The Republican Party: A Strategic View

Generally, I eschew writing about partisan politics, but like everyone else in America – and possibly a plurality of the planet – today the election was a topic of discussion, deconstruction and debate for me.  President Obama and his supporters are reveling in their victory, Republicans and conservatives are organizing circular firing squads, but the good news for America is that the election was fair, free and unmarred by the kind of bitter partisan dispute we saw in 2000. The country has sufficient serious problems and is deeply divided enough without having that cross to bear again.

Some Democrats seem to believe the President has won, if not a “landslide’, at least a crushing victory in squeaking by Governor Mitt Romney. While that belief may be delusional, it is the GOP that is clearly in trouble despite winning nearly half the popular vote and is positioning itself to implode in an ideological civil war.

Some of the more intelligent or interesting reactions I read came from historian Ron Radosh, political scientist Dan Nexon,  conservative wonk Bruno Behrend,  blogger Dave Schuler and the NRO Corner, which had a mixture of teeth-gnashing and cold-eyed realism.

What should the once great Republican Party do?

Admit they have a problem – that a majority of Americans find the GOP to be angry, scary and a little bit nuts:

Chris Christie is not why Romney lost. MSM liberal bias, though real enough and sometimes nasty, did not stop the elections of Richard Nixon, Ronald Reagan, George H.W. Bush or George W. Bush (including the two greatest electoral landslides in American history). Even Romney, though he carries his share of blame as standard bearer for an unsuccessful campaign, is not the whole reason millions of Hispanics and women who previously voted for George W. Bush and John McCain, voted to re-elect Barack Obama.

It wasn’t Mitt Romney (who incidentally, I am no fan of) who decided to spout off  in the midst of a national campaign season about idiocies like “legitimate rape”, the Big Bang theory being from ” the pit of Hell”, that Obama is secretly a Muslim or advocating laws where the government can forcibly ram an ultrasound wand into a woman’s vagina. Really, where did that last bright idea come from – Communist China?

The problem is the Republican Party and mainstream conservatives tolerate and support the presence of angry, misogynistic, ignorant crackpots who scare away normal people. The GOP needs to recall  a lesson from Bill Buckley instead of letting the nuts set themselves up as the arbiters of what is “conservative”.

Focus on the key numbers of American democracy – 51%, 60 % and 270:

Sectarian purity is something best left for Church – at the polling booth you need a majority.

While it is the duty of the opposition party to oppose and Obama is going to give Republicans many ideas or actions worth fervent opposition in his second term, being against something is only part of the equation if the goal is to “win”. The other part is offering a positive alternative or constructive vision that diminishes your opponent while advancing your own cause – a “noble philosophy” that attracts the uncommitted, pumps of the resolve of your allies and demoralizes and daunts your adversaries. A philosophy that builds expanding, winning, governing, coalitions

An optimistic, inclusive, compelling narrative that makes people proud. Political music for the soul.

People want, pretty desperately, to buy into a positive vision that offers a great future for the country and their children that says America’s best days are yet to come. That the United States is the preeminent force for Good in the world and should unreservedly remain so. Obama cannot offer that vision and, with some exceptions, neither will his party. The GOP needs to be not just “a” but “THE” middle-class party – the party of strivers and upward social mobility, personal achievement, rising living standards for everyone and freedom. A Party that is attractive because what Republicans are for and what they do, not just what they are against. Or whom.

The GOP should be the natural political home of Latinos, Asians, Jews and Catholics but it isn’t. It should remember small business and entrepreneurs when voting for garbage like Sarbanes-Oxley or Federal bailouts for crony capitalists, not just when they need them at the ballot box. The truth is, given the state of the economy, Obama’s mediocre record and empty campaign, Romney should have crested toward a Reaganesque 1984 electoral landslide but he did not.

Book Review: Lords of the Sea by John R. Hale

Lords of the Sea: The Epic Story of the Athenian Navy and the Birth of Democracy by John R. Hale

Nautical archaeologist Dr. John R. Hale, an expert on bronze age shipbuilding and seafaring, has written a delightful and robust popular history of the navy of ancient Athens, but more importantly, a poignant political history of the Athenian navy’s  intrinsic relationship to radical Democracy and Empire.  A page turner with enough detail about triremes and warfare in the Aegean to leave you crying “The Sea! The Sea!”,  Lords of the Sea will be enjoyed by naval buffs and philo-Hellenes alike.

As you would expect, there is much in Lords of the Sea about the design, construction and care of triremes, Piraeus and the Long Walls, the shipsheds at Zea Harbor, the financing of the Athenian navy, trierarchy, naval tactics, rowers and rowing, superstitions of Athenian sailors on campaign, the deforestation of Athens for ship timber, comparisons with Spartan, Persian and Macedonian naval prowess and the great sea battles of the ancient world. Plenty, in fact, to keep naval aficionados happy while reading Lords of the Sea and all of which I am spectacularly unqualified to comment upon. I can say that in regard to ancient navies, I learned much that was new to me.

What was of greater relevance to me was Hale’s major theme of the political nature of the Athenian navy. That the imperial glory and thalassocracy was irrevocably bound up with democracy itself and bitterly opposed by the wealthy, would-be, oligarchs who consistently preferred a much diminished Athens they controlled as Sparta’s vassals to a democratic Athenian empire where they shared power with the people:

….The resumption of work on the Long Walls jolted Athens’ oligarchs into action. A small group of upper-class citizens still hoped to destroy the radical democracy. These men feared that once Athens was permanently and inseparably linked to its navy by the Long Walls, the common people would never be unseated from their rule. Before the walls had been completed, the oligarchs sent secret messages to a Spartan army that was at that moment encamped not far from the frontiers of Attica. The oligarchs invited the Spartans to attack Athens, promising to assist in the overthrow of the current regime. In their own minds, these men were patriots, pledged to restore the ancestral consitution.

Traitors are always heroic in their own minds.

Hale was a student of Donald Kagan, whom he credits with inspiring him toward an investigation of the naval prowess of Athens, however in covering the history of Athens, including the Persian and Peloponnesian wars, Hale is more evenhanded in his assessments than Kagan. The  faction of oligarchs come off quite badly, except for the rising to the occasion of the Areopagus, patriotism and sacrifice is to be found  by Hale primarily in the demos, especially the thetes and newly freed and enfranchised slaves who rose to the call to defend the city in the hours of Athens’ maximum  danger. However, the demos in the Assembly were not without fault; rule by the people also proved to be impetuous, arrogant, capricious toward Athenian generals and cruel toward allies and enemies alike. The Athenian empire was, in short,  afflicted with hubris and this caused their downfall.

Hale ties both democracy and Athens’ unparalleled cultural creativity to thalassocracy. When the political will to maintain Athenian naval dominance and independence as a power faded among the Athenian upper-classes, the spirit of oligarchy ignominiously surrendered Athens to a foreign king, despite a mighty navy and eagerly betrayed their own countrymen:

….The Assembly sent Phocion and Demades and Xenocrates, the head of the Academy, to ask Antipater [ Alexander the Great”s regent and successor ]  about terms: a war hero, an orator, and a philosopher to negotiate the fate of a once-great city. Antipater demanded a payment of indemnity equal to the full cost of the war, the handing over of Demosthenes and other enemies of Macedon, and the evacuation of Samos. The thetes of the demos, defined as all citizens with a net worth of less than two thousand drachmas, were to be expelled from Athens. The wealthier citizens who remained must surrender the fort on Munychia Hill in the Piraeus to a Macedonian garrison.

…..So the Athenian envoys returned to Athens with the terms of surrender that gave up Athenian independence and, for all practical purposes, Athenian identity. The incredible had happened. Almost three-fifths of the citizens – 12,000 out of 21,000 – failed to pass Antiper’s test of wealth. They were the rabble, the mob, the radical democrats who were everywhere blamed for all the crimes of restless, ambitious, and expansionist Athens. They were now to be banished for the good of all, not merely from Athens but for the most part from Greece itself

The Athenian Assembly would have been far better off keeping Demosthenes, executing the trierachs who had cravenly surrendered to Cleitus the White and his Macedonian fleet, ostracizing Phocion, Demades and Xenocrates and resuming the war. From this defeat, there was no recovery for Athens, nor did the new oligarchy, secure in their power now, seek any. Without the thetes there were no crews to man the ships or skilled laborers to build them at Zea. Athens was broken as a power and a polis forever.

We live, as everyone pretty much agrees, in some place called “here” (although that shifts) at a particular moment called “now” (although that shifts too) in a medium often called “spacetime” in honor of Albert Einstein.

The Game-changing Coming Ones of many religions and sects – and even their secular variants, the Game-changing Coming Ideologies and Leaders) – are situated in another area of the same “spacetime” continuum for their respective believers: next up after “wars and rumors of wars” or “come the revolution” or “when the Mayan Calendar runs out” or “next year in Jerusalem”…

When:

My old friend Stephen O’Leary suggests there’s a shifting “window of opportunity” for people who preach “soon comings” – if you warn people that the world will end in a couple of thousand years, or with the heat death of the sun, or even that sea levels are liable to rise precipitously over the next few decades unless remedial action is taken, the view is long-range enough to seriously diminish your impact. Conversely, if you announce the end of the world will occur three minutes from now, nobody has time to get scared or prepared – or to propagate your message.

So “soon coming expectations” generally predict the coming is a little ways around the corner, close enough to matter but no close enough to sell all that you possess and climb Mt Ararat this week.

Where:

The “where” is interesting, though. We have news cameras focused 24/7 on the Mount of Olives to catch the Second Coming of Christ, although most observant Jews won’t be expecting that Christianity will be finally vindicated as the true inheritor of Judaism’s mantle there any time soon, and many Muslims expect he’ll descend at one of the minarets of the Umayyad Mosque in Damascus.

And the Mahdi? Two popular points of anticipated arrival are beside the Kaaba in Mecca, or out of the well behind the Jamkaran mosque, not too many miles from Qom.

But Islamic apocalyptic geography doesn’t end with either place – it extends, minimally, from Khorasan (Iran or Afghanistan) to Jerusalem, with a possible side-expedition to India (the Ghazwa-eh-Hind) and with possible tributaries from Africa and who knows where else… and in at least some Shia strands of apocalyptic thinking, the city of Kufa in Iraq will be the Mahdi’s seat of government.

Sham – the territory of Syria, Palestine, Jordan and Lebanon

Abdullah ibn Hawalah [Allah's blessings be on him] narrated from the Messenger of Allah (pbuh) that he said:

"Matters will run their course until you become three armies: an army in Sham, an army in Yemen, and an army in Iraq".

Ibn Hawalah said:

"Choose for me, O Messenger of Allah! in case I live to see that day".

The Messenger of Allah (pbuh) said:

"You should go to Sham, for it is the best of Allah's lands, and the best of His slaves will be drawn there!

And if you refuse, then you should go to the Yemen and drink from its wells. For Allah has guaranteed me that He will look after Sham and its people!"

And an intriguing aside:

And since were talking Yemen and the greater Sham here, it may be worth noting as an aside, the presence in Islamic apocalyptic traditions of a figure known as the Yemeni — sometimes identified in Iranian Shia apocalyptic as Hezbollah’s Hasan Nasrallah. Filiu writes (p.156) of:

Shaykh Nazrallah’s transformation into the apocalyptic figure of the Yemeni, completing a very political trinity in which Ayatollah Khamenei served as the standard bearer of the Mahdi and Ahmadinejad as the commander of his armies.

Filiu’s book was published in France in 2008, but the same trinity can also be found in the fairly recent video The Coming is Upon Us attributed by Reza Kahlili to circles around Ahmadinejad. I’ve taken this account of the video and the trinity as it reports it from the Counter Jihad Report, because their version succinctly draws together the strands that most concern me here:

A little-noticed documentary titled “The Coming is Upon Us” was produced by Ahmadinejad’s office last year and it lays out the regime’s beliefs and planned path forward, much like Mein Kampf did. And it debunks the notion that the U.S.S.R. and the Iranian regime are equivalent. The film makes the case that the regime’s leaders are the incarnations of specific End Times figures foretold in Islamic eschatology.

Iran is the “nation from the East” that paves the way for the Mahdi’s appearance. Supreme Leader Khamenei is Seyed Khorasani, “the preparer” who comes from Khorasan Province with a black flag and a distinct feature in his right hand. Khamenei’s right hand is paralyzed from an assassination attempt. Khorasani’s commander-in-chief is Shoeib-Ebne Saleh, who the film says is President Ahmadinejad. Hezbollah chief Hassan Nasrallah is the incarnation of Yamani, a commander with a Yemeni ancestry who leads the Mahdi’s army into Mecca.

These three “preparers” wage war against the Antichrist and “the Imposters”-the U.S., Israel and the West’s Arab allies. The film also mentions that a figure named Sofiani will side with Islam’s enemies. Former Iranian Revolutionary Guards officer Reza Kahlili, who leaked the film, told me that the full-length version identifies him as Jordanian King Abdullah II.

The film lists various End Times prophecies that have been fulfilled to argue that the Mahdi’s appearance is near. The 1979 Islamic Revolution in Iran; the invasion of Iraq from the south and subsequent sectarian violence and death of Saddam Hussein; the Houthi rebellion in Yemen; the fall of Egyptian President Hosni Mubarak and the increasing amount of open homosexuality, cross-dressing, adultery and women taking off the hijab are correlated to specific Islamic prophecies.

As to the video’s authenticity and provenance, I can only express my ignorance and keen interest — but whatever the case, it seems likely that the split between Khamenei and Ahmadinejad, together with the latter’s “soon going” from office, renders that particular strain of prophecy moot.

Particular prophetic timelines may fail, and indeed do so repeatedly — the apparatus of apocalyptic hope simply incorporates new figures and events into its calculations, and moves its sense of urgency a little further up along the timeline…

Søren Kierkegaard on espionage & Kenneth Burke on strategy

It may seem somewhat strange, at least on the surface, for a poet to be interested in strategy and a theologian in the world of intelligence analysis.

We poets. however, have been termed “the unacknowledged legislators of the world” by Mr. Shelley, one of our own number, and we theologians long considered our study the Queen of the Sciences – so here we have the roots of attitudes that may flower into this strange hybrid being that is myself.

It’s not easy to list significant writers who were also in the intelligence business, in part because both “writing” and “intelligence” are subject to varied definitions — so my own list here will lean heavily British, and have the patina of old age rather than the glamor of the freshly minted. Let’s just say that Christopher Marlowe, who wrote the great play Doctor Faustus, was apparently sent on extended errands while up at Cambridge on “matters touching the benefit of his country”.

More recently Rudyard Kipling, John Buchan, Somerset Maugham, Graham Greene, even JRR Tolkien apparently, Ian Fleming, John le Carré, and Anthony Burgess have been among British writers who were also spies, and Peter Matthiessen can serve as a distinguished recent American example.

Which brings me to the OSS, and this quote from a 2003 piece on Boston.com:

Yale’s literature specialists played a key role in shaping the agency’s thinking. Mole-hunter James Jesus Angleton, the most controversial figure in CIA history, began his career as an apprentice of the New Critics on Yale’s English faculty, and his literary training in “close reading” may have shaped his hyper-skeptical (some would say paranoid) approach to counterintelligence.

Why do fine writers make decent intelligence analysts?

John le Carré, who has been both, has this to say:

Artists, in my experience, have very little centre. They fake. They are not the real thing. They are spies. I am no exception.

I’d like to take that a little further. I’d like to say that to be a keen observer of human behavior, you must be a keen observer of your own – only one who has taken the beam out of his own eye can see clearly the mote that is in another’s. That brings you, I believe that chameleon-like condition of receptivity and observation that Keats termed “negative capability” in his letter to Richard Woodhouse of October 27, 1818.

More on that in the Sufi story below. Now, onward to the two quotes that anchor this piece.

Here’s Kenneth Burke on “strategy” in the arts, in his Literature as Equipment for Living [link is to .pdf]:

For surely, the most highly alembicated and sophisticated work of art, arising in complex civilizations, could be considered as designed to organize and command the army of one’s thoughts and images, and to so organize them that one “imposes upon the enemy the time and place and conditions for fighting preferred by oneself.” One seeks to “direct the larger movements and operations” in one’s campaign of living. One “maneuvers,” and the maneuvering is an “art.”

Are not the final results one’s “strategy”?

And Kierkegaard on “spying” as a theologian, in the chapter, Governance’s Part in My Authorship from his The Point of View:

l am like a spy in a higher service, the service of the idea. l have nothing new to proclaim, I am without authority; myself hidden in a deception. l do not proceed directly but indirectly — cunningly; I am no saint — in short, l am like a spy who in spying, in being informed about malpractices and illusions and suspicious matters, in exercising surveillance, is himself under the strictest surveillance. See, the police also use such people. For that purpose they do not choose only people whose lives have always been most upright; what is wanted is only experienced, scheming, sagacious people who can sniff out everything, above all pick up the trail and expose. Thus the police have nothing against having such a person under their thumb by means of his vita ante acta [earlier life] in order precisely thereby to be able to force him unconditionally to put up with everything, to obey, and to make no fuss on his own behalf. It is the same with Governance, but there is this infinite difference between Governance and the municipal police — that Governance, who is compassionate love, precisely out of love uses such a person, rescues and brings him up, while he uses all his sagacity, which in this way is sanctified and consecrated. But in need of upbringing himself, he realizes that he is duty-bound in the most unconditional obedience.

To return, then, to the issue of those who spy upon themselves…

Jalaluddin Rumi has a story in his Masnavi, one of the many facets of which, I suspect, can illuminate this point, albeit a bit obliquely.

He describes a contest that a sultan once held between the Chinese and Greek schools of artists, to determine which had the greater ability in art. Each school was given one half of a room, and a great curtain fixed between them. The Chinese, with a vivid appreciation of nature’s moods and humanity’s place between skies and mountains, painted their half of the room with exquisite care and subtlety. The Greeks took quite an other approach, covering the walls on their side with silver plate, then buffing and burnishing it to a brilliant reflective sheen.

When the work was done and the curtain drawn back, the beauty of the Chinese room was stunning – but the loveliness of the Greek room, in which the Chinese room was reflected to dazzling effect, was even more so:

The image of those pictures and those works
was mirrored on those walls with clarity.
And all he’d seen in there was finer here –
his eyes were stolen from their very sockets.

Rumi explains that the Chinese in his fable are like those who see the outer world only, while the Greeks are those who “stripped their hearts and purified them” – and that “the mirror’s purity is like the heart’s”…

Those who examine their own hearts — Ursula le Guin nicely calls them “withinners” since their voyages, adventures, discoveries and treasures are found primary within themselves — may make reluctant spies, for they do not easily see one side of a dispute as entirely right and the other side utterly wrong: but their nuance places them among the finest of analysts.

Oh, but let’s be sensible and worldly: most of us like to balance our mundane lives with the more exciting possibilities that are their opposites, and espionage – the derring-do more than the analysis, to be sure – is a wonderful foil for scholars’ fantasies, just as being swept off one’s feet by a prince and loved tempestuously between the pages of a book is a sweet shift from the menial paper trails of office life, and space opera a fine venture for those beset by gravity and white lab coats.

And whether Jason Bourne, Jack Bauer, James Bond or just a little J&B‘s your tipple, you may find espionage, dealing as it does with secrets, is a natural launching pad for fantasy…

More sseriously, for the analysts and educators among our ZP readership — let me just suggest that the literary and humane arts will deepen analytic understanding as surely as big data will extend its technical reach.

And when you come right down to it — your human mind is still the best and subtlest software engine in the room…

She has a post up that skillfully weaves the case of Colonel Tunnell into a much larger, demoralizing, political and policy context:

On the perversion of nonviolence and religious tolerance in service of politics and war 

Two recently published essays, one by Belmont Club’s Richard Fernandez, one by Zenpundit’s Mark Safranski, when taken together reveal a portrait of human evil so horrific that young people and the severely depressed should not be allowed to see it. The rest of us need to contemplate what we have wrought by looking the other way as NATO military commands ordered soldiers in Afghanistan to act like saints in the face of ruthless armed militias and democratic governments promoted the lie that nonviolent resistance could topple dictators.  

In The Limits of Myth, Richard Fernandez amplifies on the theme I presented in On the Taliban shooting of Malala Yousafza: Pakistani human rights activists need to step believing in American fairy tales:

Pundita argues the notion of bloodless resistance has been oversold by the advocates of Mahatma Gandhi and Martin Luther King. It was a convenient alternative narrative to that perennial problem-solving algorithm, war.  By skipping over the War of Independence and the Civil War and emphasizing the Salt March and Selma, Alabama they gave the mistaken impression that resistance was all about speeches and heroic poses.

But nonviolence is a useful myth she argues, because it gives diplomats an excuse not to act. It makes a virtue of doing nothing by characterizing it as actively breaking the cycle of violence and counseling that eventually the tyrant will die of shame. But not before you die of a bullet.
[…]
The truth is that every resistance movement — even largely nonviolent ones — carries with it the implicit threat of force. The police and army of the regime often switch sides when they see that the cost of dealing with impending storm of popular violence exceeds the cost of turning on the tyrant. They fear force and therefore decline to exercise it.

The idea of consequences was once deeply rooted in the public consciousness. Yahweh thundered. And even Christ came to save us from the fires of hell. But hell there was. The opportunity for nonviolent change was always understood to be the ‘last chance’ prelude to violent consequences.  …  This kind of reasoning is now out of fashion…..
