SWJ Blog has a new post up with an important and all too timely article on transition operations whose authors include an amigo of mine, Pete Turner, a veteran of Iraq and Afghanistan. Turner will also be one of the featured speakers at the Boyd & Beyond Conference in October at Quantico:

….What is Transition?

Currently, there is no accepted definition for Transition in US Doctrine.  For the purpose of this discussion, we will define Transition simply as the transfer of responsibility from Supporting Nations (SN) to the Host Nation (HN). 

How do we go from full-speed-ahead COIN operations where we call all of the shots to a fully functioning sovereign nation that provides security and services for its population?  Although we have concluded one Transition (Iraq) and are in the midst of another (Afghanistan), we are still literally feeling our way forward, one unit at a time, without a coherent strategy, doctrine, or national policy.  Battalion and Company Commanders want to know, “What comes after build?”

As previously stated, our doctrine is remarkably silent on Transition.  FM 3-24 Counterinsurgency acknowledges the requirement for Transition in the late stage of counterinsurgency:  

“The main goal for this stage is to transition responsibility for COIN operations to HN leadership.  In this stage, the multinational force works with the host nation in an increasingly supporting role, turning over responsibility wherever and whenever appropriate.  Quick reaction forces and fire support capabilities may still be needed in some areas, but more functions along all Logical Lines of Operations are performed by HN forces with the low-key assistance of multinational advisors.  As the security, governing, and economic capacity of the host nation increases, the need for foreign assistance is reduced.  At this stage, the host nation has established or reestablished the systems needed to provide effective and stable government that sustains the rule of law” (paragraph 5-6).

That is the sum total of the guidance given in our counterinsurgency manual.

Transition thus appears to be rather nebulous; it is something we desire and anticipate, but do not necessarily know how to achieve, or even understand.  It may occur quickly, or be drawn out over an extended period of time.  Like other operations in COIN, Transition will also occur differently in different locations, with various requirements and assorted timelines.  Our own relief in place/transfer of authority (RIP/TOA) process even affects Transition.  How do we maximize effects at this point, especially considering that the level of international effort is simultaneously in decline?  What are the requirements for Transition, and what is the glide path to a smooth successful hand-off to the host nation?  Is it a phase that comes after “Hold,” or is it part of the “Build” phase, both of which occur sequentially after “Clear?”  One might also argue that once “Transition” has begun, the COIN fight is over for SN forces and the responsibility shifts to the State Department or the UN.  Or does it?  

There is no simple way of answering these questions, or the others which are raised throughout this paper.  The answers may change with each particular case.  However, without a dialogue on the subject these questions will continue to go unanswered and operations are likely to proceed with uncertain or frustrating results. ….

New Book: Mission Revolution by Jennifer Morrison Taw

Mission Revolution: The US Military and Stability Operations by Jennifer Morrison Taw

Columbia University Press just sent me a review copy of Mission Revolution: The US Military and Stability Operations by Jennifer Morrison Taw, an assistant professor of IR/Security Studies at Claremont McKenna College.  Taw has written a very timely book given the looming threat of sequestration – she has investigated and analyzed the institutional and strategic impact of the US having elevated MOOTW (military operations other than war) in 2005 to a DoD mission on par with war-fighting, terming the change a “Revolution”.

[ Parenthetical aside: I recall well Thomas Barnett loudly and persistently calling for the Pentagon to deal with MOOTW by enacting an institutional division of labor between a heavy-duty Leviathan force to handle winning wars and a constabulary System Administration force to win the peace, manage stability, defend the connectivity. Instead, in Iraq and Afghanistan we had one Leviathan force trying to shoehorn in both missions with a shortage of boots, a river of money and a new COIN doctrine. Soon, if budget cuts and force reduction are handled badly we could have one very expensive, poorly structured, force unable to do either mission.]

Thumbing through Mission Revolution, it is critical and well focused take on the spectrum of problems the US has faced in the past ten years trying to make a “whole of government” approach an effective reality in stability operations and counterinsurgency. Taw covers doctrine, training, bureaucratic politics, procurement, policy, grand strategy, mission creep, counterterrorism and foreign policy visions of the civilian leadership, all with generous footnoting.

I am looking forward to reading Mission Revolution and giving it a detailed, in-depth, review in the near future.

An Unquiet Riot

The Master and the Minion

The Russian girl-punk rock band Pussy Riot has done something with their protest at  Christ the Savior Cathedral that prior cases of oppression, election-fraud, corruption and murder of Putin’s critics by agents of the siloviki regime failed to do – put a defiant human face on political persecution in Russia. Something we have not seen since the days of Sakharov and Solzhenitsyn.

A reminder that when men are not free, mocking insolence is a form of bravery.

In a thoughtful post, Charles Cameron suggests that their performance was not a “political protest”. I disagree, though I think Charles’ examination of the tradition of “Holy Fools” in Russia is useful and culturally relevant as to how this event was intended to register with a Russian audience. Pussy Riot was being audaciously offensive in their selection of performance sites, as TM Lutas explains:

Orthodoxy is not a religion that is widely understood in the West. So it’s actually the rare pundit that catches how offensive what this punk riot group was doing actually was. There’s a subtitled version of the video that helps. The video misses the positional problems. The picture screen, called an iconostasis is something like the old altar rails of Catholicism but with fairly elaborate rituals surrounding the structure. There are three doors, the center one is called the holy doors. As a lay person you’re not even supposed to walk in front of that door. It’s viewed as disrespectful, even sacrilegious. So the people in charge of order and discipline were a bit stuck because these girls were dancing in the sanctuary, in front of the iconostasis and extracting them actually meant that they had to break the rules too. Several times a Pussy Riot girl bowed and did a full prostration. One does these things towards the altar in Orthodoxy. Reversing this as the protesters did is viewed as idolatry. Who, exactly, are they bowing to? That’s the genesis of the “devil dancing” talk in their trial.

Putin may have been a target but he certainly wasn’t the target. Their attack had a much wider range of victims. This was an attack on Orthodoxy, an attack on symphonia, the concept of church and state in complementary roles and mutual respect, and also an attack on Putin. 

In 4GW thinking, the strong lose when they are forced to fight the weak on terms that favor the weak. Pussy Riot – a group of young women – engineered a protest at a location whose significance meant that the authorities could not easily ignore or suppress it quietly with brutal thuggery in the shadows. By making Vladimir Putin the lyrical center of gravity, local officials were  made to look sycophantic and toadying, national officials petty and foolish. The Russian authorities, burly and oafish like their Soviet counterparts, have been reduced to fighting young girls while the rigged legal system that passes for justice in Russia is showcased in the unsparing glare of the global media.

By daring the authorities to make them political prisoners, Maria Vladimirovna Alyokhina, Yekaterina Stanislavovna Samutsevich and Nadezhda Andreyevna Tolokonnikova have made the regime look weak.

Moreover, their actions are a not so subtle reminder to Russians that the Orthodox Church is a corrupt vessel, a propaganda arm of the regime with a long tradition of KGB agents as Patriarchs and squalid informers as clergymen. The Church in Russia has not been free of the tentacles of state security since the day Lenin ordered the arrest of St. Tikhon. President Putin and Patriarch Kyrill are not peers temporal and spiritual, but fellow alumni of the same organs as the Big Lubyanka’s gaolers and policemen.

I would like to close this post by letting Yekaterina Samutsevich speak for herself:

In the closing statement, the defendant is expected to repent, express regret for her deeds, or enumerate attenuating circumstances. In my case, as in the case of my colleagues in the group, this is completely unnecessary. Instead, I want to voice some thoughts about what has happened to us.
That Christ the Savior Cathedral had become a significant symbol in the political strategy of the authorities was clear to many thinking people when Vladimir Putin’s former [KGB] colleague Kirill Gundyayev took over as leader of the Russian Orthodox Church. After this happened, Christ the Savior Cathedral began to be openly used as a flashy backdrop for the politics of the security forces, which are the main source of political power in Russia.
Why did Putin feel the need to exploit the Orthodox religion and its aesthetic? After all, he could have employed his own, far more secular tools of power—for example, the state-controlled corporations, or his menacing police system, or his obedient judicial system. It may be that the harsh, failed policies of Putin’s government, the incident with the submarine Kursk, the bombings of civilians in broad daylight, and other unpleasant moments in his political career forced him to ponder the fact that it was high time to resign; that otherwise, the citizens of Russia would help him do this. Apparently, it was then that he felt the need for more persuasive, transcendent guarantees of his long tenure at the pinnacle of power. It was then that it became necessary to make use of the aesthetic of the Orthodox religion, which is historically associated with the heyday of Imperial Russia, where power came not from earthly manifestations such as democratic elections and civil society, but from God Himself.
How did Putin succeed in this? After all, we still have a secular state, and any intersection of the religious and political spheres should be dealt with severely by our vigilant and critically minded society. Right? Here, apparently, the authorities took advantage of a certain deficit of the Orthodox aesthetic in Soviet times, when the Orthodox religion had an aura of lost history, of something that had been crushed and damaged by the Soviet totalitarian regime, and was thus an opposition culture. The authorities decided to appropriate this historical effect of loss and present a new political project to restore Russia’s lost spiritual values, a project that has little to do with a genuine concern for the preservation of Russian Orthodoxy’s history and culture.
It was also fairly logical that the Russian Orthodox Church, given its long mystical ties to power, emerged as the project’s principal exponent in the media. It was decided that, unlike in the Soviet era, when the church opposed, above all, the brutality of the authorities toward history itself, the Russian Orthodox Church should now confront all pernicious manifestations of contemporary mass culture with its concept of diversity and tolerance.
Implementing this thoroughly interesting political project has required considerable quantities of professional lighting and video equipment, air time on national television for hours-long live broadcasts, and numerous background shoots for morally and ethically edifying news stories, where the Patriarch’s well-constructed speeches would in fact be presented, thus helping the faithful make the correct political choice during a difficult time for Putin preceding the election. Moreover, the filming must be continuous; the necessary images must be burned into the memory and constantly updated; they must create the impression of something natural, constant, and compulsory.
Our sudden musical appearance in the Cathedral of Christ the Savior with the song “Mother of God, Drive Putin Out” violated the integrity of the media image that the authorities had spent such a long time generating and maintaining, and revealed its falsity. In our performance we dared, without the Patriarch’s blessing, to unite the visual imagery of Orthodox culture with that of protest culture, thus suggesting that Orthodox culture belongs not only to the Russian Orthodox Church, the Patriarch, and Putin, but that it could also ally itself with civic rebellion and the spirit of protest in Russia.
Perhaps the unpleasant, far-reaching effect of our media intrusion into the cathedral was a surprise to the authorities themselves. At first, they tried to present our performance as a prank pulled by heartless, militant atheists. This was a serious blunder on their part, because by then we were already known as an anti-Putin feminist punk band that carried out its media assaults on the country’s major political symbols.
In the end, considering all the irreversible political and symbolic losses caused by our innocent creativity, the authorities decided to protect the public from us and our nonconformist thinking. Thus ended our complicated punk adventure in the Cathedral of Christ the Savior.
I now have mixed feelings about this trial. On the one hand, we expect a guilty verdict. Compared to the judicial machine, we are nobodies, and we have lost. On the other hand, we have won. The whole world now sees that the criminal case against us has been fabricated. The system cannot conceal the repressive nature of this trial. Once again, the world sees Russia differently than the way Putin tries to present it at his daily international meetings. Clearly, none of the steps Putin promised to take toward instituting the rule of law has been taken. And his statement that this court will be objective and hand down a fair verdict is yet another deception of the entire country and the international community. That is all. Thank you.

Barlow on COIN and Failure

Some astute observations on COIN practice from the founder of Executive Outcomes, Eeben Barlow:

….Governments, despite often being the prime reason why an insurgency starts, are often only too keen to make the armed forces responsible for establishing workable governance in areas that have become positively disposed towards the insurgency.
As it is an internal problem, countering the insurgency is essentially a law enforcement responsibility. The problem is that often the law enforcement agencies do not realise that an insurgency is developing and through ignorance and denial, mislead government – and the nation – on the seriousness of the situation. This provides the insurgents with numerous advantages, most crucial being time to organise, train and escalate the insurgency.
The end goal of the insurgency is political in nature and therefore, the main effort aimed at countering it ought to be political and not militarily. This “passing the buck” approach places the armed forces in a position they can seldom if ever win as the military’s role is not to govern but to ensure an environment in which governance can take place.  
An insurgency is neither a strategy nor a war. It is a condition based on the perception(s) of a part of the populace that poor governance exists, that government only governs for its own benefit and that they – the populace – are being marginalised or politically suppressed. In reality, an insurgency is an internal emergency that, left unchecked, can develop into a civil war. The insurgency itself is a means to an end and it is an approach aimed at either weakening or collapsing a government’s control and forcing a negotiation in the favour of the insurgents.

As a rule, countries whose citizens  are happy, prosperous and free seldom suffer an insurgency unless they are foreign proxies. Oligarchies however, are frequently the cradle of insurgency and revolution.

Book Review: The Snake Eaters by Owen West

The Snake Eaters by Owen West 

Owen West, commodities trader, novelist and USMC Major in the Reserves has written a remarkable book in his war story of counterinsurgency in Khalidiya, a decaying rural town in the deadly Anbar province, heartland of Iraq’s Sunni insurgency. A success story for COIN, but also a very cautionary tale of the transformation of the Iraqi Brigade 3-1, from a dispirited, ill-equipped, poorly led unit distrusted and ignored by it’s American “partner” battalion and under siege by a hostile population into a self-confident, elite, combat force, “the Snake-Eaters”, feared by insurgents and respected by townspeople – and of their American advisors of Team Outcast who struggled to broker this transformation.

After reading The Snake-Eaters and reflecting, the book speaks to readers at different levels.

For the casual reader,  West has a narrative with no shortage of colorful characters – the inexperienced jundis, “Hater”, the grim Major Roberson, Colonel Troster, “Captain Bomb”, “Private Crazy”,  the treacherous police chief Shalal, the Superfriends, the beloved Doc Blakley, the indomitible Major Mohammed, Sheikh Abbas, the no-nonsense Huss, “Ogre” McCarthy, the Sadiqiya Sniper and some advisors who were “strange by any measure”.

The chronically undermanned, underesourced handful of  Team Outcast advisors in might resemble a Middle-eastern version of The Magnificent Seven, except that unlike Yul Brynner, Colonel Troster arrived in Khalidiya only to find Calvera and his bandits in control of the town, completely invisible and supported by a community that was implacably hostile:

….To protect a fellow Sunni was the duty of every Khalidiyan. Even if they didn’t love AQI, they were socially connected to and literally enriched by, the local insurgency. In the same way small Texas towns follow their football teams, everybody in Khalidiya knew an active resistance fighter and kept score. The Americans promised security but had brought a hurricane of damage. They passed through Khalidiya in their armored trucks like tourists on glass bottomed boats admiring exotic fish.

The Khalidiya sheikhs, a title loosely used in Anbar for any man with influence, implored the AQI fighters to remain cautious. If they paraded in their black balaclavas too prominently in town, mugging for pictures on al Jazeera, they would draw the attention of Marine headquarters in nearby Fallujah. It was best to inflict some casualties on each American unit that rotated through the area – enough to keep Americans on the defensive but not so many that the Marines would mass their forces and crush the city, as they had done to Fallujah in 2004.

The 3-1 of the New Iraqi Army in Khalidiya bore scant resemblance to a unit of the mighty, Soviet equipped, legions with which Saddam Hussein had daunted his neighbors, held off Iran for ten years of bloody combat or sacked and pillaged Kuwait. Or even the shadow version of Saddam’s Army, decimated by American arms  and hollowed out by a decade of UN sanctions after the Gulf War. West describes the Iraqi soldiers initially as a mendicant mob of ill-fed, untrained, Shia jundis without heavy arms, patrolling as seldom as possible, with beat-up Nissan junkers and a pray and spray shooting reaction to the frequent IED blasts that injured and killed them with regularity.

Like any underdog story, with much suffering and lessons learned counted in the lives of men, the American advisors bond with their Iraqi charges through a herculean effort at non-stop  patrolling of  Khalidiya’s bomb and sniper-ridden streets. Training Iraqis in aggressive tactics while learning Iraqi mores from them, the 3-1 evolves up into the Snake-Eaters, winning over the townspeople of Khalidiya and demoralizing, defeating and driving away the insurgents and gaining the respect of their American mentors. This is the level at which most readers will enjoy and be impressed with The Snake -Eaters.

A second level of reading will be for defense intellectuals, policy wonks, COIN and CT theorists, military historians and other academics. Despite West writing with tactful restraint, avoiding directly criticizing senior brass or national civilian leadership by name, The Snake-Eaters is, in it’s own way, an incredibly damning indictment by virtue of empirical observations of the conditions and restrictions under which Team Outcast labored, driving home the disconnect between leaders, indifferent bureaucrats or FOBbits and the men waging COIN on the ground.  Only in the last chapters, when West himself appears in the narrative, does the author permit himself something approaching real and embittered criticism of the Alice-in-Wonderland myopia that sometimes prevailed during the Iraq War:

“If he does this again, I will end his life! Dhafer threatened. “I will burn his house down!”

It was an empty threat. Every day in Iraq, troops encountered suspected insurgents who had previously been arrested. When I first joined the team, I had read Troster’s after-action report excoriating the “ridiculous evidentiary justice system” that “had no place in a wartime environment”. Most detainees were let go because their crimes could not be proved to the satisfaction of corrupt Iraqi judges, or to US military lawyers. We didn’t have prisoners of war in Iraq, only criminal suspects entitled to many of the same rights as in the States. Most detainees were set free within a few months. The advisors called it “catch and release”.

That’s an excellent of example of policy sabotaging strategy and undoing tactical success for transient to nonexistent political benefits for those in comfortable, clean offices far, far away from the crack of rifle fire and the cries of wounded men.

In his Epilogue, West is even more frank regarding counterinsurgency and respect for his efforts in Khalidiya and in the writing of this book require excerpting it here:

While writing this book over the past four years, I’ve tried to figure out how much influence an advisor team really has on it’s unit., and whether institutional expectations match those limitations. I have again read the field manuals taught in our Army and Marine schools where we train advisors. The manuals have an upbeat, culturally correct tone, suggesting that our soldiers and Marines will succeed as advisors based on their tact and sensitivity. The manuals need drastic revision: they are misleading a generation of advisors.

That the recent conference at Leavenworth on the COIN rewrite has been an insular affair may not bode well for the acceptance of critical, empirically-based, views of COIN being offered by Major West.

The final level of reading is one to which West alludes several times in the text, but one in which I cannot share, is that of the soldier or marine who was “outside the wire”. For those men, there is a poignancy in the stories of the figures portrayed in The Snake Eaters that goes beyond mere words, which West bluntly states comes with a sense of despair at the lack of comprehension in the civilian world. Perhaps these feelings of isolation are also shared by veterans of earlier wars, when they speak of Kasserine Pass, the Bulge,  Chosin or Khe Sanh; or perhaps not, as every war is horrible in it’s own way. But if we cannot understand these shades of grief and meaning that West indicates are harbored in our veterans, the rest of us can at least acknowledge them and respect it.

The Snake-Eaters is an important book that delivers a microcosm of the COIN war in Iraq, gritty and unromanticized, as experienced by jundis, marines, soldiers and Iraqis in sweltering and crumbling Khalidiya. It is a success story but it is where the phrase “winning ugly” comes to mind; dedication and valor, stubborness and cunning, pitted against dolorous bureaucracy and savage insurgency.
