerful Deputy National Security Adviser.

I think the criticisms based on customary protocol arguments miss the mark by a country mile.

We are all familiar with the ancient Greek myth of the Titan Prometheus. It was Prometheus, whose name meant “forethought”, who defied the gods to give Man the gift of fire – a gift that unleashed the immense creative powers of mankind. For this affront to the gods’ authority, Prometheus was severely punished. Zeus binds Prometheus to Mount Caucasus where an eagle tears out his liver each day. A torment Prometheus endures for ages until the coming of Hercules.

Strategy in American national security is much like Prometheus. Potentially useful as a creative force, sometimes employed like the gift of fire as a useful tool in a small way, most often inert, bound immobile to the rock of policy as politics savagely tears out the liver of anyone posing a strategy that might prevent a foreign policy crisis from becoming a debacle. The truth is that the gods, or in this case the established political class, much prefer a predictable and orderly debacle under their stewardship than a messy win for America with unpredictable second and third order effects.

In fairness, most of the time, stability while accruing small losses is preferable for a global hegemonic power like the United States to disruptively embarking upon large risks to its position in order to win small gains. So long as the international system is strategically designed to sustain hegemony, occasional losses can be a cost of doing business until the system or parts of it no longer appear to be working. Or until political support wanes at home.

The objection to Bannon (aside from his politics) is that a domestic political strategist should not be involved in the NSC. David Axelrod and Valerie Jarrett were not. Karl Rove wasn’t.  James Carville, Lee Atwater and innumerable other key political White House staffers never sat on the NSC. However, I don’t think Steve Bannon was invited to attend NSC Principal Committee meetings in that role. Nor was he “replacing” the DNI or CIA Director or the Chairman of the Joint Chiefs of Staff. They were not “replaced” but as customary bureaucratic constraints on policy formulation they were intentionally removed.

I think Steve Bannon – whose prior professional efforts at a high level were all about creating and articulating a vision – is really the Trump administration’s grand strategist.

And he’s unbound.
