Lind on “the Navy’s Intellectual Seppuku”

William Lind had a very important piece regarding an extraordinarily ill-considered move by the Navy brass:

The Navy Commits Intellectual Seppuku 

The December, 2013 issue of the Naval Institute’s Proceedings contains an article, “Don’t Say Goodbye to Intellectual Diversity” by Lt. Alexander P. Smith, that should receive wide attention but probably won’t. It warns of a policy change in Navy officer recruiting that adds up to intellectual suicide. Lt. Smith writes, “Starting next year, the vast majority of all NROTC graduates will be STEM majors (science, technology, engineering, and mathematics) with minimal studies in the humanities … As a result of the new policy, a high school senior’s best chance of obtaining a Navy scholarship is to apply for Tiers 1 and 2 (engineering, hard sciences, and math), since CNO guidance specifies that not less than 85 percent of incoming officers will come from this restricted pool.”

….The engineering way of thinking and the military way of thinking are not merely different. They are opposites. Engineering, math, and other sciences depend on analysis of hard data. Before you make a decision, you are careful to gather all the facts, however long that may take. The facts are then carefully analyzed, again without much regard for the time required. Multiple actors check and re-check each others’ work. Lowest-common-denominator, committee-consensus decisions are usually the safest course. Anything that is not hard data is rejected. Hunches have no place in designing a bridge.

Making military decisions in time of war could not be more different. Intuition, educated guessing, hunches, and the like are major players. Hard facts are few; most information is incomplete and ambiguous, and part of it is always wrong, but the decision-maker cannot know how much or which parts. Creativity is more important than analysis. So is synthesis: putting parts together in new ways. Committee-consensus, lowest-common-denominator decisions are usually the worst options. Time is precious, and a less-than-optimal decision now often produces better results than a better decision later. Decisions made by one or two people are often preferable to those with many participants. There is good reason why Clausewitz warned against councils of war.

Rarely have I seen Lind more on target than in this piece.

Taking a rank-deferential, strongly hierarchical organization and by design making it more of a closed system intellectually and expecting good things to happen should disqualify that person from ever being an engineer because they are clearly too dumb to understand what resilience and feedback are. Or second and third order effects.

STEM, by the way, is not the problem. No one should argue for an all-historian or philosopher Navy either. STEM is great. Engineers can bring a specific and powerful kind of problem solving framework to the table. The Navy needs a lot of smart engineers.

It is just that no smart engineer would propose to do this because the negative downstream effects of an all-engineer institutional culture for an armed service are self-evident.

Let’s start with the Code of Hammurabi, 196-97:

If a man put out the eye of another man, his eye shall be put out. If he break another man’s bone, his bone shall be broken.

A few days ago, I found I was feeling mildly exercised by one Dan Hodges writing in the Telegraph:

Indeed, “An eye for an eye, a tooth for a tooth,” quoted by one of Lee Rigby’s suspected killers, comes from the Bible, not the Koran.

Hodges was quoting Michael Adebolajo, who had said on camera:

The only reason we have killed this man today is because Muslims are dying daily by British soldiers. And this British soldier is one. It is an eye for an eye and a tooth for a tooth. By Allah, we swear by the almighty Allah we will never stop fighting you until you leave us alone.

It is true that Deuteronomy 19.21 reads:

And thine eye shall not pity; but life shall go for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

and Exodus 21.23-25:

And if any mischief follow, then thou shalt give life for life, Eye for eye, tooth for tooth, hand for hand, foot for foot, Burning for burning, wound for wound, stripe for stripe.

— but its is clear that Adebolajo — who was brought up devoutly Christian in Nigeria, converted (“reverted”) to Islam, and now references suras of the Qur’an using their Arabic names — would also be aware of Sura Al-Ma’ida (5) 45:

And therein We prescribed for them: ‘A life for a life, an eye for an eye, a nose for a nose, an ear for an ear, a tooth for a tooth, and for wounds retaliation’; but whosoever forgoes it as a freewill offering, that shall be for him an expiation.

The quote “An eye for an eye makes the whole world blind” is often attributed to Mohandas Gandhi, but I checked with Quote Investigator and found it was originally used by one Louis Fischer to paraphrase Gandhi’s teaching, although the Gandhi family apparently think it sounds authentic. But what interested me most was that a form of the same phrase can safely be attributed to Martin Luther King, who is quote in Stride Toward Freedom: The Montgomery Story, p 208, as saying:

Violence as a way of achieving racial justice is both impractical and immoral. It is impractical because it is a descending spiral ending in destruction of all. The law of an eye for an eye leaves everyone blind. It is immoral because it seeks to annihilate the opponent rather than win his understanding; it seeks to annihilate rather than to convert. Violence is immoral because it thrives on hatred rather than love. It destroys community and makes brotherhood impossible. It leaves society in monologue rather than dialogue. Violence ends by defeating itself. It creates bitterness in the survivors and brutality in the destroyers.

That’s quite a paragraph.

Of note, besides the parallel structure with which King addresses violence as both impractical and immoral, are two matters I have often pointed to here on Zenpundit:

Gandhi’s position seems to come close to that presented in Matthew 5. 38-48 — in which Christ clearly countermands the lex talionis as promulgated in Exodus and Deuteronomy:

Ye have heard that it hath been said, An eye for an eye, and a tooth for a tooth: But I say unto you, That ye resist not evil: but whosoever shall smite thee on thy right cheek, turn to him the other also. And if any man will sue thee at the law, and take away thy coat, let him have thy cloke also. And whosoever shall compel thee to go a mile, go with him twain. Give to him that asketh thee, and from him that would borrow of thee turn not thou away.

Ye have heard that it hath been said, Thou shalt love thy neighbour, and hate thine enemy. But I say unto you, Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you; That ye may be the children of your Father which is in heaven: for he maketh his sun to rise on the evil and on the good, and sendeth rain on the just and on the unjust. For if ye love them which love you, what reward have ye? do not even the publicans the same? And if ye salute your brethren only, what do ye more than others? do not even the publicans so? Be ye therefore perfect, even as your Father which is in heaven is perfect.

And. for that matter, to The Richmond Declaration of Faith of 1887, as quoted today by my friend, Friend Marshall Massey:

We feel bound explicitly to avow our unshaken persuasion that all war is utterly incompatible with the plain precepts of our divine Lord and Law-giver, and the whole spirit of His Gospel, and that no plea of necessity or policy, however urgent or peculiar, can avail to release either individuals or nations from the paramount allegiance which they owe to Him who hath said, ‘Love your enemies.’ (Matt 5:44, Luke 6:27)

How — without denigrating those who are of either the Deuteronomic or the Gandhian persuasion — does one nudge the world-system gently away from justice and towards mercy, away from revenge and towards reconciliation, away from war and towards peace? Towards a new and more viable homeostasis?

Of hot spots and feedback loops

Micah Zenko at the Council on Foreign Relations‘ Politics, Power, and Preventive Action blog raised a question yesterday that I found irresistible:

To be more exact, and exercise just a little humility, the question I found so exciting was really the one Crispin Burke posed, in a tweet pointing to Zenko’s piece:

So I read Zenko’s post with Burke’s term “hot spot” in the back of my head, and when I responded to Zenko, did so in terms of hot spots. Which because they’re like the celebrated “dots” we’re often told we’ve failed to connect, triggered some thoughts that I think are worth repeating, even if the phrasing is a little off from Zenko’s own.

And the only real benefit I can see from my carrying Burke’s “hot spots” over into Zenko’s post is that it raised the issue of peppers, which adds a little spice to my response, and gave me a great graphic to go at the top of this post.

Okay, here’s the key sentence that frames Zenko’s post:

If you ask ten forecasters to predict the next conflict, you’ll likely get ten very different answers. But, they will agree on one thing: it is impossible to know for sure where and when the next conflict will emerge.

Zenko may not mention hot spots as such, but already two things stand out for me: he uses the words “where and when” and “the next” — so he’s thinking in geographic terms and short timelines. In his title, he asks about 2013, which is almost in the greetings card section of my local Safeway by now. And he sees trouble in terms of places, not systems.

Here’s the response I posted at his CFR blog:

A given hot spot may only be hot when coupled with another spot in a feedback loop – and the two spots may be widely separated geographically.

To my way of thinking, an assessment of incipient troubles needs to look for feedback loops, blowback systems, echo chambers – all of them patterned phenomena that are likely to feature both sides of a potential or ongoing conflict from a systems analytic point of view. A microphone isn’t a hot spot, a loudspeaker isn’t a hot spot, but put the two of them in the same acoustic system and you can generate an ear-shattering howl…

I’d look at “strong” versions of Islamophobic rhetoric and “strong” versions of Islamist rhetoric as a single system transglobally, for example, and I’d want to figure out what would cause dampening effects on both sides.

Another tack I’d take is to ask questions like “what’s in our blind spots” and “what’s under the radar” – I vividly recall hearing Ali Allawi tell a session at the Jamestown Foundation that within Iraq, “most of the dissident Shi’a movements not within the ambit of the political process have very strong Madhist tendencies” and that they were “flying under our radar” — despite the fact that US forces had been involved in a major battle with one such group outside Najaf.

I’ll post a more extended response on Zenpundit – but for now, I’d just like to throw in one additional question: is there a Scoville Scale for the “hotness of spots” as there is for peppers? It’s hard to know how to think through potential vulnerabilities without some sense of both intensity and probability of risk…

Forget Scoville and his habaneros — let’s get to the meat and potatoes.

I’ll be straightforward about this. I suspect we’re doing our intelligence analysis and decision-making with only one cerebral hemisphere fully functioning — ie with only half a brain — like halfwits one might almost say, but in a strictly metaphorical manner — without benefit of corpus callosum.

We don’t have the leaf > twig > branch > limb > tree > forest > watershed > continent > world zoom down yet.

We don’t think in systems, we think in data points.

Blecch, or d’oh! — your choice.

So my questions — and I don’t claim by any means to have an exhaustive list, that’s why we have many and varied bright people instead of just one or two — would be along the lines of:

  • how many kinds of metaphorical dry kindling are there in the world, which could turn into metaphorical wildfires?
  • and what sorts of metaphorical sparks could trigger them?
  • where are the rumblings?
  • what are the undercurrents of strong emotion running in different sociological slices of the world, that can be discerned from open sources such as the comments sections of online news media, conspiracy sites, religious group and subgroup (sect/cult) teachings, eccentric political movements, strands of pop culture — fanfic, comics, graffiti — single issue blocs?
  • where are the feedback loops, the parallelisms and oppositions, the halls of mirrors, the paradoxes, the koans, the antitheses, the conceptual antipodes?
  • where does energy drain from the system, and where does it collect, pool, and stagnate?
  • and perhaps most of all, what do we do, ourselves, wittingly or unwittingly, that tends to irritate others enough that they do unto us?
  • and do we consciously want to keep doing those things, and the blowback be damned?
  • **

    Where do we go from here. I think Zen (the Zen of Zenpundit, not the Zen of Zenko in this case) is right: we need to cross-weave our “vertical thinking” tendencies with “horizontal thinking” — see Zen’s posts on understanding cognition 1 and 2, which I take to be foundational for this blog.

    It’s the horizontal part that I’m trying to develop here, in my series of posts under the rubric of “form is insight” — because I think we have the other half of the equation, or the other cerebral hemisphere if you prefer, fairly well in hand.

    As always, it’s our vulnerabilities, dependencies, deficits and blind-spots we should be paying most attention to.
