Slapout’s Recommended SSI PDF on Tribalism

Downstream in the Pressfield post, Slapout from the SWC helpfully offered up this SSI PDF on tribalism, DIME and strategy by Richard J. Taylor:

 TRIBAL ALLIANCES: WAYS, MEANS, AND ENDS TO SUCCESSFUL STRATEGY

It’s good. The perspective is current but integrated with historical examples, seeking to examine where tribal structures, which Taylor sees as complex social institutions, fit in with the entire spectrum of American strategic and operational goals. An excerpt:

…Insights. Using tribal contributions as a “means” or a resource of achieving multinational operational
success has advantages and disadvantages. One advantage of employing the organizational strength
of tribes is that historically they have provided valued assistance to intelligence, security and law

enforcement, combat arms, and civil affairs capabilities. Recognition of this “means” as a functional
support tool is not explicitly stated in the NMS. Considering the broad range of nations across the
“arc of instability” that are comprised of ethnic-tribal units, one could implicitly deduce that tribes
are included as part of “multinational capability” in the NMS. A second advantage to using tribes as a
resource provider (“means”) is that tribes bring unique cultural and physical geographic knowledge
to the success of any military operation. Tribes know the terrain, the language, and the culture; tribes
contribute to the cultural learning of American military forces.
Conversely, incorporating tribes as part of a multinational capability may not encourage democratic
or modernizing practices among the society as a whole. More specifically, U.S. associations with tribes
may be interpreted as a silent agreement to practices such as discrimination against women or tribal
out-groups. Similarly, it is hoped that the sins (mandated settlement policies, land use restrictions, and
failure to honor tribal treaty commitments) of colonial tribal policies are not carried forward into the
21st century by U.S. military commands. A distinct disadvantage in working with tribes as a “means”
to strategy success is fragmentation. Depending on geographic location, tribal connections among
members may not be as coherent as in the past.

Book Review: Paul Cartledge’s Alexander the Great

Cambridge classicist Paul Cartledge has the rarest of talents among professional historians – the ability to write books that simultaneously appeal to academics and popular audiences alike. Alexander the Great has his trademark “concise depth” that Cartledge also brought to bear in The Spartans and later to Thermopylae: The Battle That Changed the World; there is enough historiographic “meat” for the scholar and the casual student of history or of war will enjoy Cartledge’s depiction of Alexander as a “ruthless pragmatist”, engaging in calculated gestures of epic magnaminity and brutal murder of his closest comrades in arms with equal certitude. One who, despite his mysticism and growing tyranny, had imperial ambitions that “….can symbolize peaceful, multi-ethnic coexistence”.

Cartledge, despite the above quotation, is not an Alexander-worshipper but a realist or a mild skeptic, rejecting hyperbole and hidden agendas in the ancient sources, which he discusses in detail, along with the more extreme portraits painted of Alexander by modern historians, such as “…the titantic and Fuhrer-like Alexander of Fritz Schachmeyer“. Cartledge’s Alexander is a military genius and an inspirational visionary to be sure, but his icy ruthlessness of calculated murder of potential opponents and superannuated followers like Callisthenes or Parmenion is never far away. Cartledge uses the term “purges” several times in the text and it is appropriate; Alexander, with his suspicions aroused, had the same irrevocable instinct for savage reprisal as did Joseph Stalin. Alexander running through Cleitus the Black with a spear in the midst of a banquet, a man who had saved Alexander’s life, or who ordered the destruction of Thebes was the same Alexander who honored the religions and customs of his conquered subjects and tried to build his Overlordship of Asia on a fusion of Pan-Hellenism and ancient Persia:

“Alexander’s importation and integration of oriental troops into the Macedonian army was a crucial and controversial issue. by the end of 328 he had units of Sogdian and bactrian cavalry, so presumably he was drawing also upon the excellent cavalry of western and central Iran. In 327 he recruited more than thirty thousand young Iranians. Since Greek was to be the lingua franca of the new Empire, replacing the use of the Achaemenids use of Aramaic, he arranged for them to be taught the Greek language as well as the demonstrably supeior Macedonian infantry tactics. when they arrived at Susa in 324, he hailed them as ‘ successors’ – to the Macedonian soldiers understandable consternation” [ 204 ]

Cartledge discusses Alexander’s generalship and his abilities as an adaptive military innovator, building on a his father Philip’s original military reforms or improvising when faced with unexpected difficulties at river crossing or in siege warfare. He misses though an opportunity to explain the dreadful effectiveness in Alexander’s hands of the Macedonian phalanx, a more heavily armed, lightly armored, mobile and deadly version of the original Greek Hoplite formation.  While Alexander and his cavalry garnered most of the glory, the ordinary Macedonian phalanx cut through Persian ranks like an implacable meat grinder, mowing down enormous numbers of the enemy and trodding their dead and dying bodies underfoot. Understandably though, this is a biography of Alexander and not a history of his wars but the real scale of the slaughter Alexander inflicted is given far less attention than the skill with which he inflicted it, or his political and religious policies that came in their wake.

Alexander’s religious sentiments and his mysticism, which spilled over in to his political vision for Asia and for himself as a semi-divine ruler are given much consideration by Cartledge, ranging from his at a distance dealings with subject state Athens, to his “contracting” a relationship with the Egyptian god Ammon, to his ideation with Achilles as a model for himself.  There appears to have been something of a feedback loop between Alexander’s military acheivments, which were truly superhuman, and his growing religious superstitions, both of which fed a kind of megalomania according to Cartledge, and led to Alexander’s unsuccessful demand that his Greek and Macedonian soldiers adopt proskynesis in the Persian style. A more or less blasphemous act of hubris ( though not quite absolutely, as Cartledge explains, given the precedent of the deification of Lysander) that led to a break between Alexander and his most loyal followers. This craving for divinity later was expanded posthumously to fabulous extremes in the traditions of the Alexander Romance, where Alexander the Great becomes a symbolic and heavily mythologized figure for dozens of peoples and regimes. Alexander himself began cultivating the myths.

Cartledge has done an excellent job demystifying one of the archetypal figures of Western history, the man whom other would-be world conquerors had to measure themselves against – reportedly, Julius Caesar wept in despair because Alexander’s glory was beyond his reach. He has also brought out the extent to which Alexander saw himself not as a Westerner, or a Hellene, but as a bridge to the East, a synthesizer of civilizations.

Bill van Horn puts the COIN vs. Big Army debate into the larger context of the evolution of the U.S. Army since the Civil War, identifying structural changes that created a personnel system that emphasized individual military careers rather than long-term unit service:

The So-Called COIN Debate and Institutional Memory

…Small wars will not go away. They have always been a part of the international landscape, and show no signs of abating. While the Army should not abandon its conventional ability, it likewise cannot afford to shelve COIN/small wars/low intensity conflict again. As a succession of presidents have shown, overseas commitments will not decline just because the Army does not like them. In fact, they seem to become more common under idealistic administrations (Wilson, Clinton, G.W. Bush). Since the personnel system no longer allows the formation and retention of the Regular cadre that used to be the Army’s backbone for such operations, a conscious effort must be made on the part of the institution to preserve the hard-won lessons of our current small wars for future leaders and decision-makers.

….An Army that maintains and values its institutional COIN knowledge is well-placed to offer credible advice on the subject. War is war, but warfare has many shades, tones, and levels. Commanders who showed great battlefield ability and skill during the Civil War often foundered on the Frontier, and with disastrous results for the men under their command. Others performed with skill against one tribal group, only to fail when facing another. But those who built their reputations in the Civil War and then showed ability on the Frontier found themselves leading troops in the Philippines or providing advice to successive administrations prior to 1900. The Army cannot afford to lose that capability again.

Hoffman -What is Irregular Warfare?

I saw this fantastic “ask the basic question” thread at SWJ this morning due to a comment by SWC member Ken White:

I loved the paper by a team of guys trying to tackle a thorny issue – Irregular Warfare: Everything yet Nothing by Lieutenant Colonel (P) William Stevenson, Major Marshall Ecklund, Major Hun Soo Kim and Major Robert Billings.

In over a year of effort, and two separate meetings of OSD’s most senior officers; we failed to come up with a good solid definition for Irregular Warfare (IW). It’s like porn, we know IW when we see it. I do take exception to the unfounded statement made about historical research. The IW JOC (Irregular Warfare Joint Operating Concept) may not show it, but there is a lot of good history referenced by both the IW team and counterinsurgency guys, with lots of cross fertilization and common members. We may not have gotten it right, but it wasn’t due to a lack of intellectualism. I’ll be a bit blunter, people who live in glass houses, need to be careful where they throw their rocks. That said, I agree with the conclusion that we could use a better definition.

….All in all – the beginnings of a good debate. Yes, we need a definition better than what we have. Yes, concur with the point about populations (very COIN centric). But out of a dozen or so definitions that exist in the foreign literature, and the six or so developed by OSD, Army, Booze Allen etc, this is not an improvement. Sorry about that – so it’s back to the white board. I will put up a bottle of scotch to the best definition.

Irregular warfare historically coexists with conventional warfare to varying degrees whether we are discussing the Civil War, Vietnam War or even WWII where, for example, the Ukranian Nationalist partisans of Stepan Bandera could field reasonably large semi-regular units with light artillery or fight in classic guerilla syle. WWI is of course, famous for COIN patron saint Lawrence of Arabia’s campaign against the Ottoman Turks in his advisory capacity to the forces of the Sherif of Mecca and his allied Bedouin tribes of the Nejd.
