Others’ Shoes

Lexington Green is politically conservative, but he and others at Chicago Boyz have been willing to put up with me; I respect them, too, because they think out what they’re about. I think they actually listen to me, too, even as we disagree.

So when Green’s post was endorsed by Glenn Beck, I realized that this might be a way to get into his admirers’ minds. Green begins with a John Boyd hierarchy that I haven’t spent much time with; this is another of my departures from my friends at Chicago Boyz. But I suspect that that part can be skipped with little loss. He’s saying that Beck is taking a broad view, going up a couple of levels.

But I don’t feel like I get the rest of it. I can do a sentence-by-sentence exegesis, but that wouldn’t be quite right. I’m trying to get into Green’s and Beck’s heads, not dispute them. But there are barriers. Since I wrote that, Green has added another update, which makes some things clearer. I’ll get to the update later.

One is that so much of what Beck offers is factually flawed. Green is an intelligent person; how can he miss that? Perhaps because the bigger things he talks about in the post are more important to him. But those factual flaws are a barrier to me. A lack of fact is a poor foundation for anything to come after.

What Green likes is Beck’s creation of a large narrative.

Beck is building solidarity and cultural confidence in America, its Constitution, its military heritage, its freedom…

Beck is creating positive themes of unity and patriotism and freedom and independence which are above mere political or policy choices, but not irrelevant to them.

This sort of narrative is indeed attractive; I have wished for a vision that can unite Americans, that would provide a solidarity that we can rest on, a positive vision.

But there is a double-mindedness to Green’s analysis that is another barrier to me. I agree that we need unifying themes for us as Americans. Period. Unfortunately, it’s easy to unify around an enemy, and, while talking about solidarity and unity, Green develops an enemy, “the Overlords”, and a sense of aggrievedness. Since “the Overlords” are Americans too, that sense cannot be the basis for unity. But that duality is in Beck’s words too: he condemns President Obama for a cult of victimization, and then tells his followers how victimized they’ve been. And for him and for Palin, there are very definitely an “us” and a “them.” Apparently I am one of “them.”

1913 Redux

My friend Cheryl Rofer of Whirledview, who has a professional background in nuclear weapons issues, is an advocate of strong diplomatic efforts for nuclear disarmament and, someday, of a world free of nuclear arms ( note to readers: Cheryl is NOT advocating immediate or unilateral nuclear disarmament). While I see room for responsble reductions in nuclear weapons systems, I disagree that this objective – very low or no “legal” nuclear weapons- is a good idea; in fact, I expect that doing so will make great power war possible again, a nightmare we have not seen since 1945.

Cheryl had a very interesting post recently, where she makes an argument that the old world, the one that launched the 20th century’s descent into epic carnage and ideological fury in August 1914, is long gone and that the subsequent changes in political order mitigate the dangers of a revival of great power rivalry and warfare. I am using a sizable excerpt here in order to show the core of Rofer’s argument:

Not 1913

My customary response to this (after batting away their ideas that we are talking about unilateral disarmament or that we might have zero nuclear weapons in the next month or so) has been that the negotiations and concessions necessary to move toward zero nuclear weapons will restructure the world in such a way that it will resemble no world we know or have known.

But Nicholas and Alexandra has given me a new argument: Europe is no longer ruled by a single dysfunctional family.

That’s an exaggeration of the Europe of 1913, which was the problem back then. But no such important grouping of countries is any longer ruled by a single family. And there’s more to it than that: the form of rule is important, and the world has pretty much given up on absolute monarchies. There are still autocracies of various kinds around the world, but they are few.

Many of the rulers of Europe before World War I were related to Queen Victoria. She provided the fateful hemophilia gene that the Tsarevich suffered from. Both Nicholas and Alexandra were related to the British royal family, Alexandra a granddaughter of Victoria. Kaiser Wilhelm was a cousin. King Alfonso of Spain was a cousin by marriage, and there were ties to Greece, Prussia, and Denmark. The members of the family were fabulously wealthy, and, as we have recently seen, the values and interests of the fabulously wealthy are not the same as those of the rest of us.

Nicholas regretted having to go to war against Cousin Willy, but his other duties required it. Russia’s national interest was part of it, but a big part of how he thought of national interest was a pride-duty-upholding-our-sacred-values kind of thing that is more like a family’s sense of who they are than today’s national interests of economic growth or security for citizens.

….Monarchy exacerbated the problems
Most of the countries of Europe were monarchies; now most are democracies. In a monarchy, the monarch is in charge of everything. There may be ministers, but they are advisors who have only as much power as the monarch grants. Britain had been moving away from this model for some time, but Nicholas and Alexandra were hardly alone in believing that only one person can rule. When World War I broke out, Nicholas commanded the troops directly. This left a bit of a vacuum in other spheres, which Alexandra tried to fill, with Rasputin’s help.

Power is that centralized in very few countries today. Heads of government have access to advice from experts in many fields: military, scientific, economic, societal, political. The ballot box and the media remind those heads that accepting advice can be a good idea. None of this implies that decisions will be perfect, but it does mean that big decisions, like going to war, will be thought out and justified in ways that a monarch does not need to.

As I said in the comment section at Whirledview, there are two distinct questions here with Cheryl’s argument:

a) The influence of monarchy in historical period of 1913 in precipitating the civilizational calamity of WWI ( or, if you like a broader view, the 1914-1991 “Long War” between liberal democracy and authoritarian-totalitarian regimes).

b) Emerging strategic parallels with 1913 that could be exacerbated by a nuclear free world.

I will deal with each question in turn.

Europe of 1913 was, I would agree, certainly a much more hierarchical and authoritarian place than it is today. Cheryl is implicitly invoking “Democratic Peace theory” here to explain the warlike tendencies of late imperial Europe that contrast so sharply with the conflict averse, liberal democratic, welfare states that make up the EU. However the historical picture I think is more complicated in that none of the monarchs, not even the nominal autocrat Tsar Nicolas II of Russia, were absolute monarchs in practice.

Nicholas II, on paper, was the most powerful ruler but even so, he was forced to accept the Duma and limits on his previously (theoretically) infinite powers in the Revolution of 1905. Kaiser Wilhelm II was technically the “German Emperor”, sort of a commander-in-chief and presiding officer of a federation of Lander that made up Imperial Germany, and not “Emperor of Germany”. The Kaiser had to deal with an unruly Reichstag filled with socialists, other German monarchs like the King of Bavaria, a Prussian and imperial civil service, a junkers class and a Grossgeneralstab, all of which had various institutional prerogatives that checked the authority of “the All-Highest”. The King of Great Britain retained enough real power to force a pre-war reform of the House of Lords against the will of a majority of parliament, but this was regarded as an extraordinary political event ( George III had regularly exercised powers not far removed from those of President Barack Obama). The government of Austria-Hungary is beyond my expertise, except to say that it’s government was riven by byzantine rules and duplicative bodies. The Young Turks had seized power from Abdul-Hamid II and the new Sultan was a figurehead. France was a republic.

While the monarchs exercised varying degrees of executive power before the Great War, they were a declining legacy component of a modern, evolving, state system, one increasingly animated by an aggressive spirit of brutal nationalism and militarism. The state, not the monarch, is what ran Europe in 1913 and in 1918 nearly all of these crowned rulers were swept away without a trace, like a predatory insect discarding an old shell as it grew larger and stronger. Those monarchs that remained became living flags and tourist attractions. Nationalism is far from dead in 2009 and while the state as a global institution has taken an impressive beating since the end of the Cold War, it retains in most countries impressive powers of coercion and an ability to inflict great harm, even where it cannot make itself be obeyed. Zimbabwe, Iran, Sudan, Burma, to name just a few, have governments that continue to rule barbarically and thumb their noses as the civilized world, despite being loathed by substantial parts of their population or even the vast majority of citizens

The strategic calculus regarding the value of nuclear weapons to a state does not remain unchanged with reductions in nuclear arsenals, the value actually increases in the sense that each nuclear weapon becomes more significant as there are fewer of them. Nuclear weapons become more prestigious and, once the US and Russia move to very low numbers of warheads, have greater military significance to the ayatollahs, military dictators, presidents for life, nationalist demagogues and terrorists who might like to have some. Nuclear weapons are useful as status symbols or as shields to deter intervention while pursuing regional ambitions against non-nuclear neighbors, or even nuclear ones in the case of India and Pakistan.  This strategic value does not disappear with paper agreements to the contrary, and even miserably poor nations like North Korea and Pakistan can build nuclear weapons, if they have the political will to endure the modest inconvenience of becoming a diplomatic outcast.

A world that formally abolishes nuclear weapons, or reduces them to the point where major war appears to be a “survivable” risk even if they are used, creates incentives for states to wage war where previously  the fear of nuclear escalation made statesmen pull back from the brink. Moreover, I do not think we will return to exactly the world of 1913 or 1944. History never repeats itself quite so neatly. No, I think we will see the dystopian worst of both worlds – increasing “bottom-up” chaos of 4GW insurgency ( which is driven by more factors than just the nuclear age) coexisting with a renewed interest of states in pursuing interstate warfare at the top.

Human nature does not change. I agree that democracies are far less inclined, on average to fight one another than are authoritarian states but this average could easily be a product of modern democracy being a rarefied commodity until the last twenty years. We still have many brutal tyrannies on planet Earth and democracies are not incapable of aggression, error or hubris. Athens embarked upon the expedition to Syracuse, Republican Rome was more ferociously expansionistic than its later Emperors and the U.S. went through a Manifest Destiny phase.

These things should give us pause before we become too eager to take nuclear weapons off of the table.

Cheryl Rofer called for national security/ foreign policy/defense bloggers to think hard regarding the strategic calculus of a state possessing just a few nuclear weapons:

What strategies are available to a country with fissionable material sufficient for 1-5 nuclear weapons, some of which may be assembled? Take into account probable responses, and assume some sort of rationality on the holders of these weapons and material. You may specifically refer to Iran and North Korea, or any other nation, or make the scenario(s) more general. Flesh out the scenario with some support

Many have answered the call ( I am still working on my response) and here they are with key excerpts:

Hidden Unities

….Yesterday, the Iraqi Kurds announced the formation of a Kurdish confederation, minutes after introducing shocked IAEA officials inspecting Turkish nuclear facilities to a mountain bunker where two nuclear warheads (one loaded on a hybrid American-Israeli missile) were housed. Iraqi Kurdistan leaders informed the Iraqi government they were joining a Kurdish confederation but were not (as of this moment) interested in seceding entirely from Iraq. Revenues would continue to be shared as previously agreed and Kurdish units would be available to defend Iraq against Iranian aggression. Iranian Kurdish leaders explained their position to the Supreme Leader of Iran and noted targeting of Tehran and Iranian oil fields by several nuclear devices was existent. The Syrians were equally appraised of their own prime real estate being targeted

Armchair Generalist

….Next, I will want to develop an indigenous capability. I won’t let any Proliferation Security Initiatives stop valuable material shipments. My engineers and scientists will train in the best universities overseas as I develop my “nuclear technology” program, which will have the purpose of supplying my people with limitless, inexpensive electricity to power their homes. Now the United States and European nations will offer me low-enriched uranium, and that will do – for starters. Once I get the nuclear technology program, I’ll build a second reactor and centrifuges for the HEU processing.

Dreaming 5GW (Arherring)

…. The 5GW Strategy: Ironically, even though the 4GW Operation benefits from more weapons being available, the 5GW strategy only requires one (and with the proper preparation you might even be able to get away with none, but that’s an advanced class). Essentially, the objective is to prove the potential of multiple weapons by openly displaying the existence of at least one weapon. Should you possess only two, one should be test-detonated and the other should be openly displayed to an authority that can realiably vouch for its authenticity. This very controlled transparency is a 5GW affect on observation that triggers existing assumptions, rule-sets and responses both in countries that are targeted and in countries that are merely in the audience

“I’ve written before that trying to apply the Cold War assumptions of nuclear retaliation to assymetrical stateless actors is like running with nuclear scissors. it’s far more likely that you’ll fall and injure yourself or some innocent in a messy way than accidentally stab the one murderer in a crowd.

Jason suggests a posture based around a minimum deterrent force, I assume involving only a couple of hundred warheads, “prioritizing deployment on submarines which are impervious to any comprehensive first strike or pre-emptive attack.” I think that’s a good first step but would then move on to a “Virtual Swords” concept as explained by Jeffrey Lewis. General Lee Butler, retired former commander of the United States’ nuclear weapons forces, has a surprising answer: Nuclear weapons in actuality provide very limited contributions to U.S. national security. The reason is that nuclear weapons are politically and militarily virtually unusable.”

First, the point made by John Kerry in 2004 remains — the greatest threat to the United States (as well as Japan, China, India, Pakistan, Israel, Europe, Canada, and the Russian Federation) is the risk that the existing stockpiles of devices and fissile materials will eventually be re-purposed, and the better policy is to allocate resources nominally reducing that risk model, up to and including unilateral partial disarmament. The alternative “single weapon” risk model was articulated in the same debate by George W. Bush, and independently by Peter Daou’s sometime employers, Mssrs. Ted Turner, Sam Nunn, Warren Buffett and others, and without loss of generality, by the Robust Nuclear Earth Penetrator proponents.

Restated, the greatest quantifiable risk has no agency, and cannot be “deterred” or engaged in human discourse. It is rust. Sensor failure. False alarm. The next greatest quantifiable risk has agency, but also cannot be “deterred” or engaged in political discourse. It is covert or overt expropriation of devices or fissiles. Restated, it is sensor and inventory control failure”

 Rofer did an excellent job summing up the consensus points in a discussion of nuclear weapons policy that featured bloggers with a wide spread of political and philosophical positions:

The bloggers who have contributed to this blog-tank range in views across the center of the political and hawkishness spectra. Nonetheless, we have achieved a fair degree of consensus.

Nuclear weapons strategy is part of a broader US military and international relations strategy, but it can be discussed by itself. To some degree, development of all these levels of strategy is iterative.

We need to identify short-term and long-term goals and give each its appropriate place. While abolition of nuclear weapons may be a long-term goal, making it too immediate can be counterproductive.

Nuclear weapons have a paradoxical relationship to power. They cannot be used, but their threat is potent. If a nation is tied too closely to a requirement to retaliate, its options may in fact be limited.

Nations that have nuclear weapons want to preserve their exclusivity, but that desire may increase the valuation of nuclear weapons by other nations.”

 This experience is one that bears repeating; and similar things have been called for by others, notably Michael Tanji who is part of the effort by Threatswatch.org to become a “Think Tank 2.0“. The blogosphere, for it’s many faults and idiosyncratic subculture, has matured to the point that there are enough experts and gifted amateurs that a person could probably organize an impressive intellectual “swarm” on nearly any topic under the sun in fairly short order. Just by asking folks of intelligence and goodwill to help.

To paraphrase an old revolutionary, brainpower is lying in the streets for the taking.

Bloggers On Nuclear Weapons Policy

Cheryl Rofer, one of the trio of bloggers at the respected diplo oriented blog Whirledview and a field expert on nuclear arms issues, has called for a “Blog-Tank” discussion of American nuclear policy, or more to the point, the current difficulty the Bush administration is having updating nuclear policy to match the strategic environment of 2007.  In fairness to the bureaucrats and semi-official wonks, at no time has nuclear policy seemed less clear except when the Truman administration initially wrestled with what to do with America’s brief atomic monopoly. Today we sit poised upon the brink of the other end of the proliferation spectrum and, as in 1945, crafting nuclear policy means identifying our assumptions about the world and making strategic choices against an uncertain future.

Rofer was kind enough to invite me to participate as well as Cernig, guiding spirit of the feisty and fast-paced Liberal-Left blog, The NewsHoggers. Everyone though, is welcome and I will be linking to those who participate in the discussion.

Like Cernig, I’ll let Cheryl lay out the ground rules and background material, many excellent links, by presenting her post in full:

The other day, Cernig reminded me of something I’ve let drop. Back in August, Cernig, ZenPundit and I were having a conversation on nuclear policy and were agreeing on quite a few points. This seemed to me to be a hopeful sign, since we inhabit different points on the political spectrum.

It was also a hopeful sign because others seem to be having so much trouble with nuclear policy. United States nuclear policy is stuck in the Cold War. For the decade of the nineties, we wanted to be cautious that Russia wouldn’t fall back into a Soviet foreign policy. It hasn’t, so it’s time to think about a nuclear policy for a world in which the big nuclear problem is proliferation, not a single enormous nuclear arsenal on the other side of the world.

Among those having a hard time are the Departments of State, Defense and Energy. Back in July, after Congress told the administration that it wanted to see a nuclear policy before it would consider funding the Reliable Replacement Warhead, those three departments quickly got out a statement saying that they would indeed work up a nuclear policy. Jeffrey Lewis now reports a rumor that Secretary of Defense Gates is holding up the full white paper because it is so amateurishly done. Sorry, Jeffrey, I can’t confirm your rumor, but it tends to support my suspicion that such a thing will be very difficult indeed for those agencies.

The presidential candidates are mostly trying not to think about it. Some of the Republicans haven’t even bothered to address the issue, and the Democrats are not too far from continuing the sameold Cold War stuff.

And the Very Special People who do foreign policy for a living at the think tanks and universities haven’t said much. These are the folks who the blogosphere found, a few months back, aren’t necessarily any more insightful or intelligent than bloggers. Because they do foreign policy for a living, their views can be swayed by what sells their product. All too often, that is war. They also tend to get very specialized, and most have little science background, which they may think is necessary to discuss nuclear policy. It helps, but the issues are more political than technical. Occasionally the technical clamps limits on the possible.

So I’d like to pick up that thread again, because The BloggersTM seem to be willing to try to figure it out. I propose what we might call a blog-tank approach. Here’s how I suggest we do it:

Each blogger writes a post on what the US’s nuclear policy should be on her/his own blog. Then please notify me by e-mail or a comment on this post. I have e-mailed some folks I would like to have participate, but everyone is welcome to join. Invite your blogfriends. I would like to have participants who represent a range of political opinion.

Commenters are encouraged to contribute as well, both here and on other participating blogs.

On Friday, 12/28, I will summarize the arguments, emphasizing novel ideas and points of agreement and disagreement.

Bloggers will then write another round of posts, trying to move to consensus positions.

I will then summarize again on Friday, 1/4. At that point, I think we’re going to be close to agreement on most of the big points.

A range of political opinion is represented by four gentlemen who wrote an op-ed on US nuclear weapons policy in the January 4 Wall Street Journal. The Foreign Secretary of the UK built on those ideas, and the UK is actually doing something about them. Recently, two Americans have responded to the gang of four’s op-ed, although they seem to agree as much as they disagree. And here’s my review of a report from another group of dissenters.

Recently, Joe Cirincione, William Langewiesche, Richard Rhodes and Jonathan Schell (excerpt) have published books on the subject that are useful background for policy. They are exceptions to the Very Special People rule.
