Of diversity in Islam

Islam is “a mosaic, not a monolith”.

Vartan Gregorian, president of the Carnegie Corporation, offered us a 177-page exposition of that theme in a book of that title published by the Brookings Institution (2003), expanding on an earlier and shorter essay of the same title. Of the book-length version, he writes:

Presenting such a wide-angle view in a relatively small space requires the free use of generalizations, summaries, and categorizations that must leave out many nuances of history.

There’s no doubt that some currents within Islam preach a continuing war against “Crusaders and Zionists” — and make no mistake about it, this is a religious movement, claiming its sanction in scripture and its path as submission to the will of God, as indicated by David Martin Jones and MLR Smith in Whose Hearts and Whose Minds? The Curious Case of Global Counter-Insurgency [see Zen’s comments here]:

The process of radicalisation is obviously a complex one. Certainly, the passage to the act of terrorism cannot be reduced solely to religion. Nevertheless, it is somewhat naive, if not perverse, to dismiss it completely. The bombings of the Madrid and London transport systems in March 2004 and July 2005 respectively, and even the 9/11 assaults, are, whatever else, Islamist acts in a Western setting. The view that religion is at best a secondary motive defies the evidence. All the groups that have undertaken high-profile terrorist acts dating from 9/11 and stretching from Bali to Madrid, London and Mumbai have acted in the name of a militant understanding of Islam. Such a pattern of worldwide attacks, exhibiting a profound devotion to a politically religious cause intimates, if nothing else, a religious dimension to jihadism. In fact, to reduce jihadism to individual social pathology attempts to explain away political religion as a social fact. Rather worryingly, it assumes that when a highly motivated jihadist claims to undertake an operation to advance a doctrine, he does not really mean it.

This might seem so obvious as to require no comment — yet Jones and Smith follow this paragraph with a question:

we need to resolve this paradox: why do counterinsurgency theorists exhibit this reluctance to confront the ideological or politically religious dimension of modern insurgency?

— and there are no doubt other segments of the media, intelligence and policy communities of which the same question might be asked.

One aspect of the answer, I believe, lies in the general tendency of post-enlightenment thinkers to “push religion into the background of their story” (Richard Landes‘ words, which I quoted here in a different context a week ago).

Quintan Wiktorowicz defines a salafi thus:

The term “salafi” is used to denote those who follow the example of the companions (salaf) of the Prophet Mohammed. Salafis believe that because the companions learned about Islam directly from the Prophet, they commanded a pure understanding of the faith.

As he notes in another article:

The Salafi movement (often referred to as the Wahhabis)1 represents a diverse community. All Salafis share a puritanical approach to the religion intended to eschew religious innovation by strictly replicating the model of the Prophet Muhammad. Yet the community is broad enough to include such diverse figures as Osama bin Laden and the Mufti of Saudi Arabia. Individuals and groups within the community reflect varied positions on such important topics as jihad, apostasy, and the priorities of activism. In many cases, scholars claiming the Salafi mantel formulate antipodal juristic positions, leading one to question whether they can even be considered part of the same religious tradition.

The avatar-salafi depicted above sums up his own existence and “aim in life” by pointing a gun at you.

Not so the lady leading a child by the hand in the lower of the two images, from a photo taken in India.

She offers us, in fact, a vividly contrasting picture of Islam to that of the salafi. She, a woman who is clearly observant of the demure dress code given in Qur’an 33.59 and wearing a niqab, is leading by the hand a joyful child arrayed in the finery of Krishna — beloved flute-playing avatar of Vishnu (avatar in its original sense) among her Hindu neighbors.

You might consider the pair of them together as monotheism hand-in-hand with polytheism. But then again, you might see them as peace and delight together, walking hand-in-hand.

You might see them as expressive of the Quranic proclamation (49.13 ):

O people, We have created you from a male and a female and made you into races and tribes so that you may know each other. Surely the most honored of you in the sight of God is the one who is the most righteous of you.

To bring this back to contemporary politics, we may have our views about Islamist politics, and in the context of the changing scene across the Arab world it is worth pondering this recent quote from Rachid Ghannouchi, founder of the Ennahda Party in Tunisia, indicating another significant aspect of the contemporary evolution of Islamist thought:

Freedom is a fundamental principle in Islam, religion can not be forced on believers … Religion is not meant to give us guidance in all areas of industrial management, agricultural innovation, and governance, those subjects require human reason. Religion, however, gives us a code of values and principles.

Islam is not merely diverse, it is self-renewing.

In light of all this, we need a far richer awareness of the mosaic that is Islam that our tendency towards black and white, war or peace, either / or thinking easily allows.

Consider these Quranic verses (35.27-28):

See you not that Allah sends down rain from the sky? With it We then bring out produce of various colors. And in the mountains are tracts white and red, of various shades of color, and black intense in hue. And so amongst men and crawling creatures and cattle, are they of various colors.

Again, the delight in diversity!

On fire: issues in theology and politics – ii

The question here is a simple one: which is the more blasphemous? burning holy scripture — or burning oneself, a human being?

Now I imagine you think the answer to that’s quite obvious, and I do too. But there are people with the opposite opinion to mine — and when we burn their scriptures, even by mistake, even making apologies afterwards, they get enraged, and kill people. There may be many other factors that contribute to their rage, but this is the trigger, the religious sanction, the thing that pushes them over the top.

Someone tweeted the other day:

Souls are being burned alive in Homs & others riot over ink & paper. Where’s the logic?!

It is not my purpose to attack or defend anyone’s beliefs or opinions here — what I would like to do instead is to see through the rage and glimpse that logic: I would like us to avoid needlessly triggering it.

I want to bring what may at first seem utterly incomprehensible to us, a little closer to our comprehension.

In the Quran 5.32, we read:

We ordained for the Children of Israel that if any one slew a person – unless it be for murder or for spreading mischief in the land – it would be as if he slew the whole people: and if any one saved a life, it would be as if he saved the life of the whole people.

On the one hand, that sets an extremely high value on human life — the Jewish equivalent is found in the Talmud, Tractate Sanhedrin 37a — and on the other hand, it can be claimed that that high value is set not by humans but by their Creator in his revealed Word, the Qur’an.

2.

What metaphor or analogy would allow me to understand that logic in terms of my own culture? Not the rage itself, not the killings — but the logic that potentiates them?

If you think, as the melancholy Jaques has it in As You Like It, that all the world’s a stage, and all the men and women merely players – and as Hamlet might think, pondering what more things might be in heaven and earth than are dreamt of in philosophy – why then —

How does one weigh the value of the life of a Jaques, or Hamlet, of one of us, one single human being – of whom Shakespeare, again through his Hamlet, said:

how noble in reason! how infinite in faculty! in form and moving how express and admirable! in action how like an angel! in apprehension how like a god! the beauty of the world! the paragon of animals! ..

against the value of a single copy of the Works of one William Shakespeare – who then continued on, through that same Hamlet’s voice, to ask:

And yet, to me, what is this quintessence of dust?

God, the Scripture, you or me?

It is said the imperishable Quran is writ in heaven before time was, and there is a hadith of Tirmidhi that describes Allah reciting Suras 20 and 36, Taha and Ya Sin, upon hearing which the angels responded “Happy are the people to whom this comes down, happy are the minds which carry this, and happy are the tongues which utter this”.

I am not a literalist, I am a poet — so that makes poetic sense to me, the way Shakespeare’s “all the world’s a stage” makes sense.

In reading these words, I see for a moment the beauty, the devotion that is possible towards this book, the fervent dedication.

I am not about to kill people in the name of Shakespeare or the Gospels — yet I can understand a reverence for that which is greater than I, for that which is more than we dream of, and for that which “comes down” from thence.

Suppose the body is a perishable scaffolding, and the book an eternal transcript written in the immortal soul…

And now recall what that eternal transcript says:

The paradox here, surely, is that we are each of us the quintessence of dust – each of us more than is dreamt of in philosophy.

Darfur question… and wider Sufi ripples

Dr John Esposito has a post up at HuffPo disputing Ayan Hirsi Ali‘s recent Newsweek piece, and one very small matter of phrasing raised a small cluster of questions for me …

My Questions:

Dr Esposito quotes Hirsi Ali as saying “What has often been described as a civil war is in practice the Sudanese government’s sustained persecution of religious minorities” and comments, “to say that Darfur is an example of the Muslim-Christian genocide is flat out wrong”.

My questions are not about Ali’s “Global War on Christians” or “Muslim-Christian genocide” but about the range of Muslim theological interests at play in the Darfur conflict.

Julie Flint, in Sudan, Darfur destroyed: ethnic cleansing by government and militia forces in Western Sudan, writes that “Almost all Darfurians belong to the Tijaniya sect of Sufi Islam that extends from Senegal to Sudan.”

And Robert Spencer writes that “Salafists target Muslims they regard as insufficiently Islamic also in Darfur, where Arab Muslims attack non-Arab Muslims whose Islam is closer to the cultural version that prevailed in Somalia than to Wahhabi austerity.”

So:

Is Spencer right about that? And is it therefore arguable that in additional to nomadic vs sedentary and Arab vs black African issues, there’s a sectarian (intra-Muslim) component to the conflict?

Further, is Darfur (inter alia) a front we should be monitoring in terms of a global Salafi vs Sufi struggle?

Who and what should I be following / reading?

All of which brings me to the wider issue of violence against Sufis (and for that matter, violent as well as peaceable Sufi responses) in (eg) Libya (Daveed GR today), the Punjab (Raza Rumi) and of course Senegal (see image of mosque in Touba above)…

Syria, Iran and the Risks of Tactical Geopolitics

World affairs are much more like spider’s web than the neat little drawers of an apothecary’s cabinet. In the latter,  the contents of each drawer are cleanly isolated and conveniently compartmentalized. What you do with the contents of one drawer today has no bearing on what you do next week with those of another. By contrast, with a spider’s web, when you touch a web at any point, not only do you find it to be sticky in a fragile sort of way, but your touch sends vibrations through every centimeter of the lattice.

Which alerts the spiders.

The great foreign policy panjandrums of the United States and the Western allies – with assorted Middle-Eastern clients who have real skin in the game-  are attempting to muddle through two overlapping but different crises with Syria and Iran through the medium of international diplomatic organizations. In the case of Syria, whose Baathist-Alawite dictatorship of Bashar Assad is trying to crush a widespread uprising by pacing the body count of their atrocities to what CNN viewers can tolerate, the effort by SECSTATE Clinton and Ambassador Rice to rally the UN Security Council to issue a forceful resolution against Syria was itself forcefully rebuffed by the double-veto of Russia and China. A highly predictable event that left Ambassador Rice “disgusted” but we hope, not surprised.

The case of Iran, which incidentally is one of Syria’s few allies, involves the long-running dispute over Iran’s complex and semi-clandestine nuclear activities which, in violation of the NPT and IAEA agreements, appear designed to pressure the West by giving Iran, at a minimum, a “breakout” capacity to make some nuclear weapons.  This decade long “crisis” has recently escalated, with the EU and United States applying punishing new economic sanctions while an unknown party that everyone knows to be Israel is engaging in a campaign of  sabotage and assassination against Iran’s IRGC-run nuclear establishment. Iran for it’s part has taken hostages, blustered about closing the straits of Hormuz and threatened unspecified new breakthroughs in nuclear activities.

To say that Russia and China have been less than helpful in halting Iranian nuclear weapons-related activity is like saying Pakistan’s ISI might be involved with assisting the Taliban.  Another situation the American foreign policy establishment consistently has trouble puzzling out.

The problem with current US policy or it’s advocates is not target selection. Syria, Iran, Libya and various other states have nasty, disruptive and anti-Western regimes. Giving them the heave-ho, in the abstract, makes sense if advancing American interests  (or basic decency in governance) is the objective. However, unlike the aforementioned apothecary cabinet drawers, states and their regimes do not exist in the abstract, moving according to arid principles of conduct, but in the real world with a society of states which constantly are evaluating and re-evaluating each other’s conduct in light of interest. Which means, as with many things, in foreign policy, timing matters.

The West recently dispatched over the objections of two great powers, Colonel Gaddafi, a ruler who was also an unpopular and violent lunatic with a long pedigree of terrorism and cruelty.  That in itself was tolerable and comprehensible, if not welcome, to Moscow and Beijing, but we rubbed salt in the wound in two ways. First, simply stomping on the Realpolitik economic interests of Russia and China in Libya, as Walter Russell Meade eloquently put it:

….Russia has some specific grievances connected to Libya.  What seems to really enrage the Russians is less the overthrow of the Great Loon than the cancellation of his many contracts with Russia and the refusal of the new government to give Russia a slice of the Libyan pie.  Russia always thought the west’s democratic agenda in Libya was a laugh — and the antics of the thuggish new regime and the array of torturers and thieves now running rampant in that country has done little to dispel that view. (Again, the Putin/KGB worldview would suggest that the hard realists at the core of Washington’s power structure released the ninnies to dance themselves into a frenzy of humanitarian and democratic ecstasy while the cold purposes of the DC machine were advanced.)

But what Russia thought it expected and deserved in return for its abstention on the Libya vote was due consideration for its commercial interests in Libya.  France, Britain and Qatar seem to be dividing that pie enthusiastically among themselves and nobody is thinking about Russia’s share and Russia’s price.

Secondly, was icing Gaddafi under the moral banner of R2P, which would seem – in theory of course – to be applicable to governments very much like those run by the allies of….Moscow and Beijing. To say nothing of , Moscow and Beijing themselves, which already see the “color revolutions” as subversive Western elite sock puppets with a democracy stage show kit.  To be frank, Russian and Chinese leaders see R2P as a doctrine or policy that potentially can be used not only against their nation’s interests, but their own hold on power, which they view, accurately, as a violation of sovereignty.

So it can hardly be reassuring to Moscow or Beijing that when the dust has yet to settle in Libya, that the United States and it’s NATO allies are now pressing for new UN resolutions designed to justify military intervention in Syria to overthrow Bashar Assad. Like the late and unlamented Colonel Gaddafi, Bashar Assad is a cold-blooded murderer, but unlike the crazy Colonel, Assad is a client of Russia and close Syrian ties to Moscow go way back to the earliest days of his father’s dictatorship. There’s no way, in such a short amount of time, that an American effort to topple Assad – however justified morally – that Vladimir Putin and to be truthful, many ordinary Russians, would not view that as a Western attempt to humiliate Russia. And R2P would indicate still more humiliations to come! As Dan Trombly wrote:

….that is precisely why the United States should drop even lip service to the Responsibility to Protect. Honestly stayed, the doctrine requires intervention after intervention, and its strategic advantage to the United States relies on consistency, because without consistency the supposed normative benefits it creates quickly evaporates. Yet R2P, far from strengthening the international order, actually demands continually more resources and, each time it is employed or contemplated, calls into question the rest of the international order the United States promulgates. If the goal is to “expand and strengthen an effective international order,” why would increasing the visibility of Responsibility to Protect, a doctrine that divides the United States and Western Europe from Central Europe, the rising democracies of Brazil, South Africa, and India – not to mention, of course, the major powers China and Russia and exhausts an already overburdened and shrinking Western military capability? 

In that context, the idea that Russia and China would support a UNSC resolution to intervene in Syria and depose Assad borders on the bizarre.  Advocates of R2P, like Anne-Marie Slaughter, would counter here, arguing that both Russia and China previously accepted R2P, so their cooperation in support of a UNSC resolution on Syria should have been a manageable enterprise. It wasn’t, largely because the Russians do not seem to give R2P much weight as a part of international law, the Russian Defense Ministry being even more blunt than their diplomatic counterparts:

….Russia’s Defense Ministry on Thursday reiterated its position stated earlier by the Foreign Ministry: Russia will do its best to avoid military intervention in Syria.

 “As for Syria, we see that harsh discussions are going on in New York and we are just giving backup to our colleagues from the Foreign Ministry who are tackling these problems. Of course, we think it is necessary to prevent military intervention in Syria,” Deputy Defense Minister Anatoly Antonov told Vesti 24 TV channel.

 Russia has firmly supported Syrian President Bashar al-Assad during the uprising against his regime. Russia and China vetoed a UN Security Council resolution on Syria, backed by the Arab League and Western nations, to prevent a repetition of “the Libyan scenario.

Joshua Foust, writing in The Atlantic, addressed the situation with admirable clarity:

….A big reason for Russia and China’s intransigence is the NATO coalition that led the intervention, which badly overstepped the range of permissible actions stipulated in the UN Security Council Resolution that authorized intervention. Russia was an early critic of such actions as France’s weapons shipments to the rebels — criticism that could have been accounted for (Moscow never made any secret of its concerns) but which seemed to be ignored in the rush to intervene. President Obama made a rapid transition from saying “regime change is not on the table” last March (part of the bargain to get Russian abstention from the UNSC vote) to publicly calling for his ouster. France and the UK used similar language, ignoring the politics of getting UN approval for intervention.

….Many states, none of whom are free, worry that the West’s renewed love of intervention might one day be focused upon them. This is a critical consequence of rejecting sovereignty and declaring governments unfit to rule through a mixture of expediency and opportunity. Powerful states with poor human rights records — Russia and China included — look at what happened in Libya and see disaster, not freedom. And they are taking steps to avoid it.

The problem is not  intervention per se but an otherworldly posture of Western policy makers that embraces tactical geopolitics – i.e.  each intervention (Libya, Syria, Afghanistan, Iraq), undertaken whenever chance arises somehow exists on it’s own terms, in splendid isolation. It doesn’t, except in NATO capitols. Any nation not seeing itself as safe and impregnable is constantly calculating their opportunities and dangers based on our actions. If we continue to pursue intervention at the current tempo, blind to the perspectives and interests of others, we will get pushback on a more strategic level. And we will rue it.

NATO has been around so long, it is so enshrouded in hazy nostalgia and circumlocational love of diplomatic process, that we forget it was originally a radical departure for Americans and Europeans alike. Soviet postwar behavior under Stalin was so menacing, so intransigent, so relentlessly pressuring that the US set aside it’s traditional isolationism and the French and British their justified loathing of the defeated Germans, to make common cause against Soviet Communism. The West, on the defensive and backed into corner after corner in one tactical scenario after another by Moscow – Poland, Czechoslovakia, Greece, Iran, Berlin – took the conflict with the Kremlin to the next level by forming an enduring supranational, nuclear-armed, military alliance that ensured the next war in Europe meant WWIII.

That turned out to be more conflict than Uncle Joe Stalin was eager to buy.

We are now the ones backing others into corners. Iran, North Korea, Syria, Zimbabwe and other states ruled by kleptocrats and monsters act as buffers for China and Russia. Aside from the benefits these failed states can bring as customers for military hardware or sellers of raw materials, the attention of Western statesmen and human rights activists are diverted by the cause du jour in these hellholes, rather than being focused on what Beijing and Moscow might be up to at home or abroad.  Every dismantling of an anti-Western dictatorship, from their perspective, is a step closer to their direct confrontation with the West’s hyperactive, erratic, morally hypocritical, meddling, ruling elite who will be no more able to ignore “grave injustices” in Wuhai or Kazan than they could in Aleppo or Benghazi.

This is not an argument that we should not press our claims, or not try to keep nukes out of the hands of religious fanatics or refrain from crushing states that attack us with terrorist proxies; we can and should do all of these things with vigor. But when possible, much is to be gained by pursuing our interests in a manner that permits other great powers to at least save face. Destroying Iran’s government because of it’s nuclear activities, for example, is not a strategic “win” if  the way we do it convinces China and Russia to form a military alliance against the United States.

There is no need to forge ahead stupidly just because it is faster not to think matters through to their logical conclusions. America is heading down a road, led by an insular foreign policy clique of lawyers, activists and ex-academics, that eschews the need for maps because all that matters is that we drive well enough to take every short-cut.

All In: The Education of General David Petraeus by Paula Broadwell, with Vernon Loeb

The official biography of CIA Director General David Petraeus, by Harvard researcher Paula Broadwell, has long been anticipated in the .mil/COIN/NatSec/Foreign Policy communities and blogosphere.  I can hear pencils scrawling furiously away in the margins even as I type this post. 🙂

Broadwell,  herself a reserve Army officer, West Pointer, Harvard grad, doctoral student at King’s College War Studies Department , and by all accounts, an impressive up and coming individual,  had very extensive access to her subject – allegedly, far more than the official Army historian assigned to General Petraeus’ last command. Given the subject is General Petraeus, the precarious state of American policy in Afghanistan and 2012 as a circus of political excess, All In will be one of the few “must read” books this year.

And, I must commend Miss Mrs. Broadwell highly here, she will be donating 20 % of her net proceeds to help wounded veterans.

That said, in terms of reaction to this book, there will be blood.

Reviews of All In will afford the opportunity to tear the scabs off of the well-worn COINdinista/COINtra debate and rub salt in the exposed wounds – I for one am especially looking forward to reading future back to back reviews by Carl Prine and Thomas Ricks and Abu Muqawama vs. Colonel Gian Gentile. In the mainstream press, the opportunity for newspaper columnists to get in gratuitous potshots against figures like Presidents Bush and Obama, Dick Cheney, Don Rumsfeld, Robert Gates, Joe Biden, Hillary Clinton, Stan McChrystal and numerous others or grind partisan axes will be too tempting to resist, regardless of how relevant these remarks are to Broadwell’s biography of Petraeus. The looming specter of draconian cuts to defense budgets will also add to the rancor of the discussion of the book within the defense community.

Somewhere in that debate will be the book Broadwell actually wrote and within the book, perhaps, we will come to see David Petraeus. Or not.

Right now, I am deep into reading the superb George Kennan biography by eminent diplomatic historian John Lewis Gaddis but All In is definitely next on my list.
