Turning Away From Strategy

It appears that the Pentagon no longer intends to educate the most talented members of the officer corps to think strategically.

I say this because the status of the premier professional military education institutions – the war colleges and NDU – have been devalued, their leadership slots demoted and their educational mission degraded. As a guest columnist for Tom Ricks noted back in June:

….The new uniformed leadership of the Armed Forces, i.e., General Dempsey and his staff, apparently intend to prune NDU back to where it was a few decades ago. There will be some modest resource savings, but since the entire university budget doesn’t amount to the cost of a single joint strike fighter, one has to wonder what is motivating all of what is happening here. In the cuts that have been discussed, Dempsey’s deputy, Marine Lt. Gen. George J. Flynn has wielded the meat axe, often with the aid of micromanaging action officers. No one here in the rank-and-file is sure if the urbane chairman is on board with the details of all of this. (Ironically, both the chairman and J-7 are NDU graduates with advanced degrees.)

This set of changes took place in stages. First, while very few general or flag officer slots were cut in the armed forces, the three-star president of the university slot was downgraded to two, and the school commandants, downgraded from two to one star. No big deal, one might say, but one would be wrong, very wrong. A three star in Washington can go head-to-head with a principal on the joint staff or a senior OSD bureaucrat to protect the university. To compound the problem, the last three star president was retired in the spring and the university was left for a few months under the command of a senior foreign service officer, a former ambassador, a woman of great diplomatic talent and experience with no clout in the Pentagon. The new commandant — a highly regarded Army two-star — will not report until deep into June, when all or most of the cuts have been set in concrete. (Interesting question: can an employee of the State Department legally or even virtually assume command of a DoD organization?)

….A new “charter” was subsequently published by the Chairman. It focused the university on joint professional military education and training, which in itself, is a good thing. Immediately, however, the research and outreach activities of the university, often more focused on national strategy than military affairs, came under intense scrutiny. These outfits had grown way beyond their original charters and had become effective and highly regarded servants of a wider interagency community. Much of their work was not done for the joint staff but for OSD Policy, and some of that in conjunction with civilian think-tanks. The research arm of the university was productive, even if not always useful in a practical way to the joint staff. It also was helpful to the colleges in a much more proximate and direct fashion than other think tanks, like RAND.

….The research, gaming, and publications arms of the university — a major part of the big-think, future concepts and policy business here — will be cut to somewhere between half and a third of their original sizes. To make things worse, many of the specific cuts appear to have been crafted in the Pentagon, and nasty emails have come down from on high, about how the university is bankrupt and going into receivership, which was never the judgment of the military and civilian accrediting officials, who inspect us regularly and have generally given the university high marks.

If it would be impressive if some of our senior generals had been as effective on the battlefield as they are in the bureaucracy.

Uncreative destruction of intellectual seed corn is a bureaucrat’s way of telling everyone to shut up, don’t question and get in line. There’s nothing wrong with having excellence at joint operations as an educational goal for most future brigadiers and major generals but our future theater commanders, combatant commanders, service chiefs and their respective staff officers need something more – they need strategy.  More importantly, the Secretary of Defense, the President, the Congress and the American people need the DoD to have an in-house capacity to generate deeply thought strategic alternatives, question assumptions and red-team any self-aggrandizing options the services or bureaucracy feel like offering up in a crisis.

The motivation here is simple, really. If you put out all the strategic eyes of the Pentagon, then the one-eyed men can be King. Or he can always contract out his strategic thinking to highly paid friends to tell him what he wishes to hear.

Naturally, this will have bad effects downstream in a superpower whose civilian leadership seldom has as good a grasp of geopolitics and the fundamentals of classical strategy as they do of law or the partisan politics of running for office. They will be in need of sound strategic advice from uniformed military leaders and they will be much less likely to get it. Instead, they will have senior officers who are less likely to balk when the President’s back-home fixer turned “adviser” or superstar academic with delusions of grandeur pushes a half-baked plan at an NSC meeting to “do something”. When that happens, the jackasses kicking down this particular barn will have long-since retired and cashed out with consultancies and sinecures on boards of directors.

While a lack of strategic thinking can undermine even a lavishly funded and well-trained military, the reverse is also true; strategic leadership can revive an army that is but a half-dead corpse.

A brief illustration:

 

After WWI the two states that made the most extreme cuts in military power were defeated Germany and the victorious United States. Germany was forced to do so by Versailles, but responded by opting under General von Seeckt to reduce to 100,000 men by making the Reichswehr a qualitatively superior nucleus of a future expanded German Army. Prohibited from having mass, the Germans opted for class with every long-serving recruit being considered officer material and being superbly trained (even to the extent of covert training and weapons testing jointly with the Red Army deep inside the Soviet Union to evade Allied inspections). Von Seeckt also instituted a shadow general staff office that thought deeply about tactical lessons, operations and strategy for the next war. Without the Reichswehr being what it was it is highly dubious that Hitler could have so rapidly expanded the Wehrmacht into a world-class land fighting force in so few years time.

In contrast, the United States radically reduced the size of the regular Army and starved it of weapons, ammunition, gasoline, training and basic supplies. Promotions slowed to a crawl where ancient colonels and elderly majors lingered on active duty and future four and five star generals like Eisenhower, Patton, and Marshall all despaired and contemplated leaving the service. The Army’s – and to extent, America’s – salvation was in the fact that George Marshall persevered as a major and colonel in keeping a little black book of talented, forward thinking, officers and thought deeply and reflectively about building armies, helping enact “the Fort Benning Revolution” in military training. When FDR placed the power in Marshall’s hands as Chief of Staff he knew exactly what to do because he had a well-conceived vision of where the US Army needed to go to meet the national emergency of WWII. He was the American von Seeckt, except that Marshall was an infinite improvement morally, strategically and politically on his German counterpart. We were extremely fortunate to have had him.

Adam Elkus – Confront, Conceal, Leak 

David Sanger’s Confront and Conceal is best used as a Rosetta stone for deciphering DC discourse. Its true utility lies not in its uneven discussion of Barack Obama’s national security decisions, but in the way it reveals both mundane and alarming traits of American foreign policy debate. Sanger’s obsession with a supposed “split” between values and interests, mistaken belief that international security should be conducted according to the Golden Rule, and exposure of sensitive leaks all tell a story about the state of national security debate in 21st century Washington. Although the message is muddied and the narrator unreliable, Confront and Conceal is gripping reading.

Sanger’s self-designated task is to illuminate, through judicious research and both on and off the record interviews, the Obama administration’s struggle to operationalise its new vision of foreign policy. Sanger is at his best when exploring the way high-level officials engage in bureaucratic judo. His Obama is a canny political operator that compensates for relative inexperience with self-awareness and vigor. Even in the face of strategic surprise and bureaucratic infighting, Obama keeps a firm hand on the steering wheel. Sanger aggressively promotes a reading of Obama as driven operator rather than spectator, a portrayal that rings true when compared to other popular accounts of Obama’s foreign policy leadership style…. 

Mark Safranski –Drone invasions and cyber dystopias 

….Of the two, drones have the older history, going back almost a century to the Great War where experiments in auto-piloted planes were financed by the US Navy, but for much of the twentieth century, military applications for drones (or “remotely piloted vehicles”) were sharply limited. The technological capabilities of drones always lagged far behind the advances in manned aircraft and they were extremely vulnerable to modern anti-aircraft systems, or in some cases, small arms fire. While drones had some marginal utility for battlefield surveillance or as decoys, during the Cold War they were never the primary collection tools for sensitive intelligence that the U-2 Blackbird, listening posts and spy satellites were.

Several factors in the twenty-first century have pushed drones to the forefront as a weapon of choice for the Pentagon and the militaries of major powers. First, has been the relative decline of the probability of major interstate war since the collapse of the Soviet Union and the corresponding rise of irregular warfare in the form of insurgency by terrorists, guerrillas and rebellious tribes. Generally, these low-tech combatants reside in poor and remote areas and lack the capacity to detect or defend against drones except by concealment. Secondly, drones offer a tremendous economic advantage and battlefield return on investment (ROI) per enemy killed over advanced fighter aircraft.  A new F-22 costs $150 million to buy and $45,000 an hour just to fly with a pilot whose training costs the USAF $2.6 million; a reusable, propeller-driven Predator only costs slightly over $4 million. About the price of two and half Tomahawk cruise missiles….

A House of Horrors for Autistic Children but Cash for Democratic Pols

This may rank among the most bizarre and appalling education stories I have ever heard in twenty years as a professional educator. And I have heard quite a bit.

You may have caught a blip about the UN Special Rapporteur for Human Rights calling in to question practices at some institution in America and read no further. I didn’t. Unfortunately, it turns out, the UN is right. There’s a taxpayer supported independent school in Massachusetts run by a radical B.F. Skinnerian cult called the Judge Rotenberg Center that makes a practice of giving frequent and intense electric shocks to severely autistic children in order to moderate their disruptive or self-isolating behaviors.

To be clear even under “enhanced interrogation” methods approved by the Bush administration, this could not be done to al Qaida captives.  We would never do it to the most hardened convicts in the Federal prison system. Yet taxpayers are footing the bill to do it to disabled students. Sometimes for hours on end.

Having worked with such students in my classroom, words fail me.

Steve Hynd, the progressive blogger at The Agonist and Newshoggers.com did some digging and discovered The Judge Rotenberg Center has deep and exclusive financial ties to a powerful coterie of Massachusetts Democrats:

Electro-Shock Torture School Donates Exclusively To Mass. Dems 

….I noted at the time that there must be some heavy political juice behind the Judge Rotenberg Center, which declared earnings of over $52 million in 2010, 99% of which came from “Fees and contracts from government agencies”. Now, The Agonist has seen information which shows a pattern of donations by directors and officials to Massachusett state Democrats – and exclusively to Democrats.

To date, the Center has spent over $16 million on legal services according to Senator Brian A. Joyce (D-MA), spending which has been very successful in keeping the school open and operating. Earlier this year the man at the head of the Center, psychologist Matthew Israel, “agreed to step down rather than face trial for his alleged role in destroying tapes showing a night in 2007 when two teenagers wrongfully received electrical shocks based on a prank phone call.” Meanwhile, Mass. Governor Deval Patrick’s administration passed new legislation that stopped the Center practising its voodoo psychology on new admissions – but didn’t stop “aversive therapy” treatments for as many as two thirds of the existing students.

The cash-rich Center certainly hires the best when it comes to protecting its ability to torture autistic children. It’s PR firm is Boston heavyweight Regan Communications Group, where it’s file is handled by Crisis Communications head and former spox for the Boston P.D. Mariellen Burns. Regan Communications was started by George K. Regan, former spokesman to Democratic Boston mayor Kevin White. Their legal firm is Bracewell & Giuliani (yes, that Giuliani) of New York. Their lobbyists are the firm of Malkin & Ross, a company headed by Donald K. Ross, the chair of the board of Directors of Greenpeace USA. In 2010, they were Malkin & Ross’ fifth largest client, paying $112,200 to, among other things, lobby the U.S. Congress to stop a bill that would have outlawed their treatment methods.

It also donates to the local Democratic Party. The Agonist has seen an email alleged to be from the Center to it’s legal and lobbyist firms, dumped on pastebin by the Anonymous collective in March of this year. The email seems to comprise information sent to those firms as part of an exercize in damage control. If it’s the real deal, then the Center’s directors have made personal donations totalling $13,305 to Massacusetts Dem heavy-hitters since 2008. The recipient list is a who’s-who of powerful local Democratic players, and there is not a single Republican on the list.

Deval Patrick, currentGovernor of Massachusetts, who served as an Assistant United States Attorney General under President Bill Clinton.

Timothy Murray, Lieutenant Governor of Massachusetts.

Salvatore F. “Sal” DiMasi, former Speaker of the Massachusetts House of Representatives indicted and found guilty 2011 on 7 of 9 Federal charges, including conspiracy to defraud the federal government, extortion, mail fraud and wire fraud.

Patricia A. Haddad, current Speaker pro Tempore of the Massachusetts House of Representatives.

Robert A. DeLeo, Speaker of the Massachusetts House of Representatives.

James Vallee, Majority Leader of the Massachusetts House of Representatives.

Harriette L. Chandler, current Majority Whip of the Senate and the Vice-Chair of the Joint Committee on Public Health.

Joan M. Menard, Senate Majority Whip 2003-2011, now vice president for work force development, lifelong learning, grant development and external affairs at Bristol Community College.

Steven Tolman, Dem member of Mass. State Senate to 2011, now president of the Massachusetts AFL-CIO.

Would this “school” stay open without this kind of impressive political clout behind them? How do these guys sleep at night? What is happening at The Judge Rotenberg Center seeminglyviolates Federal Law and international law. Where is the FBI?

Steve, who has always put his principles above partisanship, has a FOXnews video about the Judge Rotenberg Center’s “aversive therapy” via electro-shock [warning graphic].  The Center attempted to keep this material under seal but failed.

Massachusetts has the reputation of being the most liberal of liberal Democratic states but her pols are protecting a school whose philosophy makes Benito Mussolini look like a libertarian.

All the President’s NSCs

Mr. Tang nailed it here and I give his post a very strong endorsement as a “must-read”:

Guest Post: Essence of Decision (Part I of III)

“Maximize the President’s optionality.” Spoken in bureaucratese, this is what Thomas Donilon wanted to do as he took over the role of President Barack Obama’s national security adviser. Like most bland things in national security, this phrase is loaded. Graham Allison compares Donilon to Robert F. Kennedy who protected President John F. Kennedy’s options during the Cuban Missile Crisis. It speaks to how the president sees his relationship to the executive branch, his inclinations and limits. It speaks to how the president chooses and trusts his advisers and officers.

For a confident new president who respected national security pragmatists like Jim Jones, Joe Biden, Robert Gates, Hillary Clinton, Leon Panetta, and Dennis Blair, making national security policy should have been straightforward. Obama and, former NATO supreme allied commander and marine commandant, General Jones created an open and orderly national security policy process—layers of interagency committees teeing up options to the National Security Council. Every department and agency would have a chance to say something. This would lead to good policy. But it ran into problems. In the NSC staff, now the “national security staff,” those who had been through the campaign with Obama had their access to the president downgraded. In the Afghanistan surge decision, the Department of the Defense and the military had boxed in the president. The more open the process, the more policy became stuck in the bureaucracy. In crisis decision-making, which takes up an extraordinary amount of bandwidth and which is politically delicate, bureaucracy can’t be allowed. 

The president came to find out this is not what he wanted. As the president gained experience, what he did want shows in the people who survived and thrived in the administration. They understand politics. Donilon, Panetta, Biden, and McDonough have worked on campaigns and understand the imperative of mitigating Obama’s political problems on national security. They’ve not only put in place the national security policy structure, but they control it—the information, the direction. They’ve expanded the president’s space to make careful, deliberate decisions. And to have “no leaks.”

It is interesting that in coming into office, President Obama, a deliberative and elite academic lawyer by education and temperament, set up a formal, Sherman Adams-ish NSC process befitting President Eisenhower and instead gravitated to a looser, more “politicized-personalized” model favored by Presidents Kennedy and (to a lesser extent) Nixon. This evolution suited Mr. Obama’s much grubbier, bareknuckles experience from his early days as a cog in Chicago’s Democratic Daley Machine, where politics is king and the ur-Rules are “Don’t back no losers” and “We don’t want nobody that nobody sent”.

A president always gets the NSC he wants but very seldom the NSC his office deserves. A corollary to this is that a totally dysfunctional NSC is no bar to having foreign policy success. During the Nixon administration, when Henry Kissinger was National Security Adviser, the machiavellian NSC decision process with the various principals was less in need of an orderly manager than a competent psychiatrist ( and this was, at times, seriously considered!); yet the co-dependent partnership between Nixon and Kissinger yielded numerous strokes of brilliance and strategic coup d’oeil in foreign policy.

The statutory requirements of the NSC are skeletal, which permits every POTUS flesh out the system he desires by selection of personnel and the initial executive orders issued to guide the business and interagency work of the NSC.  A president who feels uncomfortable with picking qualified “outsiders” -i.e. academic stars (Kissinger, Brzezinski) will have an NSC that is going to rely heavily upon foreign service officers, military officers and IC personnel “on loan” or after retirement from their perspective departments and agencies.  This will not be an NSC that will be apt to challenge bureaucratic conventional wisdom when preparing option papers,  but at it’s best this kind of NSC can be an honest broker and competent enforcer of presidential decisions because the staff is wise to bureaucratic tricks to stymie or delay administration policy. Eisenhower and Bush I were extremely comfortable with NSCs staffed by “professionals” and demanded very close working relationships with and between principals (SECSTATE, SECDEFENSE etc.).

An NSC dominated by gifted outsiders and political loyalists offers the opportunity for more creative and effective exercise of presidential prerogatives in foreign policy.  The president will have more options and a more critically thorough vetting of policy proposals from State, Defense and the IC.  As a result, because the NSC is trying to be both policy advocate as well as referee, the interagency friction and malicious leaking against bureaucratic rivals is apt to be very high – as was seen during the Nixon, Carter and Reagan administrations ( the last administration saw six NSC advisers in eight years, a factor of instability that added to the friction).

In either case, presidents sometimes attempt to “operationalize” policy that is particularly important to them from the NSC, which is not really designed or budgeted for such tasks. This has had mixed results, historically, with successes like the China Opening, bringing into custody the Achille Lauro highjackers and the operation to kill Osama bin Laden as well as political debacles like Iran-Contra or the secret invasion of Cambodia. The need to work through other bureaucracies makes the NSC doing “end runs” risky and vulnerable to hostile leaks and critical Congressional reaction (particularly if oversight had been circumvented).

To understand a president’s NSC is to comprehend how the administration really works.

Selil’s Cyber Paradigm

Information assurance and security and cyber warfare is muskets in a sharks with lasers world 

….I think that we’re diverging significantly from the old world of cyberspace into a newer set of taxonomical and ontological concepts. Perhaps we’re finally beginning to mature the thinking of the domain. The focus on offense is not yet nearly the focus we need. In my opinion we do focus to much on defense. The problem is we have continued to focus on information security as if that is a form of cyber war. The focus on computer security artificially limits what could be considered valid forms of attack and most obviously has nothing to do with nation state attackers. In reverse the language of war being applied to the management principles of information systems causes inappropriate risk calculations, increases costs outside the requirements, and inhibits innovation and efficiency at significant social costs. 

Basically, information security is a form of management and cyber war is a form of conflict. That they happen in the same domain and have different goals is no different than the gate guards that protect your gated community from bad guys. The Wackenhut security guys carry guns, but their entire mission set is quite different from the rather impressive troops of say Seal Team 6. As a community of interest we continue to conflate these two roles at extreme cost and significant increase in strategic level risk.
