The Army wants your comments on its new Capstone Concept

Brigadier General H.R. McMaster has sent to Small Wars Journal the latest draft of Army Capstone Concept version 2.7. McMaster leads a team at TRADOC that is charged with revising the Capstone Concept, which provides fundamental guidance to the Army’s doctrine and training efforts.

By December, McMaster and his team will complete their work on the Capstone Concept. Between now and then, he wants to hear from you. So please open this file, read it, and provide your comments, either here or at the Capstone Concept comment thread at Small Wars Council. McMaster and his team will read these comments and use them to improve this important document.

(You will note that the Capstone Concept draft we received is marked “For Official Use Only.” I assure you that we received this document openly from the Army and for the purposes explained above. McMaster and his colleagues at TRADOC want Small Wars Journal‘s readers to help them improve the Capstone Concept.)

Ok. Mil/intel/strategy/national security/COIN bloggers. We’ve been blogging on the “future of warfare” for five or six or more years. Some of us have also written books and journal articles, spoken at conferences and done op-eds. Along the way, there has been periodic lamentation (i.e. whining) that the powers that be don’t “get it” and no one pays attention anyway. Well HR McMaster is asking for  input on shaping official military policy. A “put up or shut up” moment for the bloggers.

Social Software and National Security: An Initial Net Assessment (PDF)

….We have approached this research paper as an initial net assessment of how social software interacts with government and security in the broadest sense.1 The analysis looks at both sides of what once might have been called a “blue-red” balance to investigate how social software is being used (or could be used) by not only the United States and its allies, but also by adversaries and other counterparties. We have considered how incorporation of social software into U.S. Government (USG) missions is likely to be affected by different agencies, layers of bureaucracy within agencies, and various laws, policies, rules, and regulations. Finally, we take a preliminary look at questions like: How should the Department of Defense (DOD) use social software in all aspects of day-to-day operations? How will the evolution of using social software by nations and other entities within the global political, social, cultural, and ideological ecosystem influence the use of it by DOD? How might DOD be affected if it does not adopt social software into operations?

A Call For Radical Transparency in Politics

My friend Bruce Kesler, who keeps a sharper eye on the fine details of American politics than I do, is dead square right in a recent post at Democracy Project that I reproduce here in full:

Hidden Foreign Contributions Affect US Elections

US election law forbids non-Americans to contribute directly to federal candidates, and qualified donations above $200 are available to public scrutiny. There is a huge loophole – or, more correctly, shroud – over contributions by foreigners to US non-profits, who heavily shape public discussion affecting our elections – and other policies. (There’s, also, some indication that the $200 cut-off for full disclosure of contributions to our campaigns may be another loophole being exploited by some foreigners.)

IRS Form 990 generally requires that non-profits list contributors and their addresses who give $5000 or more. However, non-profits are not required to publicly divulge who they are (with the exception of private foundations and 527’s).

Non-profits include 501(c)(4)’s, which are estimated to spend in 2008 well more than the $424-million that 527’s spent to influence the 2004 elections.

Another area of concern is donations made by foreigners to our universities. Although New York State requires that such contributions be revealed, there is no enforcement and filings are often not made.

In Britain, it is estimated, more funding comes from the MidEast for Islamic Studies departments than from the government.

Ministers labelled Islamic studies a “strategic subject” and said the “effective and accurate teaching” of it in universities could help community cohesion and counter extremism.

Similar concerns have been raised in the US about the influence of MidEast contributors on our universities’ curriculums, and the faculty who influence public discussion. See here and here, for examples.

Former presidents Carter and Clinton have received tens of millions in donations, and more, from foreign sources for their foundations, yet the public knows very little about from whom or how much. Meanwhile, Carter and Clinton take frequent public stands on public policy and candidates for office.

A draft has been released of a revised IRS Form 990. It increases exposure on governance issues, but retains the shroud over contributors to non-profits. At the very least, foreign contributors should be revealed publicly, at least for amounts over the $200 of election laws.

Bravo to Bruce for highlighting this important but generally unrecognized problem. 

One of the ironies of Beltway incumbent preferred campaign finance regulation like the odious McCain-Feingold law is that it manages to combine restrictions of the political activities and free speech rights of American citizens while granting opacity to wealthy foreigners who seek to influence political discourse here through generous donations to foundations, educational organizations, think tanks, universities, presidential libraries and other institutions that shape our intellectual life. It is completely understandable, given the potential impact of American policies on the rest of the world that other states and their sundry notables would seek to make their voice heard here. To a certain extent, when it’s above board public diplomacy and cultural exchanges, it’s even a good thing. What’s unacceptable is that foreign interests can often buy such influence – which is what they are really doing – under the radar or even behind the shield of legal secrecy. If some of our finest universities were people then they would have already had to register as foreign agents a long, long, loooooooong, time ago.

The same might be said of some former presidents. Or of presidential candidates.

The answer here is not to go on a fruitless legal jihad to ban foreign money, which at times does get turned toward humanitarian or genuinely educational purposes but to require radical transparency of our think tanks, universities, charities and other institutions enjoying tax deductible status but are dedicated to indirectly influencing the political process or policy formation. If an American institution or scholar wants to shill for the Wahabbi Lobby by working for a tank on the take from a senior Saudi prince, or accept grants from PLA-affiliated Chinese corporations, Japanese billionaires, mobbed-up  Russian “businessmen” or other foreign sources, fine, but a highly visible disclaimer to that fact ought to be mandatory. If Carnegie or AEI or Harvard departments are advising presidential candidates on Mideast policy then contributions emanating from that region are relevant to the discussion.

If accepting the check in public is cause for dismay then there’s a word for what’s really going on:

Graft.

THE TRIBAL COIN OF THE REALM

Dave Dilegge, editor of The Small Wars Journal has an excellent post up at The SWJ Blog entitled “COIN in a Tribal Society“, relaying the contents of an email from Colonel William (Mac) McCallister (USA Ret.), currently an adivser with II MEF in Iraq. A very rich bibilographic entry, McCallister hits hard at the point of our general failure to communicate our words and deeds in a culturally relevant and comprehensible frame:

The design and execution of a counterinsurgency campaign in tribal society must reflect the opponent’s cultural realities, his social norms and conventions of war and peacemaking. The fight in Anbar province is a “clash of martial cultures” and reflects two divergent concepts of victory and defeat and “rules of play”. The conventions of war and peace for both sides are based on unique historical and social experience and are expressed in each side’s stylized way of fighting and peacemaking. The central tenet in the design and execution of counterinsurgency operations is that it must take into consideration an opponent’s cultural realities so as to effectively communicate intent.

The study of the “tribal terrain” is a challenge. The reason – comprehensive research materials on Iraqi tribal organization, tribal diplomacy, and the art of tribal war and peacemaking are sparse. The majority of reading materials therefore are general and regional in nature and require “reading between the lines” to gain an appreciation for tribal organizing principles, cultural operating codes, and the tribal art of war and peace. The material is intended to assist the student of the tribal art of war and peace in developing an analytic structure for assessing personal experiences, observations and unit after action reports. The ultimate objective is to assist the warfighter in assessing the effectiveness of counterinsurgency tactics, techniques and procedures (TTPs) and cultural criteria to determine why certain approaches succeed or fail.”

I will go one better; the United States government has not come to grips with the need to craft our diplomatic and strategic inititives with a multi-tiered and interactively complex set of audiences in mind. Too often, our leaders are playing primarily to the domestic American audience and then secondarily – and arguably a very distant second – a narrow and westernized foreign elite.

Radical transparency created by the internet and information technologies are breaking down the ability to compartmentalize messages and signals – the amplitude is higher and “broadcasting” can now take place far down the chain with strategic corporals in dusty villages instead of UN ambassadors across polished tables. The rules of the game are changing and we must change with it.
