Point and Counterpoint in Defining Warfare II.

A few comments on the article by Lt. Col. Jill Long at SWJ and the hardheaded critique by Jason Fritz of Inkspots to which I linked yesterday.

First, the attempt that Long was making in posing an alternative to Clausewitz was a laudable one, in the sense that every serious student who picks up a classic text, Clausewitz, Thucydides, Sun Tzu, Marx, Plato, Machievelli, Musashi and so on, should do more than simply try to understand the author and accept their views uncritically. Doing so would make you a parrot, not a scholar. Instead, we need to wrestle with and challenge the text; try to poke holes in the argument, turn it inside out and break it apart, if we are able. Sometimes we can make a legitimate chip or dent but most of the time, we are going to fail – the reason people have read these books for two or twenty centuries is because the arguments of brilliant minds within them continue to have enduring relevance.

I don’t think Long succeeded in her effort here, but if every officer had as part of their PME to formally construct an alternative to Clausewitz as she tried, we’d have a more strategically informed military and arguably one that better understood Clausewitz. If nothing else, Long was intellectually more courageous than the majority of her brother officers to make the attempt in the full glare of public scrutiny and that is praiseworthy

That said, “What is War? A New Point of View” is problematic. In my view, there are three major structural flaws in Long’s article: first, I don’t think she wrestled with On War  to plausibly justify her opening claim that that Clausewitz’s definition of war was obsolete. As Colonel David Maxwell pointed out at SWJ, that kind of bold discussion requires some reference to CvC’s “remarkable trinity”. Jason Fritz was probably speaking for a Clausewitzian legion when he, quite correctly, jumped on her argument for using dictionary definitions(!),  not tackling Clausewitz’s actual definition of war in asserting it was an anachronism or that such a definition can and does apply to non-state actors making war as well as states. You can’t make sweeping claims as a declaratory preface to the subject you’d really like to talk about – your audience will demand proof of your claim first.

The second major problem, is Long similarly dismisses the accepted definition of war under international law which is not only as equally large a field as Clausewitzian thought, it’s far larger and more important – being, you know – binding international law!  Disproving either of these alone is a fit subject for a dissertation or a book, not a paragraph. Sometimes we must learn how to construct a melody before we attempt to write a symphony.

The third structural problem is one of basic epistemology. Long’s assertion that Clausewitz’s (or any ) definition is not sufficiently broad because it is simple and that her definition is because it is complex is fundamentally ass-backwards. The question of definitions is one of the oldest ones in Western philosophy and we know that simple and profound definitions are by nature broadly stated while the negative dialectical process of qualifying them narrows their scope of application by revising the definition in a more complex form.

Jason Fritz raised a very interesting objection in his rebuttal:

….Long fails to adequately describe how the world has changed or how the “Global Era” plays into this. She states that the terrorist attacks on September 11, 2001 have changed how we should perceive the world. It seems that the she believes that that day should have awakened Americans to the threat of non-state actors. Long also states that “‘interconnected systems of trade, finance, information, and security’ demand a larger perspective when considering the engagement of imposing national will on others.” Both of these points are stated in defiance of history. Globalists enjoy selling the greatness and threats of our “interconnected systems” in the modern day, but that presumes that the world is newly interconnected. We know this is not true. Interconnection in today’s world may be faster and easier, but it is not new. States and other political groups have interacted over the elements listed for millennia – look only to the period of global colonization to see how long we as humans have been at this. Long does not describe how today’s globalization is unique and why that changes how we define war.

There are important distinctions to be made here but my short comment would be that globalization has had a significant effect upon warfare but not upon war.

As Jude Wanniski once pointed out, there is and has always been only one “system” – the whole world. What globalization has changed among the constituent parts is the velocity of transactions, their frequency, the potential number of players making transactions, where the system has degrees of transparency and opacity, the incentives and capabilities of political “gatekeepers” to control exchange of information or goods among other things. It is a different global economy than the one under the auspices of Bretton Woods or the quasi-autarkic decade of the Great Depression or the first globalization that died in August 1914.

Most of these things have direct bearing on economics, politics or policy but indirectly on the conduct of warfare as well. Balance of comparative advantages can be altered, situational awareness of conflicts can be heightened and the line between de jure war and “mere violence” uncomfortably blurred. Generally, statesmen have reacted to globalization by imposing greater political constraints – usually more than would be tactically wise or efficient –  on their own use of military force in less than existential conflicts. Generally, this is perceived as an aversion to taking or inflicting casualties and a legalistic-bureaucratic micromanaging of  military commanders and troops.Whether such politically self-imposed limits are useful in pursuing a strategy for military victory is another question, one that can only be answered in specific contexts. Sometimes restraint and de-escalation is the best answer on the strategic level.

What was good in the Long article? In my view, the root idea of conceptualizing of war on a spectrum; it is a useful cognitive device that could accommodate nuances, ideal for examining case studies or changes in warfare over time. But would be more persuasive if developed with accepted definitions.

Turning Away From Strategy

It appears that the Pentagon no longer intends to educate the most talented members of the officer corps to think strategically.

I say this because the status of the premier professional military education institutions – the war colleges and NDU – have been devalued, their leadership slots demoted and their educational mission degraded. As a guest columnist for Tom Ricks noted back in June:

….The new uniformed leadership of the Armed Forces, i.e., General Dempsey and his staff, apparently intend to prune NDU back to where it was a few decades ago. There will be some modest resource savings, but since the entire university budget doesn’t amount to the cost of a single joint strike fighter, one has to wonder what is motivating all of what is happening here. In the cuts that have been discussed, Dempsey’s deputy, Marine Lt. Gen. George J. Flynn has wielded the meat axe, often with the aid of micromanaging action officers. No one here in the rank-and-file is sure if the urbane chairman is on board with the details of all of this. (Ironically, both the chairman and J-7 are NDU graduates with advanced degrees.)

This set of changes took place in stages. First, while very few general or flag officer slots were cut in the armed forces, the three-star president of the university slot was downgraded to two, and the school commandants, downgraded from two to one star. No big deal, one might say, but one would be wrong, very wrong. A three star in Washington can go head-to-head with a principal on the joint staff or a senior OSD bureaucrat to protect the university. To compound the problem, the last three star president was retired in the spring and the university was left for a few months under the command of a senior foreign service officer, a former ambassador, a woman of great diplomatic talent and experience with no clout in the Pentagon. The new commandant — a highly regarded Army two-star — will not report until deep into June, when all or most of the cuts have been set in concrete. (Interesting question: can an employee of the State Department legally or even virtually assume command of a DoD organization?)

….A new “charter” was subsequently published by the Chairman. It focused the university on joint professional military education and training, which in itself, is a good thing. Immediately, however, the research and outreach activities of the university, often more focused on national strategy than military affairs, came under intense scrutiny. These outfits had grown way beyond their original charters and had become effective and highly regarded servants of a wider interagency community. Much of their work was not done for the joint staff but for OSD Policy, and some of that in conjunction with civilian think-tanks. The research arm of the university was productive, even if not always useful in a practical way to the joint staff. It also was helpful to the colleges in a much more proximate and direct fashion than other think tanks, like RAND.

….The research, gaming, and publications arms of the university — a major part of the big-think, future concepts and policy business here — will be cut to somewhere between half and a third of their original sizes. To make things worse, many of the specific cuts appear to have been crafted in the Pentagon, and nasty emails have come down from on high, about how the university is bankrupt and going into receivership, which was never the judgment of the military and civilian accrediting officials, who inspect us regularly and have generally given the university high marks.

If it would be impressive if some of our senior generals had been as effective on the battlefield as they are in the bureaucracy.

Uncreative destruction of intellectual seed corn is a bureaucrat’s way of telling everyone to shut up, don’t question and get in line. There’s nothing wrong with having excellence at joint operations as an educational goal for most future brigadiers and major generals but our future theater commanders, combatant commanders, service chiefs and their respective staff officers need something more – they need strategy.  More importantly, the Secretary of Defense, the President, the Congress and the American people need the DoD to have an in-house capacity to generate deeply thought strategic alternatives, question assumptions and red-team any self-aggrandizing options the services or bureaucracy feel like offering up in a crisis.

The motivation here is simple, really. If you put out all the strategic eyes of the Pentagon, then the one-eyed men can be King. Or he can always contract out his strategic thinking to highly paid friends to tell him what he wishes to hear.

Naturally, this will have bad effects downstream in a superpower whose civilian leadership seldom has as good a grasp of geopolitics and the fundamentals of classical strategy as they do of law or the partisan politics of running for office. They will be in need of sound strategic advice from uniformed military leaders and they will be much less likely to get it. Instead, they will have senior officers who are less likely to balk when the President’s back-home fixer turned “adviser” or superstar academic with delusions of grandeur pushes a half-baked plan at an NSC meeting to “do something”. When that happens, the jackasses kicking down this particular barn will have long-since retired and cashed out with consultancies and sinecures on boards of directors.

While a lack of strategic thinking can undermine even a lavishly funded and well-trained military, the reverse is also true; strategic leadership can revive an army that is but a half-dead corpse.

A brief illustration:

 

After WWI the two states that made the most extreme cuts in military power were defeated Germany and the victorious United States. Germany was forced to do so by Versailles, but responded by opting under General von Seeckt to reduce to 100,000 men by making the Reichswehr a qualitatively superior nucleus of a future expanded German Army. Prohibited from having mass, the Germans opted for class with every long-serving recruit being considered officer material and being superbly trained (even to the extent of covert training and weapons testing jointly with the Red Army deep inside the Soviet Union to evade Allied inspections). Von Seeckt also instituted a shadow general staff office that thought deeply about tactical lessons, operations and strategy for the next war. Without the Reichswehr being what it was it is highly dubious that Hitler could have so rapidly expanded the Wehrmacht into a world-class land fighting force in so few years time.

In contrast, the United States radically reduced the size of the regular Army and starved it of weapons, ammunition, gasoline, training and basic supplies. Promotions slowed to a crawl where ancient colonels and elderly majors lingered on active duty and future four and five star generals like Eisenhower, Patton, and Marshall all despaired and contemplated leaving the service. The Army’s – and to extent, America’s – salvation was in the fact that George Marshall persevered as a major and colonel in keeping a little black book of talented, forward thinking, officers and thought deeply and reflectively about building armies, helping enact “the Fort Benning Revolution” in military training. When FDR placed the power in Marshall’s hands as Chief of Staff he knew exactly what to do because he had a well-conceived vision of where the US Army needed to go to meet the national emergency of WWII. He was the American von Seeckt, except that Marshall was an infinite improvement morally, strategically and politically on his German counterpart. We were extremely fortunate to have had him.

Venkat on Positioning vs. Melee Moves

Blogfriend, Dr. Venkat Rao had an intriguing post at Tempo (his other blog) on which I want to make a few, relatively disjointed, observations:

Positioning Moves versus Melee Moves 

My general philosophy of decision-making de-emphasizes the planning/execution distinction. But I am not an agility purist. Nobody is. You can think of the Agility Purist archetype as a useful abstraction. This mythical kind of decision-maker believes that a mind and personality that is sufficiently prepared for a particular domain (say programming or war or biochemistry) needs no preparation for specific situations or contingencies. This magical being can jump into any active situation in that particular domain and immediately start acting effectively.

At the other extreme you have an equally mythical Planning Purist archetype who has thought through every possible contingency all the way through the end and can basically hit “Start” and reach a successful outcome without further thinking. In fiction, this is best represented by jewelry heist capers based on long, involved and improbably robust sequences of moves, as in Ocean’s Eleven or The Italian Job. A few token things go wrong, but overall, these narratives play out like Rube Goldberg machines. 

What is interesting to me is that if we look at historical figures who epitomize a “purist archetype” they can represent disaster as easily as they can triumph. Take the planner archetype,  for example. Two figures in the annals of warfare who are “purists” in this regard would be Moltke the Elder and Robert Strange McNamara.

Because the Vietnam War was such a terrible debacle and because McNamara’s role in the war was so significant the resulting opprobrium heaped upon McNamara (deservedly, IMHO) makes it too easy to forget that he had a brilliant mind, that he was not just a reckless bumbler or a hack as Secretary of Defense. A famous anecdote of McNamara’s intelligence and his ability to quickly grasp enormous reams of data is in The Best and the Brightestby David Halberstam.  As Halberstam related, Secretary McNamara was once over a thousand slides into  being briefed about the war when he abruptly ordered the briefer to stop because the current slide conflicted with the information on something like “slide 23”. They stopped and checked. McNamara was indeed right.

It was McNamara who introduced systems analysis and PPBS to the Department of Defense, created the DIA and the Defense Logistics Agency. Yet despite his methodical and mathematical analytical gifts, his understanding of the human element was a curious lacuna that led to his carefully calculated attrition strategy and escalation. There was no way way, in Robert Strange McNamara’s metrics, to quantify Hanoi’s will to fight, and without such comprehension, attrition would be (to use a popular phrase anachronistically) a “stratergy of tactics”.

Field Marshal Graf von Moltke’s careeer as a war planner and chief of the Prussian general staff was a happier one as the victor in three of Prussia’s wars and a co-founder, with Bismarck, of the German Empire. A devoted student of Clausewitz, von Moltke was at home in the contradiction of exquisite planning and the improvisation that was part and parcel of coup d’oeil in the midst of battle. Unlike McNamara, von Moltke’s planning encompassed the human factors and serendipity. As Antulio J. Echevarria put it:

….Like Clausewitz, Moltke emphasized flexibility in military planning and execution. He eschewed dogmatic thinking, whether tactical or strategic, accepted chance and uncertainty as inseparable from the nature of war, and recognized the often decisive (but incalculable) role that moral factors played in victory. He originally viewed the destruction of the enemy’s main fighting force as the proper aim of war, but gradually became less convinced of its genuine decisiveness after the French resorted to partisan warfare in 1870-71.[10] “We want to believe,” he later told the Reichstag, “that neither the Thirty Years’ nor the Seven Years’ War will recur, but when millions of individuals are engaged in a bitter struggle for national existence, we cannot expect that the matter will be decided with a few victorious battles.”

….By the early 1880s, this free-form approach to war had further established itself as part of the German military tradition, accruing still more Moltkean ideas: simplicity is the essential ingredient of an order; war plans do not endure beyond the first engagement; friction, chance, and uncertainty are inescapable elements of war; and strategy serves policy best when it strives for the highest aim, complete tactical victory.[32] The fact that military writers often accused each other of Schematismus–rigid, prescriptive thinking–in Germany’s turn-of-the-century military debates indicates that Moltke’s ideas had become paradigmatic within the officer corps. Ironically, an inherent contradiction developed in the German view of war at this time–namely, that while war possessed no absolute rules, the destruction of the enemy’s forces had to remain its ultimate aim.

Second, Moltke’s open, inductive approach to war also helped legitimize a decentralized style of warfighting called (perhaps wrongly) Auftragstaktik. Much confusion reigns concerning this concept and its “dubious” historical validity.[34] Military writers on either side of the Atlantic have somewhat abused the term Auftragstaktik in an effort to legitimize their own preferred style of command. In fact, Auftragstaktik and the meaning behind it surfaced decisively, albeit sparingly, in the debate over tactics that raged for years between the Imperial Army’s traditionalists and reformists. In its origins, the concept probably owes more to that leading figure of the Prussian Restoration, Gerhard von Scharnhorst, than to Moltke. But Moltke clearly advocated the decentralization of military effort. He reasoned that war, a product of opposing wills subject to a host of frictions, gives rise to rapidly changing situations that quickly render a commander’s decisions obsolete. Hence, subordinates had to think and act according to the situation, even without or in defiance of orders. While Moltke did indeed promote such a style of command, he did not condone willful disobedience. In fact, the Prussian, and later the German, army maintained strict codes of discipline. 

Back to Venkat:

….In sail warfare, there is a clear distinciton between moves designed to put you in an advantageous position with respect to relatively predictable environmental conditions (primarily the wind direction of course) and moves that are used once an engagement starts.  The latter culminate in a melee: ships next to each other, boarding actions and hand-to-hand combat. It is messy, chaotic and the very definition of the “Fog of War” phenomenon (in the case of sail warfare, cannon fire and the action of fire ships could create a literal blinding smokescreen over everything).

You can think of positioning moves as rich moves based on fertile variablesthat are likely to put you in command of many situations (“own the high ground” is the most famous one). They are high-potential-energy commitments in the space of probable paths. You can also think of them as leverage moves. A crucial feature is that positioning moves involve much less time pressure than melee moves and can be set up well before they are needed. So positioning moves are early, rich moves.

Melee moves on the other hand are, well, the other kind.

I am no naval expert, but the sea like the sky, being free of human clutter and topographic variation, brutally clarifies for commanders and strategists like Mahan or Wohlstetter the relative spatial relationship between adversaries and the limitations of their comparative resources and capabilities in light of distance and time.

If Russia had been a sea, Hitler would have thought twice about Operation Barbarossa.

When Does Conflict Become “War”?

When does mere conflict end and war begin?

Great philosophers of strategy and statecraft did not treat all conflict as war but regarded war as a discernably distinct phenomenon, different from both peace and other kinds of conflict. War had a special status and unique character, glorious and terrible:

“Hence to fight and conquer in all your battles is not supreme excellence; supreme excellence consists in breaking the enemy’s resistance without fighting. “

“When the Corcyraeans heard of their preparations they came to Corinth with envoys from Lacedaemon and Sicyon, whom they persuaded to accompany them, and bade her recall the garrison and settlers, as she had nothing to do with Epidamnus. If, however, she had any claims to make, they were willing to submit the matter to the arbitration of such of the cities in Peloponnese as should be chosen by mutual agreement, and that the colony should remain with the city to whom the arbitrators might assign it. They were also willing to refer the matter to the oracle at Delphi. If, in defiance of their protestations, war was appealed to, they should be themselves compelled by this violence to seek friends in quarters where they had no desire to seek them, and to make even old ties give way to the necessity of assistance. The answer they got from Corinth was that, if they would withdraw their fleet and the barbarians from Epidamnus, negotiation might be possible; but, while the town was still being besieged, going before arbitrators was out of the question. The Corcyraeans retorted that if Corinth would withdraw her troops from Epidamnus they would withdraw theirs, or they were ready to let both parties remain in statu quo, an armistice being concluded till judgment could be given. “

“Thus, therefore, the political object, as the original motive of the war, will be the standard for determining both the aim of the military force, and also the amount of effort to be made. This it cannot be in itself; but it is so in relation to both the belligerent states, because we are concerned with realities, not with mere abstractions. One and the same political object may produce totally different effects upon different people, or even upon the same people at different times; we can, therefore, only admit the political object as the measure, by considering it in its effects upon those masses which it is to move, and consequently the nature of those masses also comes into consideration. It is easy to see that thus the result may be very different according as these masses are animated with a spirit which will infuse vigour into the action or otherwise.”

We see from the above that war was not regarded as the same as either the political conflict which precipitated it or even, in the case of the Corcyraeans, the violence done against their interests in Epidamnus by the Corinthians, which did not yet rise to be considered war in the eyes of either Corcyra or Corinth. Instead the occupation of Epidamnus was something we would recognize today as coercion.  Like war itself, coercion operates by a calculus that is only partially rational; not only is the psychological pressure of coercion subject to passions of the moment, our reactions to the threat of violence -and willingness to engage in it – may be rooted in evolutionary adaptations going back to the dawn of mankind. Coercion, or resistance to it, usually is the midwife of war.

Prehistoric man lived a life that archaeology increasingly indicates, contrary to philosophical myth-making, was endemic in it’s violent brutality. Whether the violence between or within tiny paleolithic hunter-gatherer bands constituted private murder or warfare is a matter of debate, but the existence of the violence itself is not. Earliest firm evidence of a possible large skirmish or massacre dates back to 14,000 BC and definitive evidence for large-scale, organized battle dates to the end of the Neolithic period and dawn of the Bronze Age in 3500 BC.  Lawrence Keeley, in War Before Civilization, describes primitive man as being hyperviolent in comparison with those noted pacifists, the ancient Romans:

….For example, during a five and a half month period, the Dugum Dani tribesmen of New Guinea were observed to participate in seven full battles and nine raids. One Yanomamo village in South America was raided twenty-five times over a fifteen month period…. 

The high frequencies of prestate warfare contrast with those of even the most aggressive ancient and modern civilized states. The early Roman Republic (510-121 BC) initiated war or was attacked only about once every twenty years. During the late Republic and early Empire (118 BC -211 AD), wars started about once every six or seven years, most being civil wars and provincial revolts. Only a few of these later Roman wars involved any general mobilization of resources, and all were fought by the state’s small (relative to the size of the population) long-service, professional forces supported by normal taxation, localized food levies and plunder. In other words, most inhabitants of the Roman Empire were rarely directly involved in warfare and most experienced the Pax Romana unmolested over many generations. [Keeley,33] 

Simple, prestate societies probably waged “war” – a violent and deliberate conflict with rival groups and in alliance with rival groups against more distant interlopers – but the degree to which archaic and prehistoric humans culturally differentiated between this and their everyday, casual, homicidal violence remains unknown. Moreover, many academics would not accept the thesis of neolithic societies being “warlike”, much less, waging “war” as we understand the term until they rose to levels of social and political complexity generally denoted as chiefdoms, kingdoms and empires (“political” societies).

There’s something to that argument; a certain element of cultural identity is required to see the world in distinctly  “us vs. them” terms instead of an atomized Hobbesian “all vs. all” but I suspect it is far more basic a level of communal identification than the level of cultural identity typical of sophisticated chiefdoms like Cahokia or ancient Hawaii. Cultural and communal identity would tend to focus violence toward outsiders while increasingly complex political and social organization could “shape” how violence took place, molding it into recognizable patterns by regulation, ritual, taboo and command of authority. Once there is enough societal complexity for a leadership to organize and direct mass violence with some crude degree of rational choice and control, not only is war possible but strategy is as well.

Once a society is sophisticated enough to employ violence or the threat of violence purposefully for diplomacy or warfare, it is making a political decision to separate mundane and nearly chronic “conflict” and “war” into different categories. This would appear to be a primitive form of economic calculation distinguishing between conflict that generates acceptable costs and manageable risks and those conflicts that pose unacceptable costs or existential risks. This would give the relationship between primitive tribes the character of bargaining, an ongoing negotiation where the common currencies were violence and propitiation, until one party vacated the area or ceased to exist, most wars then having an innate tendency to escalate toward genocide (our current limitations on warfare, such as they are, derive from greater social complexity and political control over the use of violence).

If an economic calculus is indeed the root of the political decision to recognize some conflicts as “war”, that raises some interesting questions about modernity and advanced  states. What happens  when a conflict occurs with a state sufficiently complex that the ruling elite see their class interests as distinct and superceding those of the state? The calculus and what is considered “acceptable” costs or risks in a conflict vice those mandating “war” shift dramatically away from what might be considered “rational” state interest.

In a society at such an end-state, seemingly intolerable conflict might be tolerated indefinitely while full-fledged wars could be waged over what would appear to be mere trivialities to the national interest.

Ann:  I understand both of you have written authoritative and charming books on war — John’s, just out, is called The End of War; and Tom’s is Sex and War — and that you’vediscussed these matters before.  I also understand you disagree about war.  How could you not agree?   I mean, war is just nasty stuff and we shouldn’t do it, right?

Tom: Ann, you’re poking the hornet’s nest right off the bat! I don’t think John and I disagree about war, but rather about peace. Don’t get me wrong: we both prefer the latter to the former, by a wide margin. And there are many things we do agree on, I think, such as the substantial observed decrease in the frequency and lethality of war over the past several centuries, and the idea that culture is an important part of the balance between war and peace. But I think we do have a difference of opinion about the attainability of peace (John) versus the inevitability of war (me). I think this makes John a better person than me, and certainly a more optimistic one. And I really, really hope he’s right. In my mind it comes down to an argument about human nature, and whether the impulses and behaviors of war are inborn or acquired. Or at least, that’s my take. John, what’s yours? [….]

Andrew Exum’s has a useful critique of Thomas Friedman’s recent piece. In a nutshell, Friedman makes the old argument that the US could buy friendship and allegiance by giving Middle Easterners more education and scholarship opportunities. To this, Exum has a rather terrific rejoinder:

“I am a proud graduate of the American University of Beirut, but do you know who else counted the AUB as their alma mater? The two most innovative terrorists in modern history, George Habbash and Imad Mughniyeh. U.S. universities and scholarship programs are nice things to do and sometimes forge important ties between peoples and future leaders, but they can also go horribly wrong and do not necessarily serve U.S. interests. There is certainly no guarantee a U.S.-style education leads to greater tolerance or gender and social equality.”

Habbash and Mughniyeh are hardly alone. Diego Gambetta and Steffen Hertog famously observed an distinct overrepresentation of scientists, engineers, and other highly educated professionals in both violent and nonviolent groups with illiberal ideologies. Gambetta and Hertog make an argument that the black-and-white mindset of certain technical groups correlate well with extremist ideologies, but I am unfamiliar with how this has been academically received so I won’t endorse their claims. To be sure, a look at 20th century history would also reveal a significant confluence of intellectuals in the humanities and social sciences being involved in either state or non-state illiberal movements. 

Indeed, the problem here may be the imbalance of educational systems that produce divided minds, where lopsided cultures of thought interact with enough disturbed individuals with a will to power. Stalin demonstrated what Communism looked like when a former Orthodox seminarian presided over a police state run by engineers; Mao one-upped him with Communism as the mystical rule of an all-powerful poet.

One of the more unfortunate trends among many bad ideas currently advertised as “education reform” is the denigration of the humanities and the reduction or elimination of the arts and history in public schools in favor of excessive standardized testing of rote skills and reasoning at the lowest levels of Bloom’s taxonomy, mostly due to Federal coercion. That this has become particularly popular with GOP politicians (though many elitist Democrats echo them) would have appalled erudite conservatives like William F. Buckley and Russell Kirk or old school libertarians who would have seen nationalization of k-12 education policy as worse than the status quo.

In an effort to appear genuinely interested in improving education, some politicians couple this position with advocacy for STEM, as the teaching of science has also been undermined by the NCLB regime and a grassroots jihad by religious rights activists against the teaching of evolution in high school biology classes. While STEM in and of itself is a good thing and better science instruction is badly needed, STEM is no more a substitute for teaching the humanities well than your left hand is a substitute for your right foot.

The modes of thinking produced by quantitative-linear- closed system-analytical reductionist reasoning and qualitative-synthesizing-alinear-imaginative -extrapolative are complementary and synergistic. Students and citizens need both. Mass education that develops one while crippling the other yields a population sharing a deeply entrenched and self-perpetuating lacunae, hostile and suspicious of ideas and concepts that challenge the veracity of their insular mental models. This is an education that tills the soil for intolerance and authoritarianism to take root and grow

Education should be for a whole mind and a free man.
