Building upon the “Renaissance Networks” Meme

This is what I like best about the blogosphere and Web 2.0. The evolution of ideas.

Recently, Galrahn at Information Dissemination had an excellent post where he coined the term “Renaissance Networks” (he should trademark that one) where he argued, in part:

We think the concept of “Renaissance men” is evolving into “Renaissance networks”, they range from the generalists (like Matt and David), the interested citizens (you, being a politically active, informed citizen, in the case of this blog interested in military and specifically maritime strategy), and the larger network that extends to the specialists whom takes various forms like media and research, and who ultimately disseminate through various mediums including periodicals like Proceedings or even a Research organization like CSBA.

The point is, when one observes the evolution of social media networks, not only do we see a Think Tank 2.0 replacing the Think Tank in the future, we also see the development of a hierarchy of information dissemination from the generalists to the specialists for discussion, and back up to the generalists for broader information redistribution. This hierarchy is already well developed in politics, information technology, and entertainment, but the emergence of professional and topic centric blogs for the national security debate and foreign policymaking are slow in coming, but those blogs are emerging. It will take time for consensus to build among the “punditsphere” regarding who the professionals are, but we are already seeing movement on that as well.

That inspired my CTLab colleague Drew Conway to post up with “Points of Failure in the “Renaisance Network” :

Knol fits in ID’s hierarchical model somewhere at the top; however, we must be cautious of the inherent faults of this system. For example, Knol uses a ranking system of five stars to give the audience an idea of a piece’s quality. Like other social media outlets (del.icio.us and digg.com), the rankings can be skewed by intentional manipulation (paid services to increased the number of bookmarks or ratings), or online mob behavior to push flavor-of-the-week pieces to the front page. More troubling, though, is the digital tunnel vision that social media construct. Cass Sunstein has been the loudest voice on this issue for several years, and in his Republic.com 2.0 he points out

…people should be exposed to materials that they would not have chosen in advance. Unplanned, unanticipated encounters are central to democracy itself. Such encounters often involve topics and points of view that people have not sought out and perhaps find quite irritating.

It is one thing to allow social media to find the “hottest” site at any given moment, but it is a different thing entirely to allow that same system to determine authoritative works.

In turn, fellow SWC member Dr. Marc Tyrell picked up the meme and ran with it with “Renaissance networks”: social media and reciprocity systems. This is a heavily linked post but here is one part:

In most of my work, I’ve argued in one way or another, that this “shift” to a network society is not “new” by any stretch of the imagination. It is, in fact, a shifting to a form of social relations that was dominant throughout our species history, probably as early as Australopithicines (if not earlier), and not replaced by another form until circa 10-12,000 years ago with the Agricultural Revoltion (aka the Neolithic Revolution). I find it exceedingly unlikely that any species would evolve for several millions of years without developing specialized neural circuitry to handle the problems and opportunities inherent in their social environment (along with mechanisms to detect cheaters). As Cosmides and Tooby have noted, “Our modern skulls house a stone age mind”.

Inherent in much of the discussion over this “shift” is a concept of linear time that I find exceedingly frustrating. The implication is that this shift is either an evolution (or revolution… take your pick) that is following along some pre-determined teleological vector. What is lost in the discussion, mainly because the linearity of time is assumed, is the recognition that this is not a “radical” change but, rather, a “phase change” – a shift between different forms of social relations, all of which are inherent in the human species (see Alan Fiske’s Structures of Social Life).

“Phase transition” is a nice analogy from physics, which my longtime friend Dr. Von has applied to discussions of “emergence” and network theory in the past. I agree that it is a useful way of shorthanding complex but apparently seamless changes in human social network behavior, where “tipping points” mark significant alterations, that we cannot explain as a sequential process.

In any event, cyclical conceptions of society and time have a long pedigree. Polybius argued for cyclicality in governance as did Confucianist assumptions regarding virtue and the mandate of Heaven or salvation concepts inherent in Hinduism and Buddhism. What social network phase transitions may be creating may be less cyclical in nature though than asynchronous; permitting divergence, co-evolutionary development and fusion of behavioral trend lines.

 

Nerds of Jihad and the Virtual Worlds Evolution

Tim Stevens of Ubiwar had a very intriguing post Thoughts on Countering Online Radicalisation that deals with Islamist “cyberterrorism”  but also the evolution and state of online life and the challenges these pose to CI, CT and law enforcement . You should go read it in full because I am going to comment upon particular snippets:

Terrorists know their actions are reported instantaneously through a multitude of television channels, radio stations, websites, blogs and newsgroups. If the effectiveness of a violent act relies on being able to broadcast it as swiftly as possible to as many people as possible, then the contemporary global communications environment is as near perfect a tool as has yet been invented.

The media environment is at saturation point for “early adapter” elite Westerners by the saturation is fractured. A good visual analogy of the total media picture would be the social media “ripple effect” diagram by David Armano  – including all forms of media would greatly increase the complexity by orders of magnitude but the logic of the effect would remain the same ( the memetic velocity of each form of media differs but they all interact nonetheless). The message of Islamist terrorism like any other meme in a highly competitive, complex adaptive media system must follow the rules of an attention economy or languish to little effect. There must be psychological “hooks” in the message and content, delivery and the multiplicity of audiences must be considered strategically.

Reams of newsprint, untold hours of televisual hyperbole and a thousand academic articles have been expended on this subject, but it remains of critical importance. How do we adjust our Western liberal mores to account for the fact that every violent sub- or non-state actor knows the internet is a tool and, like ‘us’, knows how to use it? The time has long passed when we should be surprised by this, although articles crop up regularly in provincial newspapers and magazines, and occasionally in national dailies, somehow expressing surprise that terrorists use the internet for their own ends, and that something-must-be-done. We wrestle with the First Amendment, the spectre of censorship looms, militaries worry about operational security, and politicians tack with the prevailing wind, dispensing legislation and initiatives like sticking plasters in a bucket of razor blades.

But what is the fuss all about? Do commentators on the subject actually know what happens on the internet? The videos of IEDs in Iraq, or of Juba the Baghdad Sniper, or viral 9/11 videos, might just be the thin end of the wedge. Terrorists and insurgents leverage the tools of new media to broadcast violent propaganda, but why? What lies beneath?

The substrate below the spectacular image factory is a world that most readers of this blog well recognise. Websites, blogs, chatrooms, social networking sites, discussion fora, mailing lists, internet relay chat, massively multiplayer online role-playing games, virtual worlds, email, instant messaging, video sharing, file sharing, torrenting, and a host of other spaces where people – fundamentally – interact.

At this point here it would be profitable for non-geeks and enjoyable for the geeks to detour to Metaverse Roadmap Overview to get a better look at the part of the iceberg of the future that will be beneath the surface of the water. The cognitive power of games should not be underestimated as a learning modality or community-building tool. Virtuality tools drastically lower the transaction costs and risk for experimenting with challenging the social contract and these tools are in the hands of far more more socially alienated people than ever before, not merely unemployed, hiphop listening, Islamist wannabes in Marseilles unhappy with French public housing. The next generation of Ted Kacyznskis might be a superempowered scale free network like “Anonymous“.

Comprehension is critical. All movements congregate around a message, a coherent narrative understood by all, a rallying cry. Extremist propaganda serves this function, and discriminates amongst different audiences. In the court of international public opinion it aims to create either fear or a broad sense of sympathy. When aimed at the enemy, whether military or civilian, the intention is to create fear and uncertainty, and to undermine morale. Different emphases can be placed on the message distributed to extant supporters of an extremist organisation – corroboration, encouragement, reinforcement, righteousness. The fourth audience is the population in whose interest extremists claim to act. Propaganda mobilises public support, constructs bottom-up legitimacy, and affirms credibility through action. Within this population lies the most important group of all: the next generation of extremists.

What would John Boyd have said here ?

“Shape or influence events so that we not only amplify our spirit and strength (while isolating our adversaries and undermining their resolve and drive) but also influence the uncommitted or potential adversaries so that they are drawn toward our philosophy and are empathetic toward our success. – Patterns of Conflict

I would also add that the potential radical online is also drawn in by the same psychological process that occurs with cults – acceptance, affirmation of identity, certainty, an emotive connection that is continually reinforced and provides a neurophysical stimulus. A good book to pick up here would be Eric Hoffer’s classic The True Believer: Thoughts on the Nature of Mass Movements (Perennial Classics). The mad gleam in the eye of the ranting Islamist has been seen before in SS diehards, Maoist Red Guards, anarchists of the 19th century People’s Will and innumerable others.

Extremism itself is not the problem and nor is radical thinking, but violence against innocent individuals – becoming ‘kinetic’ in military parlance – is not acceptable in modern liberal society. Although its role is sometimes overstated online radicalisation is very real. It cannot be viewed in isolation from the societies in which it occurs but there are targeted approaches available to mitigate its worst excesses. Testimonies of violent extremists of every ilk highlight the role of the internet in radicalisation, either of themselves or of others, and we are obliged to pay attention.

Prior to the 1960’s, liberal societies and liberals themselves did not have problems accepting the fact that the open society had blood enemies and treating them as such. Liberals volunteered to go to Spain to fight fascism and were enthusiastic advocates for the crusade to destroy Nazism in WWII. Social Democrats and trade unionists fought to kick Stalinists out of unions and democratic-Left organizations and so on.  They had a moral center and argued for a “vital center” against extremism, at home or abroad.

Unfortunately, ever since the Vietnam War, liberals have been unable to effectively answer the anti-Western, anti-democratic, illiberal critique posed by New Left radicals, deconstructionists, multiculturalists, gender feminists and various forms of au courant intellectual nihilism. Instead, the democratic Left have accepted the undemocratic extremists as political allies in good standing against the Right, are loath to criticize them and implicitly accepted the moral legitimacy of their crypto-Marxist jeremiad, if not their policy recommendations or often inane political advice. While a general cultural trend, this effect is most acute in the baby boom generation, particularly the ’68’ers and New Right oponents who are at their zenith of systemic responsibility as managing editors, CEO’s, political leaders, intellectuals and bureaucrats.

 A generation still torn by the cultural civil war of their youth make ineffective defenders of a civilization. “The Long War” will be long in part because our leadership is badly divided and on occasion, blind and grossly incompetent.

When 4GW Forces Weigh Becoming a State

Interview with Umarov, North Caucasus Amir

More interesting is Kavkaz Center’s newly-released interview with Dokka Umarov, the amir of the North Caucasus Emirate that he declared at the end of 2007. Here’s what stands out:

  • The decision to declare an emirate was not taken lightly and occurred after much debate.
  • Umarov acknowledges that he has taken a lot of heat from fellow travelers for aligning himself ideologically with al-Qaeda and declaring war on the world.
  • The mujahids do control some territory, but their control is not absolute. Therefore, he does not want his supporters rushing to form a state.

The two translations, Arabic and English, diverge over what sort of state Umarov is talking about. In Arabic, he says he doesn’t want his supporters rushing to form an “actual state” (dawla fi`liyya). In English, he says he doesn’t want them rushing to form a “virtual state.” The difference is significant and if anyone can download the video and make out the right translation, I’d appreciate it

Almost two years ago, William Lind, musing on the prospects of the much more militarily and politically formidible HAMAS terrorist group, pointed to the question for 4GW entities “To Be or Not to Be a State”:

Normally, that captured Israeli would be a Hamas asset. But now that Hamas is a state, it has discovered Cpl. Gilad Shalit is a major liability. Israel is refusing all deals for his return. If Hamas returns him without a deal, it will be humiliated. If it continues to hold him, Israel will up the military pressure; it is already destroying PA targets such as government offices and arresting PA cabinet members. If it kills him, the Israeli public will back whatever revenge strikes the Israeli military wants. Hamas is now far more targetable than it was as a non-state entity, but is no better able to defend itself or Palestine than it was as a Fourth Generation force. 4GW forces are generally unable to defend territory or fixed targets against state armed forces, but they have no reason to do so. Now, as a quasi-state, Hamas must do so or appear to be defeated.

….Hamas faces what may be a defining moment, not only for itself but for Fourth Generation entities elsewhere. Does it want the trappings of a state so much that it will render itself targetable as a state, or can it see through the glitter of being “cabinet ministers” and the like and go instead for substance by retaining non-state status? To be or not to be a state, that is the question – for Hamas and soon enough for other 4GW entities as well.

Statehood appears to be a risky tipping point for an irregular movement to cross.  A strong insurgency only makes for a vulnerable state and a targetable, semi-disciplined, conventional force unless the new state can devote years and resources to consolidating it’s fragile position. For that reason, in the era of State vs. State warfare, guerilla armies were careful to create separate civilian political wings or, better yet, “governments-in-exile” that could safely operate in some remote capitol, playing the diplomatic game of winning legitimacy under the protection of a foreign power. This is not an option for 4GW movements because being an overt pawn of foreign powers conflicts with the ability of the 4GW entity to compete on the moral level of warfare with the regime.

What about “virtual statehood” ?

This is easier to manage, being mostly free of the responsibilities of governance of fixed territory. A virtuual state is still targetable, being composed of social and economic networks but it is a highly elusive target, very adaptive, quickly evolving and with a propensity toward symbiotic behavior, grafting itself onto a host nation-state, willing or unwilling, such as Pakistan in the case of al Qaida ( and before Pakistan, Afghanistan. And prior to that, Sudan).

Wielding sophisticated information networks, the virtual state can cultivate primary loyalties anywhere on Earth that is within range of an ISP or area of mobile phone reception.

Spread of 5GW Terminology

My friend Bruce Kesler sent me a link to an article in David Horowitz’s Frontpagemag.com by Dr. Rachel Ehrenfeld  and Alyssa Lappen from the American Center for Democracy , Frontpagemag is a conservative site which mostly concentrates on purely political and cultural battles with the Far Left, that had a very interesting title:

The Fifth Generation Warfare

The article is actually an excerpt from an academic study prepared by the U.S. Naval War College, Armed Groups: Studies in National Security, Counterterrorism, and Counterinsurgency and the section used is focused on financing of Islamist terrorism and related activities. For example:

FINANCIAL JIHAD

Funding the jihad, i.e., financial jihad, or Al Jihad bi-al-Mal, is mandated by many verses in the Qur’an, such as chapter 61, verses 10.11: “you . . . should strive for the cause of Allah with your wealth and your lives,” and chapter 49, verse 15: “The [true] believers are only those who . . . strive with their wealth and their lives for the cause of Allah.” This has been reiterated throughout Islamic history and in recent times. “Financial Jihad [is] . . . more important . . . than self-sacrificing,” according to Saudi and Muslim Brotherhood (MB) spiritual leader Hamud bin Uqla al-Shuaibi.6

Qatar-based Muslim Brotherhood spiritual leader Yusuf al-Qaradawi, one of the most prominent Sunni scholars in the world today, reiterated the legal justification for “financial jihad [Al-Jihad bi-al-Mal]” in a lecture he gave on 4 May 2002 in the United Arab Emirates (UAE). According to him, “collecting money for the mujahideen (jihad fighters . . . ) was not a donation or a gift but a duty necessitated by the sacrifices they made for the Muslim nation.” 7

This is more or less in the vein of “Unrestricted Warfare” on the Chinese model but readers can read for themselves. What I find interesting is that the 4GW/5GW ideas and terminology that have been kicked around this corner of the blogosphere for the last four or five years are creeping in to mainstream use across the political spectrum as academics, journalists and politicos try to get a handle on the evolution of irregular warfare.

UPDATE:

A site called “Arabic Media Shack” emailed me today and pointed to this post by one of their bloggers “Grandmasta Splash” on perceptions of what is and what is not considered moderately conservative vs. extremist within the Muslim world. Later on, in an unrelated conversation, a source of great street cred gave Arabic Media Shack an unprompted personal endorsement. So, here they are.

Beyond COIN: A Potential Answer to “Granular” 4GW Scenarios ?

A fourth generation war near you

…..An alternative is that what we’re going to face might better be described as a fourth generation, non-trinitarian conflict and not classical insurgency because it doesn’t appear that the goals of the groups employing terrorism and guerrilla warfare tactics involve replacing the government of either Mexico or the United States (see Bill Lind’s latest, below, for a discussion of this point).

So it is armed conflict, and if it isn’t insurgency, is it war? This is an important question because, as the current president claims and as the candidate from his party agrees, in war, a president has extraordinary powers.

While such powers have proven useful when the country faces the military forces of another country, they also allow the president to undertake activities that would be counterproductive if used against a guerrilla-type opponent, where the outcome depends primarily on moral elements – that is, on our ability to attract allies, maintain our own determination, and dry up the guerrillas’ bases of support.

The post elicited the following comment from Global Guerilla theorist, John Robb:

You are exactly right Chet, will this counter-insurgency stuff work against an open source enemy with billion dollar funding?

The narco-cartel killers, especially the Zetas, resemble the tiny, highly professional, 1GW armies of the 17th and 18th centuries. Very few in number relative to the population as a whole that they generally ignore ( or run roughshod over) while they engage the other, numerically small, professionals ( Mexican police and Army). Perhaps the appropriate strategic counter is analgous to the French Revolution’s response to invasion by monarchical 1GW armies – a levee en masse in the form of an ideologically turbocharged popular militia. This was one of the ideas being toyed with in the 1920’s by the German officers of the Reichswehr under von Seeckt, that had it’s last, twisted, gasp as Ernst Rohm’s vision of a 4 million man SA National Militia, a possibility extinguished in the Night of the Long Knives. Even the stealthy Zetas would have trouble operating in a city where the police and Army were backed by, say, 40,000 armed militiamen who were part of a national network. A loyalist paramilitary on steroids.

However, any such hypothetical popular militia will have to come from a social movement as the Mexican state no longer commands enough political legitimacy to recruit such a force to it’s side – even if it had the courage to grasp that kind of wolf by the ears.
