Calling All Orientalists

Abu Muqawama pointed to a LA Times article on the difficulties the CIA is having in getting clandestine officers near actual, real, live Islamists. Not Islamists in Waziristan, Mogadishu or Gaza but near Islamists whose mosque might be down the street from a Starbucks in Rotterdam.

But after spending hundreds of millions of dollars setting up as many as 12 of the companies, the agency shut down all but two after concluding they were ill-conceived and poorly positioned for gathering intelligence on the CIA’s principal targets: terrorist groups and unconventional weapons proliferation networks.  The closures were a blow to two of the CIA’s most pressing priorities after the 2001 terrorist attacks: expanding its overseas presence and changing the way it deploys spies.The companies were the centerpiece of an ambitious plan to increase the number of case officers sent overseas under what is known as “nonofficial cover,” meaning they would pose as employees of investment banks, consulting firms or other fictitious enterprises with no apparent ties to the U.S. government.

But the plan became the source of significant dispute within the agency and was plagued with problems, officials said. The bogus companies were located far from Muslim enclaves in Europe and other targets. Their size raised concerns that one mistake would blow the cover of many agents. And because business travelers don’t ordinarily come into contact with Al Qaeda or other high-priority adversaries, officials said, the cover didn’t work.

Summing up what many considered the fatal flaw of the program, one former high-ranking CIA official said, “They were built on the theory of the ‘Field of Dreams’: Build them and the targets will come.”

Heh. In fairness, the Allen Dulles model of spymastery has its uses. You set up shop somewhere, loudly hint you might have important connections with American intelligence and wait for a variety of shady and desperate characters to walk in your door. This is what Dulles did in Switzerland during WWII and he reaped many a major intelligence coup by getting on to the radar screen of the Abwehr ‘s high-placed cabal of anti-Nazi dissidents. It’s what good CIA station chiefs or their senior staff did regularly and the KGB and GRU did it too. While the embassy staff had to sift through a sea of crackpots, walk-ins nevertheless provided the biggest HUMINT gains for either side during the Cold War

Unfortunately, that tactic only works at a certain level of play. When Ike wanted to work with the French Resistance, Dulles was of little help. The OSS had to get it’s hands dirty and infiltrate agents behind German lines in high risk operations  run by William Casey, another future DCI, using personnel who could blend in with the target population, speak the languages, generally operate without a net. And in so doing, FDR,  Stimson, Marshall and Eisenhower accepted that, every so often, some OSS operations were just going to blow up in our faces (trying to beat Hitler provided a lot of political wiggle room and the media and this nation’s Boomer elite today have attitudes toward covert ops that are 180 degrees different from the GI Generation). Today we are not recruiting, retaining or training enough people with the characteristics that General William Donovan and the OSS once eagerly sought out.

Abu Muqawama used the all-American Matt Damon’s face as a metaphor for the problem. It’s very  true, we need to revise our legacy policies on recruiting children of native speakers and those with extensive overseas experience ( the kind that yields authentic local knowledge, dialectical inflection and street credibility). But take a look at the pasty complexion of  John Walker Lindh, who wandered around Yemen and militant areas of Pakistan prior to joining the Taliban as a mujahid. An American goof with no particular skills except an ingratiating sincerity and mediocre Arabic ended up in the proximity of the world’s most sought after terrorist leader.

Then there is the even more improbable case of Adam Yahiye Gadahn or “Azzam the American”, as he likes to style himself. A partly Jewish son of California Hippie parentage, who once cranked an air guitar to heavy metal tunes, is now al Qaida’s youtube equivalent of Lord HawHaw. At some point, we might want to consider that the Islamist movement and even al Qaida itself are not really “hard targets” in quite the same sense as is North Korea. I have trouble seeing a clueless California teen-ager in 1949 getting to break bread with Josef Stalin at his dacha on the basis of being a Communist and speaking some broken Russian. We are limited here by our own systemic cultural-linguistic ignorance of the rest of the world and our cherished bureaucratic paradigms.

We need to face facts that the USG and it’s IC needs people who speak three or four languages well and can pick up new ones on the fly, if need be. Who are intuitive anthropologists. Who empathize -but do not self-identify with – the cultures in which they immerse themselves. Who have cognitive maps that can integrate different or alien worldviews and profit from them analytically without being transformed by them. We need 21st century “Orientalists” in the mode of Sir Richard Francis Burton, who spoke perhaps thirty languages and knew the cultures from the Nile to the Indus. Impossible ? A friend of mine, trained as a linguist, speaks seven languages, which is very impressive until he relates that his late mentor spoke forty(!), including several dead ones.

The human mind has not changed much since Burton’s day, just our culture and the incentives offered.

Would Liberal Education Prevent Terrorism?

A brief excerpt from the comment from blogfriend Charles Cameron:

The warfare of the Aztecs, the berserkers seeking Valhalla, and most significantly today, the Islamists seeking martyrdom – these are not “rational actors” in a sense that tweaking our Prisoners Dilemma tables will not address.

To know them, we must think not merely our of the box but out of boxes, take not just the road less traveled but a path so overgrown a machete is required to cut it, and no one can say whether it was a path before, or is new found land, a haunt of owls or badgers, or an habitation of ghosts… a trackless track as zen might call it, crossing the Cartesian rift between brain and mind, passing between real and imaginal, fact and myth, story and history as easily as we might pass between Colorado and Wyoming.”

That resonated with me earlier today when I read a blurb in the current issue of The Atlantic Monthly ( who appear to owe Ralph Peters some kind of credit for their   cover story) regarding the disproportionate number of engineers in the ranks of Islamist terrorists, which led me to google these fine papers, posts and theads:

Most MENA nations have very limited systems of public and private education and literacy rates are far lower than state figures generally admit. In some instances, Arab states may have illiteracy rates reaching into the 40th percentile.  The well educated, multilingual and scientifically trained are a definite elite in the Arab-Islamic world diverging socially and psychologically from a majority who speak only colloquial Arabic or an ethnic minority language and  (possibly broken) colloquial Arabic.  See Dave Schuler’s comments on Diglossia. Moreover censorship, repression and the boundaries of permissible social, political and cultural discourse vary significantly from Tangier to Bahrain.

In this climate, an engineering education creates a mind capable of rigorously rigid – one might say predisposed to doctrinaire – logical thinking in terms of process with an artificially circumscribed mental palette of content. Narrow vision and a powerful intellect will yield different answers to problems than will a panoramic vision and a powerful intellect. Islamism would serve to reinforce the tendency toward rigidity while ramping up the emotional intensity of the response to frustrating obstacles to solving problems.

Could the “Cartesian rift” or dichotomy of which Charles writes be healed by greater access to liberal education in the Mideast? Ideally, yes, as both a world of possibilities would open up alongside a propensity to question received authority that liberal education brings. On the other hand, the report by Gambetta and Hertog puts humanities majors as disporortionately represented among secular, leftist, terrorists so liberal ed may simply stir the domestic pot in the Mideast  because most societies there remain, to a degree, repressive tyrannies in terms of politics.

Cameron on Knowledge

Blogfriend Charles Cameron left the following comment on my knowledge expertise post but I’m promoting it here ( while I munch a quick bite to eat and digest his remarks) because it will resonate with the interests of a number of my other readers.

I’ll update later tonight with a response:

“I’d like to propose that the reason, as you say, that “a space in which people from diverse fields of expertise can get together to exchange ideas” is so powerful isn’t because the more “people” the merrier – its because the more “diverse fields” the merrier.

Each new expert, if expert in one field, brings one new family of “frames” together, and it is the viewing of the known facts (and occasional anomalies) in new frames that provides the unexpected glimpses.  So that in fact the most useful expertise would be in (almost content free) frames – in knowing a wide variety of angles from which to look at each situation.

But I’d like to take this farther, and then deeper.

I’m speaking of frames, but those are fairly easily gathered by a decent collector, since they don’t on the whole challenge people’s existing emotions – the assumptions which exemplify our worldviews, to which we tend to be emotionally attached, are harder to get at – and deeper still there the archetypes in which our entire sense of reality is anchored, shifts in which, like psychedelic drug experiences, shake us to the foundations.

For a practical minded child of the enlightenment to question some position proposed by John Cain or Hillary Clinton is not too difficult. To admit one’s own foolishness after offering unwanted though well-intentioned advice to a confirmed alcoholic is harder. But to question the law of cause and effect as commonly understood seems, well, suicidal.

And yet that’s what, for instance, al-Ghazali did, and the Islamic world is still halfway of the opinion that he is right.  As an author under the pseudonym Spengler put it in a recent article for Asia Times:

There are no intermediate causes, in the sense of laws of nature. Mars traverses an ellipse around the sun not because God has instituted laws of motion that require Mars to traverse an ellipse, but because Allah at every instant directs the angular velocity of Mars. … Allah is everywhere doing everything at all times. He sets the spin on every electron, measures the jump of every flea, the frequency of every sneeze.

That’s a hard one for us to swallow, as is the neo-Platonist view – popular with Marcilio Ficino, the leading light of the Platonic Academy in Medici Florence – expressed here by Plotinus, (and echoed by Shakespeare in a familiar phrase):

Men directing their weapons against each other- under doom of death yet neatly lined up to fight as in the pyrrhic sword-dances of their sport – this is enough to tell us that all human intentions are but play, that death is nothing terrible, that to die in a war or in a fight is but to taste a little beforehand what old age has in store, to go away earlier and come back the sooner. … Murders, death in all its guises, the reduction and sacking of cities, all must be to us just such a spectacle as the changing scenes of a play; all is but the varied incident of a plot, costume on and off, acted grief and lament. For on earth, in all the succession of life, it is not the Soul within but the Shadow outside of the authentic man, that grieves and complains and acts out the plot on this world stage which men have dotted with stages of their own constructing.

These views – that all the world’s a play, that each sparrow falling, each arrow or bullet fired, each airplane tilted towards a distant tower is held between the fingers of a God – they seem unnatural to us, they are foreign, medieval we c all them, archaic even – and yet the hold some terrible compulsion for us, they are the stuff of dreams, and for those whose “niveau mentale” is less firmly fixed in the twenty-first century and its certainties, they can unleash a fervor we find it hard to understand.

My point in quoting al-Ghazali and Plotinus is to show, as Erich Auerbach showed in his Mimesis: The Representation of Reality in Western Literature, that realities at odds with what seems like reality to us have significant histories and can inspire powerful emotions and impassioned acts that leave our western speculative imaginations standing in their dust.

Eighth Post in the Nuclear Policy Series: Charles Cameron

I’m pleased to offer a different perspective here from blogfriend Charles Cameron of Hipbone Games who blogs at Forensic Theology. Charles has a deep academic background in comparative theological studies and he is offering insight into the mindset of millenarian religious radicals and what their motivations might mean for the concept of nuclear deterrence.  Cameron seeks to address an aspect that is, surprisingly, seldom highlighted properly in the media despite the U.S. having been at war with Islamist terrorists since 2001. The number of voices who have also tried to do so – Gilles Kepel, Olivier Roy, Tim Furnish and Michael Scheuer – have focused exclusively on radical Salafist and Mahdist Islamism while Cameron puts these in context  with all eschatological religious extremists, mythic archetypes and other primal currents of human culture.

Charles Cameron’s post is really an 18 page paper of considerable intellectual depth and subtlety and I offer it here to readers with a strong endorsement for your careful consideration.

Religious and apocalyptic background to nuclear policy making

“I read about Cheryl Rofer’s invitation to the blogosphere of 18 December, suggesting that we should form a “blog-tank” on nuclear policy, on my blog-friend Zenpundit’s blog. My purpose here is to offer as background to that ongoing discussion of nuclear policy, some reminders from the spheres of religion and mythology.

It is my purpose here to suggest that the actions, plans and motives of those who are subject to religious drivers, and in particular drivers of an apocalyptic or “end times” nature, are, by reason of their seeming irrationality and fringe quality, often overlooked by those whose specialties revolve around such things as centrifuges and the enrichment of uranium, short-range missiles and their forward deployment, and so forth – and that a theological understanding of the place of nuclear weapons in the eschatological thinking of radical religionists of a variety of stripes is one of the key desiderata in an effort to come to grips with the realities of proliferation and peace”.

Nano

Mrs. Zen gave me one of these nifty iPod Nano devices for Christmas. 

I am not a huge music fan which is why I paid little attention to the iPod when it first came out.  However, the advent of podcasting and intellectual opportunities like Stanford on iTunes have made me reconsider the utility of owning one.

My drive to work is fairly long and Chicago talk radio is, with the exception of the excellent Steve Dahl and Dr. Milt Rosenberg ( who is on later at night), quite mediocre these days. Secondly, I expect to spend more time the next few months on the treadmill to lean out after this holiday’s  celebratory prime rib dinner and excessive consumption of adult beverages. I have time to fill with something substantive when reading is either dangerous or simply inconvenient.

After playing around with the Nano today for the first time, I think I’ll be using more of the functions than people who primarily want it for music related applications. After I load perhaps fifty or at most, a hundred, songs, I would gravitate to podcasts, audiobooks and videos stored on a short term basis. Perhaps a few photos though the idea of whipping out your iPod to show ppl pics of the kids strikes me as too much work.

This being a tech subject and with my being a non-geek, I welcome comments from those who are.
