The First Battle — a review

The First Battle, Operation Starlite and the Beginning of the Blood Debt in Vietnam, by Otto J. Lehrack, Lt.Col., USMC, Ret.

This is an older book, but important. A few weeks ago I was having lunch with a good friend, Bruce. Bruce is a Vietnam veteran and since both of us are readers many of our lunch conversations revolve around the books we have read, and this meeting was no exception. Bruce enthusiastically recommended The First Battle and No ShiningArmor, both by Lt.Col. Lehrack, and Last Men Out, by Bob Drury and Tom Clavin. He said Lehracks first twenty pages of The First Battle was the best description of the situation that led the United States to become involved in Vietnam. Since my knowledge of Vietnam is embarrassingly meager, I ordered all three when I returned home from lunch. Given Bruce’s descriptions, The First Battle was first up. Lehrack begins the first chapter, Inching Towards the Abyss, with a profound first sentence:

The United States came to this pass in baby steps, characterized more by Cold War fears, hubris, and inattention than by level-headed policy examination.

(Sounds familiar doesn’t it?)

The result of Lehrack’s effort is a readable and powerfully inspiring story of the first battle of the Vietnam War fought only by Americans, specifically, the United States Marine Corps. Code named, Operation Starlite, this “first battle” was a coordinated air, sea, and land attack, but to the green, untested Marines fighting battle-hardened Viet Cong troops nothing about this first encounter was typical or routine.

Lahreck, drawing on interviews with warriors from both sides, provides the reader an up-close view of the savagery and the valor of this battle that resulted in two Americans receiving the Congressional Medal of Honor. The prose is fast paced and detailed, but not so detailed one with no experience/knowledge of Marine Corps jargon can’t keep up. Lehrack includes a fairly exhaustive glossary of the unique terms used, so the military/USMC novice will have a ready guide close-by.

The book is divided in three parts. Part 1 describes general attitudes of the American public, politicians, and military personnel with respect to Vietnam. Part 1 also provides a description of the planning process for the battle and the rationale. Also included is an assessment by the Viet Cong of their American opponents, dated 3 July 1965 (about a month prior to Operation Starlite):

American strong points

  • The have reached the training level of an expeditionary force.
  • Armed with modern weapons, lighter than French expeditionary forces, they have quick transportation, quick movement, have capability of quick reinforcement, thanks to vehicles, aircraft, boats.
  • Usually concentrated in groups.

Weak points compared with French

  • No spirit of combat; afraid of guerillas; always rely on modern weapons, so they lose initiative and self-confidence (when in contact, they call fire for support and reinforcement); sometimes artillery must conduct fire support for the whole period of operation.
  • Lack of combat experience, just know combat in theory only (through field manuals). Moreover, on a strange terrain, they usually walk in the open, bewildered like ducks (we say that American troops are most opportune targets for guerrillas).
  • Much effort required for messing; and water. Food must be supplied for each meal by helicopters. When moving to any place they must use helicopters and artillery fire support, so objective will always be disclosed, brining good opportunity for guerrilla follow up.
  • Cannot undergo long and hard operations. When operating far from base, about seven kilometers, must use vehicles.
  • Not able to bear local weather and climate, so troops will fall ill.
  • Defensive positions sometimes well organized but they are slow to get that way. In one instance it took ten days to organize defenses and thirty to install mines.
  • They do not know the terrain well.
  • They run slowly.

(This list is offered for those readers who have insight into whether these weaknesses persist in our military—I do not know.)

In Part 2, Lehrack describes the battle, and the aims of the American commander “to isolate, and then destroy the enemy.” Lehrack follows individuals and units through the battle, and spares no detail in the hardships, risks, and depravations endured by the participants. He offers a gripping and realistic description of the “fog of war:”

The Marines quickly learned a practical lesson that all warriors have known since ancient times. Theoretically, one is supposed to line up in an assault or other planned formation and fight that way. But once battle is joined the formation rapidly degenerates into a series of isolated small actions. In Starlite, as in most battles, it seemed that the fights generally meant that four or five men on one side would be heavily engaged with a similar number on the opposite side. Each combatant became so preoccupied with taking care of his situation that he often had little knowledge of and didn’t really care what was going on a few yards away. Throw in the sounds, the smells, and the fear and you have the notorious “fog of war” that explains why such widely differing accounts describe the same battle.

Good friend of this blog, Lynn Wheeler adds this observation in another forum on the effect Starlite had on Viet Cong planning/tactics::

Perhaps the most important reason for the so-so result was that the Viet Cong had gained an enormous appreciation of the Marines’ ability to project power from the sea as a result of Starlite. Never again in the course of the war did they permit their units to tarry on the coastal plain. When they had a job to do near the water, they came in and did it, and then they fled inland again. Although they developed good antiaircraft techniques and weaponry during the war they had neither the ordnance nor the expertise to thwart an amphibious landing force.

Part 3 is titled The Blood Debt. As eloquently as Lehrack introduced the reader the to attitudes and assumptions of most Americans in his opening chapter, so he concludes. Fifty-four Americans died and an estimated six hundred of the enemy perished in Operation Starlite. By the numbers and a “body count” mentality, we “won” the battle, but in 1965 the Vietnam War was just getting started, and we know how it ended. Lehrack writes:

America spent another ten years, and more than 56,000 additional lives, to follow a failed policy. Like gamblers who have already lost their gambling money, and then the rent money, and the car payment, and then the grocery money, and then borrowed or stole in the hope of changing their luck, the Johnson and Nixon administrations kept signing markers to America for a debt in gore that they hoped a reversal of fortune would justify.

The criminal portion of this gut wrenching conclusion is that American political leaders had no confidence in a military solution in Vietnam. Lehrack quotes President Johnson speaking with a senator, “They hope they will wear us out. And I really believe they’ll last longer than we do.” Eventually, and thankfully, the American public said, “no more.” Amazingly, Lehrack citing Hugh M. Arnold‘s examination found that of an official justification of the war there “were a total of twenty-two separate American rationales: From 1949 to 1962, the emphasis was on resisting communist agression; from 1962 to 1968, it was on counter-insurgency; after 1968, it was on preserving the integrity of American commitments.”

Lehrack correctly laments American unfamiliarity with Vietnamese culture and their visceral attitude towards foreign invaders. We were making the world safe for democracy, and the Vietnamese fell back on nationalism as a recruiting tool and justification for feeding over a million people into the maw of war. Lehrack also points out that Marine leadership knew early on “that Vietnam was more a political war than military.” The Marines had the Small Wars Manual derived from their actions in the Philippines, Nicaragua, and Haiti while the U.S. Army had four pages in their Field Regulations on guerilla warfare. Lehrack speculates a pacification effort, something the Marines knew well, may have been successful if properly applied to good governance on the part of the South Vietnamese government.

Of course these speculations are just that, and there is little evidence given our current predicament in Afghanistan that we learned our lessons. The shelf-life of hubris is eternal.

Bruce was right; this is a powerful little book, and comes with my highest recommendation.

Barlow on COIN and Failure

Some astute observations on COIN practice from the founder of Executive Outcomes, Eeben Barlow:

….Governments, despite often being the prime reason why an insurgency starts, are often only too keen to make the armed forces responsible for establishing workable governance in areas that have become positively disposed towards the insurgency.
As it is an internal problem, countering the insurgency is essentially a law enforcement responsibility. The problem is that often the law enforcement agencies do not realise that an insurgency is developing and through ignorance and denial, mislead government – and the nation – on the seriousness of the situation. This provides the insurgents with numerous advantages, most crucial being time to organise, train and escalate the insurgency.
The end goal of the insurgency is political in nature and therefore, the main effort aimed at countering it ought to be political and not militarily. This “passing the buck” approach places the armed forces in a position they can seldom if ever win as the military’s role is not to govern but to ensure an environment in which governance can take place.  
An insurgency is neither a strategy nor a war. It is a condition based on the perception(s) of a part of the populace that poor governance exists, that government only governs for its own benefit and that they – the populace – are being marginalised or politically suppressed. In reality, an insurgency is an internal emergency that, left unchecked, can develop into a civil war. The insurgency itself is a means to an end and it is an approach aimed at either weakening or collapsing a government’s control and forcing a negotiation in the favour of the insurgents.

As a rule, countries whose citizens  are happy, prosperous and free seldom suffer an insurgency unless they are foreign proxies. Oligarchies however, are frequently the cradle of insurgency and revolution.

SWJ: Manea interviews Fernando Lujan

COIN and Other Four-Letter Words: Interview with AfPak Hand Major Fernando Lujan 

OM:  In early 2009, I made a tour of a few DC think tanks.  At the time everybody was talking about COIN. Why did COIN become a dirty word, today? Why do you still believe in COIN doctrine?

FL:  Well, frankly I get a bit nervous whenever I hear the words “believe” and “doctrine” in the same sentence… the same way I get nervous when I hear people refer to the current counterinsurgency manual, FM 3-24, as “the good book.”  The counterinsurgency manual should never be dogma, never be seen as some sort of universal solution.  The manual was an attempt to change the culture of the Army at a time when we desperately needed it.  It was written by a group of very smart people who tried to include some lessons from Cold War-era insurgencies, but let’s not fool ourselves–it was written in extremis, for forces struggling through their rotations in Iraq from 2006-2010.  It did a pretty good job helping those units.. and it serves as a decent framework for one type of counterinsurgency effort–the resource intensive, ‘boots heavy’ sort that we saw in Iraq and Afghanistan.

 But we should not lose sight of the fact that this type of massive COIN effort is only one extreme of a long continuum of policy options, undertaken when the situation in both countries had already deteriorated so much that major reinforcement became the ‘least bad’ choice in the minds of our civilian leaders.  If we want to keep COIN from becoming a ‘dirty word,’ as you say, we need to make this distinction clear, and leave room for alternate, smaller footprint models.  The next version of the doctrine should not just pull lessons from Iraq and Afghanistan–but also from Colombia, the Philippines, El Salvador, the Sahel, and the myriad of other places we’ve been involved in over the past decades.  To the credit of the Army and Marines, Ft. Leavenworth is in the midst of rewriting the manual as we speak–but it remains to be seen what kind of message the final product will send.  Will we have a cookie cutter model with the five standard lines of effort, built around heavy resources and a 5,000-man brigade combat team or will we have a manual that offers a broad toolkit of different approaches–some civilian-led or embassy ‘country team’ based, some more heavily reliant on targeting and offshore training or 3rd party actors, et cetera.  Knowing what we know about land wars in Asia, I’d personally much rather see the latter…..

Liminality II: the serious part

Limen is the Latin for threshold, and the liminal is therefore what happens at thresholds.

Something pretty remarkable happened as 1999 turned into 2000 — something liminal. And it happened aboard the USS Topeka, SSN-754 (below):

The Associated Press reported:

Its bow in one year, its stern in another, the USS Topeka marked the new millennium 400 feet beneath the International Dateline in the Pacific ocean. The Pearl Harbor-based navy submarine straddled the line, meaning that at midnight, one end was in 2000 while the other was still in 1999… The 360-foot-long sub, which was 2,100 miles from Honolulu, Hawaii, straddled the Equator at the same time, meaning it was in both the northern and southern hemispheres. Some of the 130 crewmembers were in Winter in the North, while others were in Summer in the South…

Sitting pretty on the threshold between two millennia, two centuries, two decades, years, seasons, months, days and hemispheres was an extraordinarily liminal idea — as the two-faced January is a liminal month — and I think illustrates effectively the terrific power of the liminal to sway human thinking

Navy commanders in charge of billion dollar ships seldom get up to such “fanciful” behaviors!

And if we might turn from the contemporary US Navy and its submarine to ancient Indian mythology and Hindu religion for a moment:

The story of Narsingh (above), the fourth avatar of Vishnu in Vaisnavism, also captures the idea of what’s meant by thresholds very nicely:

A tyrannous and oppressive king obtained a boon from the gods that he should die “neither by day nor night, neither within the palace nor outside it, neither at the hand of man nor beast” and thought his boon conveyed immortality — but when he persecuted his son, a devotee of God, a half-man half-lion figure — the Narsingh avatar of Vishnu — met him on his own doorstep at dusk and slew him, so that he died neither by day nor by night, neither within the palace nor outside it, and neither at the hand of beast nor of man.

Dusk, doorsteps and metamorphs are all liminal, — with respect to day and night, home and abroad, man and beast respectively.

Anthropologist Mary Douglas has pointed out how things that are “not this, not that” (ie that don’t fit our categories) are precisely the ones that taboos form around – hence her remark in Purity and Danger:

Uncleanness or dirt is that which must not be included if a pattern is to be maintained

Consider for instance the dietary condemnation of amphibians in Leviticus, as being neither walking nor swimming creatures — fitting neither the normative category of “animal” nor that of “fish”. But Douglas is thinking in static categories, while Victor Turner thinks in process.

Turner takes the condition that’s between “this” and “that” and views it as part of a process in time, where “this” is how things have been, and “that” is how they can be in future – effectively, the turning point between one way of life and another.

Turner is interested in this primarily because the tribes he studies as an anthropologist create rituals which act as magnifiers of this sort of transition (his scholarly reason), and because such turning points, so ritualized, turn out to be important junctions in human lived experience (his human reason).

Turner tells us that those who are passing through a limen in social life are usually thrown in the stockade — the vice-chief who is about to become chief along with the village drunk, the pickpocket and the crazed idiot — and can then be taunted and tomatoed by all and sundry, while feeling that intense kinship with their stockade mates no matter the symptoms (success, failure) which brought them there. Which keeps them humble, builds character, and builds their capacity for empathy.

Only then can the vice-chief be brought back into society and proclaimed as the new chief.

Basing his own work on van Gennep‘s account of rites of passage, Turner sees such rites as involving three phases: before, liminal, and after.

  • Before, you’re a civilian, after, you’re a Marine — but during, there’s an extraordinary moment when you’ve lost your civilian privileges, not yet earned your Marine status, and are less than nothing — as the drill sergeant constantly reminds you — and yet feel an intense solidarity with your fellows.

    • Before, you’re a novice, not yet “professed”, after, you’re a monk — but during, you lie prostrate on the paving stones of the abbey nave in as you transition into lifelong vows poverty, chastity and obedience.

      There are two things to note here. One is that liminality is a *humility* device, the other is that is creates a strong sense of bonding which turner calls *communitas*: in one case, the Marine’s esprit de corps, in the other quite literally a monastic community. Part of what is so fascinating here is the (otherwise not necessarily obvious) insight that humility and community are closely related.

      There are also liminal festivals, like India’s Holi Festival or the mediaeval Catholic Feast of Fools (about which Harvey Cox wrote a book), in which the usual hierarchy is turned upside down for a day — so that a choirboy celebrates Mass and the bishop becomes the busboy, or the brahmins are pelted with old shoes and paint balloons by the village prostitutes and drunks…

      This may all sound pretty silly, but consider again the specific quality of humility which it brings out:

      Something of the sacredness of that transient humility and modelessness goes over, and tempers the pride of the incumbent of a higher position or office. Liminality implies that the high could not be high unless the low existed, and he who is high must experience what it is like to be low.

      Turner comments that these are socially sanctioned devices for *making the certain degree of hierarchy that’s inevitable in human affairs tolerable once again* — that we need such devices, that the “modernizing” west tends to forget them, and that liminality as process is deeply embedded in human social wiring, and should be appreciated rather than overlooked.

      Turner himself was a Catholic, and it’s not surprising that he turns to Saint Francis for another example of liminality, pointing out that Francis was basically trying to convene a group of friends to live a *permanently liminal life* with him – that was what his idea of the Franciscan Order was all about — and that all such attempts fail (he compares flower power in the sixties) because the liminal cannot sustain itself but must naturally pass across into hierarchy, where it refreshes and revivifies structures which would otherwise become dry and lifeless:

      It is as though there are here two major “models” for human interrelatedness, juxtaposed and alternating. The first is of society as a structured, differentiated, and often hierarchical system of politico-legal-economic positions with many types of evaluation, separating men in terms of ” more ” or ” less.” The second, which emerges recognizably in the liminal period, is of society as an unstructured or rudimentarily structured and relatively undifferentiated comitatus, community, or even communion of equal individuals who submit together to the general authority of the ritual elders.

      In Turner’s view, this liminal refreshment is constantly arising in the margins of structures, and should be welcomed and incorporated — the strange, edgy and uncomfortable fellow in beggars rags being invited to the high feast – the limen offering spontaneity and inspiration to match and complement the discipline and reliability of the structure.

      And where does all this leave us?

      Hopefully, with the understanding that our categories of the sacred and the profane are too simplistic for the complex workings of human culture and religion.

      Liminality is a mode of intensification.

      And I’m wondering to myself: regiments and battalions and brigades are clear cut categories, there’s nothing (apart from their initiation rites) liminal about them. But insurgents, able to blend in and out of a population, civilian yet militant, militant yet civilian?

      Is insurgency warfare inherently liminal? And if so, what does that have to teach us?

William Lind on the Taliban’s Operational Art

Adam Elkus directed my attention today on Twitter to a new piece by William S. Lind, “the Father of 4th Generation Warfare” at The American Conservative:

Unfriendly Fire 

….The Soviet army focused its best talent on operational art. But in Afghanistan, it failed, just as we have failed. Like the Soviets, we can take and hold any piece of Afghan ground. And doing so brings us, like the Soviets, not one step closer to strategic victory. The Taliban, by contrast, have found an elegant way to connect strategy and tactics in decentralized modern warfare.

What passes for NATO’s strategy is to train sufficient Afghan forces to hold off the Taliban once we pull out. The Taliban’s response has been to have men in Afghan uniform— many of whom actually are Afghan government soldiers or police—turn their guns on their NATO advisers. That is a fatal blow against our strategy because it makes the training mission impossible. Behold operational art in Fourth Generation war.

According to a May 16 article by Matthew Rosenberg in the New York Times, 22 NATO soldiers have been killed so far this year by men in Afghan uniforms, compared to 35 in all of last year. The report went on to describe one incident in detail—detail NATO is anxious to suppress. There were three Afghan attackers, two of whom were Afghan army soldiers. Two Americans were killed. The battle—and it was a battle, not just a drive-by shooting—lasted almost an hour.

What is operationally meaningful was less the incident than its aftermath. The trust that existed between American soldiers and the Afghans they were supposed to train was shattered. Immediately after the episode, the Times reported, the Americans instituted new security procedures that alienated their native allies, and while some of these measure were later withdrawn,

Afghan soldiers still complain of being kept at a distance by the Americans, figuratively and literally. The Americans, for instance, have put up towering concrete barriers to separate their small, plywood command center from the outpost’s Afghan encampment.

Also still in place is a rule imposed by the Afghan Army after the attack requiring most of its soldiers to lock up their weapons when on base. The Afghan commanding officer keeps the keys….

Lind has lost none of his skill for zeroing in on which buttons to push that would most annoy the political generals among the brass.

However, I think Lind errs in ascribing too much credit to the Taliban here. A much simpler explanation is that the usually illiterate ANA soldier is a product of the same xenophobic cultural and religious environment that created the Taliban, the Haqqanis, vicious Islamist goons like Gulbuddin Hekmatyar or the Afghan tribesmen who slaughtered the retreating garrison of Lord Elphinstone in 1841.

While the Taliban have infiltrators, it remains that many of the “Green on Blue” killings are just as easily explained by personal grievances, zealous religious bigotry, indiscipline, mistreatment by American advisers or Afghan superiors and sudden jihad syndrome. While it is impolitic to emphasize it, Afghan betrayal and murder of foreign allies (generally seen as “occupiers”) is something of a longstanding historical pattern. The Taliban capitalize on it politically but they are not responsible for all of it.
