Gray on Strategic Theory and COIN

Concept Failure? COIN, Counterinsurgency, and Strategic Theory 

….Argument

If this debate about COIN is to be reset along more productive lines than those typically pursued in the often heated and bad-tempered exchanges of recent times, it is necessary to place some reliance on the conceptual tools that strategic theory provides. Unsurprisingly, in its several forms that theory yields what Clausewitz specified: it sorts out what needs sorting. There is much that should be debated about COIN, but the controversy is not helpful for national security if the structure and functioning of the subject matter, suitably defined, are not grasped and gripped with intellectual discipline. To that end, what follows is a nine-part argument intended to make more sense of the not-so-great COIN debate triggered by the unmistakable evidence of confusion, frustration, and either failure or unsatisfactorily fragile success in Iraq and Afghanistan. This is neither policy nor strategy advocacy, but generically it is advocacy of policy (and its politics) and strategy, properly employed.

Formal education in strategy is not an adequate substitute for experience or talent and aptitude, but it should help.COIN debate would benefit if the debaters took a refresher course in the basics of strategy. Many fallacies and inadequate arguments about COIN in Afghanistan, for instance, are avoidable if their proponents were willing to seek and were able to receive help from theory. Harold Winton offers useful guidance when he identifies five functions for competent theory: such theory “defines, categorizes, explains, connects, and anticipates.”10 About what does theory perform those functions? The answer, which for strategy is the equivalent of E = mc2, is ends, ways, means, and (with caveats) assumptions. If a strategist’s narrative performs well on this formula, he has indeed cracked the code that enables—though it cannot guarantee—strategic success. The strategist needs to understand his subject, which is not COIN or counterterrorism; it is strategy for his particular challenge in COIN or counterterrorism. It is hard to find compensation for a lack of case-specific local knowledge, but it is even harder, and can be impossible, to compensate for weakness in understanding of strategy.

There is a classical canon of authors worth reading for their contributions, both intended and not, to the general theory of strategy. This theorist has reshaped and assembled the theory in the form of dicta (formal statements that are not quite principles and definitely not laws).11 Rather than test readers’ patience with a recital of my dicta, here I capture much of their meanings and implications by offering a list of “strategists’ questions,” some of which, with some amendments, I have borrowed with gratitude from the late Philip Crowl, followed by my own redrafting of the now long-traditional “Principles of War” as a set of Principles of War that I believe more suitably serves the declared purpose. First, the following are the strategists’ questions:

  • What is it all about? What are the political stakes, and how much do they matter to us?
  • So what? What will be the strategic effect of the sundry characters of behavior that we choose to conduct?
  • Is the strategy selected tailored well enough to meet our political objectives?
  • What are the probable limits of our (military) power as a basket of complementary agencies to influence and endeavor to control the enemy’s will?
  • How could the enemy strive to thwart us?
  • What are our alternative courses of action/inaction? What are their prospective costs 
    and benefits?
  • How robust is our home front?
  • Does the strategy we prefer today draw prudently and honestly upon the strategic education that history can provide?
  • What have we overlooked? 

Ok, so far but take a look at this claim:

….It is not sensible to categorize wars according to the believed predominant combat style of one of the belligerents.Guerrilla-style warfare is potentially universal and, on the historical evidence, for excellent reasons has been a favored military method of the weaker combatant eternally. There are no such historical phenomena as guerrilla wars. Rather, therehave been countless wars wherein guerrilla tactics have been employed, sometimes by both sides. To define a war according to a tactical style is about as foolish as definition according to weaponry. For example, it is not conducive of understanding to conceive of tank warfare when the subject of interest is warfare with tanks and so forth, typically, if not quite always, in the context of combined arms. It is important conceptually not to allow the muscle to dominate the brain. 

So there is no qualitative difference between a nuclear war (WWIII) and a war in which some nuclear weapons were used (WWII)? What?

No. Gray is correct that many  wars partake of a blend of tactical fighting styles or that most wars are better defined (or at least should be in terms of causation) by their political character. That said, a specific fighting style sometimes is a definitive descriptive characteristic of a war, particularly if a dominant tactical style explains one side’s consistent comparative advantage (ex. the Macedonian phalanx vs. the Persians) in battle and some of the resultant choices which were forced upon the adversary.

The Russians are Not Coming….Nor are they Going Away

Now that Vladimir Putin has resumed the Presidency of Russia, it merits looking at the defense discussion that appeared under his name in Rossiiskaya Gazeta. Virtually everyone agrees that the condition of the Russian Army is parlous and that Putin’s program of difficult military reform to transform the Russian military from a conscripted army to a modernized professional force has not borne fruit. Therefore it is interesting to look at how Putin’s regime articulates it’s defense challenges with a mixture of bravado and brutal strategic realism we would never hear from an American politician.

Excerpts of the article are in bold while my commentary is in normal text.

 Being Strong 

…..The world is changing, and the transformations underway could hide various risks, often unpredictable risks. In a world of economic and other upheaval, there is always the temptation to resolve one’s problems at another’s expense, through pressure and force. It is no surprise that some are calling for resources of global significance to be freed from the exclusive sovereignty of a single nation, and that this issue will soon be raised as a “matter-of-course.”

There will be no possibility of this, even a hypothetical one, with respect to Russia. In other words, we should not tempt anyone by allowing ourselves to be weak. 

While some of this is boilerplate, it does demonstrate Putin’s astute view of Western elite noises about “global governance” as an effort to erode historic Westphalian legal norms of sovereignty for a self-aggrandizing reasons.

I am including paragraphs here from different parts of the paper where President Putin deals with nuclear weapons, though the first one continues from where the last excerpt left off.:

It is for this reason that we will under no circumstances surrender our strategic deterrent capability, and indeed, will in fact strengthen it. It was this strength that enabled us to maintain our national sovereignty during the extremely difficult 1990s, when, lets’ be frank, we did not have anything else to argue with.

….I remember in 2002 when the Chief of the General Staff proposed liquidating a base for strategic ballistic missile submarines on the Kamchatka Peninsula. Understandably, this proposal was motivated by dire circumstances. This would have deprived Russia of its naval presence in the Pacific Ocean. I decided against this. Due to the lack of the required budgetary funding, we had to ask private companies for help. I would like to thank them for that. Both Surgutneftegaz and TNK stepped up to provide the required funding for the base’s initial reconstruction. Budgetary allocations were later disbursed. Today, we have a modern base in Vilyuchinsk where next-generation Borei class submarines will soon be deployed.

….We have greatly increased the capabilities of our early missile warning system. Tracking stations have been launched in the Leningrad and Kaliningrad Regions and in Armavir, and a similar facility is undergoing tests in Irkutsk. All aerospace defence brigades have been equipped with the Universal-1S automation systems, and the Glonass satellite group has been deployed.

The land, sea and air components of our Strategic Nuclear Forces are reliable and sufficient. The proportion of modern land-based missile systems has grown from 13% to 25% over the past four years. The rearmament of 10 missile regiments with the Topol-M and Yars strategic missile systems will be continued.  Long-range aviation will maintain the fleet of strategic Tu-160 and Tu-95MS bombers; work is underway to modernise them. They will be equipped with a new long-range cruise missile system. Russia’s strategic aviation resumed combat patrols in their zone of responsibility in 2007. A new aircraft is being designed for strategic long-range aviation.

New-generation Borei class strategic submarines are being put on combat duty. These include the Yury Dolgoruky and Alexander Nevsky which are undergoing state trials.

….In the coming decade, Russian armed forces will be provided with over 400 modern land and sea-based inter-continental ballistic missiles, 8 strategic ballistic missile submarines…. 

This does not sound  like Putin puts much stock in his predecessor’s endorsement of Global Zero or President Obama’s goal of eliminating nuclear weapons. Or that a drastic unilateral American cut in nuclear weapons proposed by Global Zero to “break the triad” contemplated by the Obama administration would be reciprocated by Russia. Or any other nuclear power state.

Given that Pakistan, India, North Korea, Israel and China are reportedly increasing and improving their nuclear arsenals, it begs the question of whether the Obama or the Putin administrations have the most realistic view about nuclear weapons and their currency in international relations. Or what the Obama administration would use as bargaining chips to negotiate reductions in foreign nuclear arsenals after making gratuitously slashing unilateral cuts. And if the paper was not clear enough, Putin was more blunt about the strategic situation two days ago:

“With regard to further steps in the sphere of nuclear weapons, these further steps should be of a complex character, and this time all the nuclear powers should be involved in this process. We cannot disarm indefinitely while some other nuclear powers are building up their arsenal. It is out of the question!” 

On the subject of Russia’s land forces:

….There are no undermanned units in the Russian armed forces any more. The Army has over 100 combined and special brigades. These are full-scale military units with the requisite personnel and equipment. Their alert reaction time is one hour and they can be deployed to a potential theatre of war within 24 hours.

In the past, it took up to five days to prepare for combat readiness. The deployment and equipment of all the armed forces to wartime conditions could take nearly a year, even though most armed conflicts now last from a few hours to several days.

Why have we chosen the brigade as the main tactical unit? First of all, we have relied on our own experience in the Afghan and other wars, where mobile combat and assault groups reinforced with air and other support units have proved  more efficient than regiments and divisions.

The new brigades are smaller than divisions in the number of personnel but have a bigger strike capability, better firepower and support, including artillery, air defence, reconnaissance, communications, and so on. Brigades can operate both autonomously and jointly with other units. I admit that the quality is not perfect in all instances. We need to achieve the required standards in the near future. 

A Russian Army brigade numbers slightly over 4000 soldiers (vs. 3000-5000 in American and NATO militaries) and moving to a brigade structure is intended to make the Russian Army more versatile, flexible, deployable and mobile. The US essentially did the same thing with the “modularity” reforms for a brigade team force structure. However, I find it dubious that the Russian version is anything other than an aspirational work in progress or that Russia today could muster a force remotely approaching 100 combat brigades on short notice or keep them in the field for more than thirty days.

The old Soviet Red Army in the 80’s at the peak of it’s power was a military long on officers and critically deficient in NCOs  and the 90’s cratered the main force quality of what remained of the Soviet armies. Russia will not have a deployable fighting army for anything other than brief Georgia type raids and SPETSNAZ operations until it builds a proportionate NCO corps and modernized logistical support system.

On future war and it’s strategic context:

….The probability of a global war between nuclear powers is not high, because that would mean the end of civilisation. As long as the “powder” of our strategic nuclear forces created by the tremendous efforts of our fathers and grandfathers remains dry, nobody will dare launch a large-scale aggression against us.

However, it should be borne in mind that technological progress in many varied areas, from new models of weaponry and military hardware to information and communications technology, has dramatically changed the nature of armed conflicts. Thus, as high-precision long-range conventional weapons become increasingly common, they will tend to become the means of achieving a decisive victory over an opponent, including in a global conflict.

The military capability of a country in space or information countermeasures, especially in cyberspace, will play a great, if not decisive, role in determining the nature of an armed conflict. In the more distant future, weapons systems based on new principles (beam, geophysical, wave, genetic, psychophysical and other technology) will be developed. All this will, in addition to nuclear weapons, provide entirely new instruments for achieving political and strategic goals. Such hi-tech weapons systems will be comparable in effect to nuclear weapons but will be more “acceptable” in terms of political and military ideology. In this sense, the strategic balance of nuclear forces will play a gradually diminishing role in deterring aggression and chaos.

We see ever new regional and local wars breaking out in the world. We continue to see new areas of instability and deliberately managed chaos. There also are purposeful attempts to provoke such conflicts even within the direct proximity of Russia’s and its allies’ borders.

The basic principles of international law are being degraded and eroded, especially in terms of international security. 

Here we see much of the same keen interest Western military experts have had in RMA/”transformation” but more as new domains in which to fight or weapons to fight with, but Putin’s assumptions about the roots of international conflict remain exceedingly traditional in Clausewitzian and Machiavellian realpolitik senses. There’s no idea here that war’s political nature is being transformed by technological advances or even that breakdowns in order in other nations flow primarily from indigenous social forces  than from strategic conspiracies and manipulations of foreign powers hell-bent on humiliating Russia.

This is a worldview of cynical realism salted with nationalism and a paranoia induced by the lessons of centuries of Russian history. International relations, it follows, hinge primarily on power in all it’s manifestations, a few rules that separate the law of nations from the law of the jungle and that states exert power to accomplish rational strategic objectives. Furthermore, in an echo of Tsarist Russia’s last modernizer, Petr Stolypin, what Putin has put forth as a political program for his domestic audience (sincere or not) is “a great Russia”.

The good news is that President Putin is, unlike his Soviet predecessors, is uninterested in grand ideological crusades that would destabilize the world order and that Russia currently would be incapable of carrying any out. The bad news is that Putin is a shrewd strategic thinker, one who views the US as a long-term adversary of Russia and one who is likely to be highly antagonized and partially misread (and thus miscalculate)  the tactical geopolitics of intervention pursued by America’s R2P moralizers.

From Putin’s perspective, we are currently crusaders rather than deal-cutters grounded in reality. America does not need to appease other power,s but we’d further our own interests faster if we spent a little time looking at the world through the eyes of others

My (ex, late, respected) father-in-law Donald Atwell-Zoll co-wrote the book on Managing Elephants, so I suppose you could say it’s a matter of family interest. In any case, I thought these were pretty neat opening paras from an LA Times article a while back, with a dateline from S Africa:

Some teenagers are raising hell in the untamed bush here, tormenting the wild animals and giving tourists a terrible fright.

Such rowdiness may sound typical for adolescents, except these delinquents are running amok in one of South Africa’s most popular game reserves. They have killed rhinos. They have charged cars of safari-goers. And to make matters worse, they are elephant-sized — well, to be precise, they are elephants.

That’s the problem, here’s what they figured out:

“There appears to be a discipline problem among the young elephant bulls,” said Douw Grobler, veterinarian at Kruger National Park, where many of the elephants at Pilanesberg once lived. “There is a missing link in the elephant population at Pilanesberg. There is a need for the presence of adult elephant bulls. They act as the disciplinarians.”

Okay, got that? Let’s get down to business.

Today my twitterfeed briefly buzzed with speculation that Abu Yahya al-Libi had been targeted and killed in a drone strike. The tweets were pleasantly sprinkled with humor — but when the talk got serious, sometimes enthusiasm got the better of caution.

Daveed Gartenstein-Ross, level-headed as usual, was among those to make it clear that the initial reports — including an anonymous US official confirmation — of al-Libi’s deaths came with no guarantee of accuracy. But he also noted his willingness to rethink his picture of the overall continuing strength of AQ if al-Libi does in fact turn out to have been killed. With, say, confirmation from an official AQ media channel.

Aby Yahya al-Libi is certainly a significant figure in AQ, as Jarret Brachman‘s many posts and Foreign Policy piece on the man attest. His one sentence summary:

If true, a cataclysmic blow to the future of al-Qaida’s General Command.

But it was Leah Farrall who (IMO) got the bigger picture. And in doing so, she was reminded of those young elephants going on the rampage, and the “need for the presence of adult elephant bulls” to calm them down and give them some discipline.

From Leah’s blog entry, Some quick thoughts on reports Abu Yahya al-Libi has been killed, then:

First, I’ll believe it when al Qaeda acknowledges it.

This of course won’t stop the chest beating celebrating his killing.

And if he has in fact been killed, I wonder if those who think this is a victory (and those supporting the strategy of extrajudicial killings more generally) have given ample thought to the fact that he along with others who have been assassinated were actually a moderating force within a far more virulent current that has taken hold in the milieu. And yes, given his teachings I do note a certain irony in this, but sadly, it’s true.

What is coming next is a generation whose ideological positions are more virulent and who owing to the removal of older figures with clout, are less likely to be amenable to restraining their actions. And contrary to popular belief, actions have been restrained. Attacks have thus far been used strategically rather than indiscriminately. Just take a look at AQ’s history and its documents and this is blatantly clear.

Leah continues — I’ve made only a minor cut between paras here —

I’m working on a more detailed, research driven piece on this. But in the meantime, the best way of summing up the consequences of a strategy of killing off leadership instead of using a criminal justice approach lies with what happened in a wildlife sanctuary in South Africa many years ago.

A culling program was implemented to kill off all the older generation elephants owing to overcrowding. Juveniles were spared. However, without the presence of the older elephants they then proceeded to go on rampages, killing other animals and causing such havoc that the rangers thought they’d have to cull them too. Until that is, someone chanced upon the idea of bringing in older elephants from another wildlife park, who ended up bringing the juveniles into line and enforcing discipline, something that had been missing since the cull of the older generation.

Right now you’re probably scoffing at this. Scoff away, because this example has come up time and time again in conversations I’ve had with folks who know this milieu very well because they’ve lived in it. Along with it has been concern expressed for the future, for what will happen when authoritative voices who can restrain the actions of those left and, importantly, those newer folks still seeking to join the cause, no longer exist. When indiscriminate becomes the norm.

So before anyone goes off celebrating another “number” in the death count, it is worthwhile remembering there will be consequences from this short sighted and reactionary path chosen to deal with threat…

It’s not hard to find evidence of that “moderating force within a far more virulent current” that Leah mentions.

From West Point’s Combating Terrorism Center alone, we’ve had the recent Letters from Abbottabad: Bin Ladin Sidelined? with bin Laden expressing displeasure at Faisal Shahzad having broken his citizenship oath in attempting to attack the United States, and warning Yemeni leaders against using Americans who have taken the oath in that way.

Even more recently, in her comments on Fadil Harun’s memoirs, Beware of Imitators: Al-Qa`ida through the Lens of its Confidential Secretary, Nelly Lahoud discusses what she calls “a jus in bello-like framework devised by [AQ’s] Legal Committee”, noting:

The spirit driving Harun’s manuscript is the desire to produce a corrective history of al-Qa`ida distinguishing it from jihadi groups acting in its name. He believed that unlike al-Qa`ida, many jihadi groups have deviated from the true path of jihad. In his opinion they lack a sound ideological worldview and many of their operations, particularly those which involved resorting to “tatarrus” (i.e., the use of non-combatants as human shields), are in breach of what he deems to be “lawful jihad.” He therefore decided “to write about al-Qa`ida… to make clear to everyone the sincerity and uprightness of its path with respect to jihad and other religious, worldly and political issues.”

and further:

it is evident that Harun’s sentiments were not isolated. The internal communication between a number of well-known al-Qa`ida figures [gathered at Abbottabad and recently released to CTC] indicate that they too were alarmed by the conduct of regional jihadi groups and their indiscriminate attacks against civilians. Bin Ladin in particular was distressed by their conduct and, like Harun, was dismayed by their irresponsible understanding of “tatarrus,” which led to the unnecessary deaths of civilians and tainted the reputation of the jihadis.

So there you have it: the older bull elephants don’t like the undisciplined ways of the youngsters…

And what do we do? We cull the ones who are calling for restraint…

How does Leah conclude her analysis? You’ll remember she said, “there will be consequences from this short sighted and reactionary path”? Here are her almost-final words — and whether you agree fully with her analysis or not, they are words to be considered seriously by those rethinking strategy and making policy decisions:

These consequences will not play out in areas where extrajudicial killings take place, but in indiscriminate attacks in capital cities in the west. I wonder then how those who advocate the current policy plan to deal with this and the implications it will pose for the social contract.

Omar Hammami and the rightness of Marisa Urgo

Omar Hammami, also known as Abu Mansoor Al-Amriki, is a young American from Alabama who joined Al-Shabaab in Somalia around 2007. Blogfriend JM Berger of Intelwire recently commented:

Omar Hammami would like you to think he’s the next Anwar Awlaki.

Among the reasons Berger gives: Hammami, like al-Awlaki, seems to like quoting RAND analyses of jihadist thinking. Case in point: in his most recent video, Hammami quotes the RAND report, Beyond al-Qaeda: Part 1, The Global Jihadist Movement MG-429.

I want to take a look at what Hammami chooses to quote, what he has to say about it, and what conclusions we may derive.

Hammami quotes RAND:

Hammami goes directly to the Conclusion: New Approaches to Combating the Global Jihadist Movement, which begins on page 159, and zeroes straight in:

From the analysis in this report, it is clear that ideology is the center of gravity of the global jihadist phenomenon.

Hammami’s primary concern is with this idea, which he specifically couples with the “decapitation” of those who can propagate the ideology — bin Laden and al-Awlaki are his examples here. Having made this point, and spoken briefly about the connection between global and local jihads, he continues with his RAND quotation, again focusing on the centrality of ideology:

The war on terror at its most fundamental level goes to the war of ideas. The goal is to deny extremists the high ground of Islamic politico-religious discourse, which has been adroitly exploited by al-Qaeda to further the appeal of its own radical and absolutist rhetoric.

He goes on to quote:

Although it is inherently difficult for outsiders to attack an ideology, the ideological approach has weaknesses that are susceptible to exploitation.

And again — I’ve skipped some more detail — he quotes:

Some analysts also note that the jihadist movement is sensitive to religious ideology to the point of vulnerability. Combatants are replaceable, but theologically trained sheikhs are not. Decapitation strategies should be expanded from operational leaders to ideologues. These ideologues are often asked to provide sanction for terrorist operations and are therefore a key part of terrorists’ decision making process. Preventing al-Qaeda’s ideological mentors from continuing to provide theological justification for terrorism could expedite the movement’s ideological deterioration.

Okay, those are the parts of the RAND analysis that Hammami wants to emphasize, and to sum up, he’s concerned with the centrality of the AQ “ideology” (RAND’s term) and with the “theologically trained sheikhs” who are its irreplaceable transmitters.

Hammami comments:

Hammami’s own comments deserve some notice, too — he clearly thinks the RAND authors are onto some key points, and his endorsement adds to the credibility of the RAND analysis.

He says:

I believe that these kuffar, despite being from amongst the most misguided of creation, have actually put their finger on something that is extremely beneficial for us to ponder. This important idea that I am referring to here is found in the beginning of the long quote I just read to you all … The authors of this RAND research stated that the ideology of al-Qaida is in reality its center of gravity…

He goes on to say:

Now from my perspective, I’d like to say that irrespective of what these kuffar have to say, from my own personal deductions, I believe that this conclusion is absolutely correct. … Let me just restate that conclusion in my own words, to make things clear. As Muslims, I think it’s pretty much a no-brainer that the most important element which brings about the cohesion and thereby the strength of our entire Muslim ummah is no other than our aqeeda and our manhaj, i.e. our methodology for how we propose to bring about productive changes. Now, I’m fairly certain after using these native terms from our religion, that no-one will disagree with the fore-stated conclusion…

And from there he goes on to discuss the significance of Islam as he sees it:

The pinnacle of our religion is not merely to establish the individual rights of Islam within the sphere of our personal, everyday lives, but rather, worshiping Allah is much bigger than that. The reality of worship actually extends to all ways in which we please Allah (swt) and make his word uppermost in this earth. The true pinnacle of our religion is to establish tawhid in the earth and to eradicate shirk — and this must be done collectively, as an ummah.

This aim, he concludes, can only be achieved under the leadership of a renewed Caliphate,

Worship:

All this — the preaching and practice of jihad — is an act of worship.

What counts?

It was apparently a namesake of mine, William Bruce Cameron, whose 1963 book Informal Sociology: A Casual Introduction to Sociological Thinking included a quote now frequently attributed to Albert Einstein:

It would be nice if all of the data which sociologists require could be enumerated because then we could run them through IBM machines and draw charts as the economists do. However, not everything that can be counted counts, and not everything that counts can be counted.

Einstein is usually credited with the second sentence there, but it’s a pleasure to read the context in which the quote in question was originally uttered.

It is, for instance, easier to count guns, or even “all military-age males in a strike zone“, than it is to account for zeal, religious and otherwise. As a result, we devote far more intellectual firepower (think about that metaphor for a moment) to tracking people and materiel than we do to tracking ideas and passions. And when we do try to think about ideas, we often leave out the passions that empower them.

Which is why I’m grateful for the notion that Al-Qaida has an “ideology”, but don’t think it quite cuts it.

An ideology is propositional. It refers to a system of ideas, but says nothing about the fervor with which those ideas are held and acted upon. Specifically, it doesn’t address worship.

Which is where I think Marisa Urgo gets things right.

Marisa gets it right:

Marisa Urgo gets it right, I’d suggest, when she says:

there’s a gap in our understanding that simply can’t be described using the discourse of psychological dysfunction or earthly geopolitical ends.

That quote is from a recent post in which Marisa is commenting on Ayman al-Zawahiri‘s Knights Under the Banner of the Prophet (2d ed).

And that — in a nutshell — is why Hammami “translated” from RAND’s use of the word “ideology” to the “native terms” of his religion, aqeeda and our manhaj. That’s why he mentioned worship.

For Hammami, as for al-Zawahiri, jihad is sacramental. It is an act of worship.

In his book The Qur’anic Concept of War, the Pakistani Brigadier SK Malik writes, with emphasis:

In war, our main objective is the opponent’s heart or soul, our main weapon of offence against this objective is the strength of our own souls…

I’d like to take that one step further.

We speak of our own troops being “in harm’s way” in war — and this is no less true of those who are targeted by drone strikes. War is a risky business for all concerned. But how much risk are jihadists taking — and how much risk do they perceive themselves to be taking?

Al-Zawahiri and bin Laden, Omar Hammami and other jihadists take risks, but they calculate their risk-taking in terms of the soul — and in this way their risk-assessment notably diverges from our assessment of their risk. We in the West tend to take the Napoleonic position that “God is on the side of the big battalions” — but the jihadists prefer to believe that invisible, which is also to say, unaccountable, help may be at hand, in line with Qur’an 8.9:

When ye sought help of your Lord and He answered you (saying): I will help you with a thousand of the angels, rank on rank.

A theology of risk:

Back to Marisa, who raises an interesting point in this regard: She suggests, specifically with respect to Zawahiri, but with application to all those for whom jihad is a sacramental act, that the jihadists are essentially calculating according to a theology of risk:

What may be at work here is what some theologians call a personal theology of risk. It’s an idea common enough in Christian traditions; however, I’m uncertain of its presence in Islam. It would be interesting to find out if such an idea exists, because few, if any, analyst have attempted to interpret al-Qaeda’s decision-making as a function of theologically-informed risk. And yet given his life choices, theologically-informed risk-taking makes more sense than any realpolitik explanation for Zawahiri’s decision-making.

If Zawahiri has a theology of risk, it would require bold moves at the worst times, constantly pushing the envelope in order to see for a moment (without worldly obstructions) God’ will. It’s the very essence of counter-intuitive, because, to put it bluntly, God’s wisdom is not man’s, and a person guided by a theology of risk will take seemingly irrational risks at incredibly inopportune times in order to seek out that personal knowledge of Godly wisdom.

For “a person guided by a theology of risk” in Islam, in fact, the only risk is a lack of trust in God. As al-Awlaki notes, for many westernized Muslims, “the concept of Jihad is one in where it is ‘dangerous’ to practice. Their trust in Allah is not there…”

For he who entrusts himself to God in jihad, there are only two outcomes, frequently described as such: martyrdom — or victory.

From the jihadist’s point of view, it’s a win-win situation.
