Elkus on Science, Defense and Strategy

My amigo Adam Elkus has an excellently constructed and well researched article up at OpenSecurity where he advances a Boydian critique for what ails us:

Science, defence and strategy

…Contemporary American strategic problems flow from the fact that we cannot adjust the ossified thinking of Washington D.C. to the constantly shifting observed reality of the outside world. A failure to match concepts to observed reality has amplified the already formidable entropy of the American political system. The corresponding failure to make strategy results in a search further inward towards the “science” of war.  Better strategy will come about only when the process by which strategy is made becomes supple, flexible, and less dominated by sacred cows and special interests.

Critics of American foreign policy often undermine their own case with conspiracy theorizing about the “military-industrial complex.” The real problem, however, is not James Bond villain-style secret plans and hidden agendas but basic human frailty. A largely homogenous group of people is not going to have all the answers to questions of war and peace because they are necessarily limited by their experience, specialization, and biases.

We face a number of problems when it comes to formulating strategy and grand strategy. Not least is that, whatever the shortcomings on that score within America’s officer corps, there is a yawning gap of comprehension between the senior brass and most of the civilian “influencer” elite in and out of government. Most of the latter tend to think in terms of a few simple paradigms into which they force-fit each new foreign policy problem – generally, everything is conceived either as appeasement at Munich or the quagmire of Vietnam. This tiresome dichotomy is the strategizing of simpletons.

The arch-Clausewitzians in the national security community fall down here. It is not enough to think of strategy in purely military terms. America is not Sparta or even the Roman Republic where politicians vied for a chance field command. The civilians here are masters of policy and the military are its servants – and are but one kind of servant among many in the DIME spectrum. Statesmen and general officers need to be speaking with a common vocabulary and have a shared understanding of what strategy is if we are to formulate effective ones.

There is a deficit of knowledge among the class of officials and staff members with the authority to make or not make the most critical decisions in matters of peace and war. It cannot be remediated by an uncertain and unhealthy dependency on the Pentagon’s advice and a frustrating dialogue where civilian and soldier talk past one another.

….Reconciling these competing forces is America’s great challenge in the decades ahead, but will be made far more difficult by the growing bifurcation of American society. Of course, this is not a new dilemma: It has actually undergirded most of the key political-economy debates of the past 30 years. But a dysfunctional political dynamic has prevented the nation from addressing it well, and has instead given us the worst of both worlds: a ballooning welfare state that threatens future growth, along with growing socioeconomic disparities.

Both major political parties have internal factions that sit on each side of the divide between innovation and cohesion. But broadly ­speaking, Republicans since Ronald Reagan have been the party of innovation, and Democrats have been the party of cohesion.

Conservatives have correctly viewed the policy agenda of the left as an attempt to undo the economic reforms of the 1980s. They have ­therefore, as a rhetorical and political strategy, downplayed the problems of cohesion – problems like inequality, wage stagnation, worker displacement, and disparities in educational performance – to emphasize the importance of innovation and growth. Liberals, meanwhile, have correctly identified the problem of cohesion, but have generally proposed antediluvian solutions and downplayed the necessity of innovation in a competitive world. They have noted that America’s economy in the immediate wake of World War II was in many ways simultaneously more regulated, more successful, and more equitable than today’s economy, but mistakenly assume that by restoring greater regulation we could re-create both the equity and prosperity of that era.

The conservative view fails to acknowledge the social costs of unrestrained economic innovation – costs that have made themselves ­powerfully apparent in American politics throughout our history. The liberal view, meanwhile, betrays a misunderstanding of the global economic environment.

…. The level of family disruption in America is enormous compared to almost every other country in the developed world. Of course, out-of-wedlock births are as common in many European countries as they are in the United States. But the estimated percentage of 15-year-olds living with both of their biological parents is far lower in the United States than in Western Europe, because unmarried European parents are much more likely to raise children together. It is hard to exaggerate the chaotic conditions under which something like a third of American children are being raised – or to overstate the negative impact this disorder has on their academic achievement, social skills, and character formation. There are certainly heroic exceptions, but the sad fact is that most of these children could not possibly compete with their foreign counterparts.As the lower classes in America experience these alarming regressions, wealthier and better-educated Americans have managed to re-create a great deal of the lifestyle of the old WASP ascendancy – if with different justifications for it. Political correctness serves the same basic function for this cohort that “good manners” did for an earlier elite; environmentalism increasingly stands in for the ethic of controlling impulses so as to live within limits; and an expensive, competitive school culture – from pre-K play groups up through graduate school – socializes the new elite for constructive competition among peers. These Americans have even re-created the old WASP aesthetic preference for the antique, authentic, and pseudo-utilitarian at the expense of vulgar displays of wealth. In many cases, they live in literally the same homes as the previous upper class.

The End of Defense and the National Interest

 Probably on Monday, November 23, depending on how my travels work out. Please go ahead and download any thing you’d like to keep — I’d particularly recommend Boyd’s briefings and the 4GW manuals. I have great faith in the growing number of bloggers and commentators who cover many of the same subjects we did – check out a few of them in the “Blogs” and “Other Sites” sections on the right.

DNI started in March 1999 with a grant from Danielle Brian and the folks at the Project on Government Oversight. Its original purpose was to house the growing collection of Chuck Spinney’s commentaries on the foibles of our defense program (when you read these, keep in mind this was during the Clinton era.  We were not associated with any political party).  If you’re interested in strengthening our position in 4GW, I’d suggest a generous donation to POGO.  You could also run for office.

I’d like to thank Danielle, Chuck, Marcus Corbin (our original project officer at POGO and the person who commissioned A Swift, Elusive Sword), Ginger Richards (who designed and operated all the various versions of the site), Bill Lind and all of our other contributors, and all who have taken the time to compose comments.

This is a shame, but everything has its time.

DNI served as an important counterpoint to the “conventional wisdom” in military affairs long before the growth of the now influential  defense/.mil/intel/COIN/national security blogosphere. In addition to hosting the entertaining jeremiads of William Lind, Dr. Richards was the steward of the legacy of the great American strategist Colonel John Boyd and the benefactor of the 4GW School of strategic analysis. DNI was not only a resource for scholars and strategists interested in Boyd’s theories, it was a forum for vigorous debate at a time when unconventional views on military reform were unpopular as well as obscure.

Personally, I have learned much from both DNI and from Dr. Richards whom I had the pleasure of meeting in 2007, at the Boyd Conference at Quantico ( where I met other blogfriends and readers including Shane DeichmanDan TDAXPShlok VaidyaJohn RobbAdam ElkusDave Dilegge, Frank HoffmanDon VandergriffFrans Osinga, Ski, Isaac and Morgan). This event subsequently led to much good reading, writing, discussion and still more new friends now too numerous to mention here.  The keynote speaker that day was Col. Frans Osinga, whose magnum opus  Science, Strategy and War: The Strategic Theory of John Boyd is still the most comprehensive and detailed text on John Boyd’s strategic thought that we are ever likely to see.

Consequently, as a regular reader, I would like to thank Chet both for his hard work over the years as editor of DNI and for his occasional advice and contributions to various projects and discussions that have occurred in this section of the blogosphere. Dr. Richards appears to be very busy with his business consulting these days and I wish him the very best in his future endeavors.

DNI will soon be gone, but it will not be forgotten.

A quick ‘think” post.

It is generally a bad sign for a SECSTATE so early in an administration to have to come out and deny that they have been marginalized by the White House, as Secretary Clinton felt compelld to do the other day. The denial itself serves as confirmation of the fact.

It is tempting to write this off as another example of traditional, politically-motivated, battles between White House staffers, determined to protect the authority of the POTUS over foreign policy and the bureaucracy at State.  We have seen this struggle in the past with Al Haig, Cyrus Vance, William Rogers, Cordell Hull, Robert Lansing and other SECSTATEs who sooner or later found themselves sidelined and excluded from key foreign policy decisions by the president. However, this is not just a case of Obama insiders distrusting and attempting to “box in” the Clintons as political rivals, by using other high profile players ( though that has been done to Clinton).

Nor is it just that State is grossly underfunded relative to its responsibilities by the U.S. Congress, which it most certainly is. I’m pretty critical of State but to do everything they *should* be doing, and to do the job right, requires a sizable budget increase, perhaps upwards of 50 %. This cut off the nose to spite our foreign policy face niggardliness by the legislature is not new. Go back and read the memoirs of diplomats of a century ago. They wrestled with the same budgetary penury as State has to deal with today; even during WWII when you’d have thought money would be no object, Congress stiffed diplomats in hazardous, war-zone, postings on their food allowances. The foreign service was long the preserve of wealthy, well-connected, white men because back in the day, only they could afford to live on a State Department salary.

No, the hidden problem for the State Department is that in an age of failing, failed and fake states, diplomacy means less than it once did and accomplishes less in a greater number of places. You could replace Hillary Clinton with Talleyrand as SECSTATE and give him $ 100 billion to play with and he’d still be stuck with a collection of chaotic Gap states without effective internal governance, eroding sovereignty and multiplying non-state actors freebooting across international borders. The problem for State is the global evironment and their disinclination to adapt effectively to it as an institution. It’s foreign interlocutors frequently cannot deliver on any deals, even if they wanted to do so. When that is the reality, what role does diplomacy have in policy or strategy?

State needs to overhaul its personnel system and FSO culture to embrace the reality that interagency teamwork at the inception of policy planning is the only way the USG will be able to effectively advance its interests and nurture stability. The age of ambassadors or even mano-a-mano superpower summitry is over, even among great powers because State cannot execute policy across the DIME bureaucratic spectrum much less bring in the private sector on its own. It has neither the imagination nor the power to go it alone. For that matter, State is having enough  trouble just managing its core functions plus public diplomacy and development aid ( the last two so poorly they should be hived off immediately).

SECSTATE Clinton would like to be the Mario Andretti of Obama ‘s foreign policy but what she’s driving amounts to an Edsel. State needs an engineer to re-design it, and an advocate who can pull in the funding, not an operator or manager of the status quo. If State does not change its culture and its structures in the next decade, it is just marking time until some catastrophe results in it being retired to the historical graveyard and replaced with a new agency better suited to the conditions of the 21st century.

Uk Strategy and Defence Policy, where should it go? Have your say

As many of you will know the UK MoD is at work now on the preparation of a Green Paper leading up to a full (and overdue) defence review next year. We have been discussing many of the key issues in British strategy here on this blog for two years already. I think it speaks well of the informed and thoughtful KOW readership that the MoD Strategy Unit is now reaching out to this little corner of the defence blogosphere to engage with us on such matters. Below I am posting a note from Vincent Devine, who heads the Strategy Unit, which is intended to kick off a debate here on these pages on issues of mutual concern. I am personally chuffed that we have been asked. More importantly, I welcome the spirit of openness to debate and alternative views which the gesture represents. Across the pond they have been better at this, see The Army Needs Your Help, for instance, and I think they have realized better policy and strategy in the doing. I could quote a bunch of clichés here about ‘sunlight being the best detergent’, or ‘a problem shared is a problem halved’ but, really, it’s self-evident isn’t it? Here in the UK we’ve ground to make up and not a lot of time and resource to waste and so I find this development highly encouraging.

I’m grateful to David Betz for letting the UK Ministry of Defence Strategy Unit engage with Kings of War to gather views about the future of the UK’s defence policy.

The Strategy Unit, which I lead, is a small team of military officers, MoD and FCO officials and international exchange officers. We are pulling together the new Defence Green Paper, which will set out some of the key defence issues before a full defence review next year.  As we prepare the Green Paper we want to take advantage of the very active academic and think-tank debate on defence issues, and ideally provoke some of this discussion ourselves.  We running a series of traditional, real-world seminars and meetings with experts. Via Kings of War we also want to plug into the informed and interested defence blogosphere, hoping to reach a wider and (possibly) fresher audience.

This is, as far as I know, the first time the Ministry of Defence has done this, and it is something of an experiment. Depending on your reactions, we plan to post on several occasions between now and the end of the year. We’d like each time to pose one of the defence policy questions we’re considering, and ask for your views. We won’t plan to respond to each comment as it comes in (though we might chip in if any particularly live discussion kicks off), but will offer a set of reactions and impressions to wrap up the exchanges after about a week. And we want to be able to share with you some of our emerging thinking.

We hope the process will mirror the overall Green Paper approach: it’s about identifying the key questions, rather than trying to answer them now; it firmly places our defence policy within our wider international and security policy; and it’s based on the assumption that we may need to make some tough choices. If you want more background about the Green Paper process, you can find the Defence Secretary’s Parliamentary statement here , and of course some of you may have heard his speech at King’s on this last week.

We have agreed with David some ground rules for our participation in KoW, intended to help keep the debate lively. We are contributing as the MoD Strategy Unit, rather than trying to speak for the Ministry as a whole – we therefore won’t need to have all our contributions chiselled in stone before we submit them. Neither the Strategy Unit nor KoW make any commitment to agree with or support the views of the other – which indeed would undermine the whole point. We (genuinely) want to encourage people to say what they think – the most useful comments will be those which are informed, grounded and focused.

Finally, I’d like to suggest an open question to start the discussion: as we look at setting our future defence policy, what are the greatest problems we need to tackle and – equally important – what are the greatest advantages we can exploit?

There’s been a lot of good writing on this recently, including of course from David himself and Anthony Cormack, and from Theo Farrell, Malcolm Chalmers, Paul Cornish, Andrew Dorman, Hew Strachan and others. They’ve looked both at tactical/operational issues and at the overall strategic picture. Some see the glass half-full, some half-empty. Some focus on the need for success in current operations, others on the state of the whole defence machine. They identify a very broad range of issues: which of these are causes rather than symptoms, and which show grounds for optimism, which pessimism?
