The Armed Forces Journal on the economic decline of America.

The author makes too many assumptions regarding China’s resiliency.  The opacity of China’s hybrid, mercantilist-driven, political economy makes estimates of it’s true strengths and weaknesses difficult. We know how many treasury bills China has bought from us but not the real extent of hidden debt, underemployment or inflation. China’s leadership did not vastly increase the size of it’s paramilitary forces in the past decade because they were confident that it would all be smooth sailing ahead.

Mao ZeDong and 4GW

The frequent and casual association of Chairman Mao with 4GW is something that has always puzzled me as well ( though, if memory serves, William Lind was always careful to explain that 4GW isn’t simply guerilla warfare). I think it can be attributed to the likelihood that most people who are somewhat familiar with 4GW theory tend to think first of guerillas and Mao is regarded as a great innovator there. However, is there merit in placing Mao in the “4GW pantheon” (if there is such a thing)?

In the ” yes” column I’d offer the following observations:

Mao, whose actual positive leadership contribution to Communist victory in the civil war was primarily political and strategic rather than operational and tactical ( his military command decisions were often the cause of disaster, retreat and defeat for Communist armies) had a perfect genius – I think that word would be an accurate description here – for operating at the mental and moral levels of warfare.  Partly this was skillful playing of a weak hand on Mao’s part; the Communists were not a match on the battlefield for the better Nationalist divisions until the last year or so of the long civil war but Mao regularly outclassed Chiang Kai-shek in propaganda and diplomacy – turning military defeats at Chiang’s hands into moral victories and portraying Communist inaction in the face of Japanese invasion as revolutionary heroism. Yenan might have be a weird, totalitarian, nightmare fiefdom but Mao made certain that foreign journalists, emissaries and intelligence liasons reported fairy tales to the rest of the world.

In the “maybe” column:

Regardless of one’s opinion of Mao ZeDong, China’s civil war, running from the collapse of the Q’ing dynasty in 1911 to the proclamation of the People’s Republic in 1949, is a historical laboratory for 4GW and COIN theory.  The complexity of China in this era was akin to that of Lebanon’s worst years in the 1980’s but it lasted for decades. In a given province of China ( many of which were as large or larger than major European nations) then there might have been operating simultaneously: several warlord armies, Communist guerillas,  Nationalist armies, the Green Gang syndicate, White Russian mercenaries, Mongol Bannermen, rival Kuomintang factions, common bandit groups and military forces of European states, Japan and the United States. Disorder and ever-shifting alliances and fighting was the norm and Mao was the ultimate victor in this era.

In the “no ” column:

Mao ZeDong, whatever his contributions to the art of guerilla warfare, intended, quite firmly, to build a strong state in China, albeit a Communist one in his own image. He was never interested in carving out a sphere of influence or an autonomous zone in China except as a stepping stone to final victory. Moreover, the Red Army’s lack of conventional fighting ability for most of the civil war related to a lack of means, not motive on Mao’s part. When material was available, particularly after 1945, when Stalin turned over equipment from the defeated  Kwangtung army and began supplying a more generous amount of Soviet military aid to the Chinese Communists, Mao tried to shift to conventional warfare. When in power, he sent the PLA’s 5-6 crack divisions into the Korean War to face American troops in 2GW-style attrition warfare, not guerilla infiltrators behind MacArthur’s lines. 

Finally, Mao’s personal political philosophy of governance, taken from Marxism-Leninism and Qin dynasty Legalism, are about as radically hierarchical and alien to 4GW thinking as it is possible to be.

In sum, Mao is and should be regarded as a major figure in the  history of the 20th century and that century’s military history but he isn’t the grandfather of fourth generation warfare.

Richards reviews Thomas Huynh’s Sun-tzu

Dr. Chet Richards has reviewed the latest translation of one of the world’s oldest and greatest military classics:

The Art of War, trans. Thomas Huynh

One significant difference between Huynh and the other two is how they handle comments. Both Griffith and Cleary include remarks by the “canonical” commentators, a group of Chinese generals and pundits from Sun Tzu’s day through about the 12th century. They both also limit their own commentary to introductory remarks, 62 pages in the case of Griffith, 37 for Cleary. Huynh does not provide any of the canonical commentary. He does have a fairly brief introduction and translator’s note (totaling 18 pages), but most of his commentary is incorporated into the even-numbered pages that face the text on the opposite (odd numbered) pages.

Whether you like this is a matter of personal taste. It does allow for a smooth, uninterrupted reading of the Sun Tzu text itself, which is difficult in translations that have commentary interspersed with the words attributed to Sun Tzu. This is a huge plus. As for Huynh’s comments, they fall into two categories. One, which all readers will appreciate, concerns his insights into the language of the text and the environment of Sun Tzu’s day.

….A new translation of Sun Tzu from original sources is a major event, and this one would make a good addition to any library. If you get only a half dozen new insights – and you will (I did) – the book will repay its price many times over. Add it to the translations you’re using now and you’ll gain another source of ideas.

The Department of State recently released Foreign Relations of the United States, 1969-1976, Volume XVIII, China, 1973-1976. This volume covers the critical period of the Nixon Adinisrtion’s watershed “China Opening”. I could have used this about ten years ago but better late than never.

Fallows’ $ 1.4 Trillion Question

Both Tom and John have weighed in on the important piece by James Fallows in The Atlantic Monthly, entitled “The $1.4 Trillion Dollar Question“:

Dr. Barnett:

What Fallows doesn’t address in China’s vast surplus/savings is the huge and very real current sovereign debts and future mandates that are hidden in this development scheme: overseas resource dependencies demanding investment stakes, future aging costs, current and future enviro costs, future requirements to build out (and up) the poor interior, and so on.

Those are real sovereign liabilities because the people will expect some/much government help in these matters over time to ensure continued development and sustained movement up the product chain (gotta get as rich as possible before getting old).

Having said all that, Fallows’ analysis of the government’s logic is dead on. I suspect that, with all his time spent in China, we’ll see a book that does a big turn in explaining China to America. That will be a huge journalistic endeavor, and most welcome from someone with his considerable narrative talents.

As for the larger strategic question, we owe China a quiet international security order within which to develop, and sufficient partnership so as to obviate too much defense spending on their part. Eventually, Deng’s “grand compromise” of 1992 (PLA supports him on market acceleration in return for money and cover to modernize) must be tempered so that China doesn’t field a military for a war that should never happen and which it could never win. It needs to field a SysAdmin-heavy force that partners with us in mutual dependence: we can’t rule the peace with our Leviathan-heavy force, but they can’t rule war with their Leviathan-lite force either, so we must cooperate in extending and protecting globalization to our mutual advantage.”

John Robb:

Fallows runs through the details of the “financial balance of terror” between the US and China and concludes that it won’t last long. However, of the reasons he listed for a collapse of the balance, he didn’t include the most likely: that China will need the money to shore up its domestic economy as the US heads into a lengthy and severe recession.

Remember, China hasn’t endured anything other than growth pain for over a decade. Further, the average Chinese citizens hasn’t reaped much from that boom. They don’t have the financial reserves to weather a crisis (and many of those that do will lose their shirts when China’s market bubble tanks). So where will this cash go over the next two years? Not into Blackstones or US Treasuries. Instead, it will be invested domestically. Into jobs and projects to shore up the little bit of legitimacy the Chinese government still has (we see a similar pattern with many of the globe’s marginally legitimate governments, from Saudi Arabia to Russia).

Frankly, I’m not sure that $1.4 trillion (the normative value of which is evaporating with each plunge in the dollar) will be enough to prevent China from disintegrating if this crisis becomes a panic.”

My two cents:

China holds enormous reserves in dollars because their financial strategy – parking surplus cash in Treasury securities – also represents an internal political strategy of deferring acrimonious, major, spending and investment choices that might precipitate division among the elite. China’s leaders are acutely aware of their nation’s deficiencies and historical tendency toward centrifugal, regional, disintegration and keeping the country intact and the state in charge is right up there in terms of priority with sustaining a fantastic rate of GDP growth. The dollar surplus represents an agreeable, strategic, “rainy day fund” consensus choice of the elite and significant changes here will only be in response to pressures or needs that the elite of the CCP can get behind as a whole. Likely, cautious changes but possibly also too little too late.
