On “Learning Organizations”

The SWJ Blog published an op-ed by Colonel David Maxwell entitled “Random Thoughts on Irregular Warfare and Security Assistance (Full PDF Article)“. Like a lot of more open-ended, ruminating pieces, Maxwell’s post was “generative” in the sense of trying to articulate insights regarding a complex situation, which Col. Maxwell accomplished. Here’s the section that raised my eyebrow:

…First we need to look at ourselves critically and ask if we have been able to develop effective strategies and campaign plans and then support and execute them, respectively. I think that most all of our challenges can be attributed to our strategies and campaign plans (and I will caveat this and say we need to understand that in this world of irregular warfare, complex operations and hybrid warfare there is no cookie cutter strategy or campaign plan template that will work the first time, every time. We need to be agile and flexible and be able to adapt to constantly morphing conditions). But I would say that this is where we need to focus most of all because our forces at the tactical level from all Services have proven very adept and capable and have demonstrated that they are truly learning organizations

Why would the “tactical”level have acheived “learning organization” status and not the “operational” and “strategic” levels of military command? Some possibilities:

  • The social networks within the official hierarchical org at the tactical level can effectively leverage both weak and strong ties 
  • Greater degree of shared purpose and sense of mission
  • The tactical level, being a “smaller world” in systems terms than the operational or strategic levels, has a much better “signal to noise” ratio.
  • The social networks within the hierarchical org at the tactical level create an environment of greater transparency -discussion may be squelched but situational awareness can’t be.
  • Encouragement of critical discussion and incentives for problem-solving.
  • Greater tolerance for uncertainty and ambiguity.
  • Tacit knowledge is likely to quickly become explicit organizational, knowledge through “shop talk”, the grapevine, de-briefing and formal “lessons learned” dissemination procedures.
  • The stress and danger of the tactical evironment itself is an incentive to adapt and learn – “Depend upon it, sir, when a man knows he is to be hanged in a fortnight, it concentrates his mind wonderfully.” Dr. Samuel Johnson.
     

Can the operational and strategic levels of the military ( or any organization with a bureaucratic structure – schools, corporations, government agencies etc.) become a “learning organization” despite greater scale, distance from events, degrees of abstraction and other obstacles? Of course. However it depends greatly on two things – creating a “tighter” network with a high velocity of meaningful communication and a new kind of leadership committed to the hard work of re-engineering the organizational culture around adaptive “fitness” and learning.

How About an Assistant SecDef for Irregular Warfare ?

Real change requires budgets, bureaucratic platforms and visionary leaders who can be both champion and evangelist. Having successfully lobbied for the retention of Secretary Gates, the small wars/COIN/military reform/strategic security community should capitalize on the logical political momentum and not be afraid to ask for the moon. This and many other things.

The United States and the world are at the kind of crystallizing flux point – where paradigm shifts have been recognized but the policy responses have not been decided – that comes once in a half century or more. Many things are fluid right now in different domains that were once regarded as certainties. Time to push while doors and minds are open.

People, like Secretary Gates, who “get it” need to be put in critical positions ASAP. Broadly speaking, what gets decided in the next 6 months may impact all of us for the next 60 years.

Red Flag Rising

Shane Deichman had a superb post on Soviet Admiral of the Fleet and C-in-C of the Red Navy, Sergei Georgyevich Gorshkov over at Antilibrary. The admiral was the father of Soviet blue water power projection. Shane is reviewing Gorshkov’s The Sea Power of the State:

In this book, Admiral of the Fleet Gorshkov not only offers a vision of the relevance of the “World Ocean” to any nation’s well-being – he also provides a compelling rationale for “joint operations” a full ten years before our own nation’s Goldwater-Nichols Act forced jointness onto a reluctant American defense establishment, and underscores the importance of the littoral in a navy’s ability to influencing events ashore nearly two decades before “… From the Sea”.

The Sea Power of the State is rich in dichotomy: a land-rich nation with few accessible ports preaching the relevance of sea power, an atheist totalitarian regime describing the social and cultural significance of the “World Ocean”, a nation besmirched for its negative impact on the environment bemoaning pollutants and the need for “union with the environment”, and a foundational tome for effective naval force planning from a nation that just this month claimed the lives of nearly two dozen civilians in a submarine accident. Such is Gorshkov’s compelling style – scholarly and impeccably researched, with steadfast devotion to the tenets of Marxism, decrying the “imperialist aggression” of the Capitalist powers who exploit sea power to “hold in check other states.”

….Most impressive about Gorshkov is the breadth of his perspective.  Alongside the typical Communist demagoguery (e.g., “Imperialist power exploit sea power to preserve their monopoly …”) are lucid arguments for balanced force structure planning (inclusive of creating large merchant fleets), diminished pollutants, and even maritime law (with an appeal to demilitarize the World Ocean beyond the 12 mile territorial waters).  Curiously, he never once expresses disdain at the limited blue water access of the Soviet Union – and was convincing enough in his vision that the Kremlin subsidized his development of a fleet that nearly reached parity with the dominant sea powers of the west

I am not an expert in maritime matters but I am relatively conversant on Soviet affairs. Shane’s right, by Soviet standards, where bureaucratic conservatism and enforced conformity to CPSU doctrine served to weed out independent thinkers before they could ascend the first rungs of the nomenklatura ladder, Gorshakov was making a daring, even a startingly bold argument. The Sea Power of the State could have easily been a career-ender had the ideological winds taken a wrong turn; Gorshakov’s argument has very little to do with Marxism or Soviet military doctrine. Instead, it draws upon the Petrine tradition of modernization and securing the “window to the west” that Peter the Great sought in building St. Petersburg and the warm water ports after which subsequent Tsars lusted.

Fortunately for Gorshakov, his ideas coincided with the noontide of Brezhnev’s faction, which was rooted in military heavy industry, the Dnepropetrovsk mafia and a national security axis of the power ministries – Defense, Foreign Ministry and the KGB which were controlled by Brezhnev’s then allies and proteges, Ustinov, Gromyko and Andropov. Gorshakov’s vision of expanding Soviet reach abroad also had appeal to party hardliners like Mikhail Suslov and Boris Ponomarev who were deeply interested in supporting radical third world regimes and adding the Ethiopias, Angolas and Nicaragua’s to the “Socialist camp”

The Social Science of War

Briefly, here is a juxtaposition of posts worth looking at that portray war through the lens of the social scientist:

…Rather, it would be better to re-concieve the study of strategic affairs as a multi-disciplinary social science major combining sociology, international relations, philosophy, political science, cognitive science, economics, history, and “pure” military theory. This would be intellectually rigorous enough to banish forever the stereotype of the armchair general and the wargamer.

I see learning about strategy in itself as the key aim of such a curriculum–the goal would be to produce a student able to either apply his or her learnings in a think-tank or government, join the armed forces, come up with reasonable anti-war critiques as an activist, resolve conflict as a humanitarian, or apply strategy in the corporate world.

War as a social science akin to sociology or economics would bring empirical and quantitative rigor into the study of military history and affairs on the undergraduate level as well as a focus on the mechanics of war (tactics, operational art, strategy, and grand strategy) rarely seen outside of a Professional Military Education (PME).

SWJ Blog –  The Genetic Roots of the War on Terrorism

….In the article, titled “A Natural History of Peace,” Stanford Professor Robert M. Sapolsky compares and contrasts human aggressive tendencies with well-documented propensities for violence among several species of primates, and develops a case suggesting that human aggression of the kind that produces warfare mainly stems from the genetic impulses rooted in humans as primates (not a new suggestion of itself). But more significantly, he offers proof extracted from a now robust body of field work that even strong genetic tendencies for violence in certain species of primates can be mitigated by exposure to the equivalent of “cultural” forces. He singles out from the body of such observations the case history of one group of baboons (a particularly aggressive and violent species of primate) that he calls the Forest Troop, the intensely aggressive behavior of which was ameliorated after exposure to the more peaceful and tolerant “mores” of another baboon troop of an identical species with which the Forest Troop had come in contact. He concludes by asserting that “some primate species can make peace despite violent traits that seem built into their natures.” He goes on to muse, “The challenge now is to figure out under what conditions that can happen, and whether humans can manage the trick themselves.”

Sapolsky’s argument frames the issues associated with the current global conflict in which the United States is now engaged in a potentially very useful light: as a biological problem best understood and dealt with using means specifically tailored to deal with human genetic tendencies in order to promote cooperation and tolerance instead of competitive violence. This stands in contrast to the current approach which appears to assume that the conflict mainly results from a combination of cultural and economic factors that can be dealt with by a strategy that combines selected violence, targeted monetary investments mixed, and cross cultural messages through so called strategic communications.

The Social Sciences are a powerful but fractionating, reifying lens. Individually, they unearth certain aspects of large and highly complex phenomena albeit at the cost, at times, of distorting the proportional importance to the whole of the aspect that the social scientist chooses to study. The sociobiological perspective is a radical and controversial one but it is a position that is far more open to empirical investgation in a scientific sense than are many traditional components of strategic theorizing.  At Rethinking Security, Adam wisely tries to balance the heavy load of quantitative methods in his proposed program with at least a few qualitative disciplines; input from military practitioners and security experts would also be helpful to the prospective student in this regard as well.

Battles of Military Doctrine

 I am behind the news curve on this one but here’s a good article from InsideDefense.com ( Hat tip Chris Castelli) on the controversey over the call by USMC General James Mattis to banish “EBO” (Effects-Based Operations) and “Systems” terminology from military doctrine. Unsurprisingly, the U.S. Air Force is less than pleased:

….How Mattis’ guidance will be implemented remains unclear, but the memo signals a sea change in the way JFCOM will address EBO.

By declaring that JFCOM will no longer use, sponsor or export the terms and concepts related to EBO, ONA and SoSA in its training, doctrine development and support of military education, Mattis tees up a major opportunity for EBO critics to curtail the use of these terms and ideas in American military discourse. Some EBO proponents see this as a threat, while other EBO advocates see an opportunity to hone the concept and discard unhelpful baggage.

Mattis explicitly calls for refining two joint doctrine publications that dictate how military officials use effects in joint operations in terms of desired outcomes.

….Before Deptula provided comments on the missive to ITP, Air Force headquarters referred questions on the topic to retired officers like McInerney, who unloaded heaps of criticism.

“Even though I am no longer on active duty I am embarrassed for a combatant commander to publish such a document,” McInerney says. “I am a fan of Mattis but this is too much.”

McInerney even encouraged combatant commanders to “ignore” what he sees as a shocking memo.In an e-mail to ITP, McInerney calls JFCOM’s missive the “most parochial, un-joint, biased, one-sided document launched against a concept that was key in the transformation of warfare — and proven in the most successful U.S. military conflicts of the past 20 years (Desert Storm and Allied Force).”

He belittles the two-page memo as a “tantrum” and the accompanying five-page guidance as “puerile” and “totally unbecoming” of a JFCOM commander.Mattis should be “encouraging multiple perspectives for the enhancement of joint operations — not trashing them,” McInerney asserts. The JFCOM memo is “intellectually bankrupt” and the policy’s conclusions are “profoundly out of touch with reality,” he adds.”The rationale ignores any notion of strategic art much less operational art, and instead relies on centuries’ old, discredited ‘commander’s intuition’ to design, plan and execute campaigns rather than offering a demonstrated better alternative,” he insists.

All strategic theories as they percolate through a massive bureaucracy tend to become distorted, misunderstood, inflated, stretched to cover pre-existing agendas, get advanced in tandem with career interests and be misapplied to situations for which they were never intended. EBO is no exception but “banning” concepts wholesale from discussion is less healthy for the long term intellectual good of an organization than is simply subjecting them to warranted criticism.
