Fight in Afghanistan to turn east: Petraeus

The outgoing commander of US and NATO forces in Afghanistan says the focus of the war will shift in coming months from Taliban strongholds in the south to the eastern border with Pakistan where insurgents closest to al-Qaeda and other militants hold sway.

With a new job pending as the CIA director, General David Petraeus said on Monday that by the northern autumn, more special forces, intelligence, surveillance, air power will be concentrated in areas along Afghanistan’s rugged eastern border with Pakistan….

Commander: Special operations forces under stress

….Senators pressed McRaven on the impact that the planned U.S. troop withdrawal from Afghanistan would have on special operations troops, asking whether Afghan elite forces would be able to step in.

McRaven said that right now U.S. forces need to continue to monitor and guide many of the Afghan special forces, but some units are highly trained and are increasingly taking on a larger role.

While the number of special operations forces has doubled to about 61,000 over the past nine years, the total of those deployed overseas has quadrupled. There are at least 7,000 special operators in Afghanistan and about 3,000 in Iraq. Those numbers can vary as units move in and out of the war zone, and often the totals don’t include the most elite of the commandos – special mission units such as Army Delta Force and Navy SEALs that may go in and out more quietly and quickly.

….In Afghanistan, special operations forces serve a number of roles. Not only do they mount an aggressive counterterrorism campaign across the country, but they also form teams to train or mentor Afghan forces. In one example, McRaven said that over the past 12 months, the task force he commanded conducted about 2,000 operations, roughly 88 percent of which were at night….

Supply and demand is an economic principle with universal application.

The demands of war have outstripped our supply of tax dollars, so elite units of speed, stealth and striking power are being substituted, in synergy with airpower, paramilitaries and on the spot analysts of the CIA, for whole divisions. In the drawdown from Afghanistan, FID will replace COIN , covert ops will replace surging, class will replace mass.

Mass in an AVF is very, very expensive (so is, incidentally, choosing grandiose political objectives to be achieved by military means). The shift that is happening in Afghanistan, partly by fiscal necessity, is going to become our default defense paradigm for at least the 2010’s. Highly mobile, extremely fast, networked, partially covert, backed by lethal high-tech firepower.

Rumsfeld’s revenge. And Wild Bill Donovan’s. And Art Cebrowski’s.

As a rule, I think recreating a modernized OSS-like community in all but name is a good idea that will pay dividends in terms of tactical and strategic flexibility. I fully expect the bureaucratic gravitational pull and sheer utility in fighting the murky, mutable, Islamist enemy to eventually draw in cyber elements of various agencies, elite law enforcement, DOJ, DARPA, Treasury and State Department personnel in to the mix, albeit sparingly. Such an interdependent and collaborative military and intelligence community is optimized as a striking force against our most immediate or proximate security threats – though definitely not all of our security threats (those who wish to disband all our armored units or unilaterally give up nuclear weapons can stop fantasizing now).

However, there are some caveats that need to be considered, in my view.

First, supply and demand applies here as well.  There’s a high practical barrier to growing the size of our special forces, which are presently badly overstressed. The commonly cited figure for growth is 3-5 % annually, if we want something better in our special forces than the highly conditioned thugs that the Soviets used to roll out in large numbers in their SPETSNAZ divisions. That’s not much and it represents the max that is probably possible without returning to conscription, which theoretically would give the US military the pick of the litter of entire age cohorts, but in reality much less. You have to be highly motivated to become a Navy SEAL or want to jump out of a perfectly good Army helicopter. Unwilling conscripts won’t fit the bill. Right now we are “stretching” our special forces by mixing them with high quality regulars; a hidden cost to this practice is that most of these folk are essentially “officer material” and drawing out the most capable personnel systemically weakens the regular units of their natural leaders.  The tip of this shadowy spear is always going to be small and difficult to replace and not something suited for waging total war (shades of Byzantium).

Secondly, normal use of this kind of force requires a political climate that keeps the antiwar and anti-American factions of the Left marginalized because many operations in the blurry realm between war, terrorism, crime and covert ops will legally require presidential findings to be reported to Congressional oversight committees. If the US Congress had the political composition of the 1980’s, with Vietnam era anti-war types being extremely vocal, especially in the House, much of what we are doing and have done in Afghanistan, Pakistan or Yemen would not be politically possible, including the raid that killed Osama bin Laden. It would require a considerable electoral turn, but friction in the form of modern day Boland amendments, special prosecutors, ChurchPike hearings and gratuitous leaks will make use of these forces impractical and highly risky for any president. Or for the military and intelligence personnel themselves who might face ex post facto prosecution due to the agitation of zealous leftist partisans in Congress and the media.

Thirdly, an emphasis on a special forces dominant force structure may have the unintended consequence of causing the executive branch civilian officials to move even further away from strategic thinking and incline them more toward reactive, tactical, retaliation. Misuse of special forces is the American historical norm.  Special forces are so well suited for “emergency use” that they are frequently employed for every “priority” mission except those that are intended to have a strategic effect, even when a regular military unit of combat infantry is more than adequate for the task at hand (Or for that matter, using non-military options!) The mental focus and threat awareness starts to unconsciously migrate to those problems such a force structure is well-suited to solve and away from those that they are not. Unfortunately, those other security threats might ultimately be a lot more important in the long run to American interests.

America is headed into the Light Footprint Era, ready or not.

Former Defense Secretary Robert Gates

Robert Gates took his leave of government service yesterday, awarded the Medal of Freedom by President Obama. Gates was to the point in his remarks to the men and women he led, as he was to their commanders and civilian superiors for whom he had responsibility as Secretary of Defense:

To the Men and Women of the United States Armed Forces: On 30 June 2011, I will retire as Secretary of Defense. It has been the greatest honor of my life to serve and to lead you for the past four and a half years. All of that time we have been engaged in two wars and countless other operations.

It has been a difficult time for you and for your families, from long and repeated deployments for those in all four services — and the associated long separations from loved ones — to the anguish of those of you who have lost friends and family in combat or those of you who have suffered visible and invisible wounds of war yourselves. But your dedication, courage and skill have kept America safe even while bringing the war in Iraq to a successful conclusion and, I believe, at last turning the tide in Afghanistan. Your countrymen owe you their freedom and their security. They sleep safely at night and pursue their dreams during the day because you stand the watch and protect them.

For four and a half years, I have signed the orders deploying you, all too often into harm’s way. This has weighed on me every day. I have known about and felt your hardship, your difficulties, your sacrifice more than you can possibly imagine. I have felt personally responsible for each of you, and so I have tried to do all I could to provide whatever was needed so you could complete your missions successfully and come home safely — and, if hurt, get the fastest and best care in the world.

You are the best that America has to offer. My admiration and affection for you is without limit, and I will think about you and your families and pray for you every day for the rest of my life. God bless you.

Robert Gates was a remarkable public servant and one of the best SECDEFS since the office was created after WWII. Perhaps the best. Here’s why, in a nutshell.

One of the things that made Gates different was his approach to leadership. He saw it as a privilige, rather than a mark of membership “in the club”. Commanders and civilian appointees who were derelict in their responsibilities or did not take care of the people under their authority were relieved of that authority by being fired by Secretary Gates. This was virtually unheard of in my lifetime, where a Washington culture flourished where there were one set of rules for the rank-and-file but for the elite, “mistakes were made” (passive voice).  Gates would have none of that.

Secondly, Gates was willing to make choices and fight for them. He didn’t need the job and attempted to retire when the Bush administration faded from the scene, so unlike many Cabinet secretaries, Gates was less inclined to equivocate, more apt to work for “the good of the team” than defend DoD turf and to speak rather than leak. Did Robert Gates win every battle? No, but he was in the arena at the elbow of two presidents of two different political parties and earned their trust and their respect.

Dr. Gates has also earned his retirement, but we can hope that he’ll be back.

Few at SWJ on “Less is Often More?”

Major Michael Few had a short theoretical post that sparked an important discussion at SWJ Blog and other social networking sites. He’s wrestling with the military-tactical effects of diminishing returns. Well worth your time to read through:

Less is Often More?

This is a post that I never would have written while practicing the art in Iraq. On the ground level, every commander wants more forces. In fact, one of the unstated prerequisites for command is that you must conduct at least one daily bitching session where you emphatically describe how much more effective you could be if you were given another platoon, company, battalion, etc…

– More forces equal more villages and more neighborhoods you can clear and occupy.
– More forces equal more visible power and control.
– More resources equal more money to bribe your enemies.

But, sometimes more is actually less:

– More forces mean that you can act unilaterally and just ignore the impotent host nation security forces.
– More forces mean that you can coerce and bully the corrupt political leaders.
– More resources mean that you may waste money building elaborate schools and medical clinics and digging canals rather than repairing the existing suitable structures.

Sometimes with more, we merely attack the symptoms creating short-term visible gains rather than attacking the root problems. Doctrinally, we would call this creating maneuver space on the human and physical terrain.

The US Army War College National Security Seminar 2011

As noted previously, I was fortunate to attend the National Security Seminar at the the US Army War College this year and wanted to relay my impressions while they were still fresh.

First, in terms of reception and cordiality, I have rarely experienced such an extensive and personal outreach as was demonstrated by the War College staff, faculty, administration and students. Every new member had a “sponsor” – a student, usually a colonel or Navy captain, who acted as a liason and personal guide from the time their plane touched down until the moment they returned to the airport. My sponsor, the former commander of the WolfhoundsColonel Richard “Flip” Wilson, whom I consider a friend, really extended himself on my behalf, making me feel welcome and a full member of Seminar Group 20. Most of the students have multiple tours of duty in Iraq and Afghanistan under their belt and many can report the same for the first Gulf War, Panama, Bosnia or Kosovo.

The War College, the Commandant and the Seminar Group all hosted receptions and dinners designed to get students and civilian new members to mix and further discuss issues raised in the seminar sessions or lectures. At these events I had the opportunity to meet and talk to the leadership of the Army War College including the Commandant Major General Gregg Martin, the Deputy Commandant for International Affairs, Ambassador Carol Van Voorst, the Executive Director of the Army Heritage Foundation, Mike Perry, the Director of SSI, Dr. Douglas Lovelace,  the Chief of Staff and numerous faculty and seminar members. The New Members such as myself were exceedingly well fed at these events as I suspect the Army was attempting to prove that it really does march on it’s stomach.

The serious business of the National Security Seminar was divided into two segments, the talks given by distinguished speakers to the entire class of 2011 and the New Members and the Seminar Group sessions of approximately twenty students, New Members, academics and foreign visitors. We received a brief on the war in Afghanistan from the ISAF Chief of Staff, who was standing in last minute for General Petraeus who was called to meet with senior adminstration officials; and a very interesting concluding talk by Foreign Affairs Editor Gideon Rose, author of How Wars End, which covered issues of strategy, grand strategy and the disconnect with policy.

  The National Security Seminar is run strictly on a non-attribution basis, in order to encourage candor and frank exchange of views, which handicaps my ability to discuss specifics here. I can say that my views on Pakistan ( which I compared to “North Vietnam” ) riled more than a few people – Pakistan is the only country in the world given 2 exchange student slots at the Army War College at the request of the most senior leadership of the US Army – and several students and faculty members took the time, outside of seminar sessions, to make certain I heard countervailing POV regarding Pakistan’s value as an ally. Other topics included, but were not limited to:

Narco-cartels in Mexico: Insurgency or No?
Civil-Military Relations
Repeal of DADT
AfPak War
al Qaida and GWOT/US Strategy
COIN
Critical thinking and Leadership

Most of the discussion took place in the seminar groups, with Q&A periods in the mass sessions with featured speakers. I came away deeply impressed with the seriousness and insights as practitioners that AWC students brought to the table. The AWC strategic studies program seeks to broaden students who are assumed to arrive with tactical expertise and prepare them for higher command that carries operational, strategic and even policy responsibilities (at least in terms of interpreting and executing within policy guidelines). Many students were articulating ideas associated with Thomas P.M. Barnett, the “mission order” and “commander’s intent” style of leadership or Clausewitzian strategic premises during debates and discussion.

The National Security Seminar Week was for me, an enlightening and exceptionally enjoyable experience, one I would highly recommend to readers who may have such opportunities in future years.

The Serenity Prayer for Grand Strategy: Nine-Step Recovery Method for Reframing Problem Solving

Recently, our authors began to shift from problem definition to reframing problem solving. Over the last year, we published some remarkable works effectively describing Iraq, Afghanistan, Mexico, Libya, and others. Simultaneously, we published several series on design and wicked problems.

The challenge we are posing is can someone produce a concise document applying design to an existing problem? If we cannot find practical application or wisdom, then the process becomes a moot effort. Below is my white board attempt to provide an example and discussion for others to follow. This blog post is similar to many of the discussions our authors and readers have daily in the classroom and nightly at the pub or dinner with colleagues. Simply put, I am merely merging the sum of our published thought and discussions.

Three years ago, I was challenged to determine if my experiences in big wars and counterinsurgency could be applied to the macro level. On the tactical level, I found that I simply relearned the lessons of those that had come before me, the countless art of war and warfare. However, when I consider how my thinking had changed, I feel that perhaps there are some lessons that can be applied for us all.

In combat, I finally learned the limits of my own control. This understanding freed me to concentrate focusing on changing the things that I could control. I look at framing problem solving in international relations in a similar manner. It’s kind of like the Serenity Prayer for Grand Strategy. So, as a practical exercise, below is an example of how I would use Design, Wicked Problems, and Military Decision Making Process using the example of Mexico.

1. Define what we cannot control. We cannot “fix” Mexico. They are a sovereign nation-state, and they must choose to work on their internal issues. Moreover, our “solution” to their problems may not be a proper fit despite our best intentions. Our intervention efforts in Central and South America over the past sixty years (or more) have had mixed results.

2. Define the problem as it is not as we wish to see it. Are we really in a war on poverty, drugs, education, terrorism, and governance? Are we really at war? Labels are often limiting, but there needs to be some common framework to understanding. Typically, that can be driven by good communication and active listening. We must learn to transcend how “I” see the problem and work towards how the collective group sees the problem accounting for all stakeholders.

3. Define our relationship. How does the US and Mexico see each other? This perception requires a degree of self-introspection and humility. Are we a brother attempting to help our sibling overcome addiction or work through difficult financial times? Are we a parent disciplining a spoiled child? Are we a spouse in a broken marriage? How we see ourselves defines our national interest. If we see ourselves as the parent, then we’re self-imposing a conceptual block.

As Martin Luther King wrote while sitting in the Birmingham Jail,

“Moreover, I am cognizant of the interrelatedness of all communities and states. I cannot sit idly by in Atlanta and not be concerned about what happens in Birmingham. Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly. Never again can we afford to live with the narrow, provincial “outside agitator” idea. Anyone who lives inside the United States can never be considered an outsider anywhere within its bounds…In any nonviolent campaign there are four basic steps: collection of the facts to determine whether injustices exist; negotiation; self-purification; and direct action.”

4. Describe what we are currently doing and how we can adjust these things.

– Impact of NAFTA
– Border Security
– FID efforts in Mexico
– Counter-Drug efforts in Mexico
– Counter-Drug efforts in the United States
– Anti-Gang efforts in the United States

5. Discuss the cost benefits of future intervention efforts and internal reforms

– Comprehensive immigration reform
– Dream Act
– Expanded Counter-Drug efforts
– Expanded FID efforts to better strengthen Mexico’s Army and Police internal security forces
– State Department “better” governance efforts (Plan Colombia)- to include judicial and economic issues
– Legalizing drugs in the continental United States (demand side interdiction)
– Comprehensive Prison Reform in the United States
– Treasury Department financial interdiction to narco banking
– Promoting and expanding free press in Mexico through Twitter, Facebook, and new media

6. Describe Area of Influence- Central and South America

– Illegal immigration from Guatemala
– Drug Trafficking from Colombia

7. Ask the hard questions

-What are the key factors driving the problem?
-What is the causality?
-And, if the analysis is from a U.S. perspective, to what degree and in what ways is the problem a problem for the United States?
-what ways do those in power benefit by the status quo?

8. Rethinking the Assumptions

-What are the desired outcomes?
-Is the policy driving the process or is the effort outcome based?
-Are our efforts helping or hurting?

9. Timing of Implementation

– Simultaneous, Sequential, or Cumulative
-Prepare to accept that some items are not decision points; Rather, they are processes that change and morph over time.
