Now John Robb is in the House!

John Robb is testified today before the House Armed Services Subcommittee on Terrorism, Unconventional Threats and Capability on Terrorism and the New Age of Irregular Warfare: Challenges and Opportunities. John put up a PDF of his testimony at Global Guerillas, here is a snippet but you should read John’s text in full:

MY TESTIMONY

….Against this dark picture, a combination of assault by a global economic system running amok and organic insurgency by superempowered small groups, there are few hard and fast recommendations I can provide. It’s complex. However, it is clear:

  • We will need to become more efficient. Force structure will shrink. Most of the major weapons systems we currently maintain will become too expensive to maintain, particularly given their limited utility against the emerging threat. Current efforts from the F-22 and the Future Combat System appear to be particularly out of step with the evolving environment. Smaller and more efficient systems such as unmanned aerial vehicles and coordination systems built on open platforms (as in a Intranet) that alloworganic growth in complexity make much more sense.
  • We should focus on the local. In almost all of these future conflicts, our ability to manage local conditions is paramount. Soldiers should be trained to operate in uncertain environments (the work of Don Vandergriff is important here) so they can deal with local chaos. Packages of technologies and methodologies should be developed to enable communities in distressed areas to become resilient – as in, they are able to produce the food, energy, defense, water, etc. they need to prosper without reference to a dysfunction regional or national situation. Finally, we need to get build systematic methods formanaging large numbers of militias that are nominally allied with us (like Anbar Awakening, Pakistan’s Frontier Corps, etc.). Even a simple conversion of a commercial “customer relationship management” system would provide better institutional memory and oversight than we currently have.
  • We need to get better at thinking about military theory. Military theory is rapidly evolving due to globalization. It’s amazing to me that the structures and organizations tasked with this role don’t provide this. We are likely in the same situation as we wereprior to WW2, where innovative thinking by JFC Fuller and Liddell Hart on armored warfare didn’t find a home in allied militaries, but was read feverishly by innovators in the German army like Guderian and Manstein. Unfortunately, in the current environment, most of the best thinking on military theory is now only tangentially associated with the DoD (worse, it’s done, as in my situation, on a part time basis).

A classy move on John’s part to take the time during his testimony highlight Don Vandergriff’s program of adaptive leadership ( another guy whom Congress should be hearing from)!

 Chairman Ike Skelton (D -Mo), judging by his impressive reading list in military affairs, is a Member of Congress who would seem to be keen to hear what John had to say. I’m very pleased to see Congress drawing upon the insights of strategic thinkers like John Robb and Tom Barnett, instead of the usual parade of niche specialists from the Beltway tanks.

Global Guerillas, Meet the Resilient Communitarians!

John Robb is hard at work on Book II which will be about the building of ” Resilient Communities”. He’s batted a few comments about on twitter and worked up a series of posts on the RC theme at his “formal” site. Here are a few samples to give the flavor of his enterprise:

“Resilience” is a particularly intriguing concept with multiple meanings though John is honing in on those related to Newtonian physics and complexity theory ( one source in the last post, Ilya Prigogine ,was a significant influence on John Boyd). I particularly liked this bit by John:

The modification of thermodynamics necessary to accommodate this observable fact was formulated by the Nobel laureate Ilya Prigogine in a theory called “dissipative systems” (read his excellent book: “The End of Certainty” for more). One important leap in this theory is that a dissipative system isn’t a closed system. Rather, it lives within a larger system (an “environment”) that it can interact with.

This upshot of this is that it can extract energy from this larger external environment to increase its structural complexity (build itself up through a process called self-assembly). It can also use this external environment to dump the entropy created during the energy conversion process to minimize the deleterious impact on its structure.

We’ve been pretty good at building up the complexity and are rather poor at dissipating the entropy, mostly for reasons related to the structure of our political system that ties self-interest of politicians and corporate CEOs to short-term frameworks and gives comparative advantage to rentier interests over innovators. The problem has become more difficult because many aspects of “the system” due to globalization are now beyond any state’s control.

Resiliency will involve decentralization and independence within greater interdependence in order to put natural “brakes” on high velocity forces without using draconian state controls ( which won’t work and never did  – except with globalization they will be all side effects and no benefits). I’m very much looking forward to reading what solutions Robb proposes in Book II.

Taking Aim at the Black Swan

Shane Deichman reviews Nassim Nicholas Taleb’s The Black Swan: The Impact of the Highly Improbable and finds it wanting:

Perhaps it’s my naïveté (or perhaps that I’m a product of the California public school system), but I honestly don’t see our civilization marching toward “Extremistan”. Quite the opposite: While our awareness of remote events has increased, and our networks have grown exponentially, I believe that the diffuse topology of our networks actually dampens the impact of an extreme event. Consider the “Butterfly Effect”. Do you really think a butterfly flapping its wings in Jakarta is going to eventually cause a hurricane in New York City? Or do you think the minor perturbation is absorbed locally without cascading into some kind of resonance? Yes, there are examples that illustrate the dire consequences of unplanned resonance. Taleb (who waffles at the end of his book as half hyperskeptic, half intransigently certain) abandons the Gaussian bell curve, yet — with only a single mention of Albert-László Barabási — firmly embraces Power Law scale invariance as normative.Despite Taleb’s too-casual treatment of scale, I think he would agree with George E.P. Box’s statement (c. 1987) that “…[A]ll models are wrong, but some are useful.” Abandoning our dogmatic devotion to certainty is essential in any creative, innovative enterprise — and can reveal hidden opportunities, and hidden abilities.

Unlike most reviewers, Shane could go head-to-head with Taleb on things mathematical ( though you hardly need a math background to understand The Black Swan) and Shane is right that networks that are intrinsically and generally resilient are better suited to enduring unexpected, system perturbing, black swans.

Summarizing the Biggest Reorg in History

The Wilson Quarterly has a not terribly flattering review of the creation of The Department of Homeland Security:

“Much as it opposed a new department, the Bush administration felt it could not let the Senate Demo­crats take the lead on homeland security, especially not with the congressional elections looming in November. By early spring, the White House had decided to design its own ­merger.

It could not be just any merger, however. According to a 2005 retrospective by Washington Post reporters Susan B. Glasser and Michael Grunwald and a study last year by four researchers at the Naval Postgraduate School’s Center for Defense Management Reform (Legislating Civil Service Reform: The Homeland Security Act of 2002), the White House concluded that if it wanted to take back the homeland security issue, nothing but the biggest merger in modern history would do. Ignoring warnings of bureaucratic train wrecks and a clash of cultures, the administration put five White House aides to work on designing a maximum ­merger.

Selected for their loyalty more than their collective knowledge of government reorganization, the Gang of Five-or the G-5, as its members liked to call themselves-included a future Internal Revenue Service commissioner, a National Guard major general, and three other ­mid-­level aides. But experienced or not, the G-5 was given firm instructions to think big. “The overriding guidance,” G-5 member Bruce M. Lawlor later told the Post, “was that everything was on the table for consideration.”

The members of the G-5 took their mandate seriously, and began searching the federal organization manual for merger targets. Although the G-5 used the Senate proposal as a foundation and certainly knew enough to get started, the planners soon strayed far from the notion that the new department should be built around agencies with similar missions. What about adding the Federal Bureau of Investigation (FBI)? The Secret Service? The National Guard? The Drug Enforcement Administration? The Federal Aviation ­Administration?

The choices seemed endless. The G-5 even considered detaching the Lawrence Livermore ­nuclear ­research laboratory from the Department of Energy and slipping it into Homeland Security. Richard Falkenrath, a G-5 member, simply called up a friend and asked which laboratory might fit: “He goes, ‘Livermore.’ And I’m like, ‘All right. See you later.’ Click.”

It was all part of the ­maximum-­merger zeitgeist. More agencies equaled a better ­reorganization.”
