Smallness vs. Homogeneity

John Robb had an interesting post at his personal blog “Right On: For Nations, Small is Beautiful“, arguing that smaller nation-states have an advantage over larger rivals:

The World Economic Forum’s competitiveness index suggests that five of the seven most “competitive” countries have populations of less than 10m. The Human Development Index – which ranks countries by measures such as life expectancy and education – places only one large country in its top 10: Japan.

Look at almost any league table of national welfare and small countries dominate. The International Monetary Fund’s ranking of countries by gross domestic product per capita shows that four of the five richest countries in the world have populations of less than 5m. (The US – placed fourth in wealth-per-head – is the exception.) The Global Peace Index, produced by the Economist Intelligence Unit, ranks nations by criteria such as homicide rates and prison populations and it too makes pleasant reading for pocket-sized countries. The most peaceful place on earth is, apparently, Norway (quite cold, though) and eight of the 10 most peaceful countries have populations of less than 10m.

Roll out economic portability and collective security and why not get small? The political buffet awaits…”

Hmmm. I’m not sure that small size or size at all is the critical variable here.

Looking at the WEF Report list , the only “multicultural” nations in the top twenty are the U.S., Switzerland, France, Singapore, Canada and Belgium.

Of these, Singapore is an efficient autocracy that severely punishes ethnic agitation; France, the U.S. and Switzerland have political systems whose legitimacy goes back centuries that are respected by citizens of all ethnicities; while Canada and Belgium are merely bicultural. All of these states are strongly committed to the rule of law and all of them, save Singapore, are tolerant, liberal democracies.None of these states resembles the ethnosectarian crazy quilts that are Nigeria, Russia, Lebanon, Iraq, India and so on. Or suffers from a paralyzing level of systemic corruption that plague so many potentially viable states that languish on the edge of failure and civil war.

Perhaps relative homogeneity intersecting with legitimate rule-sets is the key?

Adam Elkus was kind enough to cite one of my old posts on superempowered individuals as a foil to develop the concept further in his DNI article “Night of the Lone Wolves“:

“Who is the “super-empowered individual?” He is talented, alienated from society, and willing to kill large numbers of people. The technological revolution has given him destructive tools unimaginable to the anarchists and terrorists of old. He is an innovator-he creates new doctrines, tactics, and operations. A “brittle” infrastructure that lacks redundancy and resiliency gives him a perfect target. Living off the grid, he is invisible to authorities. The unprecedented nature of his attack ensures that no counter-measures are in place to prevent it. And when he strikes, his attack will not only kill massive amounts of people, but also profoundly change the financial, political, and social systems that govern modern life.

This is a frighteningly plausible vision. As blogger and futurist Mark Safranski gloomily noted, “the world is but one self-sacrificing genetic microbiologist away from a super-empowered suicide bomber riding international air routes to a new black plague”. That being said, many scientists and security experts note the immense difficulty involved in acquiring, maintaining, and deploying weapons of mass destruction. One expert, Bruce Schneier, is especially vehement in deriding what he calls “movie-plot” threats.

Who is right? Both sides. For now, the probability that a super-empowered individual will trigger a extreme mass casualty event is extremely low. But the high odds against such a catastrophe occurring will ensure that when it happens we will be taken totally by surprise. If a mass-murdering microbiologist is indeed preparing to make engineered smallpox complimentary to the in-flight meal, there is little we can do to stop him. Confused? With apologies to The Matrix, it’s time to take the red pill. “

Elkus is correct, as he goes on to develop his thesis,  in assessing the mass psychology aspect of superempowerment as as aspect that will often be more significant than any kinetics in future SEI events. look at the societal shock delivered to the Netherlands by the murder of Dutch film maker, Theo van Gogh, a perturbation of Dutch society made possible not by the death of a single man but the reportage amplified through a modern mass media.  Often but not always. Aside from the microbiological example, the disruption or destruction of certain complex systems, such as financial markets, by an SEI, will have ripple effects of a significant magnitude.

Elkus closes with a positive prescription, one rooted in the strategic ideas of John Boyd, to which I can add my hearty assent:

“In any event, we have always lived with danger and always will. And the threat posed by murderous, alienated individuals, with or without weapons of mass destruction, will also always be with us. But the good news is that the key to overcoming these threats lies in two bedrock American values-hope and pragmatism: hope for a better world and the determination to create such a world; and the pragmatism that has helped us continuously innovate to overcome seemingly insurmountable challenges.

What is needed is leadership at the top level that encourages and channels those values within the American people, instead of leadership that burdens them with fear. True leadership will recognize that strategy is not just wanton destruction-it is also, as John Boyd stated, “a pattern for vitality and growth“. If we recognize this, we can all be “super-empowered individuals” instead of victims huddling in fear of the sound of anything beyond the campfire.”

The Cognition of a Society of Visual Imagery

My friend Dave Schuler had a very thoughtful post at The Glittering Eye , one that contemplates a quiet paradigmatic shift that may be taking place within society today. It’s one of those posts that merits being read in its entirety because excerpting it, as I will do here nonetheless for the benefit of the slothful, shortchanges the argument:

The Visual Imagery Society

“Until about five thousand years ago, the primary method of communication among our species, the method by which we did what Alfred Korzybski characterized as “time binding”-storing and transmitting information, was speech. When you wanted to know something, you asked someone. When you wanted to give information to other people, you spoke to them. Around five thousand years ago we developed an additional method of storing and transmitting information: writing.

….However, writing also had some disadvantages over the spoken word. It was expensive both in materials and in the investment in education and, although practically everybody learns to speak, not everybody could or did learn to read and write….Speech, obviously, has never vanished but it was supplanted by writing as the primary means of communication in any number of fields including mathematics, philosophy, and, at least to some degree, business. History, by definition, is written.

Almost 150 years ago we began to develop the technology to transmit and store first writing then speech. And a little more than 100 years ago we began to store and then transmit visual imagery…..I wonder if there are signs that visual imagery is supplanting the written word, at least in certain areas, the written word just as the written word supplanted the spoken word in some fields….The transition from an oral society to a literate one had implications that extended far beyond just the means of communication or the costs of transportation for an unexpected reason: literacy reorders consciousness.

….Will a transition to a visual imagery society result in an analogous reordering of consciousness to that of the transition from oral to literate? I think there’s reason to believe that there is, it’s happening now, and the visual imagery society resembles the oral society more than the literate society that it supplants.

….I’ll conclude this speculation with questions rather than answers.

  • Is visual imagery overtaking the written word as the dominant form of communication, especially for communicating new knowledge?
  • If so, what are the cognitive implications of the change?
  • What are the social and political implications of the change in cognitive behavior? “

While I made a number of comments at The Glittering Eye, Dave was particularly interested in the cognitive aspects and I infer from his post that he views the trend toward – hmmm – ” Visualcy” with alarm and I would like to address that aspect here.

Increasing proliferation of visual content in the media as a percentage of net data transmission carries real risks because the visual medium is exceedingly powerful in a neurolearning sense and affect a diverse span of cognitive activity . Where simplification and sophistry took a great deal of time to diffuse through the population by word of mouth or in text, visuals in broadcast or digital format are virtually instantaneous and tend to be accepted in a cognitively passive state by the audience, in the sense of bypassing rigorous and critical analysis. Dave is correct here when he points out the dangers of the modality and liability toward abuse, distortion or manipulation.

On the other hand, visualization media need not be passive. It can easily be both active and  interactive as well as an efficient method of transmission of valid data and the interactivity can be intentionally structured to require and enhance critical thinking. Unfortunately, that effort to create cognitive tools lags behind the power and range of our aesthetic tools to create the images themselves. What Dave is asking for is an effort in futurism but I’m not certain the present moment is a valid baseline given the speed with which new technologies are emerging and evolving.

To answer Dave’s first question, I think visual imagery is overtaking the written word, given that Americans reportedly watch about 8 hours of TV a day on average and newspapers are dying off for lack of new readers –  though I think it is unlikely in the case of academic or scientific definitions of ” new knowledge”, where peer-review journals still rule. I also will grant Dave that a visually-oriented society, at the intellectual level of current television programming, trending toward celebreality shows and infotainment “news” is one sliding toward an anarchic mob – and not a very bright mob at that – one easily swayed by charismatic demagogues and charlatans but more likely, simply uninterested in their own governance. A dystopian Brave New World of sheep-like proles of limited attention who can articulate their interests, much less press them, only with the greatest difficulty.  It’s not a vision that I find appealing.

However, I think that a visual imagery society can probably develop along the same continuum of conceptual complexity that characterized previous eras of oral tradition and the written word. Not all ancient Greeks sat with rapt attention through recitations Homer and the Romans scrawled scatalogical graffitti that would make a Marine sergeant blush more frequently than they wrote like Ovid or spoke like Cicero. Except for scholars of the mundane, we’re much more cognizant of the great cultural achievments of past civilizations than we are of their versions of bathroom humor, comic books and trashy romance novels.

Bright people will always be attracted to complexity, abstraction and depth regardless of the medium and are better placed to weigh the relative value of their choices; the less intelligent will gravitate to simpler fare and will be oblivious to what they are missing. The rub is the demographic segment of the population who have the intellectual potential, which goes wasted for lack of stimulation and engagement in serious thought. If we took greater effort as a nation to invest in and repair a declining system of public education we would have far less to fear in a future society that was more reliant upon visual imagery.

BUILDING AN INNOVATIVE-INTERSECTIONAL IDEA SOCIETY -PART II.


In Part I. , we looked at John Kao’s call for a more innovative America and Howard Gardner’s analysis of the mindsets that would be required for creative, innovative endeavors. In Part II. we continue with the analysis of Frans Johansson in The Medici Effect .

Blogfriend Steve DeAngelis of ERMB has referenced The Medici Effect many times in the past two years; in his initial post on Johansson’s work, Steve gave a superb summary of the Medici Effect concept:

“In his very interesting book The Medici Effect: Breakthrough Insights at the Intersection of Ideas, Concepts, and Cultures, Frans Johansson talks about the value of creating a space in which people from diverse fields of expertise can get together to exchange ideas. The Medici’s, of course, were a wealthy and powerful Italian family who played an important role in the Renaissance. The family’s wealth permitted it to support artists, philosophers, theologians, and scientists, whose combined intellect helped burst the historical pall known as the Dark Ages”

Johansson’s thesis is that breakthrough innovation is generated most frequently at “the intersection” where two or more different domains meet rather than by predictable, linear, improvements within one field (” directional innovation”). Intersectional opportunities are increasing, Johansson argues due to increased migration, trends toward scientific consilience and ready access to the improved computational tools of the information revolution.

In The Medici Effect, Johansson tackles both cognitive tools as well as social environment that facilitate innovative thinking and productivity. Like Edward DeBono’s lateral thinking exercises, Johansson encourages conscious and methodical attempts to find novel, intersectional, combinations of concepts; he points to cultivating an autotelic mindset; reversing one’s premises to smash through “associative barriers”; using multiperspectivalism ( agreeing here with Howard Gardner); and defusing the social factors that inhibit organizations from effectively brainstorming. These are all solid suggestions, though most have been made elsewhere as well.

More attention is paid in The Medici Effect to the social environment that is interactive with the innovator in helping to create a climate conducive to synthesis and the generation of insight. moreover, Johansson identifies the creation of a dynamic and stimulating “community”as a critical factor for sustaining an innovation:

“Garfield offer’s two reason for Magic’s [ a sword & sorcery card game that was a cult hit] success: a prolonged and exciting learning phase and an expanding community of players. Examined closely, you will see that he is talking about the intersection of games and collectibles”

Gaming is itself, a very powerful tool for teaching adaptive thinking skills and for driving the assembly of a “ value network” that can be turned toward productive purposes. Indeed, Johannson spends a great deal of time discussing the potential of these networks to function as a two-edged sword in regard to innovation. Moreover, the social and financial organization clustered around the innovator can be determinative in the success of the innovation in a way that is wholly counterintuitive, according to Johansson. Excess support brings restrictions in the form of vested interests from old value networks, stigmatizing failures that are a necessary part of the learning curve and blunting internal motivation with the distracting prospect of extrinsic reward. There is cognitive strength in ” staying hungry” and needing to stretch resources with value-added thought ( see Don Vandergriff’s Raising the Bar).

What Is To Be Done?:

Looking elsewhere, like The Smithsonian Magazine’s37 under 36 Young Innovators” we see many mining Johansson’s intersections or using Gardner’s Synthesizing and Creative Minds but these bright folks are social outliers. What we need is re-engineering of institutional cultures and structures, particularly that of our educational system to balance the development of analytical prowess with generative, creative, synthesisizing, capacities. John Hagel recently had a post at Edge Perspectives with a number of sage suggestions for driving innovation:

“Diversity. As Scott Page and others have persuasively suggested, new insight and learning tends to increase with cognitive diversity. This principle highlights the importance of designing institutional arrangements that extend well beyond a single institution, with particular attention to the opportunity to connect to diverse pools of expertise and experience. Diversity can often be enhanced by connecting into spikes – geographic concentrations of talent – and by targeting “brokers” within social networks, creating a multiplier effect in terms of the number of participants that are potentially accessible.

Relationships. It is not enough to have cognitive diversity. By itself, cognitive diversity often breeds misunderstanding and mistrust, seriously limiting the opportunity for people and institutions to learn from each other. Long-term trust based relationships, on the other hand, make it easier to engage in productive friction – the clash of diverse perspectives in ways that produces deep new insight and learning. The challenge is that these kinds of relationships often take a long time to develop and are hard to scale. Innovative institutional arrangements can help to accelerate and scale the formation of these kinds of relationships.

Modularity. When activities are tightly specified and hard-wired together, the opportunities for experimentation and tinkering are very limited. Segmenting people and activities into discrete modules with well-defined interfaces can help to create much more space and opportunity for distributed innovation and learning.”

In practical terms, what does this mean for schools, corporations, universities and governments ? In my view, “hard-wired” hierarchy with rigid requirements, stiff penalties and centralized decision-making is going to have to be relegated to niches in the future rather than being the dominant form of organization that it is today. Hierarchy, with it’s mania for control and accountability, remains useful for transactional delivery systems upon which reputations depend, logistical flows upon which production processes depend and security procedures upon which safety may depend. That being said, hierarchy will have to yield to more lateral, more collegial, more networked, more ecologically oriented models of connectivity where the generation of new ideas represents the lifeblood of an organization.

Hierarchy is Newtonian; Free Scale and Modular Networks are Darwinian. An innovation nation is, by definition, adaptive.

LINGUISTIC EXTINCTION

Linguistic diversity, historically under the pressure of the homogenizing forces of empire-builders, market connectivity and nationalism, appears to have reached a crisis point with the era of globalization:

“While there are an estimated 7,000 languages spoken around the world today, one of them dies out about every two weeks, according to linguistic experts struggling to save at least some of them.

….Losing languages means losing knowledge, says K. David Harrison, an assistant professor of linguistics at Swarthmore College.

“When we lose a language, we lose centuries of human thinking about time, seasons, sea creatures, reindeer, edible flowers, mathematics, landscapes, myths, music, the unknown and the everyday.”

As many as half of the current languages have never been written down, he estimated.

….Harrison said that the 83 most widely spoken languages account for about 80 percent of the world’s population while the 3,500 smallest languages account for just 0.2 percent of the world’s people. Languages are more endangered than plant and animal species, he said.

The hot spots listed at Tuesday’s briefing:

Northern Australia, 153 languages. The researchers said aboriginal Australia holds some of the world’s most endangered languages, in part because aboriginal groups splintered during conflicts with white settlers. Researchers have documented such small language communities as the three known speakers of Magati Ke, the three Yawuru speakers and the lone speaker of Amurdag…”

Around the turn of the 20th century, the last known speaker of Dalmatian, a bastardized vestige of the tongue spoken by the ancient Dalmatae tribes of the Balkans, was killed in a terrorist bombing and the language was forever lost. This was in the heyday of linguistic scholar-adventurers when the mastery of twenty or forty languages by experts was not unusual. Today, it is not that unusual to have monolingual “linguists” who study the neurology or grammar of languages but not the tongues themselves.

As human population has increased, linguistic diversity has decreased. This may simply be a correlation but I think it is causation; increasingly complex societies can ill-afford the added inefficiencies of the uber-multilingualism of hundreds of languages and thousands of dialects. Political power and market dynamics exert pressure for a leveling of languages down to a common tongue. The process is not a rational one, as evidenced by the global ubiquity of English, riddled as it is with illogical exceptions to jerry-built rules.

For myself, I am, admittedly, exceedingly mediocre at learning foreign languages. I have no more ear for it than I do for music. At best, I mastered enough Portuguese to read Brazilian newspapers and today I’d be lucky to be able to ask where a bathroom was in a Sao Paulo hotel. That being said, lost languages represent a loss to the cognitive capacity of humanity. Every language contains a nucleus of effectively untranslatable words that express the unique insights of particular cultures. When languages become extinct, these insights vanish from the cultural heritage of mankind.

Of new languages in the last millenium, the only real creative growth appears to be in the realm of computers and the programming languages that make the internet hum. What does this portend for the future ?
