PRISM: Col. Bob Killebrew on Criminal Insurgency

Criminal Insurgency” is becoming a preferred term of art to describe entities like the Narco-cartels of Mexico that have evolved from transnational criminal organizations into groups with paramilitary and intelligence capabilities or Colombia’s FARC which formerly was a model Marxist insurgency but devolved downward into a drug trafficking army. The term is used partly to placate doctrinaire purists among defense intellectuals who see insurgency definitively as armed political movements following Mao’s three stages or bust. After all, they have only had since the late 80’s and early 90’s, when Bill Lind and Martin van Creveld warned them this was coming, to get used to the idea.

Colonel Robert Killebrew, a smart fellow at CNAS, has an article in NDU‘s PRISM that puts the problem of criminal insurgency into a hemispheric context:

Criminal Insurgency in the Americas and Beyond

….Essentially, the United States faces external and internal challenges in reorienting to more effectively fight the cartels and their allies. Refocusing U.S. policy from a “war on drugs” to a more comprehensive fight against the cartels and gangs is essential if the United States and its allies are to prevail. Since the basis of the cartels’ survival lies in the control of regions where governmental control is nonexistent and populations may be impoverished and alienated, successful counter-cartel strategies are fundamentally counterinsurgency strategies developed by the concerned states themselves and supported by the United States. Counter-cartel strategies must first be political strategies, integrating military and police activity into a broader political approach that emphasizes the rule of law as an alternative to the rule of force. Four aspects of a Western Hemisphere counter-cartel strategy follow.

First, step up the direct attacks on the cartels. Over the past decades, U.S. law enforcement professionals have developed successful operational techniques that cartel leaders fear: partnerships with effective local police (often with U.S. training), expertise with judicially approved wiretaps and electronic surveillance, rewards programs that make criminal bosses vulnerable to betrayal, and, above all, when local laws permit, extradition to U.S. courts and prisons. The United States and its allies should increase the capability for multiagency field operations in all these dimensions, as well as the professionalization of host country military forces for operations requiring holding ground while the rule of law is reinstituted by other national agencies. DEA already operates throughout the region and has solid relationships with counterpart agencies; additionally, the agency has worked closely with U.S. combatant commands, notably U.S. Southern Command, where its powerful extraterritorial jurisdiction authority supplemented the military’s own programs to help U.S. allies in the region. DEA should continue to advise and assist host country police and counternarcotics forces, but the size of the agency must be greatly increased. With 5,500 agents spread over the hemisphere-including the United States-the agency that plays such a key role in the ongoing war with the cartels is spread too thin.

Second, the U.S. and its allies must continue to attack the cartels’ financial networks and money-laundering capabilities-a key strategy that requires more resourcing at Treasury. Cartel leaders fear U.S. indictments and extradition to American courts; extradition, exposure, and seizure of “dirty” money from criminal operations are all effective strategies that identify kingpins and threaten them with trials in U.S. courts and long terms in U.S. prisons. The United States has learned to use financial analysis and indictments as weapons against the cartels, even when they are beyond the immediate reach of U.S. law. Their use should be expanded.

Third, help our neighbors build more functional state institutions, particularly courts, and stimulate economic growth. In terms of the U.S. role and our assistance to allies, our understanding of security assistance must be broadened to include effective assistance to police and courts. For example, as part of Plan Colombia-a Colombian-developed counter-cartel strategy-the United States provided the Colombian National Police (CNP) with telecommunications-intercept equipment and, working through the Department of Justice, helped the CNP build a judicial process to support wiretap investigations. The result was a powerful tool that assisted indictments against cartel leadership and extraditions to the United States for prosecution. Likewise, assisting host nations to build strong, noncorrupt judicial systems is critical to assisting or restoring stable governments in areas threatened by cartel or other insurgent violence; courts, appellate courts, and efficient prisons are key pieces. Other U.S. agencies and contractors can provide other materiel assistance, training, partnership, and, when authorized, direct help in specified areas such as the collection of certain kinds of strategic intelligence. The U.S. Department of Defense can provide advisors and trainers on the Colombia model to supplement local military and law enforcement efforts, and occasionally direct aid in the form of helicopter transportation and naval support.61

John recently gave me a preview of this idea in a much more specific context:

….Here are some of the economic reforms that turned the horde of Genghis Khan into a steamroller than flattened most of the world’s kingdoms/empires.*  He:

  1. Delayed gratification.  He banned the sacking of the enemy’s camp/city until all of the fleeing soldiers, baggage, etc. were rounded up.  This radically increased the loot accumulated and ensured it could be shared among all of the participants (he confliscated the wealth of those men that cheated by looting early).
  2. Systematically shared the loot based on contribution and merit.  He disregarded title or status and systematically rewarded loot to everyone in the horde that earned it (the traditional approach was to let a few take it all — sound familiar?).  Of course, that fairness pissed off the nobility since they were used to backroom dealing and hereditary rights.  However, the benefits of this system, were far greater than the costs.  To wit:  He cemented the loyalty of the men and was able to attract thousands to his banner for every noble lost.
  3. Protected those that make sacrifices.  For men killed in the campaign, he paid their share of loot to their widows/orphans posthumously.  

*of course, the first unsaid lesson is:  attack the places with the most loot.

Anglosphere Rising? The New Joint National Security Strategy Board

Aaron Ellis of Egremont alerted me to this story today in The Guardian:

Barack Obama agrees to form joint national security body with UK

Barack Obama will announce during his first state visit to Britain this week that the White House is to open up its highly secretive national security council to Downing Street in a move that appears to show the US still values the transatlantic “special relationship”.

A joint National Security Strategy Board will be established to ensure that senior officials on both sides of the Atlantic confront long-term challenges rather than just hold emergency talks from the “situation room” in the White House and the Cobra room in the Cabinet Office.

….Britain believes that co-operation between the British and US national security councils marks a significant step. One British government source said: “The US and UK already work closely together on many national security issues. The new board will allow us to look ahead and develop a shared view of emerging challenges, how we should deal with them, and how our current policy can adapt to longer-term developments.”

The new board is a rare step by the White House, which guards the secrecy of the national security council. Founded in 1947 by Harry Truman, the NSC was in 1949 placed in the executive office of the president, who chairs its meetings.

Cameron tried to replicate the council when he established a body with the same name on his first full day as prime minister. It is chaired by the prime minister and designed to co-ordinate the work of the three Whitehall departments responsible for foreign affairs – the Foreign Office, the Ministry of Defence and the Department for International Development.

One government source said that Ricketts and Donilon would have to tread with care. “There is a little bit of disconnect between the two. The US national security adviser is a political appointment, whereas Sir Peter Ricketts is a civil servant. But this does make sense. We have a highly developed relationship with the USA where our military and intelligence officials work closely together. This is a useful move…

It is a start and I am heartened by the decision to formally include “strategy” as the body’s brief, that and the transatlantic nature coupled with bureaucratic differences may lead the new board to concentrate to a greater degree on looking at isues a strategic perspective rather than the S.O.P of wading into granular bureaucratic minutia. Given that I recently floated the idea of a Grand Strategy Board here ( along with Aaron), I can only be pleased to see a trend in that general direction from the Obama administration and our British allies.

Aaron was first on this story at Egremont, but he expresses some deep skepticism:

The Special Relationship lacks a purpose for the 21st century

….What immediately came to mind was the Combined Chiefs of Staff which, had it continued, might have become such a board. The engine to drive the Special Relationship forward. However, unless the UK is willing to throw away 40 years of foreign policy, the National Security Board (NSB) could be nothing more than a fair weather institution. The shared strategic interests that kept the alliance alive in the 20th century disappeared at the end of the Cold War. Other countries may prove more useful partners this century.

The given rationale for a NSB is to keep senior officials in touch with the broader challenges that face the two countries. Unfortunately, there are reasons why it might not succeed.

As global power shifts eastwards and emerging Asian states challenge US hegemony, Washington will be increasingly concerned with security and stability in the western Pacific. This is their broader challenge and President Obama is pursuing the correct policies in that region. The UK does not have a similar strategic clarity. If we want to enjoy the kind of relationship we enjoyed last century then our defence and foreign policies must expand east of Suez. Professor Michael Clarke, the head of the RUSI, has written that such a radical move “would represent the most judicious, and audacious, use of the hard/soft power combination yet seen in contemporary politics”. So far, however, the Government has shown no sign that it plans to make as big a shift as this in its ‘Big Picture’ thinking. Yet without it the NSB may prove fit only for fair weather.

….Nor do I see how the NSB can solve the institutional problems that I outlined last month. The board is supposed to move beyond crisis management, with senior officials from each side of the Atlantic focusing on the bigger picture. Given both countries’ bureaucracies have been promoting problem solvers at the expense of strategists, it isn’t evident that thinking will suddenly become more long-term. The same people will be shaping things, just this time sharing hats with Anglo-Saxon cousins. As with the Grand Strategy Board, the NSB’s utility also depends on the extent to which it taken seriously by our leaders. “You can organise government all you like, but strategy is an essentially political process that comes from the top,” Julian Lindley-French told MPs last September.

I think Aaron is spot on with the last paragraph.

Strategy is the crystallization of a kind of thinking process that needs to be present in the room or what you will have in the NSSB is a “coordination council” rearranging the deck chairs instead of charting the course. The British Cabinet and the Obama administration should strongly consider adding a few mutually acceptable wise men who do not have to juggle the supremely hectic schedules of a Foreign Secretary or a National Security Adviser, or at least some executive staffers recommended for the excellence of their strategic thinking.  It will help lean against the relentless and universal gravitational pull of bureaucratic and political culture toward the short term time horizon and the tactical details.

Grand Strategy Board II, UK Edition

Aaron Ellis at Egremont, the blog of the Tory Reform Group, has taken a liking to my previous post, Time for a Grand Strategy Board? and decided that the time might be right for Britain:

Should the UK institutionalise its Wise Men?

Ever since the end of the Cold War, this country has found it hard to think strategically. A parliamentary report last year stated, “We have simply fallen out of the habit”. It has also befallen the United States and both our foreign policies have suffered from similar problems. The ‘Big Picture’ is being obscured as policies such as humanitarian intervention and promotion of democracy take the place of grand strategy.

Governments have also found it hard to implement their chosen policies because of the lack of proper strategy – the sort that links ends, ways and means. This has been the case for military action, as we are witnessing in Libya.

The lack of any overarching ideas about our role and our interests has led to an incoherent foreign policy, as competing departments pursue contradictory policies even within the same country.

The problem is partly institutional. Jim Scopes, a former director of strategy at HM Revenue & Customs, has written that current reward and promotion mechanisms in the Civil Service “favour reactive (problem-solving) behaviour rather than proactive (strategic) approaches.” The Public Administration Committee has found that “the ability of the military and the Civil Service to identify those people who are able to operate and think at the strategic level is poor.” As I wrote last month, the makeup of government institutions is not the only factor in making strategies but it is an important one. The world is so unstable right now that it is essential for policymakers to understand the global environment if they are to form a sensible foreign policy – yet the structure of governments influences how they see the world.

If governments are filled with officials more comfortable with solving immediate problems then foreign policy will be reactive and short-termist. We need people to take the longer view…

There’s an interesting symmetry here, in the effort to improve the strategic capacity of respectively the United States and the United Kingdom, that derive from the differences in their Constitutional arrangements and national security cultures.

Britain has operated for centuries with an unwritten Constitution and Cabinet government. While these phrases are much more historically complex than meets the eye, the power relationships of Monarch, Houses of Parliament, electorate, peerage, bureaucracy and Party having evolved considerably over time, we can simplify things by stating that the cardinal virtue of the British system was flexibility, to adapt to circumstances. In a crisis, power could rapidly flow to the minister best suited to deal with the trouble at hand and the lack of institutional structures helped ensure that once the crisis had ebbed, concentrated power would just as rapidly dissipate.

The United States, by contrast, has a written Constitution and a Federal government, which while also undergoing historical evolution, is characterized by restraint. Friction is engineered into the American system to thwart or deter concentrations of power and circumscribe it’s exercise within defined parameters . Except in rare instances of overwhelming national consensus, new activities by the US government require the Congress to establish formal institutions that will then fall within the natural gridlock of checks and balances that is the American system.

Ironically, in remediating the lack of strategic vision on both sides of the Atlantic, a Grand Strategy Board would represent an institutionalization of strategy by the British, whose flexible system is in need of a long term, disciplined, focus and a strategic advisory lobby for the Americans, whose more rigid political system periodically requires blue ribbon commissions, panels, study groups and boards to break our habitual political deadlocks.

Pakistan’s ISI On Trial….In Chicago

As Pakistan’s corrupt military-feudal elite scramble to put out smoke after Osama bin Laden was caught and killed in an ISI safe house in Abbottabad and hire K Street lawyer-lobbyists like Mark Siegel at $ 75,000 a month, there are senior officials in Washington, inside and outside of the DoD, who doggedly championed Pakistan and defended the ISI behind closed doors.  These officials, as one DC correspondent in the know related to me, are now looking extremely foolish to their peers, even as they double-down and attempt to salvage a thoroughly discredited policy by spinning hard.

While attention is focused in Washington and Islamabad, Pakistan’s dreaded ISI is quietly going on trial. In Chicago.

This follows on my Tuesday post. The quotes I’ve pulled from ProPublica’s latest report on the upcoming trial of Tahawwur Hussain Rana will be upsetting to anyone who believes the U.S.-Pakistan relationship will change in significant fashion in light of the revelation that Osama bin Laden was quartered in a Pakistan garrison town.The ProPublica report presents clear evidence that all costs, including running roughshod over the American criminal justice system, the United States government will continue to cover for Pakistan’s military and intelligence services, as it’s done for decades. This is a point I emphasized in the Tuesday post so for anyone who thought I was being unduly pessimistic, read on. And be sure to read the rest of the report at the ProPublica site.Note from the report that the U.S. “intelligence community” still refuses to look at the Mumbai massacre in the context of the history of Pakistani military-sponsored terrorism and massacres going back decades. The community, at least according to the source ProPublica quotes, still insists that rogue officers, not the ISI institution, were responsible for the massacre in Mumbai.Before proceeding with the quotes I’ll note that ProPublica is an award-winning nonprofit American investigative journalism organization. It’s been keeping a close eye on Rana’s upcoming trial and other issues related to the 2008 massacre in Mumbai, India — to my knowledge the only U.S. media outlet that’s doing so despite the fact that six Americans were killed in the massacre. Pakistan’s Terror Ties at Center of Upcoming Chicago Trial

It may be years, if ever, before the world learns whether Pakistan’s powerful Inter-Services Intelligence Directorate (ISI) helped hide Osama bin Laden. But detailed allegations of ISI involvement in terrorism will soon be made public in a federal courtroom in Chicago, where prosecutors last week quietly charged a suspected ISI major with helping to plot the murders of six Americans in the 2008 Mumbai attacks.The indictment has explosive implications because Washington and Islamabad are struggling to preserve their fragile relationship. The ISI has long been suspected of secretly aiding terrorist groups while serving as a U.S. ally in the fight against terror. The discovery that bin Laden spent years in a fortress-like compound surrounded by military facilities in Abbottabad has heightened those suspicions and reinforced the accusations that the ISI was involved in the Mumbai attacks that killed 166 people.“It’s very, very troubling,” said Congressman Frank Wolf, R-Va., chairman of the House Appropriations sub-committee that oversees funding of the Justice Department. Wolf has closely followed the Mumbai case and wants an independent study group to review South Asia policy top-to-bottom.“Keep in mind that we’ve given billions of dollars to the Pakistani government,” he said. “In light of what’s taken place with bin Laden, the whole issue raises serious problems and questions.”?

Read Propublica’s Mumbai Terror Attacks series.

If you have not heard about the Mumbai terrorism trial in Chicago, being carried out by Federal uber-prosecutor Peter Fitzgerald who is also prosecuting the high-profile, politically sensitive, retrial of former Illinois Governor Rod Blagojevic, it is no accident. In deference to State and the DoD, the Department of Justice is not exactly shouting about this terrorism case from the rooftops.

But somebody should.

There’s a lot of angst in this section of the blogosphere about the lack of strategy and the USG not looking at the larger picture. Well, the death of Bin Laden in the heartland of the military power structure that really rules Pakistan has been a wake up call that sent a normally somnambulent Congress into a state of anxiety. Good. Maybe if senators and congressmen hear from their constituents, they will less likely to be lulled to sleep again by Pakistan’s salaam alaikum‘ corner.

It is long past time for a deep, strategic, rethink of what ends America wants to accomplish in Central Asia and some hardheaded realism about who our friends really are.

Pundita responds –U.S. and Pakistani damage control on Rawalpindi’s involvement in terrorism ignores much history

Christine Fair, an associate professor and Pakistan expert at Georgetown University in Washington DC, said Pakistan’s “record of helping us with al Qaeda is indisputable.”

Indisputable, huh? How about if you and I take a trip down memory lane, Professor Fair? Let’s link arms and skip back along a path piled high on either side with bodies of American dead.

The U.S. government paid their counterpart in Pakistan $25 million for Khalid Sheikh Mohammed. They paid $10 for another top al Qaeda operative, Abu Zubaydah.

Then Rawalpindi showed photographs of dead men with beards to the CIA, told them the corpses were al Qaeda operatives they’d killed, and got paid tens of millions of dollars in bounty. Some of those photographs cost the CIA one million dollars a pop.

I don’t think being skinned counts as receiving indisputable help, particularly when all signs point to top al Qaeda operatives such as KSM being ISI assets that the ISI sacrificed because they wanted the bounty money to keep themselves in business.

The upshot of the bounty program is that together the U.S. and Pakistan built a kind of perpetual motion machine:

At the end of every complex set of transactions between the CIA and the ISI, yet more enemy combatants materialize, to be rounded up or dispatched, leading to yet more enemy combatants to attack ISAF troops and nation-building efforts in Afghanistan, to be rounded up or dispatched, leading to — well, last night CNN reported that “Taliban” now control 80 percent of Afghanistan, even though only 7 percent of Afghanis support the Taliban.

The finding of Chicago-related terrorism plots on Osama bin Laden’s computer drives means that the trial takes on a new significance; Are Rana and Headley part of an operational cell designed to carry out attacks in the Windy City and not just a support team for Mumbai?

While federal prosecutors link the alleged Mumbai plotters only to Lashkar, Headley has told investigators of a co-conspirator known only as “Major Iqbal,” who was working for Pakistan’s largest intelligence service, the Directorate for Inter-Services Intelligence, or ISI.

Further, Rana’s attorneys have also alleged in court documents that Rana believed Headley was working for ISI.
