When 4GW Forces Weigh Becoming a State

At the most excellent site Jihadica, I found this obscure gem:

Interview with Umarov, North Caucasus Amir

More interesting is Kavkaz Center’s newly-released interview with Dokka Umarov, the amir of the North Caucasus Emirate that he declared at the end of 2007. Here’s what stands out:

  • The decision to declare an emirate was not taken lightly and occurred after much debate.
  • Umarov acknowledges that he has taken a lot of heat from fellow travelers for aligning himself ideologically with al-Qaeda and declaring war on the world.
  • The mujahids do control some territory, but their control is not absolute. Therefore, he does not want his supporters rushing to form a state.

The two translations, Arabic and English, diverge over what sort of state Umarov is talking about. In Arabic, he says he doesn’t want his supporters rushing to form an “actual state” (dawla fi`liyya). In English, he says he doesn’t want them rushing to form a “virtual state.” The difference is significant and if anyone can download the video and make out the right translation, I’d appreciate it

Almost two years ago, William Lind, musing on the prospects of the much more militarily and politically formidible HAMAS terrorist group, pointed to the question for 4GW entities “To Be or Not to Be a State”:

Normally, that captured Israeli would be a Hamas asset. But now that Hamas is a state, it has discovered Cpl. Gilad Shalit is a major liability. Israel is refusing all deals for his return. If Hamas returns him without a deal, it will be humiliated. If it continues to hold him, Israel will up the military pressure; it is already destroying PA targets such as government offices and arresting PA cabinet members. If it kills him, the Israeli public will back whatever revenge strikes the Israeli military wants. Hamas is now far more targetable than it was as a non-state entity, but is no better able to defend itself or Palestine than it was as a Fourth Generation force. 4GW forces are generally unable to defend territory or fixed targets against state armed forces, but they have no reason to do so. Now, as a quasi-state, Hamas must do so or appear to be defeated.

….Hamas faces what may be a defining moment, not only for itself but for Fourth Generation entities elsewhere. Does it want the trappings of a state so much that it will render itself targetable as a state, or can it see through the glitter of being “cabinet ministers” and the like and go instead for substance by retaining non-state status? To be or not to be a state, that is the question – for Hamas and soon enough for other 4GW entities as well.

Statehood appears to be a risky tipping point for an irregular movement to cross.  A strong insurgency only makes for a vulnerable state and a targetable, semi-disciplined, conventional force unless the new state can devote years and resources to consolidating it’s fragile position. For that reason, in the era of State vs. State warfare, guerilla armies were careful to create separate civilian political wings or, better yet, “governments-in-exile” that could safely operate in some remote capitol, playing the diplomatic game of winning legitimacy under the protection of a foreign power. This is not an option for 4GW movements because being an overt pawn of foreign powers conflicts with the ability of the 4GW entity to compete on the moral level of warfare with the regime.

What about “virtual statehood” ?

This is easier to manage, being mostly free of the responsibilities of governance of fixed territory. A virtuual state is still targetable, being composed of social and economic networks but it is a highly elusive target, very adaptive, quickly evolving and with a propensity toward symbiotic behavior, grafting itself onto a host nation-state, willing or unwilling, such as Pakistan in the case of al Qaida ( and before Pakistan, Afghanistan. And prior to that, Sudan).

Wielding sophisticated information networks, the virtual state can cultivate primary loyalties anywhere on Earth that is within range of an ISP or area of mobile phone reception.

On Historians and Others

On Historians and Others….

….Historians are not theorists, though they may entertain certain theories in the course of interpreting an event they do not begin with answers as does a theorist but with questions. Questions they try to answer with research and evidence because history, while not a science, is an empirical discipline. Historians are not poets, they do not aim to create sweeping, romantic, myths, though like anyone else, historians admire mythic ideals but their task is to reveal where reality may have fallen short. Historians are not social scientists, though they sometimes borrow their tools; nor are they economists constructing abstract models hoping to predict events. A historian who tries to predict what will happen based upon the past is engaging in futurism, a very different and more difficult art.

….The public is not well prepared to handle or comment upon historical monographs of an esoteric or technical nature, only other specialists can do that. Nor are historians who have spent most of their career in a very rarefied subfield – say researching currency fluctuations in the Spanish Netherlands during the early modern period or Women’s social status in the Caribbean during the late Colonial era – well positioned to write a panoramic history of Western civilization, of the history of technology or similarly big picture subjects desired by the layman who wants to “read some history”. At least not without a major time investment.”

Much thanks to Eddie Beaver and Lexington Green who separately but nearly simultaneously sent me links this morning to a very fine e-zine, Democracy Journal.org. What caught their eye were the following articles by some familiar names:

Pentagon 2.0” by Colonel T.X. Hammes

The author of the critically acclaimed The Sling and the Stone reviews the latest book by another premier military theorist, John Arquilla’s Worst Enemy and finds it wanting.

Return of the Jihadi” by Andrew Exum a.k.a. “Abu Muqawama

Exum methodically analyzes the implications of “when Omar comes marching home” and offers sensible solutions I would describe as “Interagency COIN Jointness”.

Parenthetical aside: One side effect of the GWOT/Iraq War/Afghanistan, I think we shall see in the coming decade, is to have created a generation of future policy makers and statesmen like we have not seen since WWII.

Beyond COIN: A Potential Answer to “Granular” 4GW Scenarios ?

A fourth generation war near you

…..An alternative is that what we’re going to face might better be described as a fourth generation, non-trinitarian conflict and not classical insurgency because it doesn’t appear that the goals of the groups employing terrorism and guerrilla warfare tactics involve replacing the government of either Mexico or the United States (see Bill Lind’s latest, below, for a discussion of this point).

So it is armed conflict, and if it isn’t insurgency, is it war? This is an important question because, as the current president claims and as the candidate from his party agrees, in war, a president has extraordinary powers.

While such powers have proven useful when the country faces the military forces of another country, they also allow the president to undertake activities that would be counterproductive if used against a guerrilla-type opponent, where the outcome depends primarily on moral elements – that is, on our ability to attract allies, maintain our own determination, and dry up the guerrillas’ bases of support.

The post elicited the following comment from Global Guerilla theorist, John Robb:

You are exactly right Chet, will this counter-insurgency stuff work against an open source enemy with billion dollar funding?

The narco-cartel killers, especially the Zetas, resemble the tiny, highly professional, 1GW armies of the 17th and 18th centuries. Very few in number relative to the population as a whole that they generally ignore ( or run roughshod over) while they engage the other, numerically small, professionals ( Mexican police and Army). Perhaps the appropriate strategic counter is analgous to the French Revolution’s response to invasion by monarchical 1GW armies – a levee en masse in the form of an ideologically turbocharged popular militia. This was one of the ideas being toyed with in the 1920’s by the German officers of the Reichswehr under von Seeckt, that had it’s last, twisted, gasp as Ernst Rohm’s vision of a 4 million man SA National Militia, a possibility extinguished in the Night of the Long Knives. Even the stealthy Zetas would have trouble operating in a city where the police and Army were backed by, say, 40,000 armed militiamen who were part of a national network. A loyalist paramilitary on steroids.

However, any such hypothetical popular militia will have to come from a social movement as the Mexican state no longer commands enough political legitimacy to recruit such a force to it’s side – even if it had the courage to grasp that kind of wolf by the ears.

Selil on Education and the University

Professor Sam “Selil” Liles has two posts, thoughtful essays to be more precise, to which I must give my earnest recommendation to read in full. Here they are with some short excerpts and then  brief comments by me:

The dark ages: Modern anti-intellectualism and failure of the thinking man

….Where is the modern age renaissance man? A little over 100 years ago there were two degrees in the undergraduate curriculum. The Bachelor of Science, and the Bachelor of Arts were regarded as the pinnacle of education. Then specialization began a long swing into the collective consciousness of academia. The business world looked to academia to solve the middling problems of commerce. A government swath of intervention cut through the academic ranks of research. All of this resulted in further specialization. In the short term likely it resulted in gains in the intellectual output of a generation of scientists.

So, from a system where knowledge was gathered from many sources and a pyramid of knowledge and facts represented the intellectual catalog of an individual we have now the reverse. Broad based programs that widened in scope to a point where a person of the highest rank could discuss a variety of topics is no longer. Specialization has resulted in a trend to specious specialization where the pinnacle academic achievement is hyper-specialization. This has driven a coterie of programs into inter-disciplinary prima-facie collaborations but we know that the simple human interactions degrade the efforts.

This is the downside of analytical-reductionism, the powerful tool with which (among others) man has managed to shatter and reorganize a once unknowable reality into discernable, quantifiable, comprehensible parts. But with all tools there are limitations in terms of efficiencies as well as costs. Microscopes and telescopes are powerful augmentations to human vision but you wouldn’t look through either one while driving your car.

“….Perhaps the issue is thinking strategies. The fact remains that the common scientist is woefully deficient in thinking and intellectual strategies. Within their discipline they may be exposed to specifics that they may need but I rather doubt most PhD candidates for chemistry are being exposed to Dewey or Kant at the doctoral course work level. Specialization has eroded the human aspects of educations. The Renaissance man is dead and the University killed him. I have seen the response of several science faculty at the senior level who have realized this fact about themselves. They may be an international expert and have a great reputation but upon reaching full professor they reach out and start taking liberal arts and humanities courses. I have met many junior faculty and professionals who have a master’s degree in a liberal art and another masters degree in a science or engineering discipline. These are the hope of Lazarus rising and the rebirth of the Renaissance man. Yet in academia they are pushed aside as not having focus or depth.”

Education paradigm: How you get there may not be where you are going

“….The education paradigm is also somewhat limited. The pinnacle of the education paradigm is theory. The creating of new knowledge through the process of research as a doctoral student as evidenced by the dissertation is end of academic achievement. The missing point that the University often struggles with is the application of that highly specialized theoretical knowledge. Industry rarely has need of that kind of knowledge until there is a perceived need. This is where much of the “what use is a PhD” argument comes from. Yet it is of national and strategic importance to create and innovate not simply make small movements forward through incremental improvement. Creativity is energy fed by the fuel of intellectual discourse and domain knowledge. The broader the domain knowledge of an individual the more likely that they can draw upon new and more effective tools to solve problems.

Synthesis paradigm

For the most effective educated work force that serves the needs of all stake holders including the student a new paradigm for education is needed. The paradigm should build upon the entirety of the general education that a student receives in high school. Because the volume of knowledge is so vast it should approach the application side of the equation first thereby producing a capable work force entrant at the community college level. The bachelor degree level should have some theory and each discipline may need more or less depending on their field. The bachelor degree though should create a journeyman practitioner or engineer capable managing and inclemently advancing the discipline. The spilt between theory and application for a masters degree should equate to near equality. The master degree suggests that a student has relative mastery of a topic or discipline. At this point the student should have a breadth of knowledge that is inclusive of the discipline. At the point the doctoral degree is awarded application has been overtaken by theory. This is not the end as there is even more theory to be worked with but the scope broadens.”

This excerpt was from the second half of the post which I selected to show what Sam is driving toward, shifting the paradigm of education toward synthesis. In my view, a useful remediation of the current system’s deficiencies and a way to teach people to build their own “dialectical engines”, to use John Boyd’s phrase, for the generation of insights. Not in my view a full replacement of analytical-reductionism ( would you “replace” your left hand with your right or would you want to use both of them?) but a powerful complement and imaginative driver toward “vitality and growth”.
