LTC. Matt Morgan, USMC and Director of Public Affairs at US Marine Corps Forces Command, rolls up his sleeves and takes the highest ranking member of the US Armed Forces to task in a take-down guest post at Mountainrunner:

Guest Post: The Rosetta Stone for Strategic Communication? More like Speak ‘N Spell

….Unfortunately, the reason for this gap can be laid at the feet of a few members of the Chairman’s own personal staff. Over the past few years, Adm. Mullen’s Public Affairs Office has systematically refused to take part in DoD’s various attempts to develop its integration processes or other Joint Staff and DoD efforts to coordinate organizational communication. As such, select members of the office appear ignorant to the efforts of other professionals across the U.S. military. They have failed to be the good listeners they claim to hold in such high esteem, and have consequently produced what reads like a condescending lecture from the Chairman.

Let us all be clear as to what this is really about. This is a turf war, and the authors have committed the ultimate sin of a staff officer: They have used their boss’ visage to advance their agenda, and in the process drawn an unfair portrait of a senior leader blind to the most progressive thinkers in his organization.

The authors are quick to undermine the term Strategic Communication, writing that the Chairman doesn’t care for it because, “We get too hung up on that word, strategic.” I don’t know who the “we” is in this case, but I can assure the Chairman that this is only true among those afflicted by what I call the “Type A” misunderstanding; that is, those who cannot get beyond the most literal comprehension of the word strategic. Oh, yes, a few of these types are out there. But when it comes to military leadership, anyone who has ever used the now-cliché term strategic corporal has at least a basic understanding of the notion that tactical actions can affect communication – for better or worse – at the strategic level.

The stated thesis of the essay, however, is belied by its conclusion:

Strategic communication should be an enabling function that guides and informs our decisions and not an organization unto itself. Rather than trying to capture all communication activity underneath it, we should use it to describe the process by which we integrate and coordinate.

Ah, there it is. The fear of subordination revealed.

If in fact, CJCS ADM Michael Mullen did not write his editorial, as LTC. Morgan asserts, I will have to retract my earlier praise. “Leadership” is not lending your name out to your staff to play el supremo. It’s fine for a busy man to lay out an outline of positions to an aide and then edit the aide’s draft; Eisenhower and Reagan, both excellent speechwriters, stopped writing their own speeches once they became POTUS. But saying “Here…do my thinking for me”, is not ok. It’s weak.

Assuming that Admiral Mullen did write his editorial, then the exchange with LTC. Morgan is what a healthy, intellectually open, adaptive organization should encourage and reward. Ideas matter, not rank.

Dilegge Goes Nuclear!

The genteel and usually mild mannered Editor-in-Chief of the Small Wars Journal, Dave Dilegge, momentarily steps out of the background for a quality rant that I’m reposting in toto:

Okay, everyone who’s anyone – and many who think they’re someone – inside and outside the beltway – has chimed in – did I miss anyone? Speak now or forever hold your peace.

The Afghanistan affair is quite complicated; we know that, we also can study it to death and comment until the cows come home.

How about a novel approach at this particular point in time – give the Commander in Chief, the National Command Authority, State… and most importantly, the Commanding General and his staff in Afghanistan some efing breathing room to sort this out? The guys on the ground – get it?

How much is too much?

For the all the hype about the benefits of instantaneous global communications and Web 2.0 – of which we most certainly are a part – we’ve never really examined the tipping point – the place where we become part of the problem, rather than the solution.

My two cents – and while it may come across as way, way too simplistic to many of the 2K-pound brainiacs I run into around town – you can take it to the bank that a general backing off of the noise level would be most beneficial right now.

Interesting. An unusual move by Dave.

Debate is a healthy thing – and as I stated previously, I do not think that anyone has been “shut out” of the COIN debate – but it is best if that debate is kept at a constructive level. Being far removed myself from the players in DC that Dave is familiar with, I have to wonder to what degree the temperature has risen behind the scenes? Dave’s post says to me it must be getting heated.

The defense/national security/milblogging/Intel/FP blogosphere is far larger than it was, say, five years ago but it’s still a pretty small network compared to most online communities – we’re not only dwarfed by Techcrunch types but we fall somewhere behind water polo aficianados and devotees of obscure Christian rock groups. It’s sort of a virtual village where some of the villagers also make their living at it in meatspace and the rest of us can kibbitz with less risk.  While free speech includes volume, softer words sometimes carry farther.

It’s useful for all of us to remember from time to time that most people involved in the discussion operate from the best motives and have far more ideas in common than it sometimes seems from the rhetoric being employed – and that what matters is not our rhetoric but the results.

Tom Ricks at Pritzker Military Library

The Kilcullen Doctrine

Dr. John Nagl, president of CNAS, lead author of The U.S. Army/Marine Corps Counterinsurgency Field Manual, retired lieutenant colonel and top COIN expert, has penned an important review of Accidental Guerrilla by Col. David Kilcullen, in the prestigious British journal RUSI. Unfortunately, at present no link is is available, but my co-author Lexington Green is a subscriber and sent me a copy of the review, which I read last night. I now look forward to reading Kilcullen firsthand and have put Accidental Guerrilla near the top of my summer reading List.

I state that Nagl’s review is important because beyond the descriptive element that is inherent in a review, there is a substantive aspect that amounts to an effective act of policy advocacy. First, an example of Nagl’s descriptions of Kilcullen’s arguments:

We do not face a monolithic horde of jihadis moti vated by a rabid desire to destroy us and our way of life (there are some of these, although Kilcullen prefers to call them takfiris); instead, many of those who fight us do so for conventional reasons like nationalism and honour. Kilcullen illustrates the point with the tale of a special forces A-Team that had the fight of its life one May afternoon in 2006. One American was killed and seven more wounded in a fight that drew local fighters from villages five kilometres away who marched to the sound of the guns – not for any ideological reason, but simply because they wanted to be a part of the excitement. ‘It would have shamed them to stand by and wait it out’, Kilcullen reports

Tribal and even “civilized” rural people, often find ways of making social status distinctions that relate to behaviour and character rather than or in addition to the mere accumulation of material possessions (Col. Pat Lang has a great paper on this subject, “How to Work with Tribesmen“). We can shorthand them as “honor” cultures and they provide a different set of motivations and reactions than, say, those possessed by a CPA in San Francisco or an attorney in Washington, DC. People with “honor” are more obviously “territorial” and quick to defend against perceived slights or intrusions by unwelcome outsiders. This is a mentality that is alien to most modern, urbanized, 21st century westerners but it was not unfamiliar all that long ago, even in 19th and early 20th century, Americans had these traits. Shelby Foote, the Civil War historian, quotes a captured Southern rebel, who responded to a Union officer who asked him, why, if he had no slaves, was he was fighting? “Because you are down here” was the answer.

While relatively short and designed, naturally, to help promote a book by a friend and CNAS colleague, Dr. Nagl has also taken a significant step toward influencing policy by distilling and reframing Dr. Klicullen’s lengthy and detailed observations into a reified and crystallized COIN “doctrine”. A digestible set of memes sized exactly right for the journalistic and governmental elite whose eyes glaze over at the mention of military jargon and who approach national security from a distinctly civilian and political perspective:

There is much first-hand reporting in this book, based on Kilcullen’s [Robert] Kaplan-esque habit of visiti ng places where people want to kill him. After chapters detailing his personal experience in Afghanistan and Iraq, he returns to his doctoral fieldwork in Indonesia, discusses the insurgencies in Thailand and Pakistan and evaluates the complicated plight of radical Islam in Europe. While all of these confl icts are related to each other, they are not the same, and cannot be won based on a simplistic conception like the global War on Terror; instead, the enemy in each small war must be disaggregated from the whole, strategy in each based on local conditions, motivations, and desires. One size does not fit all, and there are many grey areas. A ‘with us or against us’ approach is likely to result in far more people than otherwise being ‘against us’ in these conflicts.

John Boyd would have agreed that isolating our enemies and winning over groups as allies is much preferred to needlessly multiplying our enemies. That paragraph is more or less boilerplate in the COIN community but this RUSI review is aimed not at them but at political decision makers, national security bureaucrats, diplomats and elite media and constituted a necessary set up by Nagl for “The Kilcullen Doctrine” [bullet points are my addition to Nagl’s text, for purposes of emphasis]:

….In direct oppositi on to the ideas that drove American interventi on policy two decades ago, Kilcullen suggests ‘the anti -Powell doctrine’ for counter-insurgency campaigns.

  • First, planners should select the lightest, most indirect and least intrusive form of intervention that will achieve the necessary effect.

  • Second, policy-makers should work by, with, and through partnerships with local government administrators, civil society leaders, and local security forces whenever possible.

  • Third, whenever possible, civilian agencies are preferable to military intervention forces, local nati onals to international forces, and long-term, low-profile engagement to short-term, high-profile intervention.

New doctrines emerge because ideas are articulated at the moment in time when they both fit the circumstances and the intended audience is ready to accept their implications. George Kennan, the father of Containment in 1946-1947 had attempted to give the State Department and the Roosevelt administration essentially the same advice about Soviet Russia in the 1930’s and the reaction of the White House was to order the State Department’s Soviet document collection destroyed and exile critics of Stalin like Kennan from handling Eastern European affairs ( Kennan saved the collection by storing it in his attic). Neither Stalin’s nature nor Kennan’s opinion of the USSR changed much in the next decade, but the willingness of American liberal elites to consider them did, making Containment doctrine a reality.

The post-Cold War, Globalization era elite is in the ready state of mind for a “Kilcullen Doctrine”. They are ready to hear it because systemic uncertainties have made them justifiably skeptical of old prescriptions and they are seeking new perspectives the way the Truman White House invited Kennan’s Long Telegram. This situation is both good and bad in about equal measure.

The good comes from the fact that the Kilcullen Doctrine is operationally sound, at least for specifically handling issues of complex insurgencies. It is also politically astute, in that it encourages statesmen and military leaders to first tinker with minimal measures while listening acutely for feedback instead of charging in like a bull in a china shop, to empower locals rather than engaging in the military keynesianism equivalent of enabling welfare dependency, as the U.S. did in South Vietnam and initially in Iraq. Kilcullen is also a reluctant interventionist, a healthy sentiment, albeit one unlikely to survive in doctrinal form.

The bad is multifaceted. None of these are dealbreakers but all should be “handled” by the COIN advocates of a “Kilcullen Doctrine”:

First, Kilcullen’s three principles are an operational and not a genuinely strategic doctrine. In fairness, no major COIN advocate has ever said otherwise and have often emphasized the point. The problem is that a lot of their intended audience – key civilian decision makers and opinion shapers in their 30’s-50’s often do not understand the difference, except for a minority who have learned from bitter experience. Most of those who have, the Kissingers, Brzezinskis, Shultzes etc. are elder statesmen on the far periphery of policy.

Secondly, this operational doctrine requires a sound national strategy and grand strategy if it is to add real value and not merely be a national security fire extinguisher. Kilcullen may say intervention is unwise but that is really of no help. Absent a grand strategy with broad political acceptance, policy makers, even professed isolationists, will find situational (i.e. domestic political reasons) excuses for intervention on an ad hoc basis. That George W. Bush entered office as a sincere opponent of “nation-building” and proponent of national “humility” should be enough to give anyone pause about a president “winging it” by reacting to events without a grand strategy to frame options and provide coherence from one administration to the next.

Thomas P.M. Barnett, a friend of this blog, has been articulating a visionary grand strategy since 2004 in a series of books, the latest of which is Great Powers: America and the World After Bush, where he essentially models for the readers how a grand strategy is constructed from historical trajectories and economic currents to make the case. Barnett’s themes have a great consilience with most of what COIN advocates would like to see happen, but Dr. Barnett’s public example of intellectual proselytizing and briefing to normal people outside of the beltway is even more important. Operational doctrine is not enough. It is untethered. It will float like a balloon in a political wind. It is crisis management without a destination or sufficient justification for expenditure of blood and treasure. If these blanks are not filled in, they will be filled in by others.

COIN advocates will have to bite the bullet of working on national strategy and grand strategy, building political coalitions, speaking to the public and wading into geoeconomics and the deep political waters of the long view. For a some time, they have had the excuse that as uniformed officers, such questions were above their pay grade – and this was the scrupulously, constitutionally, correct position, so long as that was the case.

That era is swiftly passing and most of these brilliant military intellectuals now have (ret.) in their titles and wear business suits rather than fatigues. COIN is not an end in itself. The horizon is much wider now and we should all be ready to pitch in and help.

William Lind has a new post up at Defense and The National Interest that addresses the issue of the IT restrictions on the use of the internet by military personnel. This topic has been touched on previous by others such as at the SWC, SWJ Blog, Haft of the Spear, Hidden Unities and many milbloggers, intel and cyberwonks but previously, IT policy varied across services and from command to command. That appears to be changing – for the worse.

On War #302: Blinders

At the height of the Cold War, a U.S. army corps commander in Europe asked for information on his Soviet opposite, the commander of the corps facing him across the inter-German border. All the U.S. intelligence agencies, working with classified material, came up with very little. He then took his question to Chris Donnelly, who had a small Soviet military research institute at Sandhurst. That institute worked solely from open source, i.e. unclassified material. It sent the American general a stack of reports six inches high, with articles by his Soviet counterpart, articles about him, descriptions of exercises he had played in, etc.

What was true during the Cold War is even more true now, in the face of Fourth Generation war. As we have witnessed in the hunt for Osama, our satellite-photo-addicted intel shops can’t tell us much. But there is a vast amount of 4GW material available open-source: websites by and about our opponents, works by civilian academics, material from think-tanks, reports from businessmen who travel in areas we are interested in – the pile is almost bottomless. Every American soldier with access to a computer can find almost anything he needs. Much of it is both more accurate and more useful than what filters down through the military intelligence chain.

Or at least he could. In recent months, more and more American officers have told me that when they attempt to access the websites they need, they find access is blocked on DOD computers. Is al Qaeda doing this in a dastardly attempt to blind American combat units?
Sadly, no. DOD is doing it. Someone in DOD is putting blinders on American troops.

I do not know who is behind this particular bit of idiocy. It may be the security trolls. They always like to restrict access to information, because doing so increases their bureaucratic power. One argument points to them, namely an assertion that the other side may obtain useful information by seeing what we are looking for. That is like arguing that our troops should be given no ammunition lest muzzle flashes give away their positions in a fire-fight.

But the fact that websites of American organizations whose views differ from DOD’s are also blocked points elsewhere. It suggests political involvement. Why, for example, is access to the website of the Center for Defense Information blocked? CDI is located in Washington, not the Hindu Kush. Its work includes the new book on military reform America’s Defense Meltdown, which has garnered quite a bit of attention at Quantico.

The goal of the website blockers, it seems, is to cut American military men off from any views except those of DOD itself. In other words, the blockaders want to create a closed system. John Boyd had quite a bit to say about closed systems, and it wasn’t favorable.

What is disturbing to me is that Lind indicates that the previous policy, which left IT restrictions up to commanders, seems to be coalescing behind one of systemic, tight, restrictions on access for all uniformed personnel to all kinds of blogs or websites that do not jeopardize information security. Or may even be useful to the conduct of their mission. The previous excuse by DoD bureaucrats was “conserving bandwidth” but it’s hard to see how esoteric sites like the Center for Defense Information or some university PDF on Islamist madrassas in Pakistan clog up a combatant command’s skinny pipes.

Galrahn says Bill Lind does not understand the legitimate cybersecurity aspect that causes blogs and websites to be blocked and then offers some practical advice to the blocked bloggers (such as myself):

….but I’d bet at least 5 shots of Canadian Whiskey (I’m a Crown Royal fan until summer gets here) that the problem that triggered his rant doesn’t originate in the DoD or any government entity, rather the private sector.

But I will say this. There are several legitimate reasons why websites, blogs, and other forms of social media sites on the web are blocked. If your website or blog is blocked, please understand you can do something about it besides whine.

Use Feedburner, or some other form of syndication software to distribute your content, including by email. Organizations including the military may block Blogger but typically they do not block syndication service sites because from an IT perspective, syndication services like Feedburner is a better way to manage bandwidth for larger enterprises. If an organization is blocking syndication sites too, then your organization has a very strict IT policy, BUT if your favorite websites are distributing content by email, problem solved

I used Feedburner previously with my old blogger site when Feedburner was in beta but when it was purchased or absorbed by Google, that account went dormant. I think I will ressurect it and then look into Galrahn’s other suggestions.
