H-Diplo’s Roundtable: On “Politics and Scholarship”

H-Diplo, the H-Net listserv for Diplomatic History, has an outstanding set of essays by prominent historians and political scientists on the subject of “Politics and Scholarship” (hat tip to Bruce Kesler and the Warlord Loop):

….This is a slippery slope, and as academics we should worry about it.  Perhaps the most important thing we can do is to remind ourselves that our policy judgment is likely to be considerably more fallible than our scholarly expertise. Most intelligent people know this, which is why mass letters to the editor by professors protesting or advocating some policy carry so little weight.  By and large, the policy world does not think of professors as being any wiser than any other class, and they are correct to do so.  The ancient distinction between theoretical and prudential wisdom holds as strongly as ever. Humility is not, alas, a common academic virtue, and someone involved in the hurly burly of political discourse should try to make a clear distinction, at least in his or her own mind, about what he knows as a professor, and what he thinks as a citizen or policymaker.  The most troubling area of pseudo-scholarship is likely to be that kind which nominally deals with policy in a scholarly way, but is, in fact, nothing more than a polemic masquerading as something else.

….We are told by many people – for example by Nobel scientist E. O. Wilson in his best-selling book Consilience – that the hard sciences and the social sciences are coalescing in the use of mathematical modeling, computers, game theory, and various other methods to finally get to the bottom of what makes human beings tick. I would argue the exact opposite: both the hard and soft sciences are in crisis. From my point of view the social sciences should have seen this crisis coming long ago (in fact many did – long ago, but they did not redefine the disciplines), but much more significant is the turn toward uncertainty in the hard sciences, as Newtonian mechanics, empiricism, and the scientific method show themselves incapable of comprehending the complexities of the physical world.

Q: Does being in the minority ever annoy you?A: Yes, some aspects of this minority status are annoying.  For instance, it is annoying that my peers presume that I “have an ideology” whereas they do not.  It is very reminiscent of African-Americans in the academy several decades ago; they were presumed to have “race” and “racially tinged views” whereas Caucasians did not.  For that matter, the racial analogy suggests another curious burden: being assigned the role of token on panels.  Some of my peers believe that a balanced panel on foreign policy is one that has a critique of Democrats from the left along with two shades of Democratic perspective, say center-left and center.  However, most recognize that it would be better if they could find just one person, me, to offer the “whacky conservative view” – here they hope I will represent not just my own actual views but also cover, or be held responsible for, everything to the right.  And this leads to my biggest gripe: feeling obligated to defend, or at least explain, the position of anyone to the right of Joe Biden, because if I don’t then no one will.  Because liberals do not have a monopoly on nonsense, there is plenty of bone-headedness from conservatives and Republicans for my colleagues to highlight and go after.  Often the attacks are legitimate and fair, but when they cross over into caricature and canard I am left with a tough choice: do I inject a clarification or do I let it pass?

….Instead of this kind of variation, however, what we typically see is stability both across time and across issues that are at most loosely connected.   For example, during the Cold War, hawks and doves rarely changed their assessment of Soviet motives, which had decisive impacts on their policy prescriptions, with hawks favoring many variations of competitive military and political policies and doves favoring none.  Proponents and opponents of ballistic missile defense have rarely changed their assessments of the feasibility of effective defense: proponents have consistently found significantly greater prospects for technically feasible defenses, which they believe would provide substantial strategic advantages; in contrast, opponents have as regularly found that the prospects for  effective defenses have been poor, and worried that these missile defenses would generate strategic dangers whether or not they were effective.  And Cold War hawks were more likely than doves to believe the effective missile defense were feasible, even though their hawkishness stemmed primarily from assessments of Soviet motives, not technology.  Scholars’ overall assessments of the danger posed by nuclear proliferation appear to be stubbornly constant in the face of evolving circumstances and possibilities, reinforcing their established preferences for adopting more or less costly policies in response. 

….The scholarly critics’ stance is predicated on a crucial, often unacknowledged, assumption (shared by my American students and their parents): that they themselves are non-ideological, personally and in their analysis of events, though they may hold personal ideological beliefs.   This is even true of many self-identified orthodox Marxists, liberals, socialists, political religionists, realists, and other believers with universalist truth claims or political goals: they personally are not ideologists because what they believe is true, not some metaphysical scheme that only the foolish or the dangerous could believe. 

It is my contention that this assumption of non-ideological pragmatism, or presumed normative detachment, in the critics’ point of view is not sustainable upon examination.  Scholars have found that even in the natural sciences certain beliefs can be held or supported largely because they are congruent with ideological norms, e.g., in liberal societies the assumed symmetrical, random distribution of human intelligence.

Presumably Niebuhr would have seen what so many fail to see still today, that by becoming a “science,” DPT-in conjunction with democratic transition theory and liberal international jurisprudence-blinded American policy makers to many dangers they might otherwise have perceived.  In this respect we might recall how the “Washington Consensus,” the package of ideas behind economic globalization that included deregulation, privatization, and openness, contributed to the blindness that allowed the economic crash of 2008 to occur. In each case, the wounds have been self-inflicted; American hubris has been our own worst enemy. How united the American economics profession seemed at the time and indeed for the most part still today, just as political science seems unwilling to recognize the damage its theorizing underwrote. Democratic Peace Theory, like the Washington Consensus, reminds us of the famous words of John Maynard Keynes:The ideas of economists and political philosophers, both when they are right and when they are wrong, are more powerful than is commonly understood.  Indeed the world is ruled by little else.  Practical men, who believe themselves to be quite exempt from any intellectual influence, are usually the slaves of some defunct economist.

Epistemology is More Important than Politics

I found this interesting. It is science and technology journalist Micheal Specter at TED where he is blasting “science denial”:

I may be wrong, but I suspect that Specter’s political and perhaps, economic, views, are to the left of my own. That’s ok – he has a scientific-empirical-rational epistemology, which means there’s an intellectual common ground where debates can actually be resolved or final conclusions arrived at that can be recognized as sensible, even if disagreement based on value choices remained.

More and more, I run across people on the Left and Right using magical, tribalistic, emotionally atavistic or other variations of irrational thinking to justify their positions. Worse, this intellectual equivalent of grunting tends to be coupled with a churlishly defiant refusal to honestly consider the costs (monetary or opportunity) involved or the logical, and still less, the unintended, consequences. Am I just getting old, or is this social phenomena getting rapidly worse?

Ignorance is nothing to be ashamed of because we are all, in varying degrees, ignorant about many things. The important choice as individuals and as a society is adopting an epistemology of rational-scientific-empiricism that, if steadily applied, allows us to chip away at our ignorance and become aware of our errors and solve problems.  On the other hand, adopting a posture of belligerent, stubborn, defense of our own ignorance by evading facts, logic and the conclusions drawn from the evidence of experience is the road to certain disaster.

Our epistemic worldview matters.

Adaptive Thinking, Resilient Behavior

Forgetting our American tradition:The folly of relying exclusively on a professional protector caste

Today we face (but largely ignore) a major historical anomaly. From our nation’s birth all the way until the end of the Vietnam War, America’s chief approach to dealing with danger — both anticipated threats and those that took us by surprise — was to rely upon a robust citizenry to quickly supplement, augment and reinforce the thin veneer of professionals in a relatively small peacetime warrior-protector caste.  Toward this end, society relied primarily upon concepts of robustness and resilience, rather than attempting to anticipate and forestall every conceivable danger. 

This emphasis changed, dramatically, starting with the Second World War, but accelerating after Vietnam. Some reasons for the shift toward professionalism were excellent and even overdue.  Nevertheless, it is clearly long past-time for a little perspective and reflection.

Over the course of the last two decades, while doing “future threats” consultations for DoD, DTRA, NRO, CIA, the Navy, Air Force, etc., I have watched this distinction grow ever-more stark — contrasting an older American reflex that relied on citizen-level resilience vs. the more recent emphasis on anticipation and the surgical removal of threats.  Inexorably, the Protector Class has increasingly come to consider itself wholly separate from the Protected.  In fact, our military, security and intelligence services have reached a point where – even when they engage in self-critical introspection – they seem unable to even ask questions that ponder resilience issues.

Instead, the question always boils down to: “How can we better anticipate, cover, and overcome all conceivable or plausible threat envelopes?”

While this is a worthy and admirable emphasis for protectors to take, it is also profoundly and narrowly overspecialized.  It reflects a counterfactual assumption that, given sufficient funding, these communities can not only anticipate all future shocks, but prepare adequately to deal with them on a strictly in-house basis, through the application of fiercely effective professional action…..

Secondly, I wanted to highlight that Don Vandergriff, a student of John Boyd’s strategic philosophy and the pioneer of adaptive leadership training , recently received a glowing mention in Fast Company magazine:

How to Buck the System the Right Way

….What GM is doing is mining the talent of its leaders in the middle. To lead up effectively, there are three characteristics you need to leverage.

Credibility. You must know your stuff especially when you are not the one in charge. When you are seeking to make a case to senior manager, or even to colleagues, what you know must be grounded in reality. At the same time, so often, as is the case at GM, you need to be able to think and act differently. So your track record reinforces your credibility. That is, what you have done before gives credence to what you want to do in the future.

Influence. Knowing how to persuade others is critical for someone seeking to effect change. If you do not have line authority, how else but through influence can you succeed? Your influence is based on credibility, but also on your proven ability to get things done. Sometimes persuasion comes down to an ability to sweet talk the higher ups as well as put a bit of muscle on colleagues (nicely of course) in order push your initiative through.

Respect. Mavericks, which GM said it was looking for, may not always be the most easiest people to get along with on a daily basis. After all, they are ones seeking to buck the system. But mavericks who succeed are ones who have the best interests of the organization at heart and in time earn the respect of thier colleagues.

One maverick I know who has been pushing to change the way the U.S. Army trains and promotes its officer corps is Don Vandergriff. A former Army major and twice named ROTC instructor of the year while at Georgetown, Vandergriff has tirelessly badgered the Army’s senior leadership to institute changes that would recognize and promote officers who knew how to lead from the middle.

And now, after more than a decade of his writing and teaching, it is paying off. West Point has become the latest but perhaps the most prestigious Army institution to teach principles of adaptive decision making that Don developed. Many of Don’s students have implemented such lessons successfully under combat situations in Iraq and Afghanistan.

Don’s methods excel at getting students to think creatively under the constraints of limited information, situational uncertainty and time pressure ( making the cognitive effect somewhat akin to the effects produced by the Socratic method and complex game playing).

The Day of the Clausewitzians

The subject of this article is a broad technical and operational examination of how almost any country on earth can currently gain a viable level of military power by building on the enduring elements of combined arms warfare. These elements are enduring and appeared in the first twenty years of the twentieth century. It is further suggested that skillfully applied this type of capability may enable its user to confront and possibly defeat NATO type expeditionary forces.

A number of popular opinions about the future nature of warfare have created a substantially misleading impression that the skills and equipment required for formation level combined arms capability, such as that possessed by NATO during the cold war is no longer needed, because few potential enemies possess similar peer capability. Thus the object of the article is to show just how simply a peer or near-peer capability can be acquired, and maintained.

Contrary to popular belief, there are many examples of where military action by irregular forces has inflicted battlefield defeats on regular forces. The most famous are the Boer defeats of the British Army during “Black Week” in December 1899 and the Hussite Wars of the 15th Century, where irregular forces, using improvised barricades made of ox wagons (wagenburgs) were able to stand against and defeat the armoured knights of the Holy Roman Empire. In both cases each irregular force was able to generate conventional military force from fairly meager resources. There is nothing novel, new or even complex, in this approach. It is common, enduring and proven.

The Clausewitz Roundtable at Chicagoboyz.

My interest in Clausewitz goes back to my childhood when, being very interested in simulated wargames, I bought of copy of On War as a member of the military book club-that is at 12.  This was the the old, 19th-Century translation. I found it hard going and gave up about a third of the way through. 

It was only about 20 years later, after my service on active duty in the Marine Corps and serving as a US Army intelligence officer in Berlin, that I finally actually read On War,  that being the Howard/Paret translation, and realized that there was very much more to the work than I had ever suspected.  Being involved in strategic HUMINT collection was the spark that indicated for me the need of strategic theory, and specifically a theory that could be flexible enough to cover all sorts of conflicts, from industrial war to tense relations between otherwise friendly states or other political entities.

….I found out about the Chicagoboyz Clausewitz Roundtable quite by accident.  I was doing my usual Google search of “Clausewitz” under “news” when a post at Zen Pundit’s blog popped up.  As my comments and the responses show, I was more than eager to contribute.

What resulted was a very interesting mix of views on Clausewitz, some from people who had been familiar with Clausewitz through their military backgrounds or other reasons, as well as intelligent people who simply had picked up the book and started to read.  While this roundtable discussion would not be a good introduction to Clausewitz, since a beginning student might be led far astray by some of the comments, the roundtable did produce a wide variety of interesting perspectives and applications that the serious student of Clausewitz should find stimulating.  In short, the Chicagoboyz Clausewitz Roundtable reflects both the advantages and disadvantages of using the Internet as a forum for dialogue, as an attempt at establishing a dialectic.  The weaknesses would include the nature of blog posting in general, which requires a serious proofreading effort after the fact in spite of the best intentions of the poster.

I’ve participated in and helped organize quite a few online roundtables and Think Tank 2.0 events, and while all of them were successful and had their own zeitgeist, I can safely say that The Clausewitz Roundtable was the best.

Cameron on Conflicts of Commands, Part III. – A Guest Post Series

Conflict of Commands III: Two pre-Hasan documents

In my research on the topic of “conflict of commands” I ran across two documents from October and November of 2001 which make for interesting reading in the wake of Major Hasan’s slide presentation and the Fort Hood shooting.

The first is a MEMRI post, and hence both copyrighted and readily available on the web. It s titled Terror in America (23) Muslim Soldiers in the U.S. Armed Forces in Afghanistan: To Fight or Not to Fight? and dated November 7, 2001, and the intro paragraph reads as follows:

As soon as the U.S. geared up for the war against the Taliban regime in Afghanistan, Muslim military personnel in the American armed forces began to deal with the question of the religious permissibility of their participation in battle. Army Chaplain Capt. Abd Al-Rasheed Muhammad, the Imam of Walter Reed Army Medical Center in Washington, D.C. sent an inquiry on the matter to the North American Fiqh (Islamic Jurisprudence) Council, which in turn referred the matter to clerics in the Arab world. The clerics issued a Fatwa permitting Muslim soldiers to take part in the fighting if there was no alternative, and the council delivered the ruling to Capt. Muhammad. But on October 30, the editor of the Arabic London daily Al-Sharq Al-Awsat reported that the clerics who signed this Fatwa had changed their minds and abrogated their previous Fatwa with a new one prohibiting participation of Muslim soldiers in the war in Afghanistan.

The second document was actually posted a little earlier on the State Department site, although it is no longer available there. Dated 16 October 2001 and titled U.S. Islamic Leaders Issue Fatwa on U.S. Muslim Soldiers Fighting Terrorists, as far as I can determine, it is currently only present (outside of archive.org) on the Department’s Jakarta site.

Interestingly enough, this document also includes a quote from another person whose name has been much in the news in connection with Islamism: Chaplain Yee — the Chinese-American US Army Chaplain who ministered to the Muslim inmates at Guantanamo Bay, was charged in 2003 with sedition, espionage and other crimes, and held in a Navy brig until all charges against him were dropped. Yee is quoted as saying back in 2001 that “Muslims on his base have come to him with worries about being ordered to fight Muslims overseas”.

I think this document is worth reposting in full, and would simply note my surprise that neither this official State Department statement nor the MEMRI document appears to have formed part of any discussion of the Fort Hood incident in open source materials that I have seen. I hope the IC is doing better in this regard — but if these materials have been overlooked by the relevant classified inquiries too, I wonder whether this might not be yet another result of the sort of thing Gregory Treverton comments on in his 2009 paper “Bridging the Divide between Scientific and Intelligence Analysis” from the Center for Asymmetric Threat Studies, Swedish National Defense College:

Analysts do not have the freedom to explore issues by pursuing them down the rabbit hole, so to speak. There is a hard andfast process in place that determines what they look at, when, and in some cases, to what end.

U.S. Muslim soldiers need to defend their country and combat terrorism

Washington — Two prominent Islamic scholars in the United States have issued a fatwa, or legal opinion, on the importance of American Muslims serving in the U.S. military to defend their country and combat terrorism.

“All Muslims ought to be united against all those who terrorize the innocents, and those who permit the killing of non-combatants without a justifiable reason. The Muslim soldier must perform his duty in this fight despite the feeling of uneasiness of ‘fighting without discriminating.’ His intention must be to fight for enjoining of the truth and defeating falsehood. It’s to prevent aggression on the innocents, or to apprehend the perpetrators and bring them to justice,” the fatwa reads.

It was written by Taha Jabir Al-Alawani, President of the Fiqh Council of North America and President of the Graduate School of Islamic and Social Sciences, and Sheikh Muhammad Al-Hanooti, a member of the fiqh council. The two Islamic scholars issued their legal opinion in response to a query submitted by Chaplain Abdul-Rashid Muhammad, the most senior Muslim chaplain in the U.S. military, who sought guidance on the permissibility of U.S. Muslim servicemen to participate in the war effort in Afghanistan and other Muslim countries.

“Muslims are part of the American society. Anyone who feels he’s fighting in a just war must fight,” Al-Alawani said.

“We abide by every law of this country except those laws that are contradictory to Islamic law,” said Sheikh Al-Hanooti. The sheikh added that U.S. Muslim military personnel may refuse to fight on the grounds of conscientious objection.

“If any Muslim serving in the U.S. Armed Forces has a conscientious objection to combat and believes that it is against Islamic principles to fight in any war, then that individual has the right to stand by his or her concience,” Al-Hanooti said. “They realize, of course, that they may be administratively separated from the military as a result of their choice.”

Muhammad, who is stationed at the Walter Reed military hospital in Washington, says there is no conflict between being a loyal soldier and a loyal Muslim. He is helping some Muslim American servicemen deal with their qualms about fighting terrorists who claim to represent Islam.

“It is time now for us to not only wake up, but speak up,” Muhammad said in a recent interview. “The prophet said when we see evil action we are compelled to change it with our hand, challenge it with our tongue or at least hate it in our heart.”

Muhammad, an African American who was raised as a Baptist, became the first Muslim chaplain in the U.S. military in 1993. Until then, all the 3,150 U.S. military chaplains were either Jews or Christians. In 1996, a second Muslim chaplain was commissioned by the Navy. Since then the number of Muslim chaplains in the U.S. military has grown to 14.

Qaseem Uqdah, a Marine Corps veteran who is executive director of the American Muslim Armed Forces and Veteran Affairs Council, said the Muslim military chaplains include Muslims who were born into the faith in Asia, Africa and the Middle East and Muslim converts, who include several African Americans, an Anglo-American and a Chinese American. Uqdah’s group has been selected by the U.S. military to recommend people as Muslim chaplain candidates.

U.S. military officials say a shortage of candidates with the required education limits the number of Muslim military chaplains. Three Muslim chaplains are currently being trained at the Hartford Seminary in Connecticut.

The newest Muslim chaplain is James Yee, a Chinese American and a graduate of the West Point military academy, who was born into a Lutheran family. He became interested in Islam while a student and later spent four years studying Arabic and Islam in Damascus, Syria. Currently he serves with the 29th Signal Battalion at Fort Lewis, Washington.

Chaplain Yee said that Muslims on his base have come to him with worries about being ordered to fight Muslims overseas.

“An act of terrorism, the taking of innocent civilian lives is prohibited by Islam, and whoever has done this needs to be brought to justice, whether he is Muslim or not,” Chaplain Yee said.
