Trial of a Thousand Years, World Order and Islamism, by Charles Hill

Ambassador Charles Hill’s Grand Strategies, Literature, Statecraft, and World Order was the best book I read in 2010, so I had high expectations for this volume and was not disappointed. Ambassador Hill provides a 35,000-foot view of the relationships between the West and Islam in history focusing on the subtitle of his earlier work in the form of “world order.”

Unsurprisingly, as in Grand Strategies Hill goes back to the roots of modern order in the Treaty of Westphalia (1648). He provides a brief review of the world ushered in by the men who negotiated, and quotes another historian who said, “men who were laboring, each in his own way, for the termination of a terrible war. They had no idea of progress. The word “innovation” was anathema to them. The last thing on their minds was the creation of a new system of sovereign states…” Here we are 363 years later and “from the seeds sown at Westphalia” the system they set in place is has grown, but has been under siege many times from many fronts.

Westphalia was distinctive because it was “procedural, not substantive” and required a minimum number of procedures/practices to which to adhere and allowed disparate parties with different, “even mutually antagonistic, substantive doctrines and objectives” to work together. Hill points out four distinctions:

  • Religious arguments were not allowed in diplomacy.
  • The State was the fundamental entity.
  • Interstate/international norms and laws were encouraged, absent “divine sources” but based on mutually beneficial/positive agreements.
  • Use of professional military and diplomats with “its own set of protcols.” [Personal note: In another life, I was an arms control inspector enforcing the START I and INF Treaties—protocol was very serious and the true measure of the actual treaty language. There was also a strong and consistent application of reciprocity that made each party think before stretching protocol—this happened to my teams more than once.]

For Hill a central mission of the United States is the defense of the Westphalian world order. In less than 165 pages and six chapters, he outlines the origins of modern Western order and correspondingly covers Islamic order. From the beginning to the end Hill provides ample evidence of challenges to Westphalia, often from indigenous Western sources, but focusing mostly on our trials with Islam.

Hill sets the sources from whence the Western and Islamic world orders arose, where the West was grounded in Christianity, and the Islamic in the Caliphate. For two religions claiming Abrahamic roots, their worldviews were, and in many instances remain diametrically opposed. Central was the question of duality or unity. For the West, the State and religion were two complementary systems/powers—following the teaching of Christ ““Render unto Caesar the things which are Caesar’s, and unto God the things that are God’s” (St Matthew’s Gospel 22:21) For Islam there was no distinction, and the very thought was hateful to Islamists. Islam’s “unswerving devotion to monotheism” continues to this day among those groups and states using terror to upend existing world order.

I am sympathetic to Hill’s ideas; however recognize with globalization and the internet tweaks may be required. And I’ll take this segue to introduce an idea for consideration.

Westphalia’s removal of religion made trade possible among former religious enemies. Unambiguous rules for contracts and dispute resolution evolved. What if we could bridge the gap between Western jurisprudence and tribal, or non-Western legal systems? What if, instead of insisting our way or the highway we design a solution that would allow both sides to keep their respective legal processes and procedures, thereby opening untapped markets?

At least one person has already considered these alternatives. Michael Van Notten (1933-2002) was a practicing lawyer in the Netherlands and married into a Somali tribe. Van Notten used his legal training and insights gained as a member of his new family to design a method of contracting where tribal law and Western jurisprudence could peacefully and prosperously coexist. Van Notten recorded his ideas in a book called The Law of Somalis, A Stable Foundation for Economic Development in the Horn of Africa. I’ll not review this book, but wanted offer this as a teaser alternative.

After reviewing the history of the West and Islam, Hill identifies seven Clausewitzian centers of gravity for both: legal, military, the State, women, democracy, nuclear weapons, and values. Hill makes the distinction between the use of diplomacy by Islam and the Islamist (the fundamental variety). No surprises, to the Islamist a secular State is an “apostasy,” as is international law (Sharia being the single source), democracy and the rights of women.

Hill concludes, “Islamic civilization entered the international system under duress,” which he believes has contributed to the current situation of failing states and lagging economies that establish conditions where radicalized Islam can flourish. The radicalized elements reject the secular Westphalian world order, however Hill points out that some in Islam insist that sharia imposed by the state “cannot be the true law of Islam. It is not possible to apply sharia through the state; it can only be applied through acceptance by human beings (An-Na’im).” Another alternative is the Medina polity established by the Prophet (“later called the Pact—kitab—of Medina) “guaranteeing each tribe the right to follow its own religion and customs, imposing on all citizens rules designed to keep the overall peace, establishing a legal process by which the tribes settled purely internal matters themselves and ceded to Muhammad the authority to settle intertribal disputes…Although this document has been called the first written constitution, it was really more of a multiparty treaty” (Ansary).

Hill convincingly demonstrates that more often than not, rulers have co-opted Islam as a way to dominate the people (Iran comes to mind.). He quotes Professor L. Carl Brown of Princeton, “nothing exclusively “Islamic” about this Muslim attitude towards politics, any more than the politics of feudalism or of imperial Russia was distinctly “Christian.” It is the political legacy of Muslims, not the theology of Islam…”

For the Islamist, secularism is the booger man, but secularism in the Westphalian order has its own set of problems. Hill writes, “A new phenomena arose: wars motivated by religious convictions were replaced by wars driven by ideologies—surrogates for religion—each aimed to oppose, undermine, destroy and replace the Westphalian system. The greatest of these was international communism, the latest is international Islamism.”

In many respects, Trials is as good as Grand Strategies. Ambassador Hill is to be commended for his insight, courage, and conviction—this little book packs a big, enlightening punch. Strongest recommendation.

Why Johnny Jihad Can’t Read (AQ Mission Orders)

…So the idea of a cadre of terrorists who can act on their own initiative is, to terrorist leaders, very appealing. The problem is that these new recruits aren’t quite with the program, in ways large and small.

One element of the individual jihad that most homegrown terrorists can’t seem to master is the part where you keep your mouth shut. It’s been a recurring theme, highlighted explicitly by American Al Qaeda member Adam Gadahn and in recent issues of Al Qaeda’s English-language magazine, Inspire:

We have witnessed that operations done by lone individuals has proven to be much more successful. So what can we learn from this? Group operations have a greater tendency of failing than lone operations due to the idea (of the operation) escaping the mind and tongue to other individuals. Even if those individuals are trustworthy in your eyes, there is still that 1% chance that someone from the intelligence agencies are listening in and paying attention to your groups’ actions or that the person you are talking to might be working for the enemy or that he might be pressured at a later period to give information to them. With lone operations however, as long as you keep it to yourself, nobody in the world would know what you’re thinking and planning.

….The problem with individual jihad is, ironically, its individuality. Although loose lips are probably the most operationally significant manifestation of this failure to conform, it works on the ideological level as well.  

For instance, Al Qaeda’s leaders and its most visible propagandists have repeatedly drummed their justifications for killing American civilians. From an operational standpoint, civilian targets are easier to hit, but Al Qaeda also estimates that they make for more effective theater, driving home the point that no Americans are safe from the terror network’s reach for as long as its list of grievances remains unsatisfied.

….Yet cognitive dissonance still creeps in. American terrorists inspired by Awlaki have chosen to aim their fire far more discriminately….

Carl Prine’s Rebuttal to “Be honest: Who actually read FM 3-24?”

My amigo and SWJ News co-columinst Crispin Burke recently put forth a very interesting and provocative jeremiad “Be honest: Who actually read FM 3-24?” and one of his targets, journalist and Iraq war veteran Carl Prine, has been duly provoked, Prine has responded in great detail yesterday at Line of Departure:

Starbuck is wrong

Starbuck is wrong.

And in his drive to keep getting it wrong, he’s trying to rewrite FM 3-24, the military’s chief doctrinal publication on counterinsurgency.

But that just makes him more wrong.

He’s wrong about me.  He’s wrong about what I believe.  He’s wrong about the literature that informs FM 3-24.  He’s wrong about what the manual says and he’s wrong about what it left out.  He’s wrong about historiography.  He’s wrong about how a caste of top officers and diplomats came to understand “strategy” in the wake of the occupation of Iraq.

Let’s help get him right.  Or, at least, less wrong.  He’s a good man.  We need to turn him and ensure he quits taking shots at me I don’t deserve!

….The problem to anyone who studies Malaya, however, is that since the publication of the memoirs of exiled communist leader Chin Peng a dozen years ago, we now know that the civic, military and political policies under the British “hearts and minds” approach didn’t defeat the revolution.

Instead, the revolt was irreparably broken by brutal operations against the guerrillas, then a most coercive “screwing down the people” phase that dispossessed or killed thousands of Chinese, followed by draconian “population control” measures that, as Peng put it, starved the guerrillas in the bush because they snapped their rat lines and cut off their rice.

The “hearts and minds” initiatives designed to bring medical care, education, social welfare and other aid to the resettled Chinese and woo them to the colonial government’s side from 1952 – 1954 didn’t crack the back of the insurgency, a point now pretty much beyond dispute.

Why?  Because the previous “hearts and minds” claptrap as the cause of pacification in Malaya was contradicted by the Malayan Chinese, most especially those guerrillas who took up arms against the British regime!

You know, the people targeted by a population-centric counterinsurgency.  The people most counter-insurgents in their pop-centric fantasies almost never discuss except as abstractions, the human yarn wefted and warped by their long needles of war.

One finds “Hearts and Minds” prominently mentioned 11 times in Dr John Nagl’s valentine to Templer and colonial Malaya, Eating Soup with a Knife; to Nagl it’s the stuff of police services and economic development and whatnot with the psychology of the people being the center of gravity those reforms are meant to snatch.

And Nagl would like the best burglar of hearts and minds to be a learning, nimble and evolving military-political institution such as the U.S. Army.  It’s no small wonder, then, that Nagl became a dominant voice in FM 3-24 and that many of this thoughts in Eating Soup came to dominate the manual, too.

Or, as the introduction to FM 3-24 echoes soupily, “by focusing on efforts to secure the safety and support of the local populace, and through a concerted effort to truly function as learning organizations, the Army and Marine Corps can defeat their insurgent enemies.”

This is mere euphemism and wasn’t worth the ink that it cost taxpayers to print it.  But it sets the stage for the rest of FM 3-24, which follows a hearts and minds template that Starbuck doesn’t apparently realize is borrowed from mid-century….

First, I would point out to readers here for whom some of this in both essays is inside baseball, that the tone is less harsh and the substantive distance between Burke and Prine less great in  the comments sections of both blogs than it first appears in reading their posts. It is a healthy, no-holds barred exchange and not a flame war.

Secondly, it is an important exchange, tying together COIN disputes over theory, historiography, empirical evidence, operational and tactical “lessons learned”, strategy, policy (Clausewitzian sense), politics (colloquial sense) and personalities that have raged for five years across military journals, think tanks, the media, the bureaucracy and the blogosphere. In some ways, these essays can serve as a summative of the debate. I say “some ways”, because what is the most important element or effect of America’s romance with COIN will differ markedly depending on whom has the floor. My own beef is not with doing COIN, it is with not doing strategy.

As Crispin and Carl’s vignette about General Creighton Abrams demonstrated, American historians are still having savagely bitter arguments about the war in Vietnam. For that matter, everyone who lived through the era did and still does. It is a wound that never seems to heal and has crippled our politics to this day, even as the veterans of Vietnam now turn to gray.

The 21st century COIN wars have not ripped American society apart down to the soul the way Vietnam did. As with the Korean War, the soldiers and marines in Afghanistan and Iraq fought bravely, at times desperately, to a general and mild approbation back home that sometimes looked a lot like indifference. Even the anti-war protestors mostly made a point of stating they were not against the troops, the venemous public malice of the 1960’s New Left radicals in the 2000’s was a property only of the lunatic fringe.

But COIN itself will be a historical argument without end.

Possible Shifts in AfPak

On Pakistan policy, credit where credit is due: the Obama administration has found the stones to respond to evidence of systemic and brazen bad faith on the part of our Pakistani “allies” and show their displeasure by witholding $ 800 million dollars in aid from Islamabad. There are already squeals of Pakistani unhappiness at this modest decrease of aid that all too frequently gets diverted to preparing to make war on India or, for that matter, on American soldiers and Marines. Former dictator General Pervez Musharraf, who cannot go back home to Rawalpindi for fear his brother officers will assassinate him, told a well appointed crowd in Houston that the aid cut “will be disastrous….if Pakistan is weakened, how will it fight terrorism?“.

Cynics might note that we could replace “fight” with “fund” in the former Pakistani ruler’s question and achieve greater historical accuracy.

On Afghanistan, it might be advisable for the new American commander, Lieutenant General John Allen, in carrying out his extremely difficult mission of “Afghanization” and “punitive raiding” the Taliban, to first ponder history and  “Remember Herat“.

In 1979, before the Soviet invasion of Afghanistan, the entire garrison of Soviet advisers in Herat was slaughtered, including the dependent women and children, by an angry mob that was aided by the local Afghan Communist Army units who, led by Ismail Khan, conveniently revolted and turned on their Russian allies. If British military history is more to Lt. General Allen’s taste, the Afghans massacred British garrisons in Kabul twice in the 19th century, Major Cavagnari’s in 1878 and that of Sir William McNaghten and Sir Alexander Burnes in 1841, though most of the British died to all but the last man on the retreat to Jalalabad in 1842.

The cape wearing, election-stealing, lotus-eater whom we thanklessly prop up, may be more incompetent than Nur Mohammed Taraki and less legitimate a client than Shah Shuja, but he has a demonstrated talent for inciting anti-western violence exceeded only by his enterprise in looting aid money. Is crazy Karzai above lighting a match to a tense situation the US military itself has already described as a “rapidly growing systemic threat“? Not in my view.

When the American drawdown begins in earnest, General Allen will need to watch the backs of his troops

Ahmed Wali Karzai, the notorious fixer and feared enforcer of the Afghan regime and the brother of President Hamid Karzai was assassinated today. The Taliban claimed credit, but AWK has too many enemies to be certain yet.
