An Unknown Future and a Doubtful Present: Writing the Victory Plan of 1941, by Charles E. Kirkpatrick

Mr. Kirkpatrick’s little book provides an excellent primer to the formulation of the United States’ WWII strategy and a refreshing insight into the education of an master strategist, the focus of this post. At 138 pages (plus bibliography/index), Kirkpatrick provides an overview of the enormous contribution of Major Albert C. Wedemeyer, then attached to the War Plans Division, the Army chief of staff’s strategic planners. In the spring of 1941, General George C. Marshall wanted a “more clear-cut strategic estimate of our situation”. Wedemeyer placed his work in the context of four questions:

1. What is the national objective of the United States?
2. What military strategy will be devised to accommodate the national objective?
3. What military forces must be raised in order to execute that military strategy?
4. How will those forces be constituted, equipped, and trained?

Wedemeyer understood that number 4 was not possible without a clear understanding of 1 through 3. Number 1 did not exist (probably still does not), so Wedemeyer made his best guess. Wedemeyer placed his task in context and produced a plan in the prescribed 90 days (!).

No Ordinary Major

Wedemeyer was no ordinary major. He was a voracious reader and student of history; familiar with Clauzewitz, von der Glotz, Fuller and Sun Tzu. He was fortunate to have a mentor (who happened also to become his father-in-law), MG Stanley Embick. Embick encouraged Wedemeyer to “organize discussion groups of officers during the years on Corregidor. Professional reading served as the context for such social gatherings of Wedemeyer’s peers intelligent and articulate men who met periodically to discuss current events, the books they had been reading, and professional interests.”

Wedemeyer was an honor graduate of the Command and General Staff College, and his performance earned him the opportunity to attended the Kriegsakademie, the German staff college. However, coupled with impressive academic preparations, Kirkpatrick writes that Wedemeyer’s curiosity exposed him to a “kaleidoscope” of ideas and methods. Kirkpatrick summed-up Wedemeyer: “Competence as a planner thus emerged as much from conscientious professional study as from formal military education…” Going on to say:

In common with many of his peers, much of Wedemeyer’s professional and intellectual education was less the product of military schooling than of personal initiative and experience in the interwar Army.

Wedemeyer’s intellectual development was purposeful and paid off. In Wedemeyer’s deep study of his profession he used the prescribed paths, but also explored on his own. How common is that today? What is the real intellectual foundation supporting our professional warriors? Is it the minimum one will glean from the service schools, or we encouraging our people to go a step further.  In an earlier post I wondered aloud, and echoed a remark posed by Jon Sumida with respect to Alfred Thayer Mahan:

“It remains to be seen whether readers exist with the mind and will to accept his guidance on what necessarily is an arduous intellectual and moral voyage into the realm of war and politics.” (emphasis added)

Against this backdrop, Tom Ricks in an interview at the Washington Post said:

The U.S. Army is a great institution. The rebuilding of the U.S. Army after the Vietnam War was an epic struggle and was enormously successful. Today we have great frontline soldiers. They are well equipped, they are well trained and they are in cohesive units.

The problem is at the very top. This magnificent rebuilding of the U.S. military after Vietnam really did recreate the force, but they kept the old head. The one thing they didn’t really change after Vietnam was how they shaped their generals. What we got was a generation of officers who thought tactically and not strategically. It’s the difference between being trained and being educated. You train people for known attacks. You educate people for the unknown, the complex, the ambiguous, the difficult situation. (emphasis added)

No intention of singling out the Army, I would cast the net of this question to include the other services, and ask whether we have Major Wedemeyer Majors/Lieutenant Commanders in the pipeline. If we do, are we nurturing and encouraging them? How many of our professional warriors study independently, and like Wedemeyer host/encourage frequent independent fellowship/discussions around books and ideas independent of the academy? As I mentioned in an earlier post, there is no app for intellectual development. We should at least expose our officers to the Wedemeyer method, if you will, and go deeper than service schools, blogs, and the constant chatter in our information laden world. Colleagues gathering to discuss and debate; educating and enlightening each other.

On strategy, Kirkpatrick quotes Wedemeyer:

…strategy, properly conceived, thus seemed to me to require transcendence of the narrowly military perspectives that the term traditionally implied. Strategy required systematic consideration and use of all the so-called instruments of policy–political, economic, psychological, et cetera, as well as military–in pursuing national objectives. Indeed, the nonmilitary factors deserved unequivocal priority over the military, the latter to be employed only as a last resort.

Wedemeyer’s net was wide and comprehensive and worthy of emulation. While his accomplishment(s) are impressive, so was his preparation.

Wedemeyer went on to a successful Army career, retiring as a 4-star. In 1985, he was presented the Presidential Medal of Freedom by President Reagan. (See the New York Times obituary.)

This is an important and accessible introduction to the nuts-and-bolts of strategic planning and has my strongest recommendation.

A Tale of Two Victories and Two Falls

My co-blogger Charles Cameron is fond of his “DoubleQuotes” postings that feature frequently uncomfortable juxtapositions designed to prod thinking. Here’s a wordier one from me:

….Planning for a second term has been under way for months, with Lew and Pete Rouse, the counselor to the president and Obama’s internal management guru, preparing lists of possible promotions and nominations. The staff process has been gossiped about by the staff, but details have been kept secret, even from insiders.

“They haven’t even made calls. People haven’t been asked,” said a Democrat familiar with the situation. “They’re more targets than they are potential nominees.”

Now, officials will start to cement their departure dates, and aides will sound out colleagues about possible new roles. Among the top current officials expected to go: Treasury Secretary Timothy Geithner, Secretary of State Hillary Clinton, Defense Secretary Leon Panetta, Energy Secretary Steven Chu, Interior Secretary Ken Salazar and Lisa Jackson, administrator of the Environmental Protection Agency.

Attorney General Eric Holder and Transportation Secretary Ray LaHood might not be far behind — or may even beat them out the door.

There’s also a growing list of people the administration is looking to find spots for: Massachusetts Gov. Deval Patrick most of all, as well as former Michigan Gov. Jennifer Granholm and outgoing North Dakota Sen. Kent Conrad.

Obama has overseen one of the most stable cabinets in history — the only departures have been Defense Secretary Robert Gates, and Gary Locke and John Bryson from Commerce. But what’s about to happen amounts to an almost full-scale second transition: 

 

….At eleven o’clock in the morning, Nixon met with his staff in the Roosevelt Room. To many in the room he seemed oddly cool and quietly angry as he thanked them all for their loyalty and said something few of them understood. He said that he had been reading Robert Blake’s Disraeli and was struck by his description a century ago of William Gladstone’s ministers as “exhausted volcanoes” – and then mumbled something about embers that once shot sparks into the sky.

“I believe men exhaust themselves in government without realizing it” the president said “You are my first team, but today we start fresh for the next four years. We need new blood, fresh ideas. Change is important…..Bob, you take over.”

Nixon left then, turning the meeting over to Haldeman. The men and women of the White House stood to applaud his exit, then sat down. The chief explained what Nixon’s words meant: a reorganization of the administration. He told them that they were expected to deliver letters of resignation before the end of the day, then passed out photocopied forms requiring them to list all official documents in their possession. “These must be in by November 10,” he said. “This should accompany your pro forma letter of resignation to be effective at the pleasure of the President”. They were stunned. Speechless. Were they being fired? Haldeman said they would know within a month whether or not they could remain. At noon, the same drama was played out with the entire Cabinet, with Haldeman again passing out the forms.

Ironically, one of the many Cabinet secretaries Nixon ignominiously fired in his bid to centralize power in his White House staff was his former 1968 primary rival, HUD Secretary George Romney, father of 2012 Republican nominee, Governor Mitt Romney.  A blow from which George Romney’s political career never recovered. Nixon’s relationship with Romney had been an acrimonious one, formally polite on the surface with public shows of confidence by Nixon and machiavellian intrigues behind the scenes to undermine Romney and reverse the policies he had been advancing in Nixon’s name.

This latest Cabinet reshuffle to build a “Team without Rivals”, comes in the context of an explosive story, the abrupt resignation Friday of CIA Director General David Petraeus, citing an extramarital affair and accepting responsibility for “extremely poor judgment” and “unacceptable conduct”. The affair, allegedly conducted with his official biographer, came to light during a still not fully explained FBI investigation into unauthorized accessing of Petraeus’ private email account. The resignation of the highly regarded General Petraeus comes just before he was expected to testify before Congress regarding discrepancies and questions in the administrations handling of the terrorist attack in Benghazi that killed Ambassador Chris Stevens and other Americans. It also coincides with the Secretary of State Hillary Clinton, declining to testify.

It is difficult to say if General Petraeus public career will survive this scandal that he has brought upon himself, an action which stands in jarring contrast to his sterling, some might say superhuman, record of service to America, or if he will, like George Romney, fade away. Certainly, the CIA badly needed to stop the revolving door on the Director’s office and have a strong, visionary, hands-on leader who could reform and invigorate the Agency not merely in terms of covert action but in terms of rebuilding of capacity in deep cover clandestinity and the acquisition of strategic intel. I do not often find myself in agreement with Senator Feinstein but she is correct, this resignation hurts because it is also a significant institutional opportunity cost for the IC. I too wish it had not been accepted  – at one time it wouldn’t have been – but that is the President’s prerogative.

What however are the real issues? What should we be looking for?

Two things: As with Richard Nixon’s second term machinations, with such sweeping changes personnel changes in the offing for the Obama administration, ask yourself as events unfold: “Where is power flowing? And Why?”

If you do you will be in a better position to game out the direction of the next four years, especially in foreign policy and national security.

The White House has attempted to sell a story that the FBI doing a low-level harassment investigation  stumbled upon a security breach and – on their own authority, mind you – tapped the email account of the Director of the CIA and kept him under surveillance and investigated his mistress and, oh, yeah, the President was only informed of this business after the election on Thursday. Wait! And the DNI ( a three star general whose career was primarily intel administration) on his own initiative called the CIA Director ( a four star general and former theater and combatant commander) in on the carpet and fired him told him to resign. Right.

No, what most likely happened was that the minute the special agents realized who was involved in their investigation and the magnitude of the implications, they stopped and informed their superiors and the matter went up the chain to the FBI Director’s desk. The FBI Director, a former prosecutor with a political antennae circumspect enough to be appointed by George W. Bush and have his term be extended by Barack Obama, would have duly informed the Attorney-General of the United States before proceeding further and – I expect – the National Security Adviser, White House Chief of Staff and the DNI. Worst case scenario thinking in terms of national security would have been one driver. Another would be the fear of an all too juicy story leaking and the media catching an unbriefed POTUS unaware on the campaign trail with a blockbuster scandal before the election. How would that have gone over?

I would further expect that we will in the next few days and weeks hear the most salacious contents of the emails between Petraeus and his biographer, leaked by anonymous officials, timed to coincide with difficult days of testimony regarding Benghazi or new appointments to the administration that could, on a slow media day, prove controversial.

Instead of being distracted by prurient nonsense unrelated to the stewardship of the Republic, time would be better spent scrutinizing the host of nominations to come, not as individuals but as “teams” for particular areas of national security and foreign affairs cutting across bureaucracies – ex. arms control, Russian relations, Mideast etc. What commonalities or congruencies emerge?

I suggest this because back when the Obama administration decided on their “pivot” to Asia, the people they selected for second to third tier workday management related to the Asia-Pacific region were all accomplished, decent, honorable public servants, but their greatest common characteristic was a lack of any professional expertise with China. We saw the same personnel gambit with the Bush administration in the run-up to the war with Iraq where the greatest disqualifier for a job with the CPA was familiarity with the Arab world, Islam or Iraq. When you want careful stratagems, you solicit the advice of experts; when you want grand and revolutionary gestures, the wheels of policy are better greased with bold ignorance. There’s a reason Nixon appointed William Rogers Secretary of State – he knew the State Department bureaucracy would largely oppose his foreign policy initiatives and he wanted someone ill-suited and uninformed in charge there who he could more easily manipulate and keep in the dark.

The sixties radicals used to assert “the personal is the political”; in the eighties, Ronald Reagan in staffing his first administration understood that “the personnel are the political” and picked people culled from Heritage and Cato. My intuition is that in the second decade of the 21st century, the inside circle of the Obama administration have discovered that ” the political are the patterns”.

The story unfolding is no longer the “smoking gun” or the compromising jigsaw piece but the entirety of the puzzle.

The similarities are more than visual, however — and they’re instructive.

As you may recall, the lower of the two images is one that I used to illustrate my opening post on the topic of Pussy Riot, and it illustrates the theme that punk and Orthodoxy have something important in common. The upper image (left) shows another punk who got religion — in this case, Buddhism. His name is Stephen Levine, and he’s the guy who set the Dharma Punx wheel rolling, coming out of a life of prison, punk and crack addiction into the stillness of meditation in much the same way that the punk monks featured in that earlier piece came out of their own nihilism, punk and despair into the stillness of contemplation…

From nihilism to peace.

I’ve never been into punk music myself, I’m a Bach and Gregorian Chant man — but what’s striking me here is the sense that punk knows the first thing there is to know: that the things we do to try to keep ourselves happy necessarily ring hollow after some time. Possessions, status — these things may appease us for a while, but they don’t truly satisfy.

The punk knows this, and the monk knows this — whether the monk in question is Buddhist or Christian or whatever. Only the monk makes the discovery that leads out of contemptus mundi into the alternative strategy.

And somehow, you need to reach full tilt boogie to get there, howsoever full tilt boogie may be defined in your own case, and whatever form the contemplative, relaxed, inward life may take.

Here are two versions of what it takes:

Samuel Johnson, I’d say, is seeing something very close to either one of these when he says:

Depend upon it, Sir, when a man knows he is to be hanged in a fortnight, it concentrates his mind wonderfully.

A close brush with death — or sure knowledge of one’s mortality. A red-hot iron ball stuck in your throat. Rock bottom…

All of these things can concentrate the mind wonderfully, and the concentrated mind can do things, can allow things that the bothered mind would get insanely bothered by.

You may wear rose-tinted glasses for a while, and get away with it. You can try out the dark glasses of ironic superiority. Both ways of looking involve a measure of self-delusion, however, for they catch surfaces and miss the depths.

At times — when you or someone you love gets an unexpected and advanced cancer diagnosis, say, or you lose your house to the bank — the illusions get stripped away, and you simply see. And what you see will either be enough to make you cry and rage, or enough to make you dance and sing.

Because when the illusions get stripped away, only what’s deep survives.

I’d like to take this just a step further.

The old Lakota medicine man Archie Fire Lame Deer told his biographer, Richard Erdoes:

I am no wino or pishko, but I am no saint either. A medicine man shouldn’t be a saint. He should experience and feel all the ups and downs, the despair and joy, the magic and the reality, the courage and the fear, of his people. He should be able to sink as low as a bug, or soar as high as an eagle. Unless he can experience both, he is no good as a medicine man.

I don’t suppose anything I say in words can get this exactly right anyway, but I’ll try.

If you try to give advice to someone who is suffering more than you have ever suffered, your advice is liable to come across as uncomprehending and shallow. You have to have known your own blues to sing the blues. And you have to be in peace to convey peace…

And that, it seems to me, is what allows monks to hear and understand and talk, peer to peer, with punks — and that’s what allows punks to become monks.

“No one is really listening, they are just pretending.” – Madhu, Part II

Since the original post of “No one is really listening, they are just pretending,” there are indications that pretending may actually be doing institutional harm.

The US Naval Institue recently sponsored the Joint Warfighting Conference 2012, and my friend Lucien Gauthier (YN2/SW) wrote a very good recap of the event. In his post, Lucien remarked on the comments of retired USMC General James “Hoss” Cartwright. Cartwright’s comments have been described by others around the blogosphere as “unleashed,” and indeed his comments may have raised a few eyebrows. But this sentence of Lucien’s post, while perhaps stating the obvious may reveal one challenge the Navy and DOD face in the credibility and trust department:

“Gen Cartwright had the luxury of no longer being in uniform and so his candor was particularly poignant.”

Now I don’t know General Cartwright, but I know people who do and they report he is a fine officer, and my remarks aren’t about him, but the implications of Lucien’s observation. The suggestion “…the luxury of no longer being in uniform and so his candor…”  struck me, for what is the reverse? “…in uniform, no candor?” If our highest ranking officers wait until they are retired to be candid, what does that say for those remaining in uniform, and what does it say about the environment? Does the environment inspire pretending? How many serving “pretend” daily just to get by, or worse, to get promoted?

A few months ago in a conversation with a young naval officer, one of the brightest I know, I was talking about “to be or to do” and the value of honesty always. The officer remarked, “Well sometimes you have to let the boss think the idea was his…” or something to that effect. I made the point that this is part of the problem: if these leaders are so uptight they need to be handled, then they are part of the problem. Trust can grow only where honesty is ubiquitous.

Recently, the Navy Times published a short query entitled, “Tell us what you think: Faith in Navy Brass?” One of the questions surprised me: “Do you trust the Navy’s leadership and still take them at their word?” If those who responded (be sure to read the comments) are to be believed, the answer is a resounding, “no.” Curiosity piqued, I conducted an informal poll among a small group of naval officers (active duty and retired) asking the same question. The answer: “no.” Since my Navy days, I’ve heard the old saw, “A bitching Sailor is a happy Sailor,” but this seems different.

At least ten commanding officers have been relieved of command eight months into 2012. Two were relieved due to unfavorable command climate surveys, so one could conclude the Navy is listening and taking action in some quarters. The recent decision by Secretary of the Navy Ray Mabus to require breathalyzers of Sailors and Marines reporting for duty introduces evidence of distrust, and his decision is nothing short of institutional micromanagement. At their core, a micromanager does not trust their subordinates.

When the folks on the pointy-end of the spear aren’t trusted, leaders should not be surprised when those folks return the favor. So to leaders, while you may think some of your subordinates agree with you, they may pretending, and are you ok with that? Are you ok with that if you learn you are the cause? Less pretending, more honesty.

Bill McKibben has an article out in Rolling Stone, Global Warming’s Terrifying New Math, in which he says:

When we think about global warming at all, the arguments tend to be ideological, theological and economic. But to grasp the seriousness of our predicament, you just need to do a little math.

Well, no you don’t.

You need something closer to global understanding. Once you’ve gathered — via that “little math” — that we’re not on a sustainable track, you’ll need to understand a few other things. Like:

Look, I’m sorry to be so blunt, but… the problem isn’t understanding, it’s changing.

Psychology. Inwardness.

And I can’t speak for economy or ideology, but believe me — theology will have a role to play!
