Fouche on Potential and Probable Uses of Power

My sometime Chicago Boyz colleague, Joseph Fouche, had an interesting if somewhat meandering post on how power is used, not used and possibly abused.

The Chains of the Improbable vs. The Chains of the Impossible

An old Vulcan proverb advises us that only Sulla could march on Rome. This proverb may contradict another ancient proverb that claims that all roads lead to Rome. This seeming contradiction is resolved when you include little used roads, off the beaten track, the roads not taken. Sherlock Holmes once chided John A. Watson, M.D., saying, “How often have I said to you that when you have eliminated the impossible, whatever remains, however improbable, must be the truth?” Some roads to Rome are impossible, leading to the insurmountable. Lucius Cornelius Sulla Felix took a road that, while thought impossible, proved to be merely improbable.

Sulla, consul of Rome for the year 88 B.C., was in camp preparing to take his army east to fight King Mithridates VI of Pontus. Two envoys arrived to tell him that his command had been taken away by the vote of one of the people’s assemblies in Rome. These envoys of the Roman people expected that Sulla would do the only thing possible: lie down there, obedient to their commands, as every Roman army commander before him had done. Unfortunately, what they thought was impossible was only improbable.

Sulla gathered his men, announced what the will of the Roman people was, and asked them what the will of the army was. Sulla’s soldiers answered by stoning the envoys of the Roman people to death, much to the surprise of the envoys of the people. Sulla’s soldiers then petitioned Sulla to take an impossible road, a road never taken, and lead them to Rome to reclaim his Mithridatic command. Sulla, much to the surprise of his own officers, who thought such a course impossible, decided to heed his men and march on Rome. His officers resigned en masse except a happy few. But the poor bloody legionaries of Sulla’s army eagerly began the march on Rome.

Envoys from Rome streamed towards Sulla’s army as it marched north.These envoys were shocked and grew increasingly shocked as they protested to Sulla that surely, surely it was impossible that he wanted to march a Roman army through the city limits and into Rome itself. The law forbade it. The unwritten constitution forbade it. The Republic forbade it. The gods forbade it.

Sulla responded to the effect of, “Go tell the Romans that I don’t lie here obedient to their commands. I’m coming to Rome and hell’s coming with me.” The tone of these envoys’ entreaties and the mood of the people of Rome grew increasingly hysterical as the improbable dawned on them: not only could a Roman army commander march an army on Rome, it was increasingly probable that Sulla would march armed Roman legionaries right into the heart of Rome itself to deal with his political enemies. Indeed, Sulla led his men across the sacred pomerium that divided the “public thing” (res publica) of sacred Roma herself from land that was merely the property of Rome. Sulla’s veteran legionaries easily dispatched the hastily gathered mob of gladiators and other ruffians that his political opponents had thrown together at the last moment in a futile attempt to stop them.

Sulla had revealed that the impossible was merely the improbable.

Sulla spent the rest of his life trying to disguise this state of improbability as a mere state of impossibility.

He failed.

That was merely Fouche’s introduction. The post is well worth reading in full.

The post caught my eye because of Sulla, a Roman who did a monstrous thing but who was himself no monster. Much like a surgeon whose patient’s body is riddled with cancer, Sulla attempted to buy the old Roman Republic time and restore a semblance of political health by ruthlessly cutting out a tumorous faction and ratcheting back a host of constitutional gimmickery that had been welded onto Roman government over the years by ambitious politicians. Older, original rules of the game, or new ones in their spirit, were restored after blood shed in the proscriptions was scrubbed from the forum. Sulla even formally stepped down from the supreme power he held, like Cincinnatus, to further drive home the point to his fellow Romans regarding the sanctity of their traditions – though reportedly Sulla remained, even in a debaucherous retirement, a terrifying figure and stringpuller.

Fouche is correct that Sulla’s extreme measures failed. The underlying structural problems of the Republic were rooted in an increasing concentration of wealth, primarily in land ownership by Patricians and politically favored trading opportunities in “the East”, held mostly by the elite of Rome’s Italian “allied” city states, that left many Roman citizens too impoverished to perform military service or to be active in politics, except as dependent members of a clientela. The Republic’s legions and it’s political virtue had been based on an economically independent smallholding class who were being despoiled by politically powerful Patricians. Sulla’s reforms may have tempred political conflict within the ruling class for a time, but they also aggravated the social grievances that provided the Populares with political support from ordinary Romans and tilted the delicate political balance in the Republic toward extreme oligarchy.

In his retirement, observing the young Julius Caesar, whom Sulla had reluctantly spared, his toga fashionably loosely belted, long sleeved and wearing boots, like the ancient kings of Alba Longa, Sulla remarked “ He contains many Mariuses“. Caesar did. And unlike Marius but like Sulla, Julius Caesar was successful, Sulla having shown him the way to cross a Rubicon.

Power is power but power coupled with legitimacy endures. Sulla to Caesar to Augustus is the continuum.

Elkus on Wikileaks and Sovereignty

Adam Elkus has a smart piece up at Rethinking Security that deserves wider readership:

WikiLeaks and Sovereignty

….WikiLeaks represents the idea that states have no inherent authority to hold onto vital national secrets. Because information is fundamentally boundless and unlimited by the “oldthink” of national borders and politics, state control over proprietary information is irrelevant. WikiLeaks and other radical transparency advocates believe that they-an unelected, transnational elite-can pick and choose which states are good and bad and whose secrets deserve exposure. And if information deserves to be free-and the only people who would keep it from being so are those with something to hide-then it is fine for non-state networks to arrogate themselves the right to receive and expose state secrets.

….While WikiLeaks is often positioned as a champion of digital democracy, it is actually wholly anti-democratic. It transfers power and security from national governments and their publics to unelected international activist organizations and bureaucrats. While this may seem like a harsh interpretation, there is no check on the likes of Julian Assange. Governments-even autocratic ones-still must contend on a day-to-day basis with the people. Even China had to face a reckoning after the Wenzhou train crash. WikiLeaks and other radical transparency organizations mean to replace one group of elites-which at least nominally can be called to court-with another who are accountable only to their own consciences.

Let me add a few comments to Adam’s excellent analysis.

Wikileaks and Julian Assange were not and have never been, lone wolves or information-must-be-free martyrs. They are allied with important institutions and individuals within the Western progressive elite, not least major media heavyweights like The New York Times, The Guardian and Der Spiegel, but also sympathizers within Western governments. Unless you think that Pvt. Bradley Manning was a hacker wunderkind with an intuitive grasp of which files that could be swept up to further a sophisticated political agenda, the man had some inside help from further up the food chain.

Adam is correct to describe these political factions as anti-democratic because they are and while leaking has been going on as long as there have been governments, we now have the emergence of a transnational generational clique that see themselves as entitled to rule and impose policies that comport with their social prejudices, economic self-aggrandizement and ideological fetishes, whether the people support them or not. A vanguard attitude, if not an organizational vanguard.

Wikileaks and other devices operating in shadowy undercurrents are their form of liberum veto against the rest of us in the instances where they are not completely in control, thus migrating political power from responsible state institutions to the social class that currently fills most of the offices and appointments. So far, their actions have been largely cost-free because their peers in government, however irritated they may be at the effects of Wikileaks, are loath to cross the Rubicon and hammer these influential conspirators with whom they went to school, intermarry, do business, live amongst and look out for the careers of each other’s children the way they have hammered Bradley Manning.

The same oligarchical class indulgence is seen in the financial crisis where almost none of the people responsible for massive criminal fraud in the banking and investment  sectors that melted the global economy have faced prosecution, unlike previous financial scandals like the S&L crisis or BCCI where even iconic figures faced grand juries. Instead of indictments, the new class received subsidies, bonuses and sweetheart, secret deals from their alumni chums running central banks and national governments. 

Carl Prinecommenting on a much narrower and wholly American slice of this corrupt camarilla, described this new class very well:

Let me be blunt.  A late Baby Boomer generation of politicians, bankers, reporters and generals has formed into a cancer inside this democracy, and their tumorous leadership won’t be kind to your future.

Unfortunately, this cancer is not limited to our democracy, it is the root of the decline of the West.

Anglosphere Rising? The New Joint National Security Strategy Board

Aaron Ellis of Egremont alerted me to this story today in The Guardian:

Barack Obama agrees to form joint national security body with UK

Barack Obama will announce during his first state visit to Britain this week that the White House is to open up its highly secretive national security council to Downing Street in a move that appears to show the US still values the transatlantic “special relationship”.

A joint National Security Strategy Board will be established to ensure that senior officials on both sides of the Atlantic confront long-term challenges rather than just hold emergency talks from the “situation room” in the White House and the Cobra room in the Cabinet Office.

….Britain believes that co-operation between the British and US national security councils marks a significant step. One British government source said: “The US and UK already work closely together on many national security issues. The new board will allow us to look ahead and develop a shared view of emerging challenges, how we should deal with them, and how our current policy can adapt to longer-term developments.”

The new board is a rare step by the White House, which guards the secrecy of the national security council. Founded in 1947 by Harry Truman, the NSC was in 1949 placed in the executive office of the president, who chairs its meetings.

Cameron tried to replicate the council when he established a body with the same name on his first full day as prime minister. It is chaired by the prime minister and designed to co-ordinate the work of the three Whitehall departments responsible for foreign affairs – the Foreign Office, the Ministry of Defence and the Department for International Development.

One government source said that Ricketts and Donilon would have to tread with care. “There is a little bit of disconnect between the two. The US national security adviser is a political appointment, whereas Sir Peter Ricketts is a civil servant. But this does make sense. We have a highly developed relationship with the USA where our military and intelligence officials work closely together. This is a useful move…

It is a start and I am heartened by the decision to formally include “strategy” as the body’s brief, that and the transatlantic nature coupled with bureaucratic differences may lead the new board to concentrate to a greater degree on looking at isues a strategic perspective rather than the S.O.P of wading into granular bureaucratic minutia. Given that I recently floated the idea of a Grand Strategy Board here ( along with Aaron), I can only be pleased to see a trend in that general direction from the Obama administration and our British allies.

Aaron was first on this story at Egremont, but he expresses some deep skepticism:

The Special Relationship lacks a purpose for the 21st century

….What immediately came to mind was the Combined Chiefs of Staff which, had it continued, might have become such a board. The engine to drive the Special Relationship forward. However, unless the UK is willing to throw away 40 years of foreign policy, the National Security Board (NSB) could be nothing more than a fair weather institution. The shared strategic interests that kept the alliance alive in the 20th century disappeared at the end of the Cold War. Other countries may prove more useful partners this century.

The given rationale for a NSB is to keep senior officials in touch with the broader challenges that face the two countries. Unfortunately, there are reasons why it might not succeed.

As global power shifts eastwards and emerging Asian states challenge US hegemony, Washington will be increasingly concerned with security and stability in the western Pacific. This is their broader challenge and President Obama is pursuing the correct policies in that region. The UK does not have a similar strategic clarity. If we want to enjoy the kind of relationship we enjoyed last century then our defence and foreign policies must expand east of Suez. Professor Michael Clarke, the head of the RUSI, has written that such a radical move “would represent the most judicious, and audacious, use of the hard/soft power combination yet seen in contemporary politics”. So far, however, the Government has shown no sign that it plans to make as big a shift as this in its ‘Big Picture’ thinking. Yet without it the NSB may prove fit only for fair weather.

….Nor do I see how the NSB can solve the institutional problems that I outlined last month. The board is supposed to move beyond crisis management, with senior officials from each side of the Atlantic focusing on the bigger picture. Given both countries’ bureaucracies have been promoting problem solvers at the expense of strategists, it isn’t evident that thinking will suddenly become more long-term. The same people will be shaping things, just this time sharing hats with Anglo-Saxon cousins. As with the Grand Strategy Board, the NSB’s utility also depends on the extent to which it taken seriously by our leaders. “You can organise government all you like, but strategy is an essentially political process that comes from the top,” Julian Lindley-French told MPs last September.

I think Aaron is spot on with the last paragraph.

Strategy is the crystallization of a kind of thinking process that needs to be present in the room or what you will have in the NSSB is a “coordination council” rearranging the deck chairs instead of charting the course. The British Cabinet and the Obama administration should strongly consider adding a few mutually acceptable wise men who do not have to juggle the supremely hectic schedules of a Foreign Secretary or a National Security Adviser, or at least some executive staffers recommended for the excellence of their strategic thinking.  It will help lean against the relentless and universal gravitational pull of bureaucratic and political culture toward the short term time horizon and the tactical details.

A brief point.

AFJ has a feature article by General Martin Dempsey on the need for the Army in it’s professional military education system to build future leaders who are critical thinkers:

….The Army Leader Development Strategy identifies three critical leadership attributes for all Army leaders: character, presence and intellect. In addition to those three foundational attributes, we assert that strategic leaders must be inquisitive and open-minded. They must be able to think critically and be capable of developing creative solutions to complex problems. They must be historically minded; that is, they must be able to see and articulate issues in historical context. Possessed of a strong personal and professional ethic, strategic leaders must be able to navigate successfully in ethical “gray zones,” where absolutes may be elusive. Similarly, they must be comfortable with ambiguity and able to provide advice and make decisions with less, not more, information. While all leaders need these qualities, the complexity of problems will increase over the course of an officer’s career and require strategic leaders to develop greater sophistication of thought….

The nation is currently undergoing a debate about public education, of sorts. I say “of sorts” because the debate has largely been very dishonest on the part of proponents of certain kinds of “reforms” in which they hope to have a future financial interest, if radical changes can be legislatively imposed that will a) drastically lower labor costs and b) permit a “scalable” curriculum, to use the grammar of certain equity investor CEOs and lobbyists. The former does not concern this topic as much as the second, though the two will work in unison to create a profitable business model for a for-profit management company desiring to contract with local and state governments to run school systems.

“Scalability” builds upon Bush era NCLB legislation that emphasized standardized testing in basic math and reading skills, with punitive accountability measures for schools and districts failing to make “adequate yearly progress”. Due to the penalties and escalating standards, public schools have frequently narrowed their curriculums considerably, reducing instructional time for history, science, complex literature and the arts to put greater emphasis on basic skill drill instruction in just two subjects.

The net effect is that American public school students, roughly 88 % of all school children, spend a greater proportion of their day at concrete level cognitive activities than they did five or ten years ago and far less time on higher-level “critical thinking” like analysis or synthesis, making evaluative judgments, inquiry based learning or problem solving.

 “Scalability” means expanding on this dreary and unstimulating paradigm with digitally delivered, worksheet-like exercises to comprise the largest percentage of the instructional time for the largest number of children possible. It will be a low-cost, high-profit system of remedial education for would-be contractors, provided students are not able to “opt out”, except by leaving the public system entirely.

But only if their parents can afford it.

The US military relies upon the public schools to deliver the initial k-12 education of the overwhelming majority of their officer corps, to say nothing of the enlisted ranks. The soldiers, sailors, marines and airmen who went to Andover or similar private institutions before enlisting are very, very few. Today some public schools are excellent, some are failing and the rest are in-between. Most make an effort to challenge students of all ability levels, from those needing extra help to those in AP courses and gifted programs. There is systemic resiliency in a diversity of experiences.

What will be the effect on  the military leadership in the future if critical thought is methodically removed from public education by a nationally imposed, remedially oriented, uniform, “scalable” curriculum that is effectively free of science, history, literature and the arts? What kind of cognitive culture will we be creating primarily to financially benefit a small cadre of highly politically connected, billionaire-backed, would-be contractors?

Can inculcating critical thinking really be left entirely to universities and, in the case of the military, mid-career education?

What kind of thinkers will that system produce?

Better?

Or worse?
