Book Review: Lords of the Sea by John R. Hale

Lords of the Sea: The Epic Story of the Athenian Navy and the Birth of Democracy by John R. Hale

Nautical archaeologist Dr. John R. Hale, an expert on bronze age shipbuilding and seafaring, has written a delightful and robust popular history of the navy of ancient Athens, but more importantly, a poignant political history of the Athenian navy’s  intrinsic relationship to radical Democracy and Empire.  A page turner with enough detail about triremes and warfare in the Aegean to leave you crying “The Sea! The Sea!”,  Lords of the Sea will be enjoyed by naval buffs and philo-Hellenes alike.

As you would expect, there is much in Lords of the Sea about the design, construction and care of triremes, Piraeus and the Long Walls, the shipsheds at Zea Harbor, the financing of the Athenian navy, trierarchy, naval tactics, rowers and rowing, superstitions of Athenian sailors on campaign, the deforestation of Athens for ship timber, comparisons with Spartan, Persian and Macedonian naval prowess and the great sea battles of the ancient world. Plenty, in fact, to keep naval aficionados happy while reading Lords of the Sea and all of which I am spectacularly unqualified to comment upon. I can say that in regard to ancient navies, I learned much that was new to me.

What was of greater relevance to me was Hale’s major theme of the political nature of the Athenian navy. That the imperial glory and thalassocracy was irrevocably bound up with democracy itself and bitterly opposed by the wealthy, would-be, oligarchs who consistently preferred a much diminished Athens they controlled as Sparta’s vassals to a democratic Athenian empire where they shared power with the people:

….The resumption of work on the Long Walls jolted Athens’ oligarchs into action. A small group of upper-class citizens still hoped to destroy the radical democracy. These men feared that once Athens was permanently and inseparably linked to its navy by the Long Walls, the common people would never be unseated from their rule. Before the walls had been completed, the oligarchs sent secret messages to a Spartan army that was at that moment encamped not far from the frontiers of Attica. The oligarchs invited the Spartans to attack Athens, promising to assist in the overthrow of the current regime. In their own minds, these men were patriots, pledged to restore the ancestral consitution.

Traitors are always heroic in their own minds.

Hale was a student of Donald Kagan, whom he credits with inspiring him toward an investigation of the naval prowess of Athens, however in covering the history of Athens, including the Persian and Peloponnesian wars, Hale is more evenhanded in his assessments than Kagan. The  faction of oligarchs come off quite badly, except for the rising to the occasion of the Areopagus, patriotism and sacrifice is to be found  by Hale primarily in the demos, especially the thetes and newly freed and enfranchised slaves who rose to the call to defend the city in the hours of Athens’ maximum  danger. However, the demos in the Assembly were not without fault; rule by the people also proved to be impetuous, arrogant, capricious toward Athenian generals and cruel toward allies and enemies alike. The Athenian empire was, in short,  afflicted with hubris and this caused their downfall.

Hale ties both democracy and Athens’ unparalleled cultural creativity to thalassocracy. When the political will to maintain Athenian naval dominance and independence as a power faded among the Athenian upper-classes, the spirit of oligarchy ignominiously surrendered Athens to a foreign king, despite a mighty navy and eagerly betrayed their own countrymen:

….The Assembly sent Phocion and Demades and Xenocrates, the head of the Academy, to ask Antipater [ Alexander the Great”s regent and successor ]  about terms: a war hero, an orator, and a philosopher to negotiate the fate of a once-great city. Antipater demanded a payment of indemnity equal to the full cost of the war, the handing over of Demosthenes and other enemies of Macedon, and the evacuation of Samos. The thetes of the demos, defined as all citizens with a net worth of less than two thousand drachmas, were to be expelled from Athens. The wealthier citizens who remained must surrender the fort on Munychia Hill in the Piraeus to a Macedonian garrison.

…..So the Athenian envoys returned to Athens with the terms of surrender that gave up Athenian independence and, for all practical purposes, Athenian identity. The incredible had happened. Almost three-fifths of the citizens – 12,000 out of 21,000 – failed to pass Antiper’s test of wealth. They were the rabble, the mob, the radical democrats who were everywhere blamed for all the crimes of restless, ambitious, and expansionist Athens. They were now to be banished for the good of all, not merely from Athens but for the most part from Greece itself

The Athenian Assembly would have been far better off keeping Demosthenes, executing the trierachs who had cravenly surrendered to Cleitus the White and his Macedonian fleet, ostracizing Phocion, Demades and Xenocrates and resuming the war. From this defeat, there was no recovery for Athens, nor did the new oligarchy, secure in their power now, seek any. Without the thetes there were no crews to man the ships or skilled laborers to build them at Zea. Athens was broken as a power and a polis forever.

Harvey Mansfield on Elections and Democracy

Professor Harvey C. Mansfield of Harvard University and a fellow at the Hoover Institution is famous for his scholarship on classical political philosophy (I often recommend his edition on Machiavelli’s Discourses on Livy) as well as his provocative commentary on social and political issues.  While I liked his take on Machiavelli, I warmed to him further when, after his book on manliness came out and some reporter asked Mansfield if it was “manly” to carry a gun? He answered to the effect, “Yes, but not as manly as carrying a sword”.

Mansfield has a new article out in Defining Ideas  on the nature of elections and democracy worth reading:

Are You Smarter Than a Freshman? 

….Machiavelli believes that human beings are divided into the few who want to rule and the many who do not care to rule themselves but do not want to be ruled by others either. Then those who want to rule must conceal their rule from the many they rule if they wish to succeed. How can they do this? Machiavelli went about conceiving a “new mode of ruling,” a hidden government that puts the people “under a dominion they do not see.” Government is hidden when it appears not to be imposed on you from above but when it comes from you, when it is self-imposed.

Machiavelli recounts a psychological truth about humans: “wounds and other evils that a man does upon himself spontaneously and by choice hurt much less than those that are done to you by someone else.” It sounds crazy to claim that it hurts less when you break your leg yourself than when someone or something else does it. But when you do it yourself, the hurt is less because it doesn’t include resentment against whoever or whatever did it to you.

A further step in the argument: The many, the common people, resent government because of the necessary hurts it imposes—as people say, death and taxes. Government demands sacrifices in return for the peace, comfort, and justice it provides. But government hurts less, and is even hidden from you, when it comes from you—when it comes from an election.

An election is not so much a positive choice, as you might suppose from Aristotle, as the purging of resentment against government and the humbling of the few who run for office. As we see in the contest between Obama and Romney, an election forces the rulers to seek our approval, our vote. It enables us to choose one, and perhaps more important, to deny the other. Partisanship often shows itself less in having your side win than in defeating the other side.

In this way, an election allows people to think that their government comes from them, when in fact it remains pretty much the same whether it’s Obama or Romney. The particular candidate may win or lose, but the class of “politicians” that we decry, the few who desire to rule, always wins. For their part, the people indulge in the luxury of throwing out the losing candidate, expressing their resentment against being governed, while (almost) incidentally electing the winner, who then governs in their name with their consent. 

A while back, I had an interesting discussion in the comment section with “SZR” , Duncan Kinder and LC Rees over Donald Kagan’s interpretation of the Athenian statesman and general Nicias.  Kagan’s version of Nicias was a man who feared “the resentment of being governed” of the Mob and who therefore flattered the people with his own modest pretense and that this apprehension led to the disasters that befell Athens in Sicily.  Pericles, too, comes in for criticism by Kagan who is unsympathetic to the advocacy that Thucydides showed toward the former’s defensive strategy.

I think as a rule, Machiavelli’s view of politics proves to win out wherever the system of government is not actively coercing politicians toward’s Aristotle’s ideals of governance. The gravity of the lowest moral common denominator exerts a strong pull in politics in the absence of a countervailing power.

State Failure is the Child of Oligarchy

Failure Is an Option

….Countries differ in their economic success because of their different institutions, the rules influencing how the economy works, and the incentives that motivate people,” write Acemoglu and Robinson. Extractive institutions, whether feudalism in medieval Europe or the use of schoolchildren to harvest cotton in contemporary Uzbekistan, transfer wealth from the masses to elites. In contrast, inclusive institutions—based on property rights, the rule of law, equal provision of public services, and free economic choices—create incentives for citizens to gain skills, make capital investments, and pursue technological innovation, all of which increase productivity and generate wealth. Economic institutions are themselves the products of political processes, which depend on political institutions. These can also be extractive, if they enable an elite to maintain its dominance over society, or inclusive, if many groups have access to the political process. Poverty is not an accident: “[P]oor countries are poor because those who have power make choices that create poverty.” Therefore, Acemoglu and Robinson argue, it is ultimately politics that matters.

The logic of extractive and inclusive institutions explains why growth is not foreordained. Where a cohesive elite can use its political dominance to get rich at the expense of ordinary people, it has no need for markets and free enterprise, which can create political competitors. In addition, because control of the state can be highly lucrative, infighting among contenders for power produces instability and violence. This vicious circle keeps societies poor. In more fortunate countries, pluralistic political institutions prevent any one group from monopolizing resources for itself, while free markets empower a large class of people with an interest in defending the current system against absolutism. This virtuous circle, which first took form in seventeenth-century England, is the secret to economic growth….

Barlow on COIN and Failure

Some astute observations on COIN practice from the founder of Executive Outcomes, Eeben Barlow:

….Governments, despite often being the prime reason why an insurgency starts, are often only too keen to make the armed forces responsible for establishing workable governance in areas that have become positively disposed towards the insurgency.
As it is an internal problem, countering the insurgency is essentially a law enforcement responsibility. The problem is that often the law enforcement agencies do not realise that an insurgency is developing and through ignorance and denial, mislead government – and the nation – on the seriousness of the situation. This provides the insurgents with numerous advantages, most crucial being time to organise, train and escalate the insurgency.
The end goal of the insurgency is political in nature and therefore, the main effort aimed at countering it ought to be political and not militarily. This “passing the buck” approach places the armed forces in a position they can seldom if ever win as the military’s role is not to govern but to ensure an environment in which governance can take place.  
An insurgency is neither a strategy nor a war. It is a condition based on the perception(s) of a part of the populace that poor governance exists, that government only governs for its own benefit and that they – the populace – are being marginalised or politically suppressed. In reality, an insurgency is an internal emergency that, left unchecked, can develop into a civil war. The insurgency itself is a means to an end and it is an approach aimed at either weakening or collapsing a government’s control and forcing a negotiation in the favour of the insurgents.

As a rule, countries whose citizens  are happy, prosperous and free seldom suffer an insurgency unless they are foreign proxies. Oligarchies however, are frequently the cradle of insurgency and revolution.

It Seems the Oligarchs Distrust their own Creepy-state

I previously made note of the emergence of an authoritarian Creepy-state element in American government, enjoying bipartisan popularity with this era’s predominantly Boomer elite politicians, CEOs and academic activists. Largely because this growing surveillance state is directed at controlling the rest of us and eroding the democratic and legal accountability of a self-imagined superclass.

Here’s a new (but unsurprising) wrinkle. The political-bureaucratic folks quietly building this incipient machinery of coercion already distrust and fear the men and women who are employed to run it. Evidently, the Rise of the Praetorian Class theory has been widely read.

US spy agency accused of illegally collecting personal data

WASHINGTON — One of the nation’s most secretive intelligence agencies is pressuring its polygraphers to obtain intimate details of the private lives of thousands of job applicants and employees, pushing the ethical and legal boundaries of a program that’s designed instead to catch spies and terrorists.

The National Reconnaissance Office is so intent on extracting confessions of personal or illicit behavior that officials have admonished polygraphers who refused to go after them and rewarded those who did, sometimes with cash bonuses, a McClatchy Newspapers investigation found.

The disclosures include a wide range of behavior and private thoughts such as drug use, child abuse, suicide attempts, depression and sexual deviancy. The agency, which oversees the nation’s spy satellites, records the sessions that were required for security clearances and stores them in a database.

Even though it’s aggressively collecting the private disclosures, when people confess to serious crimes such as child molestation they’re not always arrested or prosecuted.

“You’ve got to wonder what the point of all of this is if we’re not even going after child molesters,” said Mark Phillips, a veteran polygrapher who resigned from the agency in late May after, he says, he was retaliated against for resisting abusive techniques. “This is bureaucracy run amok. These practices violate the rights of Americans, and it’s not even for a good reason.”

The agency refused to answer McClatchy’s questions about its practices. However, it’s acknowledged in internal documents that it’s not supposed to directly ask more personal questions but says it legally collects the information when people spontaneously confess, often at the beginning of the polygraph test.

Even though it is against the law as well as internal regulations, the NRO management have given themselves the green light in a self-investigation to keep doing it to their own employees and anybody going through a security clearance background investigation – a vast number of people, many of whom have or will someday have incredibly sensitive positions in the defense, intelligence and national security communities.

After a legal review of Phillips’ assertions, the agency’s assistant general counsel, Mark Land, concluded in April that it did nothing wrong. “My opinion, based on all of the facts, is that management’s action is legally supportable and corrective action is not required,” he wrote.

But McClatchy’s review of hundreds of documents – including internal policy documents, memos and agency emails – indicates that the National Reconnaissance Office is pushing ethical and possibly legal limits by:

-Establishing a system that tracks the number of personal confessions, which then are used in polygraphers’ annual performance reviews.

-Summoning employees and job applicants for multiple polygraph tests to ask about a wide array of personal behavior.

-Altering results of the tests in what some polygraphers say is an effort to justify more probing of employees’ and applicants’ private lives.

The charitable explanation is that all this is bureaucratic overreach motivated by tiny empire building and budget-padding in the age of  austerity, where cybersecurity is one of the few “growth” areas of discretionary spending for senior bureaucrats to pursue.

The cynical explanation is that these are blackmail files being compiled systematically and deliberately; to be used later to compel IC/DoD/DHS/DoJ employees to stick with an agency party line, intimidate and punish whistleblowers or use their official positions to engage in illegal misconduct to benefit politically influential VIPs. Like harassing American citizens or journalists critical of an agency or administration policy or special interests.

There’s few good reasons for the government to do this – and those few are all narrowly related to genuine and specific security concerns we have had to live with since WWII – but many bad ones.
