Tanji’s call for Playing a Prediction Market

My CTLab colleague Michael Tanji is calling for participants to play a prediction market built at the old groupintel site.

Sounds good. I did this once before, a few years back with a closed Google Group but my attention wandered when the topics drifted away from my core research interests. I suspect this one will be more to my liking.

Deep Understanding

Michael Tanji points to this report by RAND to explain why the IC isn’t demonstrating any.

Part of the problem, I will hazard is a guess, is legacy security and pesonnel policies. “Deep understanding” of cultural-political variables of foreign societies requires a mix of academic historical, linguistic and social science expertise coupled with extensive “in-country” experience. Ideally, in the same analyst but failing that at least within the same analytical team. Aside from the collector-analyst division which could stand some erasure, many of the most useful sort of moldable, raw, talent – children of native speakers and Americans with extensive experience living overseas – have a difficult time getting through the clearance process.

Then, once these folks are in, cultivation of a strategic perspective – which includes synthesis, intuition and imagination and a long time horizon alongside analysis – have to become a priority over narrow analytical-reductionism and a “presentist” mindset. We have guys who do the latter already, they’re called journalists and the best of them do it very well. The IC should be playing at another level.

Tanji on Orientalism, HUMINT and the IC Bureaucracy

Blogfriend Michael Tanji weighs in on my “Orientalism” post with the bureaucratic facts of life:

Don’t misconstrue what HUMINT is about though. This is not the FBI and the goal is not to turn Bob Smith into the Islamic Donnie Brasco; the goal is to become the guy who meets, befriends, and manages the Donnie Brascos. Regardless, as tough as some say it is to get into the mix, clearly it does not take a degree in rocket science to make the grade; mostly it is about a willingness to put up with life in the third world.

….A day in the life of an analyst, functionally speaking, is not unlike that of many other cube-dwelling, research/writer-oriented jobs in the world. For a collector though it is in many ways unparalleled in both hazards as well as drudgery. The hazards are fairly obvious, since intelligence work is more or less illegal everywhere; drudgery because for every 30-minute meeting one has there are hours if not days of preparation necessary to help avoid the hazards. Use a car? Gotta document why and where to. Spend money? Gotta document why and who to and how much. Everything requires documentation, which is standard procedure for a bureaucracy, but extremely inconvenient if you are running around the hinterlands with a bunch of guys who would get more than a little suspicious if you started asking for receipts after every meal.

….Setting aside the very real psychological and physical issues involved in such a strategy, consider the equally real bureaucratic issues. This person(s) have to be recruited (creates a file); hired (admin shuffle and more papers to the file); trained far away from N. VA (more expense, admin and paper); and paid (more admin and paper). Now he’s an employee, he’s got all sorts of fun stuff like equal opportunity and ethnic sensitivity training to take, performance evaluations, etc., etc. The system isn’t designed for people or missions like this, so it’s either develop a series of waivers (more admin and paper) or do things off the books (dangerous and, depending on your point of view, more stuff-of-movies).

(In case you were wondering, the references to ‘admin and paper’ allude to both the level of effort involved, the fact that more and more people would know what was going on, and the fact that such a situation invites leaks.)

BRIEF MUSINGS

I’m preparing to leave town on another trip and find myself overstretched in terms of time but I have to note that Kent’s Imperative had some intriguing posts up ( hat tip to Michael Tanji) , about which I’d like to offer a few comments:

Life at Google from an outside perspective

Aside from seeing how uber-techies live and making me nostalgic about past years of reading defector-dissident Soviet bloc lit, I’d like to highlight this passage regarding a KI suggestion to the IC for personnel reform:

“A chance for line level workers to do the kind of intel they want to do (versus the latest crisis they have been thrown into), at least part of the time? Or to contribute to the literature of intelligence? (Modeled along Google’s 20% time.)”

My unqualified guess is that this would increase the productivity and prescience of the IC by roughly the same proportion that expanding private farming helped the Chinese economy under Deng Xiaoping. People typically generate their most valuable insights about those subjects which they are both curious as well as passionate – i.e. earlier in the learning curve than the status of graybeard authority ( once you think you know everything, you tend to stop learning).

The bar to doing this is not a manpower shortage but a middle-management fear of subordinate autonomy. Forcing a talented subordinate to do irrelevant busywork confirms a manager’s authority and power. Autonomous subordinates who do self-directed productive work tend to confirm the irrelevance of middle-management. Few managers have the psychological wherewithal to be adept facilitators, mentors or coaches of gifted employees as an efficient “management” outlook is an inimical perspective to generating creativity and sustaining ” unproductive” exploration.

Regional versus functional issue accounts

From a historian’s perspective, a cool post ( perhaps less interesting to others). Some historiography, lots of methodology. Money quote/conclusion:

As for our opinions on the great divide between the two kinds of houses, we find ourselves veterans of uniquely transnational issues, having been subject to every manner of surge and task force and working group and crisis cell, in the most unusual of niches. We prefer to see small, aggressive, ad-hoc structures comprised of both analysts and operators from a wide range of issues and regional desks with interests and equities in the same target which overlaps their accounts. Only then, by throwing everything against the wall in a structure short lived enough to avoid its own bureaucracy, and disconnected enough to be (at least partially) immune from the day to day politics within a given agency or office, have we found the kind of answers we sought regarding the great questions of process.

We strongly believe such radically unstable and short lived environments are most effective because they are the very manifestation of Schumpeter’s process of creative destruction. It is certainly no way to create a sinecure, nor even to build a long term career path – but it is the best way we have found to generate new and innovative approaches and answers to hard target problems, and to the problems others have not yet begun to identify let alone address.”

Hear, Hear! Very strong agreement in a John Arqilla-esque vein.

It will happen but not until after several more disasters force that kind of transformation or an unusually bold and subtle visionary implements it on the quiet. There is far too much bureaucratic inertia because the vested interests prefer paralysis in which they hold the reins to successful action where they become recognized for the marginalized support staff they really are.

The interview is excellent. Tanji gets beyond the usual superficial questions into the meat of Robb’s analytical worldview. A sample:

TANJI: In The Long Tale of Warfare Emerges you take an Occam’s razor through the fundamentals about the size and capability of the insurgency. We can kill with precision and to any scale, but apparently cannot get the basic math right. Is dogma driving us to perform data-free analysis or are we just not preparing our strategists and planners to address complex or asymmetric problems?

ROBB: The problem may be whether or not we operate on best case data or worst case. If you always select the best case data in order to bolster the moral cohesion at home, then you are really lying to yourself — essentially, breathing your own exhaust. Another reason may be that that our intelligence system can’t handle the level of complexity involved within a closed environment (locked down by artificial barriers of secrecy). It’s not tapping into the vast pools of talent outside the organization effectively.

TANJI: Let me ask you a question that I get asked a lot: Why no major attack in the US since 9/11? Is it a question of difficulty in setting off systemic cascading failures? If major attacks suffer from diminishing returns and small attacks ratchet up the “tax” on targeted cities, why haven’t we seen IEDs on Wall St. or Main St.?

ROBB: Here are a couple of reasons. First is the diminishing returns of symbolic terrorism A big attack like 9/11 is hard to top. Anything less would hurt the al Qaeda brand and fail to return fear to anything near the levels of 9/11. Second, al Qaeda was severely damaged when we invaded Afghanistan. Those resources it had left were spent on staying alive and helping launch the operation in Iraq. Remember, a major reason for 9/11 was to get the US into a guerrilla war in Asia and repeat the experience of Russia’s Afghanistan. In terms of systems disruptions, this method has only recently emerged from the experience in Iraq. Not everyone gets it yet, but the insight is spreading quickly in an organic fashion. You could conclude that the attack on Abqaiq and the Golden Mosque were examples of systems disruption (the latter being social systems disruption) that al Qaeda didn’t have to project power to the US to accomplish. “

I found the section in BNW on Urban Takedowns problematic as well. I liked Robb’s concept of a ” terrorism tax” on targeted cities because that jives with a systematic understanding of applying market forces to societal analysis. I think, on the margin for certain important, narrow, questions, this idea works very well.

OTOH, historically, all cities were essentially death traps that could only be sustained by a daily influx of migrants ( usually peasants fleeing rural poverty) that exceeded those dying from disease, violence, fire and malnutrition at a rate that vastly exceeded the toll taken by today’s terrorism. Only in advanced states, with the creation of modern sanitation and water systems, public health, police and fire services has this dynamic changed for the better. Many cities in the Gap and a few in the New Core are still in this ” feral” state. The point being that as a complex social and economic networks, cities may have greater resilience than we realize, which makes estimating terror effects problematic.
