“In the twenty-first century, wars are not won when the enemy army is defeated on the battlefield”

LTC. John Nagl had an article, not yet available online, in the prestigious RUSI journal where he used his review of The Echo of Battle: The Army’s Way of War by Brian McAllister Linn to drive home a geopolitical and grand strategic reality that I offer here with my subsequent comments( major hat tip to Lexington Green for the PDF):

In the twenty-first century, wars are  not won when the enemy army is defeated on the battlefield; in fact, there may not be a uniformed enemy to fight at all. Instead, a war is only won when the conditions that spawned armed conflict have been changed.

 Fielding first rate conventional militaries of local or regional “reach” are inordinately expensive propositions and only the United States maintains one with global power projection capabilities and a logistical tail that can fight wars that are both far away and of long duration.  Economics, nuclear weapons, asymmetrical disparities in conventional firepower, globalization and the revolution in information technology that permits open-source warfare have incentivized warfare on the cheap and stealthy at the expense of classic state on state warfare. The predictions of Martin van Creveld in The Transformation of War are coming to pass – war has ratcheted downward from armies to networks and blurs into crime and tribalism. In this scenario, kinetics can no longer be neatly divorced from politics – or economics, sociology, history and culture. “Legitimacy”, stemming from getting actions on the mental and moral levels of war right, matter tremendously.

‘Decisive results’ in the twenty-first century will come not when we wipe a piece of land clean of enemy forces, but when we protect its people and allow them to control their territory in a manner consistent with the norms of the civilised world.

 This is “Shrinking the Gap” to use Thomas P.M. Barnett’s phrase. The remediation of failing and failed states not to “utopia” but basic functionality that permits a responsible exercise of sovereignty and positive connectivity with the rest of the world.

Thus victory in Iraq and Afghanistan will come when those nations enjoy governments that meet the basic needs and garner the support of all of their peoples.

Taken literally, Nagl errs here with two polyglot regions, especially Afghanistan where the popular expectation of a “good” central government is one that eschews excessive meddling while providing – or rather presiding over – social stability and peace. Taken more broadly to mean a gruff acceptance by the people of the legitimacy of their state so they do not take up arms ( or put them down), then nagl is on target. Realism about our own interests vs. global needs and our own finite resources requires a ” good enough” standard be in place.

Winning the Global War on Terror is an even more challenging task; victory in the Long War requires the strengthening of literally dozens of governments afflicted by insurgents who are radicalised by hatred and inspired by fear.

 We might want to consider prophylactic efforts to strengthen weak states prior to a major crisis arising – more bang for our buck – and this should be a major task of AFRICOM. Strengthen the Botswanas, Malis and Zambias before wading hip-deep into the Congo.

The soldiers who will win these wars require an ability not just to dominate land operations, but to change entire societies – and not all of those soldiers will wear uniforms, or work for the Department of Army. The most important warriors of the current century may fight for the US Information Agency rather than the Department of Defense

Nagl has internalized an important point. The “jointness” forced upon the U.S. military by the Goldwater-Nichols Act in the late 1980’s and 1990’s needs to be broadened, first into true “interagency operational jointness” of American assets then into a full-fledged “System Administration” umbrella that can integrate IGO’s, NGO’s, and the private sector along with military-governmental entities to maximize impact.

Like SecDef Robert Gates, LTC. Nagl “gets it” and we can hope now that he has joined the ranks of policy wonks that an administration job is in his future.

Some Important AFRICOMmentary

My schedule recently did not permit much in the way of my normal, extensive, blogsurfing  that is the genesis of my regularly scheduled Recommended Reading posts. I would however, like to highlight Matt Armstrong’s recent, in depth, post on AFRICOM. Much like 7-Up, if the vision pans out, AFRICOM is to be “The Un-Combatant” Command. Sys Admin from the inception, interagency “jointness” in conception. But will that actually happen in the real world?

AFRICOM: DOA or in need of Better Marketing? No and Yes.

image Like Mark Twain’s “death” in 1897 (he died in 1910), reports of AFRICOM’s demise may be exaggerated.  Concerns that AFRICOM hasn’t been thought out or is unnecessary aren’t supported by the actions and statements of those charged with building this entity.  However, based on the poor marketing of AFRICOM, these concerns are not surprising.

I attended USC’s AFRICOM conference earlier this month and between panel discussions and offline conversations, I came away with a new appreciation (and hope) for the newest, and very different, command. 

This is not like the other Combatant Commands (one DOD representative said they dropped “Combatant” from the title, but depending on where you look, all commands have that word or none of the commands include that adjective).  Also unlike other commands, this is “focused on prevention and not containment or fighting wars.”  This is, as one speaker continued, is a “risk-laden experiment” that is like an Ironman with multidisciplinary requirements and always different demands (note: thank you for not saying it’s a marathon… once you’ve done one marathon, they’re easy, you can “fake” a marathon… Ironman triathlons are always unpredictable, I know, I’ve done five.).  The goal, he continued, was to “keep combat troops off the continent for 50 years” because the consensus was, once troops landed on Africa, it would be extremely difficult to take them off. 

General William “Kip” Ward realizes that only once in several generations is there the opportunity to stand up a new command.  General Ward has worked hard to create something new and unique that addresses modern security dilemmas.  Modern communications and the vastness of Africa make a singular location for AFRICOM impractical.  For example, the Democratic Republic of the Congo alone is nearly 1/4 the size of the U.S. and has 130 million people alone.  Across the continent political boundaries on the map mask tremendous language and cultural variations. 

The goal, as it was laid out in the conference, is to divide AFRICOM into four tiers because it is “easy to overwhelm our African partners in [both] enthusiasm [and] size.”

Admiral Cebrowski’s Legacy is not Iraq

By now many of you have probably read the exchanges between Thomas P.M. Barnett and Noah Shachtman of WIRED’s Danger Room over Shachtman’s recent article “How Technology Almost Lost the War: In Iraq, the Critical Networks Are Social – Not Electronic“. If you haven’t, the exchange pretty much went like this:

Admittedly, Network-centric Warfare today is a larger concept than the original theoretical ideas of Arthur Cebrowski and John Garstka; whenever a theory is accepted by a large and powerful bureaucratic organization- like, say, the Pentagon – it collides with reality. Some ideas get tested, tinkered with, discarded or adapted to existing factional agendas by people with more enthusiasm than understanding. Network-centric Warfare, an emerging doctrine, had more “legs” inside the DoD bureaucracy than did it’s main rival, the 4GW School, because it suited the intellectual needs of armed services planning to fight a future “near peer competitor” state military and to rationalize the U.S. military’s systemic coordination and use of emerging technology on the battlefield (“rationalize” in the sense of provide a coherent order – though NCW was also used as a justification in making budgetary requests). And as with any bureaucratic paradigm shift, factional partisans who had career and mission objectives became personally invested in deriding or advancing NCW’s ” transformation”. That’s a far cry from the complexity of the NCW ideas, as presented by Cebrowski and Garstka. The crux of the problem with Shachtman’s article is that his opener gives the impression that the botching of the occupation in Iraq should be laid at the door of two men who articulated strategic ideas with impressive intellectual celerity and subtlety, one of whom is no longer able to defend himself.  It’s a preposterous implication. When the  4 star grandees of the post-Vietnam War U.S. Army decided to “purge” COIN doctrine from the Army’s institutional memory, Admiral Cebrowski was a mere Navy fighter pilot. The creation of the CPA with the subsequent incompetence of Paul Bremer and a bunch of non-Arabic speaking kids just out of college, who interned at AEI, was above the pay grade of any uniformed officer of the United States. Dr. Barnett, who was very close to Admiral Cebrowski, was justly irritated by this cartoonish libel of his friend and mentor.

In fairness to Shachtman, as the WIRED article proceeds, he offered a more nuanced picture of the role of Network-centric Warfare in the larger scheme of things and backtracked somewhat during his exachanges with Tom. However, not all of WIRED’s readers are defense geeks who surf obscure PDFs from OSD.mil and understand the entire context of defense doctrine and policy; Cebrowski and Garstka are therefore, left tarnished by Shachtman in a way that’s sort of akin to blaming William Lind and 4GW theory for Pakistan and India brandishing nuclear weapons at each other.

THE COMING OF AFRICOM: THE DEPARTMENT OF EVERYTHING ELSE VS. EMBRACING DEFEAT*

Tom Barnett’s Esquire article on the newly created AFRICOM is one of his best pieces in “journalist” mode and it demonstrated the dire need for establishing true ( and not primarily “kinetic”) “operational jointness” in interagency cooperation in Africa. This means accepting the inherent complexity of the Gap and answering with synergistic connectivity to globalization in order to engage in societal-building and state-building .

Dr. Metz also accepts the complexity and interconnectivy of globalization but prescribes defusing conflicts by disengagement, accepting the co-option of aggrieved insurgencies into the national power structure even when they are resolutely hostile to American interests. A graceful retreat does less damage, in Metz’s view, than would sustained conflict fueled by American aid enhancing the power of states to resist insurgencies.

Unsurprisingly, I am in favor of Barnett’s approach but recognize that it is best employed judiciously, with an economy of force and minimalist platforms where aid gives the biggest bang for the buck. Likewise, while I see the Metz approach, if raised to a general rule, as a prescription for strategic erosion of American primacy and the decline of globalization, used with discretion, it is a useful “means-test” for evaluating the strategic importance of failing states and avoiding of the waste of American blood and treasure.

Malawi is not as important as Pakistan, even if al Qaida can be found in both countries. That doesn’t mean ignoring Malawi but that we engage it differently than we do Pakistan.
