Putin and Syria: Siloviki Realism in Geopolitical Strategy

Russian President Vladimir Putin made a foreign policy speech to Russia’s ambassadors and Foreign Ministry officials that is very much worth reading in context of his dispatch to Syria of a fleet of warships, including a battleship, to the modest Russian naval base in Tartus. Under Putin’s hand, Russian support for the bloody regime of Bashar Assad has consistently been more about safeguarding and expanding Russia’s strategic place in world than about Syria:

….We are forced to admit that no reliable solution for overcoming the global economic crisis has been found yet. Indeed, the prospects are looking more and more worrying. The debt problems in the Eurozone and its slide towards recession are just the tip of the iceberg as far as the global economy’s unresolved structural problems go. The traditional powerhouses of global development – the USA, the EU, and Japan – are seeing their leadership erode, but the absence of new development models is putting a brake on global growth. There is increasing competition for access to resources, and this provokes abnormal fluctuations on the raw materials and energy markets. The traditional Western economic powers are being weakened by the crisis, which has exacerbated social and economic problems in the developed economies, and by the multi-vector nature of global development today. We can already see this for a fact now. 

Colleagues, this is no cause for joy. We should not take delight in this turn of events, and much less feel malicious glee. On the contrary, we cannot but worry over these developments, because the consequences of these tectonic shifts in the global economy are not yet clear, nor are the inevitable shifts in the international balance of power and in global policy that will follow. 

We are all the more worried when we see attempts by some actors in international relations to maintain their traditional influence, often by resorting to unilateral action that runs counter to the principles of international law. We see evidence of this in so-called ‘humanitarian operations’, the export of bomb and missile diplomacy, and intervention in internal conflicts.

We see how contradictory and unbalanced the reform process is in North Africa and the Middle East, and I am sure that many of you still have the tragic events in Libya before your eyes. We cannot allow a repeat of such scenarios in other countries, in Syria, for example. I believe that we must do everything possible to press the parties in this conflict into negotiating a peaceful political solution to all issues of dispute. We must do all we can to facilitate such a dialogue. Of course this is a more complex and subtle undertaking than intervention using brute force from outside, but only this process can guarantee a lasting settlement and future stable development in the region, and in Syria’s case, in the country itself….

It would be harder for Putin to have been more clear about what his priorities were, or that for Russia, R2P as a doctrine has no standing whatsoever in international law [ incidentally, he’s correct on that point] and Syria is not going to be allowed to go the way of Libya, if the Kremlin can prevent it.

Generally, the media reported this speech, highly misleadingly, as Putin’s prediction of “Western decline” when the message was Russia’s opposition to Western military intervention in Syria to remove Assad from power. Putin neither overestimates the means at Russia’s disposal to accomplish his limited objective (blocking intervention) nor inflates his objective to an unrealizable, vaguely defined, abstraction.

Contrast, with the speech on Syria made recently by SECSTATE Hillary Clinton. Here is a snippet that gives the tenor of her remarks:

….What was accomplished in Geneva by the action group was, for the very first time, to enlist not only all five permanent members of the Security Council including Russia and China, but also important leaders in the region and in the Arab League in support of such a transition. The issue now is to determine how best to put into action what was accomplished there and is continuing here. And I really hope everyone reads the communique from Geneva, because for example, one of the earlier speakers from Syria expressed concern there was nothing about political prisoners. Well, indeed there is. And a call for the release from detention. So it would be very helpful to get everybody on the same page if we’re going to work together about what we have already done and what we need to be doing as we move forward.

Under the Geneva communique, the opposition is for the first time put on an even basis with the government. They are given equal power in constituting the transition governing entity that will have, as we just heard, full executive authority. That could not have been imagined three months ago, let alone a year ago.

So although none of us here is satisfied or comfortable with what is still going on inside of Syria, because it is against every norm of international law and human decency for a government to be murdering its own people, there has been in the last several months, starting in Tunisia, a steady, inexorable march toward ending this regime. What we need to do is to follow through on what each of us can contribute to the end of the Assad regime and the beginning of a new day for Syria. 

….Now what can every nation and group represented here do? I ask you to reach out to Russia and China and to not only urge, but demand that they get off the sidelines and begin to support the legitimate aspirations of the Syrian people. It is frankly not enough just to come to the Friends of the Syrian People, because I will tell you very frankly, I don’t think Russia and China believe they are paying any price at all – nothing at all – for standing up on behalf of the Assad regime. The only way that will change is if every nation represented here directly and urgently makes it clear that Russia and China will pay a price, because they are holding up progress – blockading it – that is no longer tolerable. 

First of all, the Secretary of State needs a more effective speechwriter. Period.

Secondly, there is a substantive problem here with an obsession with the minutia of process, possibly because the legal principle behind American policy on Syria is a novelty of intellectuals and is not accepted by two veto-wielding great powers that sit on the UN Security Council. Moreover this focus on minutia of process obstructs clear thinking in regard to the larger geopolitical picture and the ways to get to the end in mind – the removal of Assad’s regime – or the consequences for opposing American policy. Russia and China are told their continued support for the Assad regime, which they see as being in their own interests, is “intolerable” – an outburst of unseemly frustration as we have no stick and strangely offer no carrots for these states to change their positions. Instead we choose to moralize  in public, a diplomatic technique with a long pedigree of failure.

The comparison of statecraft between Russia and the United States is unflattering. Russia has vastly fewer cards to play, but because  Putin has grounded his policy in a siloviki assessment the realities of power, has limited his objectives to those within Russia’s means and related those to the larger diplomatic context that would appeal to other powers, he has played those cards well. Moreover, Putin has positioned Russia to be an indispensable party in a peaceful resolution of the conflict in Syria at very little cost, as Secretary Clinton herself has admitted and capped it off with a naval show of force in the eastern Mediterranean.

We, who have a wealth of resources to employ, have squandered them ineffectively and navigate the ship of state with our heads in the clouds. We forced a vote in the UNSC on Syria, ignoring all signals that the end result would be failure. Syria shoots down a Turkish warplane intruding in it’s airspace (likely at our request) and we had no plan to capitalize on the incident. We gratuitously leak information or disinformation about covert operations that serves more to make us look amateurish than to intimidate our opponents. We do not even appear to be well-informed about the Syrian opposition we are aiding inside Syria, as opposed to expatriate organizations. Some of the fighters in the opposition are as morally objectionable as Assad’s militia thugs and secret police killers.

A House of Horrors for Autistic Children but Cash for Democratic Pols

This may rank among the most bizarre and appalling education stories I have ever heard in twenty years as a professional educator. And I have heard quite a bit.

You may have caught a blip about the UN Special Rapporteur for Human Rights calling in to question practices at some institution in America and read no further. I didn’t. Unfortunately, it turns out, the UN is right. There’s a taxpayer supported independent school in Massachusetts run by a radical B.F. Skinnerian cult called the Judge Rotenberg Center that makes a practice of giving frequent and intense electric shocks to severely autistic children in order to moderate their disruptive or self-isolating behaviors.

To be clear even under “enhanced interrogation” methods approved by the Bush administration, this could not be done to al Qaida captives.  We would never do it to the most hardened convicts in the Federal prison system. Yet taxpayers are footing the bill to do it to disabled students. Sometimes for hours on end.

Having worked with such students in my classroom, words fail me.

Steve Hynd, the progressive blogger at The Agonist and Newshoggers.com did some digging and discovered The Judge Rotenberg Center has deep and exclusive financial ties to a powerful coterie of Massachusetts Democrats:

Electro-Shock Torture School Donates Exclusively To Mass. Dems 

….I noted at the time that there must be some heavy political juice behind the Judge Rotenberg Center, which declared earnings of over $52 million in 2010, 99% of which came from “Fees and contracts from government agencies”. Now, The Agonist has seen information which shows a pattern of donations by directors and officials to Massachusett state Democrats – and exclusively to Democrats.

To date, the Center has spent over $16 million on legal services according to Senator Brian A. Joyce (D-MA), spending which has been very successful in keeping the school open and operating. Earlier this year the man at the head of the Center, psychologist Matthew Israel, “agreed to step down rather than face trial for his alleged role in destroying tapes showing a night in 2007 when two teenagers wrongfully received electrical shocks based on a prank phone call.” Meanwhile, Mass. Governor Deval Patrick’s administration passed new legislation that stopped the Center practising its voodoo psychology on new admissions – but didn’t stop “aversive therapy” treatments for as many as two thirds of the existing students.

The cash-rich Center certainly hires the best when it comes to protecting its ability to torture autistic children. It’s PR firm is Boston heavyweight Regan Communications Group, where it’s file is handled by Crisis Communications head and former spox for the Boston P.D. Mariellen Burns. Regan Communications was started by George K. Regan, former spokesman to Democratic Boston mayor Kevin White. Their legal firm is Bracewell & Giuliani (yes, that Giuliani) of New York. Their lobbyists are the firm of Malkin & Ross, a company headed by Donald K. Ross, the chair of the board of Directors of Greenpeace USA. In 2010, they were Malkin & Ross’ fifth largest client, paying $112,200 to, among other things, lobby the U.S. Congress to stop a bill that would have outlawed their treatment methods.

It also donates to the local Democratic Party. The Agonist has seen an email alleged to be from the Center to it’s legal and lobbyist firms, dumped on pastebin by the Anonymous collective in March of this year. The email seems to comprise information sent to those firms as part of an exercize in damage control. If it’s the real deal, then the Center’s directors have made personal donations totalling $13,305 to Massacusetts Dem heavy-hitters since 2008. The recipient list is a who’s-who of powerful local Democratic players, and there is not a single Republican on the list.

Patricia A. Haddad, current Speaker pro Tempore of the Massachusetts House of Representatives.

Robert A. DeLeo, Speaker of the Massachusetts House of Representatives.

James Vallee, Majority Leader of the Massachusetts House of Representatives.

Harriette L. Chandler, current Majority Whip of the Senate and the Vice-Chair of the Joint Committee on Public Health.

Joan M. Menard, Senate Majority Whip 2003-2011, now vice president for work force development, lifelong learning, grant development and external affairs at Bristol Community College.

Would this “school” stay open without this kind of impressive political clout behind them? How do these guys sleep at night? What is happening at The Judge Rotenberg Center seeminglyviolates Federal Law and international law. Where is the FBI?

Steve, who has always put his principles above partisanship, has a FOXnews video about the Judge Rotenberg Center’s “aversive therapy” via electro-shock [warning graphic].  The Center attempted to keep this material under seal but failed.

Massachusetts has the reputation of being the most liberal of liberal Democratic states but her pols are protecting a school whose philosophy makes Benito Mussolini look like a libertarian.

Book Review: The Hunt for KSM

The Hunt for KSM: Inside the Pursuit and Takedown of the Real 9/11 Mastermind by Terry McDermott and Josh Meyer 

I received a review copy of The Hunt for KSM from  Hachette Book Group and was pleased to see that the authors, Terry McDermott and Josh Meyer, are investigative journalists, one of whom, Meyer, has extensive experience reporting on terrorism, while McDermott is also the author of the 9-11 highjackers book, Perfect Soldiers. So, I was looking forward to reading this book. My observations:

  • In the matter of style, McDermott and Meyer have opted to craft a novel-like narrative of their research, which makes The Hunt for KSM a genuine page-turner. While counterterrorism wonks used to a steady diet of white papers may become impatient with the format, they already know a great deal about operational methods of Islamist terror groups and the general public, who are apt to be engaged by the story, do not. While enjoying the yarn about Khalid Sheikh Mohammed, the villain behind 9-11 and his downfall, the general reader picks up a great deal of important information.
  • McDermott and Meyer deserve kudos for their fair and balanced handling of Pakistan – and I say this as a severe critic of the Pakistanis. While pulling no punches about the perfidy of Pakistan’s elite, the ties of the ISI and their religious extremist parties to terrorist groups including al Qaida, they give credit where credit is due to Pakistanis who made the difference in assisting the United States and it’s investigators in tracking down KSM and his AQ associates . “Colonel Tariq” of the ISI, in particular stands out as a courageous and sympathetic figure.
  • Khalid Sheikh Mohammed emerges in the story as a master adversary, part Bond villain, part sinister clown, who confounded the efforts of the FBI and the CIA for years with his prodigious ability to organize and orchestrate geographically diverse terrorist networks, fundraising, logistical support, bombings and murder like a one-man KGB while remaining as elusive as a ghost. His abilities, daring, good fortune and defiant resilience in captivity are impressive enough in McDermott and Meyer’s telling that they unfortunately tend to overshadow the fact that KSM is an enthusiastic mass-murderer. A facet that comes out to it’s true ghastly extent only in their description of KSM personally beheading kidnapped reporter Daniel Pearl.
  • The bureaucratic bungling and stubborn infighting of the FBI and CIA, with assistance from the DoD and Bush administration on particularly stupid decisions related to the interrogation and reliance upon torture while excluding AQ experts and experienced KSM case investigators from talking to KSM, makes for a profoundly depressing read. It contrasts poorly with the dedication and sacrifice demonstrated by law enforcement agents Frank Pellegrino, Matt Besheer, Jennifer Keenan and those who aided them.

The Hunt for KSM closes with Khalid Sheikh Mohammed as he is at the present time, on trial at Guantanamo Bay, a story with a climax but not yet an epilogue.

Well written, concise yet dramatic, The Hunt for KSM is warmly recommended.

The Anti-Strategy Board Cometh

President Barack Obama has established by an executive order an Atrocity Prevention Board.  After the 120 day study and planning period (which will determine the writ of the APB), the board will be chaired by Samantha Power, a senior White House foreign policy adviser, NSC staffer and an aggressive advocate of R2P .

This is not likely to end well.

Presidential boards, commissions, study groups and other executive branch bodies are political agendas that power has made into bureaucratic flesh. Some, like the Warren Commission or the Iraq Study Group were transient for an instrumental purpose; others, like the Defense Policy Board put down roots and become real institutions. Some are killed for partisan reasons by new administrations (as Rumsfeld did to DACOWITS by letting it’s charter expire and then remolding it) or from congressional pique (this terminated the Public Diplomacy Commission) while some linger on for decades in zombie status, politically irrelevant but still animate, due to the inertia of bureaucracy.

What is interesting about these various bodies is that without the statutory powers granted to agencies created by legislation, they are merely empty shells unless filled with influential figures with clout or blessed by the patronage of high officials. If this is the case, even very obscure bodies can be platforms for impressive political action. Creepy and cloying old Joe Kennedy parlayed a minor post on a maritime commission and his vast fortune to become successively FDR’s SEC Chairman and the Ambassador to the Court of St. James, where he dispensed bad geopolitical advice and pushed the future careers of his sons, netting a president and two senators. The role of the Defense Policy Board in the run-up to the Iraq War is well known and I am told that one can even launch a constellation of careers and a powerhouse think tank from something as mundane and thankless as writing a COIN manual 😉

It is safe to say that the new Atrocity Prevention Board is not going to be window decoration.

Many people who are seeing what I am seeing in this move are now uneasily prefacing their critical comments with “Well, who can be against stopping atrocities, right?”. Let me say with complete candor: I can. The Atrocity Prevention Board is a great sounding  bad idea that represents an impossible task in terms of Ways, unaffordable in terms of Means and unacheivable in relation to Ends. Worse, by holding the national security community hostage to the serendipity of governmental cruelty on a global scale, the intelligent pursuit of national interests are effectively foreclosed  and the initiative ceded to random, unconnected,  events. This worst kind of institutionalized crisis management time horizon also comes weighted with implicit theoretical assumptions about the end of national sovereignty that would, I expect, surprise most Americans and which we will soon regret embracing.

Given the ambitions and missionary zeal of some R2P advocates and their ADHD approach to military intervention, it is unsurprising that this new entity was not titled “The Genocide Prevention Board”. Genocide, which the United States has definitive treaty obligations to recognize and seek to curtail, is too narrowly defined and too rare an event for such a purpose. “Atrocities” can be almost any scale of lethal violence and could possibly include “non-lethal” violence as well. This is a bureaucratic brief for global micromanagement by the United States that makes the Bush Doctrine appear isolationist and parsimonious in comparison.

A while back, while commenting on R2P, I wrote:

…As Containment required an NSC-68 to put policy flesh on the bones of doctrine, R2P will require the imposition of policy mechanisms that will change the political community of the United States, moving it away from democratic accountability to the electorate toward “legal”, administrative, accountability under international law; a process of harmonizing US policies to an amorphous, transnational, elite consensus, manifested in supranational and international bodies. Or decided privately and quietly, ratifying decisions later as a mere formality in a rubber-stamping process that is opaque to everyone outside of the ruling group.

The president is entitled to arrange the deck chairs as he sees fit, and in truth, this anti-strategic agenda can be executed just as easily through the NSC or offices in the West Wing, but the creation of a formal board is the first step to institutionalizing and “operationalizing a R2P foreign policy” under the cover of emotionalist stagecraft and networking machinations. A doctrine of which the American electorate is generally unaware and the Congress would not support legislatively (if there was a hope in Hell of passage, the administration would have submitted a wish-list bill).

This will not be a matter of just going abroad looking for monsters to slay but of a policy machine that can spew out straw monsters at need even when they don’t exist.

Syria, Iran and the Risks of Tactical Geopolitics

World affairs are much more like spider’s web than the neat little drawers of an apothecary’s cabinet. In the latter,  the contents of each drawer are cleanly isolated and conveniently compartmentalized. What you do with the contents of one drawer today has no bearing on what you do next week with those of another. By contrast, with a spider’s web, when you touch a web at any point, not only do you find it to be sticky in a fragile sort of way, but your touch sends vibrations through every centimeter of the lattice.

Which alerts the spiders.

The great foreign policy panjandrums of the United States and the Western allies – with assorted Middle-Eastern clients who have real skin in the game-  are attempting to muddle through two overlapping but different crises with Syria and Iran through the medium of international diplomatic organizations. In the case of Syria, whose Baathist-Alawite dictatorship of Bashar Assad is trying to crush a widespread uprising by pacing the body count of their atrocities to what CNN viewers can tolerate, the effort by SECSTATE Clinton and Ambassador Rice to rally the UN Security Council to issue a forceful resolution against Syria was itself forcefully rebuffed by the double-veto of Russia and China. A highly predictable event that left Ambassador Rice “disgusted” but we hope, not surprised.

The case of Iran, which incidentally is one of Syria’s few allies, involves the long-running dispute over Iran’s complex and semi-clandestine nuclear activities which, in violation of the NPT and IAEA agreements, appear designed to pressure the West by giving Iran, at a minimum, a “breakout” capacity to make some nuclear weapons.  This decade long “crisis” has recently escalated, with the EU and United States applying punishing new economic sanctions while an unknown party that everyone knows to be Israel is engaging in a campaign of  sabotage and assassination against Iran’s IRGC-run nuclear establishment. Iran for it’s part has taken hostages, blustered about closing the straits of Hormuz and threatened unspecified new breakthroughs in nuclear activities.

To say that Russia and China have been less than helpful in halting Iranian nuclear weapons-related activity is like saying Pakistan’s ISI might be involved with assisting the Taliban.  Another situation the American foreign policy establishment consistently has trouble puzzling out.

The problem with current US policy or it’s advocates is not target selection. Syria, Iran, Libya and various other states have nasty, disruptive and anti-Western regimes. Giving them the heave-ho, in the abstract, makes sense if advancing American interests  (or basic decency in governance) is the objective. However, unlike the aforementioned apothecary cabinet drawers, states and their regimes do not exist in the abstract, moving according to arid principles of conduct, but in the real world with a society of states which constantly are evaluating and re-evaluating each other’s conduct in light of interest. Which means, as with many things, in foreign policy, timing matters.

The West recently dispatched over the objections of two great powers, Colonel Gaddafi, a ruler who was also an unpopular and violent lunatic with a long pedigree of terrorism and cruelty.  That in itself was tolerable and comprehensible, if not welcome, to Moscow and Beijing, but we rubbed salt in the wound in two ways. First, simply stomping on the Realpolitik economic interests of Russia and China in Libya, as Walter Russell Meade eloquently put it:

….Russia has some specific grievances connected to Libya.  What seems to really enrage the Russians is less the overthrow of the Great Loon than the cancellation of his many contracts with Russia and the refusal of the new government to give Russia a slice of the Libyan pie.  Russia always thought the west’s democratic agenda in Libya was a laugh — and the antics of the thuggish new regime and the array of torturers and thieves now running rampant in that country has done little to dispel that view. (Again, the Putin/KGB worldview would suggest that the hard realists at the core of Washington’s power structure released the ninnies to dance themselves into a frenzy of humanitarian and democratic ecstasy while the cold purposes of the DC machine were advanced.)

But what Russia thought it expected and deserved in return for its abstention on the Libya vote was due consideration for its commercial interests in Libya.  France, Britain and Qatar seem to be dividing that pie enthusiastically among themselves and nobody is thinking about Russia’s share and Russia’s price.

Secondly, was icing Gaddafi under the moral banner of R2P, which would seem – in theory of course – to be applicable to governments very much like those run by the allies of….Moscow and Beijing. To say nothing of , Moscow and Beijing themselves, which already see the “color revolutions” as subversive Western elite sock puppets with a democracy stage show kit.  To be frank, Russian and Chinese leaders see R2P as a doctrine or policy that potentially can be used not only against their nation’s interests, but their own hold on power, which they view, accurately, as a violation of sovereignty.

So it can hardly be reassuring to Moscow or Beijing that when the dust has yet to settle in Libya, that the United States and it’s NATO allies are now pressing for new UN resolutions designed to justify military intervention in Syria to overthrow Bashar Assad. Like the late and unlamented Colonel Gaddafi, Bashar Assad is a cold-blooded murderer, but unlike the crazy Colonel, Assad is a client of Russia and close Syrian ties to Moscow go way back to the earliest days of his father’s dictatorship. There’s no way, in such a short amount of time, that an American effort to topple Assad – however justified morally – that Vladimir Putin and to be truthful, many ordinary Russians, would not view that as a Western attempt to humiliate Russia. And R2P would indicate still more humiliations to come! As Dan Trombly wrote:

….that is precisely why the United States should drop even lip service to the Responsibility to Protect. Honestly stayed, the doctrine requires intervention after intervention, and its strategic advantage to the United States relies on consistency, because without consistency the supposed normative benefits it creates quickly evaporates. Yet R2P, far from strengthening the international order, actually demands continually more resources and, each time it is employed or contemplated, calls into question the rest of the international order the United States promulgates. If the goal is to “expand and strengthen an effective international order,” why would increasing the visibility of Responsibility to Protect, a doctrine that divides the United States and Western Europe from Central Europe, the rising democracies of Brazil, South Africa, and India – not to mention, of course, the major powers China and Russia and exhausts an already overburdened and shrinking Western military capability? 

In that context, the idea that Russia and China would support a UNSC resolution to intervene in Syria and depose Assad borders on the bizarre.  Advocates of R2P, like Anne-Marie Slaughter, would counter here, arguing that both Russia and China previously accepted R2P, so their cooperation in support of a UNSC resolution on Syria should have been a manageable enterprise. It wasn’t, largely because the Russians do not seem to give R2P much weight as a part of international law, the Russian Defense Ministry being even more blunt than their diplomatic counterparts:

….Russia’s Defense Ministry on Thursday reiterated its position stated earlier by the Foreign Ministry: Russia will do its best to avoid military intervention in Syria.

 “As for Syria, we see that harsh discussions are going on in New York and we are just giving backup to our colleagues from the Foreign Ministry who are tackling these problems. Of course, we think it is necessary to prevent military intervention in Syria,” Deputy Defense Minister Anatoly Antonov told Vesti 24 TV channel.

 Russia has firmly supported Syrian President Bashar al-Assad during the uprising against his regime. Russia and China vetoed a UN Security Council resolution on Syria, backed by the Arab League and Western nations, to prevent a repetition of “the Libyan scenario.

Joshua Foust, writing in The Atlantic, addressed the situation with admirable clarity:

….A big reason for Russia and China’s intransigence is the NATO coalition that led the intervention, which badly overstepped the range of permissible actions stipulated in the UN Security Council Resolution that authorized intervention. Russia was an early critic of such actions as France’s weapons shipments to the rebels — criticism that could have been accounted for (Moscow never made any secret of its concerns) but which seemed to be ignored in the rush to intervene. President Obama made a rapid transition from saying “regime change is not on the table” last March (part of the bargain to get Russian abstention from the UNSC vote) to publicly calling for his ouster. France and the UK used similar language, ignoring the politics of getting UN approval for intervention.

….Many states, none of whom are free, worry that the West’s renewed love of intervention might one day be focused upon them. This is a critical consequence of rejecting sovereignty and declaring governments unfit to rule through a mixture of expediency and opportunity. Powerful states with poor human rights records — Russia and China included — look at what happened in Libya and see disaster, not freedom. And they are taking steps to avoid it.

The problem is not  intervention per se but an otherworldly posture of Western policy makers that embraces tactical geopolitics – i.e.  each intervention (Libya, Syria, Afghanistan, Iraq), undertaken whenever chance arises somehow exists on it’s own terms, in splendid isolation. It doesn’t, except in NATO capitols. Any nation not seeing itself as safe and impregnable is constantly calculating their opportunities and dangers based on our actions. If we continue to pursue intervention at the current tempo, blind to the perspectives and interests of others, we will get pushback on a more strategic level. And we will rue it.

NATO has been around so long, it is so enshrouded in hazy nostalgia and circumlocational love of diplomatic process, that we forget it was originally a radical departure for Americans and Europeans alike. Soviet postwar behavior under Stalin was so menacing, so intransigent, so relentlessly pressuring that the US set aside it’s traditional isolationism and the French and British their justified loathing of the defeated Germans, to make common cause against Soviet Communism. The West, on the defensive and backed into corner after corner in one tactical scenario after another by Moscow – Poland, Czechoslovakia, Greece, Iran, Berlin – took the conflict with the Kremlin to the next level by forming an enduring supranational, nuclear-armed, military alliance that ensured the next war in Europe meant WWIII.

That turned out to be more conflict than Uncle Joe Stalin was eager to buy.

We are now the ones backing others into corners. Iran, North Korea, Syria, Zimbabwe and other states ruled by kleptocrats and monsters act as buffers for China and Russia. Aside from the benefits these failed states can bring as customers for military hardware or sellers of raw materials, the attention of Western statesmen and human rights activists are diverted by the cause du jour in these hellholes, rather than being focused on what Beijing and Moscow might be up to at home or abroad.  Every dismantling of an anti-Western dictatorship, from their perspective, is a step closer to their direct confrontation with the West’s hyperactive, erratic, morally hypocritical, meddling, ruling elite who will be no more able to ignore “grave injustices” in Wuhai or Kazan than they could in Aleppo or Benghazi.

This is not an argument that we should not press our claims, or not try to keep nukes out of the hands of religious fanatics or refrain from crushing states that attack us with terrorist proxies; we can and should do all of these things with vigor. But when possible, much is to be gained by pursuing our interests in a manner that permits other great powers to at least save face. Destroying Iran’s government because of it’s nuclear activities, for example, is not a strategic “win” if  the way we do it convinces China and Russia to form a military alliance against the United States.

There is no need to forge ahead stupidly just because it is faster not to think matters through to their logical conclusions. America is heading down a road, led by an insular foreign policy clique of lawyers, activists and ex-academics, that eschews the need for maps because all that matters is that we drive well enough to take every short-cut.
