On Afghanistan and Strategy

Most of you have followed the series on the Afghanistan strategy debate at Abu Muqawama that was prompted by the Andrew Bacevich article or read the exchange I had with Dr. Bernard Finel or at the many other defense blogs talking Afghanistan. So many at once, that Dave Dilegge of SWJ asked everyone to chill out and lower the “noise”. Dilegge later explained on Dr. James Joyner’s OTB Radio program that he wasn’t trying to stifle debate so much as point out that the staff working for Gen. McChrystal that are trying to put together a strategic plan were feeling overwhelmed by the blizzard of contradictory expert and not-so-expert advice that was suddenly flying furiously in the blogosphere.

When we consider that a lot of the recent debate was of a “should we be there?” character rather than “what should we do now?”, Dave had a reasonable point. The military leadership in Afghanistan doesn’t have the luxury of asking the former question or any control over regional or national policy as it should be designed at the level of the NSC – they have to answer the second question. 

In that spirit, I’ll try to offer a few concise thoughts on relating strategy to what should come next in Afghanistan.

1. Is there a strategic American interest in Afghanistan?:

Many anti-war and anti-COIN writers have pointed out that the U.S. does not have any intrinsic interests in Afghanistan. In a narrow sense, this is correct. Afghanistan has nothing we need and no economy to speak of. We abandoned Afghanistan after the end of the Soviet War and are there now only because al Qaida happened to be based there at the time of 9/11. Why not just leave again?

Afghanistan could properly be fitted into national strategy from two angles. A regional strategy for Central Asia and the Subcontinent or as part of a global strategy in the war against al Qaida. As the former task would be too complicated and slow to finesse from an interagency perspective, we should view Afghanistan in the context as a part of a global war against al Qaida. We need Afghanistan’s proximity to al Qaida in Pakistan’s border provinces in order to attack al Qaida effectively and to put continuous pressure on Pakistan’s government, elements of which which still sponsors the Taliban and, at least indirectly, al Qaida.

Can we do the same things from aircraft carriers? No? Then we need to be in Afghanistan, at least for a time.

2. Why is al Qaida so important and how will we know if we”win”?:

What makes al Qaida distinctive from all other Islamist terrorist-insurgencies is their transnational, strategic, analysis and commitment to struggle against the “far enemy” ( i.e. the US) and for the unification of the “ummah”. That’s really unique. Every other violent actor in the jihadisphere is really dedicated to their own particularist Islamist project of struggle – nationalist or secessionist – against the “near enemy” of their home country regimes.  Like Lenin and Trotsky working for world revolution, Bin Laden and Zawahiri try to plan and make AQ an independent player on an international level, unlike HAMAS, Hezbollah, Salafist Call to Combat and various other Islamist armed groups. They have also, from time to time, managed to operationalize these ambitions and “project power” through major acts of terrorism around the world.

We “win” when Bin Laden, Zawahiri and their small cohort of “global revolutionary” jihadists are dead and their paradigm discredited in favor of “localist”, “near enemy” jihadists – who have always composed the vast majority of violent Islamist extremists. The latter are no threat to us, it is the commitment of Bin Laden and co. to their vision that represents a threat. When they are gone al Qaida is likely to be seen among Islamic radicals as a grand failed experiment.

3. What are America’s objectives in Afghanistan?:

Our goal should be that Afghanistan’s government and populace are hostile towards the return of al Qaida to their territory. That’s it.

4. How should we accomplish this objective?:

My perception is that we have tried three interrelated, interdependent but also competing policies in the last eight years in Afghanistan.

1. Counterterrorism

2. COIN

3. State Building

Counterterrorism has been the policy that we have been most effective at – disrupting al Qaida organizationally, keeping its leadership on the move and in flux, squeezing it financially and grinding away at it’s primary local ally, the Taliban. We should keep doing this and even become more aggressive as this is the policy closest to American national interest.

COIN is vital in Afghanistan – but not as an end in itself. If the US embarks upon some kind of 25 year Roman Legionary version of COIN on steroids, then we have gone badly astray. We need intelligence. We need cooperation and support from Afghans. We need Afghans to see the U.S. as a benefactor and al Qaida and the Taliban as bringers of woe and misery. That requires COIN with local U.S. and NATO commanders being given great flexibility – including with discretionary expenditure of funds and alteration of policy, without a mountain of red tape and second guessing in far distant capitals by bespectacled lawyers wearing silk ties and gold cuff links.

COIN is – like Afghanistan – a means to an end.

State Building is a cardinal part of COIN doctrine. I suggest that in terms of Afghanistan, we throw that premise out the window and just accept dealing with provincial and local elites who have real power (i.e. – armed men with guns, respect of local population, a clientela network of officials and notables). Afghanistan has rarely ever had a strong, centralized, state in its history and Afghans do not have high expectations of what Kabul can do for them. Trying to swim against that current, the sheer cultural and historical inertia it represents, is a waste of our time and money.  While state building as an objective fascinates diplomats and the academic-NGO set, it is actually the least of our priorities and if we ever did build a strong state in Afghanistan, it’s first order of business would be to interfere in our making war on al Qaida and second, to kick us the hell out of their country.

If we have to build a state apparatus, let’s build them locally with a heavy emphasis on their stimulating economic activity and financing local, private, production of goods and establishing security forces composed of residents. That way, someday, if Afghanistan ever has a functioning national government, it will at least have a stream of revenue from levying taxes in relatively orderly provinces.

5. These seem like “minimalist” goals:

Yes. But in practice, quite large enough.

The problem with the asymmetric mismatch between the U.S. and it’s foes is that we bring so astronomical a flow of resources in our wake that we end up “growing” our enemies. Like parasites, they manage to feed off of our war effort against them. Afghanistan is so miserably poor that nearly everything we bring in to the country has relative market value. If you remember CNN clips of the U.S. retreat from Somalia, the last scene was the local warlord permitting  impoverished Somalis to swarm over our abandoned base, the mob was gleefully seizing scraps of what most Americans would consider to be worthless crap. 

That market differential inevitably breeds corruption when it comes to US. aid. It cannot be waved away any more than we can pretend supply and demand does not exist. While it is counterintuitive, less is more. Keeping our clients on bare sufficiency is more functional for our purposes then generosity. 

That’s not just being pragmatic, its’ cheaper too. It makes no sense to spend a trillion (borrowed) dollars in a country whose GDP will not generate that kind of wealth in a thousand years.

6. What about “destabilizing” Pakistan?:

The primary destabilizer of Pakistan is the Pakistani government’s schizophrenic relationship with the extremist groups it creates, subsidizes, funds and trains to unleash on all its neighbors. When the Islamist hillbillies in FATA or their Punjabi and Kashmiri equivalents try to menace the interests of Pakistan’s wealthy elite, the “ineffectual” Pakistani Army and security services can move with a sudden, savage efficiency.

Anyone who thinks the Pakistani Taliban can come down from the hills and take over Islamabad has a very short historical memory of what the Pakistani Army did in Bangladesh before the latter’s independence.

7. When can the troops “go home”?:

Right now the estimates range from our needing to accomplish everything in 2 years (David Kilcullen) to 40 years (Gen. Sir David Richards).

To be blunt, we are not staying for four decades; it is not in American interests to make Afghanistan the 51st state. We stayed in Germany after WWII for 50 years only because it was Germany – the industrial and geopolitical heart of Europe. Afghanistan is not “Germany” to any country on earth except Pakistan (their “strategic depth” against an invasion by India). If we dial down our objectives to the simple obliteration of al Qaida, I suggest that our departure could take place within the few years time it would take to convince/squeeze Islamabad into seeing that path as the fastest, cheapest, way to get rid of a very large American presence in their backyard. Right now, Islamabad sees us setting up shop for generations to come and Pakistan’s generals are acting to frustrate that perceived goal as much as they dare.

Strategy involves making choices and accepting costs. What costs do you think the U.S. should be prepared to shoulder in solving the problem of Afghanistan ( either by staying or leaving)?

The Kilcullen Doctrine

Dr. John Nagl, president of CNAS, lead author of The U.S. Army/Marine Corps Counterinsurgency Field Manual, retired lieutenant colonel and top COIN expert, has penned an important review of Accidental Guerrilla by Col. David Kilcullen, in the prestigious British journal RUSI. Unfortunately, at present no link is is available, but my co-author Lexington Green is a subscriber and sent me a copy of the review, which I read last night. I now look forward to reading Kilcullen firsthand and have put Accidental Guerrilla near the top of my summer reading List.

I state that Nagl’s review is important because beyond the descriptive element that is inherent in a review, there is a substantive aspect that amounts to an effective act of policy advocacy. First, an example of Nagl’s descriptions of Kilcullen’s arguments:

We do not face a monolithic horde of jihadis moti vated by a rabid desire to destroy us and our way of life (there are some of these, although Kilcullen prefers to call them takfiris); instead, many of those who fight us do so for conventional reasons like nationalism and honour. Kilcullen illustrates the point with the tale of a special forces A-Team that had the fight of its life one May afternoon in 2006. One American was killed and seven more wounded in a fight that drew local fighters from villages five kilometres away who marched to the sound of the guns – not for any ideological reason, but simply because they wanted to be a part of the excitement. ‘It would have shamed them to stand by and wait it out’, Kilcullen reports

Tribal and even “civilized” rural people, often find ways of making social status distinctions that relate to behaviour and character rather than or in addition to the mere accumulation of material possessions (Col. Pat Lang has a great paper on this subject, “How to Work with Tribesmen“). We can shorthand them as “honor” cultures and they provide a different set of motivations and reactions than, say, those possessed by a CPA in San Francisco or an attorney in Washington, DC. People with “honor” are more obviously “territorial” and quick to defend against perceived slights or intrusions by unwelcome outsiders. This is a mentality that is alien to most modern, urbanized, 21st century westerners but it was not unfamiliar all that long ago, even in 19th and early 20th century, Americans had these traits. Shelby Foote, the Civil War historian, quotes a captured Southern rebel, who responded to a Union officer who asked him, why, if he had no slaves, was he was fighting? “Because you are down here” was the answer.

While relatively short and designed, naturally, to help promote a book by a friend and CNAS colleague, Dr. Nagl has also taken a significant step toward influencing policy by distilling and reframing Dr. Klicullen’s lengthy and detailed observations into a reified and crystallized COIN “doctrine”. A digestible set of memes sized exactly right for the journalistic and governmental elite whose eyes glaze over at the mention of military jargon and who approach national security from a distinctly civilian and political perspective:

There is much first-hand reporting in this book, based on Kilcullen’s [Robert] Kaplan-esque habit of visiti ng places where people want to kill him. After chapters detailing his personal experience in Afghanistan and Iraq, he returns to his doctoral fieldwork in Indonesia, discusses the insurgencies in Thailand and Pakistan and evaluates the complicated plight of radical Islam in Europe. While all of these confl icts are related to each other, they are not the same, and cannot be won based on a simplistic conception like the global War on Terror; instead, the enemy in each small war must be disaggregated from the whole, strategy in each based on local conditions, motivations, and desires. One size does not fit all, and there are many grey areas. A ‘with us or against us’ approach is likely to result in far more people than otherwise being ‘against us’ in these conflicts.

John Boyd would have agreed that isolating our enemies and winning over groups as allies is much preferred to needlessly multiplying our enemies. That paragraph is more or less boilerplate in the COIN community but this RUSI review is aimed not at them but at political decision makers, national security bureaucrats, diplomats and elite media and constituted a necessary set up by Nagl for “The Kilcullen Doctrine” [bullet points are my addition to Nagl’s text, for purposes of emphasis]:

….In direct oppositi on to the ideas that drove American interventi on policy two decades ago, Kilcullen suggests ‘the anti -Powell doctrine’ for counter-insurgency campaigns.

  • First, planners should select the lightest, most indirect and least intrusive form of intervention that will achieve the necessary effect.

  • Second, policy-makers should work by, with, and through partnerships with local government administrators, civil society leaders, and local security forces whenever possible.

  • Third, whenever possible, civilian agencies are preferable to military intervention forces, local nati onals to international forces, and long-term, low-profile engagement to short-term, high-profile intervention.

New doctrines emerge because ideas are articulated at the moment in time when they both fit the circumstances and the intended audience is ready to accept their implications. George Kennan, the father of Containment in 1946-1947 had attempted to give the State Department and the Roosevelt administration essentially the same advice about Soviet Russia in the 1930’s and the reaction of the White House was to order the State Department’s Soviet document collection destroyed and exile critics of Stalin like Kennan from handling Eastern European affairs ( Kennan saved the collection by storing it in his attic). Neither Stalin’s nature nor Kennan’s opinion of the USSR changed much in the next decade, but the willingness of American liberal elites to consider them did, making Containment doctrine a reality.

The post-Cold War, Globalization era elite is in the ready state of mind for a “Kilcullen Doctrine”. They are ready to hear it because systemic uncertainties have made them justifiably skeptical of old prescriptions and they are seeking new perspectives the way the Truman White House invited Kennan’s Long Telegram. This situation is both good and bad in about equal measure.

The good comes from the fact that the Kilcullen Doctrine is operationally sound, at least for specifically handling issues of complex insurgencies. It is also politically astute, in that it encourages statesmen and military leaders to first tinker with minimal measures while listening acutely for feedback instead of charging in like a bull in a china shop, to empower locals rather than engaging in the military keynesianism equivalent of enabling welfare dependency, as the U.S. did in South Vietnam and initially in Iraq. Kilcullen is also a reluctant interventionist, a healthy sentiment, albeit one unlikely to survive in doctrinal form.

The bad is multifaceted. None of these are dealbreakers but all should be “handled” by the COIN advocates of a “Kilcullen Doctrine”:

First, Kilcullen’s three principles are an operational and not a genuinely strategic doctrine. In fairness, no major COIN advocate has ever said otherwise and have often emphasized the point. The problem is that a lot of their intended audience – key civilian decision makers and opinion shapers in their 30’s-50’s often do not understand the difference, except for a minority who have learned from bitter experience. Most of those who have, the Kissingers, Brzezinskis, Shultzes etc. are elder statesmen on the far periphery of policy.

Secondly, this operational doctrine requires a sound national strategy and grand strategy if it is to add real value and not merely be a national security fire extinguisher. Kilcullen may say intervention is unwise but that is really of no help. Absent a grand strategy with broad political acceptance, policy makers, even professed isolationists, will find situational (i.e. domestic political reasons) excuses for intervention on an ad hoc basis. That George W. Bush entered office as a sincere opponent of “nation-building” and proponent of national “humility” should be enough to give anyone pause about a president “winging it” by reacting to events without a grand strategy to frame options and provide coherence from one administration to the next.

Thomas P.M. Barnett, a friend of this blog, has been articulating a visionary grand strategy since 2004 in a series of books, the latest of which is Great Powers: America and the World After Bush, where he essentially models for the readers how a grand strategy is constructed from historical trajectories and economic currents to make the case. Barnett’s themes have a great consilience with most of what COIN advocates would like to see happen, but Dr. Barnett’s public example of intellectual proselytizing and briefing to normal people outside of the beltway is even more important. Operational doctrine is not enough. It is untethered. It will float like a balloon in a political wind. It is crisis management without a destination or sufficient justification for expenditure of blood and treasure. If these blanks are not filled in, they will be filled in by others.

COIN advocates will have to bite the bullet of working on national strategy and grand strategy, building political coalitions, speaking to the public and wading into geoeconomics and the deep political waters of the long view. For a some time, they have had the excuse that as uniformed officers, such questions were above their pay grade – and this was the scrupulously, constitutionally, correct position, so long as that was the case.

That era is swiftly passing and most of these brilliant military intellectuals now have (ret.) in their titles and wear business suits rather than fatigues. COIN is not an end in itself. The horizon is much wider now and we should all be ready to pitch in and help.

Political Maneuver in Counterinsurgency

Like the Romans, counterinsurgents through history have engaged in road-building as a tool for projecting military force, extending governance and the rule of law, enhancing political communication and bringing economic development, health and education to the population. Clearly, roads that are patrolled by friendly forces or secured by local allies also have the tactical benefit of channeling and restricting insurgent movement and compartmenting terrain across which guerrillas could otherwise move freely. But the political impact of road-building is even more striking than its tactical effect

….But the effects accrue not just from the road itself, but rather from a conscious and well-developed strategy that uses the road as a tool, and seizes the opportunity created by its construction to generate security, economic, governance and political benefits. This is exactly what is happening in Kunar: the road is one component, albeit a key one, in a broader strategy that uses the road as an organizing framework around which to synchronize and coordinate a series of political-military effects. This is a conscious, developed strategy that was first put in place in 2005-6 and has been consistently executed since. Thus, the mere building of a road is not enough: it generates some, but not all of these effects, and may even be used to oppress or harm the population rather than benefit it. Road construction in many parts of the world has had negative security and political effects, especially when executed unthinkingly or in an un-coordinated fashion. What we are seeing here, in contrast, is a coordinated civil-military activity based on a political strategy of separating the insurgent from the people and connecting the people to the government. In short, this is a political maneuver with the road as a means to a political end.

A nice piece, one that reveals the multiple dimensions of connectivity inherent in something so seemingly straightforward as a “road”. The connectivity itself is a weapon against disconnecting, isolating, hyperideological, insurgencies like the Taliban.

Incidentally, this isn’t America’s first foray into road building in Afghanistan; the Eisenhower administration, as a Cold War intrusion into the Soviet sphere of influence, built a modern highway for Zahir Shah that constituted, for many years, Afghanistan’s only paved road outside of Kabul.

BELATEDLY, KILCULLEN ON THE TRIBAL REVOLT

Great piece by Colonel Kilcullen at SWJ Blog on the “flipping” of Anbar province by the tribal revolt against AQI:

“The implications of the tribal revolt have been somewhat overlooked by the news media and in the public debate in Coalition capitals. In fact, the uprising represents very significant political progress toward reconciliation at the grass-roots level, and major security progress in marginalizing extremists and reducing civilian deaths. It also does much to redress the lack of coalition forces that has hampered previous counterinsurgency approaches, by throwing tens of thousands of local allies into the balance, on our side. For these reasons, the tribal revolt is arguably the most significant change in the Iraqi operating environment for several years. But because it occurred in ways that were neither expected nor accounted for in our “benchmarks” (which were formulated before the uprising began to really develop, and which tend to focus on national legislative developments at the central government and political party level rather than grass-roots changes in the quality of life of ordinary Iraqis) the significance of this development has been overlooked to some extent.”

We should run with the grassroots and try to get tolerably effective Iraqi self-government at the local and provincial level and simply cut our losses with the central government. Let it fade into irrelevance as most Iraqis already ignore its edicts anyway.

The opportunity of the democratic elections were blown when the Iraqi power brokers (few of whom could be considered democrats in any meaningful sense and see a truly democratic system as inimical in principle to their own in-group leadership) were permitted to drag out negotiations over forming a government until legitimacy and popular interest generated by the elections eroded. We should have instead, followed the example of the noteworthy “Small Wars” fighter, General Leonard Wood.

The general, who was running occupied Cuba as the military governor in the immediate aftermath of the Spanish-American War, faced a similar situation with the intransigence of wealthy, landed, Cuban elites who filled the legislature who were attempting to outwait Wood by creating a political deadlock until the Americans went home. General Wood, who understood the game being played and the free-for-all that would ensue if American troops left Cuba without a functional government, simply locked the doors of the parliament and his armed soldiers refused to permit anyone to leave until the legislators finished their business and also ratified the unpopular Platt amendment.

The latter effectively made Cuba a protectorate of the United States in name as well as fact but from a realist perspective, it also quashed the possibility of civil war, boosted Cuba’s economy and guaranteed a functioning civil government in Havanna for two and a half decades, even if it required a new military intervention. Iraq is not nearly so well off.
