Adaptive Leadership Conference

It isn’t quite being “liveblogged” but DNI is putting up posts on The Adaptive Leadership Conference.

I had the pleasure of meeting Maj. Don Vandergriff at Boyd 2007 and his brief on adaptive thinking, while targeted at reforming military education, has a facilitated “free play” nucleus that would be applicable to a wide variety of secondary and postsecondary educational settings to develop creative thinking based problem solving skills in students. Many of Vandergriff’s ideas are laid out in his book,Raising the Bar: Creating and Nurturing Adaptability to Deal with the Changing Face of War.

Hopefully, DNI will soon be providing an analysis of some of the presentations.

The Virtue of Recess

Recess is a historical staple of elementary education in America and it is still not uncommon to see children granted small amounts of time for “free play” or educational games in the primary grades. Unfortunately, this practice is under fire in recent years. Some critics of public education or politicians would prefer to see that time devoted to increased amounts of formal, skill-drill exercises; but aside from the fact that test-prep activities quickly hit the point of

diminishing returns in terms raising a school district’s aggregate mean test scores ( a little is good, a lot is not) the so-called ” wasted free time”, is actually neurologically vital for the optimum cognitive development of children’s brains. It’s good for us older folks too but that’s a topic for another day.

Remembering to Play

“Several recent articles remind us of the importance of play. From NPR, Old-fashioned play builds serious skills, and NYT, Taking Play Seriously.Also from the American Academy of Pediatrics (The Importance of Play for Health Child Development pdf : “Play allows children to use their creativity while developing their imagination, dexterity, and physical, cognitive, and emotional strength. Play is important to health brain development…Undirected play allows children to learn how to work in groups, to share, to negotiate, to resolve conflicts, an to learn self-advocacy skills.” An increased in hurried lifestyles and school-based academic performance may leave a child with little unstructured time. In one survey by the National Association of Elementary School Principals, 30% of kindergarten classes no longer had recess periods

….An additional point made in the NYT article, was the importance of play for the development of the cerebellum. For kids with sensory processing disorders, this is a big one. Sometimes the earliest indication that something isn’t “quite right” is when a child avoids the normal rough-and-tumble play on the playground. That’s why without intervention, a child may accumulate even fewer play experiences and fall even farther behind their classmates with time.”

While older students do not have “recess”, time for creative, exploratory and imaginative learning activities should be a regular aspect of core academic classses.  The chance to “play” with concepts, solve puzzling scenarios, smash ideas up in a synthesis, articulate  new or unorthodox  solutions to old problems is a teaching strategy for students to arrive at a deeper understanding of the subject at hand. It trains them to create and evaluate analogies, test the logical soundness of each other’s ideas, debate and experiment. Less structured but goal-directed time is a valuable investment as independent thinking cannot be cultivated in a classroom where every moment is direct instruction and rigidly scripted. At some point, the training wheels have to come off if we are to discover which students can ride on their own and which ones need additional guided practice.

Furthermore, in relation to “play”, music, the arts, sports and drama play a critical role in brain growth and do not represent “frills” but a central modality for integration of concepts, application of learning and generation of insight. As subjects, they are the brain’s “Right” side exercises to the ” Left” side’s analytical-logical reasoning provided by mathematics instruction and science classes.

As a society, we have gone berserk on overscheduling children into formal activities, academic as well as extracurricular, to the point where some elementary age kids show signs of anxiety, burn-out and depession or have time with their families that is not devoted to some kind of structured, formal, event. I find that many students lack any real cognitive independence, normal childhood creativity or the ability to negotiate social interactions with peers without hands-on, adult, supervision. A kind of well-meaning, suburban, shelteredness that produces a vaguely “institutional” passivity in many children.

Our students need both structured learning as well as some degree of “space” or “freedom” in order to maximize their intellectual and emotional growth, not either-or.

Two Quite Reasonable Observations

The US national security budget is nearly $700 billion a year (much more if the total costs of Iraq/Afghanistan are thrown in), more than the rest of the world combined. Unfortunately, within that entire budget there isn’t a single research organization or think tank that is seriously studying, analyzing or synthesizing the future of warfare and terrorism. Fatally, most of the big thinkers working on the future of warfare do their critical work in their spare time, usually while working other jobs to put food on the table for their families. In sum, this deficit in imagination will soon be the critical determinant on whether the national security bureaucracy remains relevant in a rapidly changing global security environment. That relevance is the key to its future.

This has been criticised as dividing insurgencies into rigid categories – black and white, not accounting for the shades of grey found in all human experiences.  That is both true and a good thing.  All rules of thumb are arbitary, in some sense, but useful for practicioners who know their limitations.  Even the exceptions to this “rule” about insurgencies, and I believe they are quite few, tell us something new.  For example, the Malayan Emergency shows the importance of having a legitmate local government to do the heavy lifting (even though the COIN literature tend to follow the Brits’ view, considering it “their” win – not that of the locals).

The value of these kinds of insights was well expressed by a post Opposed Systems Design (4 March 2008):

A deeper understanding of these dynamics deserves an organized research program. The first concept – an artifically binary distinction between “foreign COIN” and “native COIN” – has served its purpose by highlighting the need for further work on the subject.

One reason for our difficulty grappling with 4GW is the lack of organized study.  We could learn much from a matrix of all insurgencies over along period (e.g., since 1900), described in a standardized fashion, analyzed for trends.  This has been done by several analysts on the equivalent of “scratch pads” (see IWCKI for details), but not with by a properly funded multi-disciplinary team (esp. to borrow or build computer models).

 We are spending trillions to fight a long war without marshalling or analysing the available data.  Hundreds of billions for the F-22, but only pennys for historical research.  It is a very expensive way to wage war.

When the Cold War was as young, the newest of America’s armed services, the Air Force, sought an intellectual edge over their venerable and tradtion-bound brothers and funded the ur-Think Tank, RAND Corporation. I say “funded” because the USAF brass, while they expected products that would justify a strategic raison d’etre for the Air Force to Congress, wisely allowed their creation autonomy and this in turn yielded intellectual freedom, exploration and creativity. The Air Force and the United States were richly rewarded by these egghead “wild men” who advanced nuclear warfighting and deterrence strategies, Game Theory analytics,  a renaissance in wargaming, Futurism and a multilpicity of other successes. Moreover, RAND itself became a model for a proliferation of other think tanks that created an intellectual zone for public intellectuals and scientists outside of the constraints of academia.

We need something like that today. A few years back, I called for a “DARPA for Foreign Policy” but the need is equally critical in considering the future of war and conflict as is taking a multidisciplinary, intersectional, insight-generating “Medici Effect” approach.

Book Review: If We Can Keep It by Chet Richards

Two years ago, Dr. Chet Richards released Neither Shall the Sword: Conflict in the Years Ahead, a radical treatise on global trends toward  the privatization of military capabilities and the erosion of the efficacy of state armed forces.  If We Can Keep It: A National Security Manifesto for the Next Administration is not a sequel to Neither Shall the Sword but rather a logical extension of that chet.jpgbook’s premises upon which Richards builds a stinging critique of American grand strategy and a profligate United States government that Richards argues wins enemies and alienates allies while squandering hundreds of billions of dollars on weapons systems of dubious usefulness against what genuine threats to our security still exist.  It is a provocative thesis that leaves few of the Defense Department’s sacred cows grazing unmolested.

Dr. Richards has a trademark style as a writer: economical clarity of thought. One can agree or disagree with his analysis or dispute his normative preferences but within his parameters, Chet will give his audience an argument that is internally consistent and logically sound, without much in the way of redundancy or wasted words. As a result, If We Can Keep It is about as lean a book as Richards would like the U.S. military to be while giving the reader no shortage of things to think about as he hammers away at conventional wisdom regarding defense policy, national security and the war on terror.

A number of intellectual influences resonate within If We Can Keep It. Unsurprisingly, given Richards’ history as a military thinker, these include the ideas of Colonel John Boyd, Martin van Creveld, Thomas X. Hammes and 4GW Theory advocated by William Lind.  Also present as a strategic subtext is Sun Tzu along with elements of Eastern philosophy and the recent work of British military strategist General Sir Rupert Smith, whose book, The Utility of Force, shares a similar title with one of Richards’ chapters. Finally, Richards is channeling, in his call for a grand strategy of Shi and for America to focus on ” being the best United States that we can be “, a very traditional strand of foreign policy in American history. One that diplomatic historian Walter McDougall has termed “Promised Land” but which may be most accurately described as “Pre-Wilsonian“; not “Isolationist” in the mold of the 1930’s but rather a hardheaded realism with very skeptical view of the efficacy of military intervention beyond purely punitive expeditions against violent ideological networks like al Qaida.

In enunciating this case, Richards argues that the “war on terror” conducted since 9/11 by the Bush administration  does not qualify as a “war” and that “terrorists” is an empty label  slapped on to many types of problems, most of which are best handled by law enforcement and intelligence agencies ( Richards recommends giving the IC the lead and budget for fighting al Qaida, not the DoD); the “war” model is costly in terms of treasure and civil liberty without yielding positive strategic results; While COIN is ” a piece of the puzzle” for fighting “true insurgencies” it is not a strategic magic bullet and COIN is historically ineffectual against “wars of national liberation”; that given the lack of serious external threats from foreign states or justification to intervene abroad militarily in most instances (aside from raids and strikes against violent non-state networks) the American defense establishment can be drastically scaled back to roughly $ 150 billion a year to support a superempowered US Marine Corps with Special Forces and tactical Air power.

(Dr. Richard’s last bit should be enough to kill off most of America’s general officer corps from heart attacks and take a fair number of the House of Representatives with them)

Chet Richards makes a strong argument for the declining utility of military force and the consequent budgetary implications before calling for a radical shift in American foreign and strategic policy. Much of his criticism of the strategic status quo is praiseworthy, bold,  incisive and insightful and could serve as the basis for commonsense discussion of possible reforms. However, Richards’ argument can also be contested; in part from what Richards has said in If We Can Keep It, which will mostly attract the attention from specialists in military affairs, but most importantly from what has been left unsaid. It is the consequences of the latter with which the public and politicians must seriously consider in entertaining the recommendations of Dr. Richards.

In terms of what was “said”, I am dissatisfied with the sections dealing with the differentiation between “true insurgencies” and “wars of national liberation which suffers from some degree of contextual ahistoricality. For example, the Malayan Emergency ( which is listed in tables IV and V as being in both categories) has a result of ” UK declares victory and leaves”. True enough, but in the process of doing so, an ethnic Chinese Communist insurgency with ties to Beijing was crushed and the population reconciled to a legitimate, pro-Western state. That’s a victory, not a declaration. Communist Vietnam may have ” withdrawn” from Cambodia but their puppet ruler, the ex-Khmer Rouge Hun Sen, is still Prime Minister today. That’s a victory, even if Hun Sen’s power has been trimmed back somewhat by a UN brokered parliamentary-constitutional monarchy system.  The case of the Portuguese colonies of Angola and Mozambique have as much to do with the utter collapse of the decrepit, semi-fascist,  Salazar regime in Lisbon a brief Communist coup as the military prowess of the insurgencies.

Reaching for a dogmatic rule, which the 4GW school is currently doing with “foreign COIN is doomed”, is an error because the more heterodox and fractured the military situation in a country happens to be, the more relative the concepts of “foreigner” and “legitimacy” are going to become to the locals. Rather than binary state vs. insurgents scenarios, historical case studies in military complexity like China 1911-1949, the Spanish Civil War, South Vietnam 1949 -1962, Lebanon 1980’s, West Afrca 1990’s and Iraq, Afghanistan, Colombia and Central Africa the 2000’s should be pursued to better understand 4GW and COIN dynamics.

In terms of what has been left “unsaid” in If We Can Keep It, would be the downstream global implications of a radical shift in America’s strategic posture. Richards is no isolationist but his smoothly laconic style belies the magnitude of proposals which entail a top to bottom reevaluation of all of the alliances and military relationships maintained by the United States ( itself not a bad thing) – most likely with the result of terminating most and renegotiating the rest. The extent to which American securrity guarantees originating in the aftermath of WWII, have interdependently facilitated peaceful economic liberalization and integration is a factor ignored in If We Can Keep It and frankly, I’m not sure how we can abruptly or unilaterally exit our security role in the short term without creating a riptide in the global economy.

If We Can Keep It is a fascinating and thought-provoking book as well as an absolutely brutal critique of the numerous shortcomings and strategic mismatches we suffer from as a result of ponderous, Cold War era, legacy bureaucracies and weapons systems and ill-considered foreign interventions. It is also, a pleasure to read. I highly recommend it to any serious student of defense policy, military strategy or foreign affairs.

Superempowered Individuals and 5GW

Interestingly, William Lind, who previously has dismissed 5GW as a premature concept, has returned to the subject to dismiss it once again in the context of superempowered individuals. In regard to the spree of crazed gunmen shooting up schools, Lind wrote:

Is this war? I don’t think so. Some proponents of “Fifth Generation war,” which they define as actions by “superempowered individuals,” may disagree. But these incidents lack an ingredient I think necessary to war’s definition, namely purpose. In Fourth Generation War, the purpose of warlike acts reaches beyond the state and politics, but actions, including massacres of civilians, are still purposeful. They serve an agenda that reaches beyond individual emotions, an agenda others can and do share and fight for. In contrast, the mental and emotional states that motivate lone gunmen are knowable to them alone.

The whole “Fifth Generation” thesis is faulty, in any case. However small the units that fight wars may become, down to the “superempowered individual,” that shrinkage alone is not enough to mark a new generation.

Generational changes are dialectically qualitative changes, and those are rare. Normally, a dialectically qualitative change only occurs after time has brought many dialectically quantitative changes, such as a downward progression in the size of units that can fight. In effect, quantitative changes have to pool behind a generational dam until they form so vast a reservoir that their combined pressure breaks through in a torrent. I expect it will take at least a century for the Fourth Generation to play itself out. A Fifth Generation will not be in sight, except as a mirage, in our lifetimes.

In my view, Lind is partially correct in the sense that actions of superempowered individuals – of whom the school shooters in question, mundanely “empowered” by small arms, are definitely not examples – might not be representative of 5GW or even warfare of any kind. Several commenters have previously raised the possibility of nonviolent, constructive rather than destructive, SEI’s. I can also see SEI’s acting in concert with the objectives (peaceful or otherwise) of national authorities to whom they are loyal; or the advent of technologically upjumped “superempowered soldiers” fighting as part of a larger 3GW action by a state military.

On the other hand, while there is no consensus regarding the nature of 5GW, which would have to be an emergent phenomenon, I can’t buy Lind’s a priori dismissal and assertion of a century of 4GW needing to play out first. Frankly, that’s a figure pulled out of thin air. Why not fifty years? Or five ? Or five centuries? Why would the length between generations suddenly get longer between 4GW and 5GW than between 2GW and 3GW when conventional militaries, states and societies would be trying to adapt to 4GW right now ? Why wouldn’t 4GW and 5GW simply overlap for an extended period of time the way 2GW, 3GW and 4GW military forces have and continue to do so ?
If so, SEI’s, successfully attacking national, regional or global systems ought to at least make the cut for consideration as a form of 5GW.

Lind is on target though, in his discussion of alienation as a psychological factor motivating both 4GW forces and hostile SEI’s.  Characteristically, Lind favors a sociopolitical-moral explanation:

This is not to say that the lone gunman phenomenon, and its increasing frequency, are wholly unrelated to Fourth Generation war. They have some common origins, I think.

At the core of 4GW lies a crisis of legitimacy of the state. A development that contributes to the state’s crisis of legitimacy is the disintegration of community (Gemeinschaft). Since the beginning of the Industrial Revolution and the rise of the powerful, highly intrusive state, community has increasingly been displaced by society (Gesellschaft), where most relationships between people are merely functional.

That progression has now gone so far that never before in human history have so many people lived isolated lives. I sometimes visualize a conversation between a Modern man and a Medieval man, where the proud Modern says, “You poor man! It must have been terrible living without air conditioning, automobiles, washing machines and hot showers.” The Medieval man replies, “You poor man! It must have been terrible living so alone.”

Isolation and the alienation, anomie and rage that proceed from it fuel both lone gunmen and a broad sense of detachment from the state. Why give loyalty to the state if the society if governs offers nothing but alienation? In turn, alternatives to the state, such as gangs, offer alternatives to isolation as well.

Lind’s analysis here is rooted in a philosophical tradition for which Russell Kirk’s The Conservative Mind provides a concise overview and one that probably does not resonate with everyone reading here. One alternative would involve a clinical psychological perspective but in the end, I agree that profound isolation, alienation and disconnection from a larger social network would likely be a common denominator in destructive SEI’s, much like school shooters and lone wolf terrorists like Ted Kacyznski.

John Robb offered a rebuttal of to Lind at Global Guerillas:

 however I do disagree strongly with Bill’s definition of a superempowered individual. Superempowerment is a much richer and more complex phenomenon than a mere reduction in scale (down to a single attacker). Instead, superempowerment describes the process by which individuals and small groups are using;

  • rapidly improving tools (the doubling rate of Moore’s law applied to technologies accessible to the average individual),
  • connectivity to a global community and its resources (how to use those tools from MIT courseware to Jihadi “how to” sites),
  • and newly accessible forms of economic activity that transcend state control,

to radically improve their productivity in warfare. This is definitely a qualitative change in the conduct of warfare, although it is still early. It will become transformational as the technologies of self-replication begin to reach their full potential.

Insofar as SEI’s could be 5GW warriors, I’m pretty comfortable with John’s exposition on the characteristics of superempowerment ( a separate issue from motivation).  You can’t be “superempowered” without some kind of a platform(s) to leverage, adaptively and creatively, against the very complex system of advanced Western society that is providing you with your tools of destruction and decent grasp of what targets could best maximize your leverage. My comment would be that the scalar effect is greater than it seems – as the actor scale is reducing down toward a single individual even as the potential effect of the actor is scaling upward in orders of magnitude to initiate national, regional or even global system perturbations. This too represents a qualitative change.
