New Media and Persuasion, Mobilization, and Facilitation

…New Media is more than 24/7 news cycles. It is the ability to create trusted peer relationships, or the appearance of, to create legitimacy of information as well as depth and breadth of acceptance. This can be done as traditional media or other new media outlets pick up on a bit of “news” for redistribution, giving the impression of validity as the sources go up from one to many, often in excess of the three needed to create a “fact.” It is easier to see you’re not alone in the New Media environment, something that was not possible with radios and film (unless you risked gathering as a group).

There are several defining characteristics of the new media environment. The obvious are hyperconnectivity, persistence of information, inexpensive reach, and dislocation with speaker and listener virtually close but geographically distant. New Media also democraticizes information in the sense that hierarchies are bypassed, permitting both direct access to policy and decision makers and the possibility of “15-minutes of fame” (if even only one minute or less) to everyone. Information can be created and consumed by everyone regardless of “eliteness,” CV, and at minimal cost to any party.

All true and well said. Matt however points to a seldom recognized but critical variable here:

To the insurgent and terrorist, New Media’s capacity to amplify and increase the velocity of an issue that is critical. They increasingly rely on the Internet’s ability to share multiple kinds of media quickly and persistently to permit retrieval across time zones around the world from computers or cell phones. The value is the ability to not just persuade an audience to support their action, but to mobilize their support and to facilitate their will to act on behalf of the group (or not to act on behalf of another group, such as the counterinsurgent).

Velocity is very important in many senses. An accelerating message tempo heightens the sense of crisis in the mind of the audience so long as it does not move so quickly as to slide into unfiltered “noise”. Control of velocity also permits the exploitation of “information lag” in slower moving hierarchies or audiences. Finally, this velocity is really “alinear”; the ability of new media tools to “mash-up” entirely unrelated events separated by time, distance and circumstance and synthesize them out of context permits the scoring of tactical propaganda victories.

Wass de Czege on Irregular Warfare and the Writing of Doctrine

While I was away, the SWJ Blog ran a thoughtful essay by General  Huba Wass de Czege on the new military doctrine on irregular warfare. Not only is he good on the substance, Wass de Czege demonstrates how one needs to begin with clear thinking when attempting to formulate and apply usefuyl concepts:

A Reflection on the Illogic of New Military Concepts

What is it about the US Military that tends to produce sound, pragmatic, and common sense ideas about the concrete present, and tends toward illogic, faddish paradigms and hyperbole when dealing with the abstract future? Joint Operating Concepts for dealing with post cold war security problems have proven difficult to “get right.” This is because they begin from the wrong logical starting point and thus define the problem incorrectly. It is also because of inattention to historical fact, definitional subtlety and the theoretical logic within which military forces must operate. This inattention overlooks key logical inconsistencies in such documents crafted more to “sell” to constituencies within the Washington “Beltway” the capabilities and programs championed by one military interest group or another rather than to inform current decisions in the field.

….”Beltway” constituencies have been educated to think according to the attractive new paradigms military professionals have used to buttress their budget arguments.

LTC. John Nagl had an article, not yet available online, in the prestigious RUSI journal where he used his review of The Echo of Battle: The Army’s Way of War by Brian McAllister Linn to drive home a geopolitical and grand strategic reality that I offer here with my subsequent comments( major hat tip to Lexington Green for the PDF):

In the twenty-first century, wars are  not won when the enemy army is defeated on the battlefield; in fact, there may not be a uniformed enemy to fight at all. Instead, a war is only won when the conditions that spawned armed conflict have been changed.

 Fielding first rate conventional militaries of local or regional “reach” are inordinately expensive propositions and only the United States maintains one with global power projection capabilities and a logistical tail that can fight wars that are both far away and of long duration.  Economics, nuclear weapons, asymmetrical disparities in conventional firepower, globalization and the revolution in information technology that permits open-source warfare have incentivized warfare on the cheap and stealthy at the expense of classic state on state warfare. The predictions of Martin van Creveld in The Transformation of War are coming to pass – war has ratcheted downward from armies to networks and blurs into crime and tribalism. In this scenario, kinetics can no longer be neatly divorced from politics – or economics, sociology, history and culture. “Legitimacy”, stemming from getting actions on the mental and moral levels of war right, matter tremendously.

‘Decisive results’ in the twenty-first century will come not when we wipe a piece of land clean of enemy forces, but when we protect its people and allow them to control their territory in a manner consistent with the norms of the civilised world.

 This is “Shrinking the Gap” to use Thomas P.M. Barnett’s phrase. The remediation of failing and failed states not to “utopia” but basic functionality that permits a responsible exercise of sovereignty and positive connectivity with the rest of the world.

Thus victory in Iraq and Afghanistan will come when those nations enjoy governments that meet the basic needs and garner the support of all of their peoples.

Taken literally, Nagl errs here with two polyglot regions, especially Afghanistan where the popular expectation of a “good” central government is one that eschews excessive meddling while providing – or rather presiding over – social stability and peace. Taken more broadly to mean a gruff acceptance by the people of the legitimacy of their state so they do not take up arms ( or put them down), then nagl is on target. Realism about our own interests vs. global needs and our own finite resources requires a ” good enough” standard be in place.

Winning the Global War on Terror is an even more challenging task; victory in the Long War requires the strengthening of literally dozens of governments afflicted by insurgents who are radicalised by hatred and inspired by fear.

 We might want to consider prophylactic efforts to strengthen weak states prior to a major crisis arising – more bang for our buck – and this should be a major task of AFRICOM. Strengthen the Botswanas, Malis and Zambias before wading hip-deep into the Congo.

The soldiers who will win these wars require an ability not just to dominate land operations, but to change entire societies – and not all of those soldiers will wear uniforms, or work for the Department of Army. The most important warriors of the current century may fight for the US Information Agency rather than the Department of Defense

Nagl has internalized an important point. The “jointness” forced upon the U.S. military by the Goldwater-Nichols Act in the late 1980’s and 1990’s needs to be broadened, first into true “interagency operational jointness” of American assets then into a full-fledged “System Administration” umbrella that can integrate IGO’s, NGO’s, and the private sector along with military-governmental entities to maximize impact.

Like SecDef Robert Gates, LTC. Nagl “gets it” and we can hope now that he has joined the ranks of policy wonks that an administration job is in his future.

Mao ZeDong and 4GW

The frequent and casual association of Chairman Mao with 4GW is something that has always puzzled me as well ( though, if memory serves, William Lind was always careful to explain that 4GW isn’t simply guerilla warfare). I think it can be attributed to the likelihood that most people who are somewhat familiar with 4GW theory tend to think first of guerillas and Mao is regarded as a great innovator there. However, is there merit in placing Mao in the “4GW pantheon” (if there is such a thing)?

In the ” yes” column I’d offer the following observations:

Mao, whose actual positive leadership contribution to Communist victory in the civil war was primarily political and strategic rather than operational and tactical ( his military command decisions were often the cause of disaster, retreat and defeat for Communist armies) had a perfect genius – I think that word would be an accurate description here – for operating at the mental and moral levels of warfare.  Partly this was skillful playing of a weak hand on Mao’s part; the Communists were not a match on the battlefield for the better Nationalist divisions until the last year or so of the long civil war but Mao regularly outclassed Chiang Kai-shek in propaganda and diplomacy – turning military defeats at Chiang’s hands into moral victories and portraying Communist inaction in the face of Japanese invasion as revolutionary heroism. Yenan might have be a weird, totalitarian, nightmare fiefdom but Mao made certain that foreign journalists, emissaries and intelligence liasons reported fairy tales to the rest of the world.

In the “maybe” column:

Regardless of one’s opinion of Mao ZeDong, China’s civil war, running from the collapse of the Q’ing dynasty in 1911 to the proclamation of the People’s Republic in 1949, is a historical laboratory for 4GW and COIN theory.  The complexity of China in this era was akin to that of Lebanon’s worst years in the 1980’s but it lasted for decades. In a given province of China ( many of which were as large or larger than major European nations) then there might have been operating simultaneously: several warlord armies, Communist guerillas,  Nationalist armies, the Green Gang syndicate, White Russian mercenaries, Mongol Bannermen, rival Kuomintang factions, common bandit groups and military forces of European states, Japan and the United States. Disorder and ever-shifting alliances and fighting was the norm and Mao was the ultimate victor in this era.

In the “no ” column:

Mao ZeDong, whatever his contributions to the art of guerilla warfare, intended, quite firmly, to build a strong state in China, albeit a Communist one in his own image. He was never interested in carving out a sphere of influence or an autonomous zone in China except as a stepping stone to final victory. Moreover, the Red Army’s lack of conventional fighting ability for most of the civil war related to a lack of means, not motive on Mao’s part. When material was available, particularly after 1945, when Stalin turned over equipment from the defeated  Kwangtung army and began supplying a more generous amount of Soviet military aid to the Chinese Communists, Mao tried to shift to conventional warfare. When in power, he sent the PLA’s 5-6 crack divisions into the Korean War to face American troops in 2GW-style attrition warfare, not guerilla infiltrators behind MacArthur’s lines. 

Finally, Mao’s personal political philosophy of governance, taken from Marxism-Leninism and Qin dynasty Legalism, are about as radically hierarchical and alien to 4GW thinking as it is possible to be.

In sum, Mao is and should be regarded as a major figure in the  history of the 20th century and that century’s military history but he isn’t the grandfather of fourth generation warfare.
