Guest Post at It’s the Tribes, Stupid!

Novelist Steven Pressfield invited me to do a guest-post at his new blog giving my take on the polarized debate regarding his high profile, vblogging, presentation on tribalism. Here is a small snippet:

The Learning Curve

….There was enthusiastic praise for ‘Tribes”, naturally, but the criticism was equally as strong because Pressfield’s theme of tribalism as a general explanatory model is a powerfully attractive one. Too attractive, in the view of subject matter experts (SME) who drill down to a very granular level of detail and see all of the particularistic caveats or limitations of tribalism that exist in a given society. Tribalism among the ancient Gauls was not a carbon copy of 21st century Afghanistan, the artificial kinship network of the Yakuza or Shaka Zulu’s Impi formations. Yet, some similarities or congruencies remain even among such historically diverse examples because a tribe is a durable social network. In terms of resilience, a tribe may be the most adaptive and secure social structure of all.

RESPONSE to NATHAN of REGISTAN:

Nathan Hamm, the founder of Registan.net asked some critical questions of me at It’s the Tribes Stupid! and for whatever reason, I have tried multiple times to post a reply and my comment does not appear. Therefore, I emailed it to Nathan and I am replying here so those interested in following the discussion can see it. My apologies for the inconvenience. Here’s the reply, Nathan’s questions are in bold text:

Alexander’s armies had quite a few Persians…..but they were probably shiny, moreso than the Macedonians toward the end.

Good to have you here. For Steve’s readers who may not be familiar with Mr. Hamm or Registan, Nathan has been an important voice on Central Asian affairs in the blogosphere for years on a number of respected regional sites and has extensive experience living in the region.
Let me try to address your concerns in reverse order:

“Mark, so what? This is a huge pet peeve of mine. I know I fall into that category, but from where I sit, I see neither interest nor inclination to engage or respond to these criticisms”.

The latter statement has to be addressed by Steven Pressfield rather than me. On the other part, as a learning aspect, when SME are writing to the uninitiated, there’s often a too large assumption about what the laymen know and a tendency to bring an overloading amount of complexity to the discussion. I am guilty of this myself at times when teaching or writing about my research interests. Pressfield is probably not writing for a typical reader at Registan but his readers may become interested enough in Afghanistan or tribalism that they may start reading articles, books and sites like yours as a result. Where you see a static end-state, I see a gateway or a hook.

Richard Tapper has written on the negotiation of identity, with one of the major components being “qaum”, which if I recall has (or can have) a loose “tribal” meaning. I’m not qualified to rate experts in your field Nathan, but Nojumi describes the Parcham-Khalq Communists in Kabul thinking the tribes were important enough to warrant sending out the meddling Marxist officials to their villages ( incidentally, the Soviet advisers had cautioned the Taraki regime against it). Flipping through Ewans’ Afghanistan: A Short history, the tribes are present as at least a background political factor from Ahmed Shah Durrani to the fall of the Taliban. I suppose point in the argument hinges on what you mean by “critical” or “useful”. That Afghanistan (or any society) is far more complex than one variable, is something I’ll agree with but for an “unimportant” factor, tribal structures in Afghanistan seem to enjoy considerable longevity.

First I am not suggesting we stop halfway. I think that you and Josh fear that will happen with some readers. It will happen with some of them, you’re right. I’m more interested in those readers who are inspired to go further and keep learning.

I think also, on a methodological point regarding Social Science. “Predictive” is a high bar more suitable for hard science that can have appropriate experimental controls. For SS, I’d use “descriptive”, “speculative” and perhaps at best “probabilistic” analysis.

Tribes are a type of network structure and they can be artificial (social, legal, political) as well as being based on lineage. Most historical lineage tribes had provisions for adopting new members who were unrelated by means other than marriage ( though that was the most convenient device). Within sufficiently large tribes you can have both weak and strong ties or even other kinds of network structures present ( modular, hierarchy, scale-free etc). Network analysis is a useful tool for examining how people seek security and advantage within a group.

Being a long time advocate of horizontal thinking, I like broad comparisons and recognition of patterns and congruencies. They give us data that compartmentalizing, isolating and drilling down often does not ( those are useful tools as well. Granularity is a good thing -it is just not the only thing).

RESPONSE to JOSH FOUST of REGISTAN:

Hi Josh,

Regarding Tapper, in my view, he seems to be very interested in the construction and negotiation of identity and critical of how previous generations of scholars categorized peoples in ethnographic studies. I believe you that he wrote tribes were not important in understanding Afghanistan because his analysis of identity in Afghanistan used three categories including sect and “qaum” sort of a familial/traditional designation which are understood in a fluid sense. Well, ok but for a guy who dismisses tribalism as a variable, the existence of tribes seems to run through Tapper’s academic work on Afghanistan and Iran. Which makes me wonder if Tapper’s framing of identity and downgrading of the tribe is not in part an intellectual reaction to what is and is not acceptable in the modern academic culture of his field? If they are unimportant, why have the tribes of Afghanistan not faded into historical memory? Endurance as a social structure is incompatible with arguing that they do not matter in terms of identity – they seem to matter to some Afghans or they would have all gladly joined the Communist Party or become urban bourgeoisie or cab drivers or emigres or whatever.

Regarding tribal identity being only one part of a whole identity though, I agree with you on that. The level of nuances are often complex with people who move between traditional and modern roles as many Afghans do. However, jumping into that sort of high level complexity and minute detail right off of the bat is a sure-fire guarantee to go over the heads of most people approaching the subject for the first time and makes it probable that they may never come back to the subject a second time. A basic category, be it ethnicity, tribe, language or religion is a good starting point for a novice. Not a stopping point but a place to begin

Samuel Logan, security specialist, author and sometime ZP commenter has a new book that will be released in early July, This Is for the Mara Salvatrucha: Inside the MS-13, America’s Most Violent Gang.

Sam sent me an advance copy and I have read the first few chapters, which begins at the most granular level of an outlier cell or street crew of MS-13 and a crime committed that ultimately allows law enforcement to penetrate what had been a highly secretive, as well as extremely violent, transnational street gang rooted in Central American immigrant communities.

The book is tightly written with an edge for gritty reality and will be of great interest to readers interested in criminal networks and insurgency; I will be looking to see how, from Logan’s depiction, MS-13 meshes with John Sullivan and Robert J. Bunker’s concept of 3rd Generation gangs.

The Colombianization of Mexico

Mexico: The Third War

….Then there is a third war being waged in Mexico, though because of its nature it is a bit more subdued. It does not get the same degree of international media attention generated by the running gun battles and grenade and RPG attacks. However, it is no less real, and in many ways it is more dangerous to innocent civilians (as well as foreign tourists and business travelers) than the pitched battles between the cartels and the Mexican government. This third war is the war being waged on the Mexican population by criminals who may or may not be involved with the cartels. Unlike the other battles, where cartel members or government forces are the primary targets and civilians are only killed as collateral damage, on this battlefront, civilians are squarely in the crosshairs.

There are many different shapes and sizes of criminal gangs in Mexico. While many of them are in some way related to the drug cartels, others have various types of connections to law enforcement – indeed, some criminal groups are composed of active and retired cops. These various types of criminal gangs target civilians in a number of ways, including, robbery, burglary, carjacking, extortion, fraud and counterfeiting. But of all the crimes committed by these gangs, perhaps the one that creates the most widespread psychological and emotional damage is kidnapping, which also is one of the most underreported crimes. There is no accurate figure for the number of kidnappings that occur in Mexico each year. All of the data regarding kidnapping is based on partial crime statistics and anecdotal accounts and, in the end, can produce only best-guess estimates. Despite this lack of hard data, however, there is little doubt – based even on the low end of these estimates – that Mexico has become the kidnapping capital of the world.

….Between these extremes there is a wide range of groups that fall somewhere in the middle. These are the groups that might target a bank vice president or branch manager rather than the bank’s CEO, or that might kidnap the owner of a restaurant or other small business rather than a wealthy industrialist. The presence of such a broad spectrum of kidnapping groups ensures that almost no segment of the population is immune from the kidnapping threat.

Colombia went through a similar cycle, opportunistic criminal gangs taking advantage of the accelerating civil war between the Colombian government, FARC and ELN in order to kidnap 25,000 + people per year. We can speculate that this state of affairs, where the civilian population was being chronically terrorized, was a precursor to the formation of the AUC Loyalist paramilitaries by the small businessmen and big landowner class, and promptly began clearing rural areas and small towns of rebels, rebel sympathizers, habitual criminals and family members of the same by savagely killing them off.

I will wager that Mexico is going to hit this phase in less than a year.

On Tribes

John Robb has been thinking about tribes. So has David Ronfeldt. So has Seth Godin.

Why?

John Robb  writes:

If you are like most people in the ‘developed world,’ you don’t have any experience in a true tribal organization.  Tribal organizations were crushed in the last couple of Centuries due to pressures from the nation-state that saw them as competitors and the marketplace that saw them as impediments.  All we have now it is a moderately strong nuclear family (weakened via modern economics that forces familial diasporas), a weak extended family, a loose collection of friends (a social circle), a tenuous corporate affiliation, and a tangential relationship with a remote nation-state.  That, for many of us, is proving to be insufficient as a means of withstanding the pressures of the chaotic and harsh modern environment.

The advantage of tribal structures in my view, compared to hierarchies, markets and networks discussed by Ronfeldt revolves around the certainty of mutual trust as a psychological motivator, especially vis-a-vis “outsiders”.  Loyalty to all members of the tribe ( primary loyalty) is paramount which is not the case in hierarchies ( loyalty flows upward, downward not so much), markets ( nonexistent) or networks (potentially  non-reciprocal loyalty to hub). As such, tribes function very well at the base of Maslow’s Hierarchy of Needs which means they are good insurance for physical survival. It does not matter if the tribe is one of blood or cultural heritage or artificial political, religious or military brotherhood. Militiaman, monk or gang member is irrelevant; what matters is the establishment of unreserved mutual trust as a core of personal identity.

The implicit trust present within the tribe and the flexible sense of authority gives individual tribesmen room for individual initiative to react, knowing “the tribe has their back”. They are a more centralized unit of power than a network but more fluid and mobile than a hierarchy. A tribe is a safety net or a bodyguard. Great enterprises require something else as an organizational form but behind a great enterprise should be at least some kind of life preserver.

When 4GW Forces Weigh Becoming a State

Interview with Umarov, North Caucasus Amir

More interesting is Kavkaz Center’s newly-released interview with Dokka Umarov, the amir of the North Caucasus Emirate that he declared at the end of 2007. Here’s what stands out:

  • The decision to declare an emirate was not taken lightly and occurred after much debate.
  • Umarov acknowledges that he has taken a lot of heat from fellow travelers for aligning himself ideologically with al-Qaeda and declaring war on the world.
  • The mujahids do control some territory, but their control is not absolute. Therefore, he does not want his supporters rushing to form a state.

The two translations, Arabic and English, diverge over what sort of state Umarov is talking about. In Arabic, he says he doesn’t want his supporters rushing to form an “actual state” (dawla fi`liyya). In English, he says he doesn’t want them rushing to form a “virtual state.” The difference is significant and if anyone can download the video and make out the right translation, I’d appreciate it

Almost two years ago, William Lind, musing on the prospects of the much more militarily and politically formidible HAMAS terrorist group, pointed to the question for 4GW entities “To Be or Not to Be a State”:

Normally, that captured Israeli would be a Hamas asset. But now that Hamas is a state, it has discovered Cpl. Gilad Shalit is a major liability. Israel is refusing all deals for his return. If Hamas returns him without a deal, it will be humiliated. If it continues to hold him, Israel will up the military pressure; it is already destroying PA targets such as government offices and arresting PA cabinet members. If it kills him, the Israeli public will back whatever revenge strikes the Israeli military wants. Hamas is now far more targetable than it was as a non-state entity, but is no better able to defend itself or Palestine than it was as a Fourth Generation force. 4GW forces are generally unable to defend territory or fixed targets against state armed forces, but they have no reason to do so. Now, as a quasi-state, Hamas must do so or appear to be defeated.

….Hamas faces what may be a defining moment, not only for itself but for Fourth Generation entities elsewhere. Does it want the trappings of a state so much that it will render itself targetable as a state, or can it see through the glitter of being “cabinet ministers” and the like and go instead for substance by retaining non-state status? To be or not to be a state, that is the question – for Hamas and soon enough for other 4GW entities as well.

Statehood appears to be a risky tipping point for an irregular movement to cross.  A strong insurgency only makes for a vulnerable state and a targetable, semi-disciplined, conventional force unless the new state can devote years and resources to consolidating it’s fragile position. For that reason, in the era of State vs. State warfare, guerilla armies were careful to create separate civilian political wings or, better yet, “governments-in-exile” that could safely operate in some remote capitol, playing the diplomatic game of winning legitimacy under the protection of a foreign power. This is not an option for 4GW movements because being an overt pawn of foreign powers conflicts with the ability of the 4GW entity to compete on the moral level of warfare with the regime.

What about “virtual statehood” ?

This is easier to manage, being mostly free of the responsibilities of governance of fixed territory. A virtuual state is still targetable, being composed of social and economic networks but it is a highly elusive target, very adaptive, quickly evolving and with a propensity toward symbiotic behavior, grafting itself onto a host nation-state, willing or unwilling, such as Pakistan in the case of al Qaida ( and before Pakistan, Afghanistan. And prior to that, Sudan).

Wielding sophisticated information networks, the virtual state can cultivate primary loyalties anywhere on Earth that is within range of an ISP or area of mobile phone reception.
