Farrall in Foreign Affairs:How al Qaida Works

Leah Farrall, the Australian former counterterrorism official who blogs at All Things Counterterrorism (and is a friend of Charles Cameron ) has an important analytical article in Foreign Affairs (hat tip to the oratorical Josh Foust):

How al Qaeda Works

Despite nearly a decade of war, al Qaeda is stronger today than when it carried out the 9/11 attacks. Before 2001, its history was checkered with mostly failed attempts to fulfill its most enduring goal: the unification of other militant Islamist groups under its strategic leadership. However, since fleeing Afghanistan to Pakistan’s tribal areas in late 2001, al Qaeda has founded a regional branch in the Arabian Peninsula and acquired franchises in Iraq and the Maghreb. Today, it has more members, greater geographic reach, and a level of ideological sophistication and influence it lacked ten years ago.

Still, most accounts of the progress of the war against al Qaeda contend that the organization is on the decline, pointing to its degraded capacity to carry out terrorist operations and depleted senior leadership as evidence that the group is at its weakest since 9/11. But such accounts treat the central al Qaeda organization separately from its subsidiaries and overlook its success in expanding its power and influence through them. These groups should not be ignored. All have attacked Western interests in their regions of operation. Al Qaeda in the Arabian Peninsula (AQAP) has also long targeted the United States, but its efforts have moved beyond the execution stage only in the last two years, most recently with the foiled plot to bomb cargo planes in October 2010. And although al Qaeda in the Islamic Maghreb (AQIM) has not yet attacked outside its region, al Qaeda in Iraq (AQI) was reportedly involved in the June 2007 London and Glasgow bomb plots.

It is time for an updated conception of al Qaeda’s organization that takes into account its relationships with its subsidiaries. A broader conceptual framework will allow for a greater understanding of how and to what degree it exercises command and control over its expanded structure, the goals driving its expansion strategy, and its tactics.

AL QAEDA’S LOST DECADE

Although al Qaeda had tried to use other groups to further its agenda in the 1980s and early 1990s, Osama bin Laden’s first serious attempts at unification began in the mid-1990s, when the organization was based in Sudan. Bin Laden sought to build an “Islamic Army” but failed. Al Qaeda had no ideology or manhaj (program) around which to build lasting unity, no open front of its own to attract new fighters, and many of its members, dissatisfied with “civilian work,” had left to join the jihad elsewhere. Faced with such circumstances, bin Laden instead relied on doling out financial support to encourage militant groups to join his army. But the international community put pressure on Sudan to stop his activities, and so the Sudanese government expelled al Qaeda from the country in 1996. As a result, the group fled to Afghanistan.

By mid-1996, al Qaeda was a shell of an organization, reduced to some 30 members. Facing irrelevance and fearing that a movement of Islamist militants was rising outside of his control, bin Laden decided a “blessed jihad” was necessary. He declared war on the United States, hoping this would attract others to follow al Qaeda. It did not. A second effort followed in 1998, when bin Laden unsuccessfully used his newly created World Islamic Front for Jihad Against Jews and Crusaders to lobby other groups to join him. Later that year, al Qaeda launched its first large-scale attacks: the bombings of the U.S. embassies in Kenya and Tanzania, which it hoped would boost its fortunes. But these, too, failed to attract other groups to join, with some instead criticizing al Qaeda for the attacks and its lack of a legitimate manhaj.

With no coherent ideology or manhaj to encourage unification under his leadership, bin Laden instead pursued a predatory approach. He endeavored to buy the allegiance of weaker groups or bully them into aligning with al Qaeda, and he attempted to divide and conquer the stronger groups. In the late 1990s, he tried and failed to gain control over the Khalden training camp, led by the militants Ibn al-Shaykh al-Libi and Abu Zubaydah, and over the activities of Abu Musab al-Suri and Abu Khabab al-Masri, senior militant figures who ran their own training programs. Bin Laden’s attempts in 1997-98 to convince Ibn al-Khattab, a Saudi militant who led an international brigade in Chechnya, to come under al Qaeda’s banner also failed. His efforts in 2000-2001 to gain control over a brigade of foreign fighters in Afghanistan met a similar fate: the Taliban leader Mullah Omar, who had supreme authority over the brigade, instead handed the leadership of it to the Islamic Movement of Uzbekistan, another group bin Laden was attempting to convince to align with al Qaeda. Around the same time, bin Laden also unsuccessfully lobbied the Egyptian Islamic Group and the Libyan Islamic Fighting Group to join al Qaeda’s efforts. And although al Qaeda supported the militant Abu Musab al-Zarqawi in his establishment of an independent training camp in Afghanistan, bin Laden was unable to convince him to formally join the organization.

The only real success during this period was al Qaeda’s mid-2001 merger with Egyptian Islamic Jihad, led by Ayman al-Zawahiri, now al Qaeda’s second-in-command. The merger was possible thanks to Egyptian Islamic Jihad’s weakened position and its reliance on bin Laden for money. The decision was nevertheless contentious within Egyptian Islamic Jihad, and several of its members left rather than join with al Qaeda. In the end, al Qaeda’s only successful merger during its Afghanistan years added just five people to its core membership. Compared to this dismal record, the past decade has been highly successful….

First, I’d like to say congratulations to Ms. Farrall who has been working hard researching the nuances of ideological, theological, tactical and organizational differences and personal rivalries that existed within the mutable and murky subterranean world of professional Islamist revolutionaries. It’s important work. Her recognition in FA is deserved and American terrorism experts should give her arguments close scrutiny.

Secondly, I will say her article shows the extent to which our takfirist enemies, not just al Qaida,  take seriously the ideas behind their global insurgency and that, to them, it is both global and local. The “internationalist” jihadis like Bin Laden seek to weld themselves together with the parochial “Nationalist-Islamists” and David Kilcullen’s local “accidental guerrillas” with a “eucumenical” radical Islamism. As many USG officials seek to ignore or promote an official line of ignoring the ideological and theological motivations of our enemies, they will probably dismiss Farrall unless she gains enough media prominence that this is no longer feasible – at which point, they will make nasty and anonymous criticism about her on background to The New York Times and The Washington Post.

Thirdly, Farrall has a very important point here when she wrote:

….They drew from takfiri thought, which justifies attacking corrupt regimes in Muslim lands, and on materials that outline the Muslim requirement to target the global enemy: in this case, the United States and the West. (This was framed in the context of defensive jihad, the need for which was reinforced by the 2003 U.S. invasion of Iraq.) The hybrid ideology and manhaj that emerged make little distinction between targeting local enemies and targeting global ones and have a one-size-fits-all solution — jihad. Partnering with al Qaeda does not, therefore, require a local group to abandon its own agenda, just broaden its focus. This helped assuage other groups’ fears that merging with al Qaeda would mean a loss of autonomy to pursue their own local goals.

This is what Global Guerrilla theorist John Robb would call “a Plausible Promise“, a required step in building an “open source insurgency” which can attract groups with differing agendas, opportunitic actors and ideologically motivated, socially alienated “lone wolves” to their banner. Al Qaida has tacticians who apparently agree, having formally adopted “Open Source jihad” in late 2010. So far, the executive branch departments of the USG seem to be studiously determined to ignore that as well, a stance that corrupts our analytical integrity and cripples our operational effectiveness. Lying to oneself is rarely a good way to get an advantage over an opponent.

My Asynchronous COIN Debate with Dr. Bernard Finel

Actually, we are probably not that far apart, really.

Originally, in a past year, Dr. Finel wrote this.

I am not wholly convinced as a matter of ontology that there exists a coherent phenomena that can be termed “insurgency.” My sense, instead, is that there are various sub-state armed threats that exists to states, several of which we usually lump in together under the rubric of insurgency, but which have very different causes and consequences, and hence require different strategic approaches.  I am not just referring, by the way, to the various motivations for “insurgency” – i.e. religious vs. leftist vs. ethnic – but also that there are at least some groups that have strategic orientations quite at odds from the image of an organized group with ambitions to replace the existing government.

My curiousity piqued, I responded here:

Why are submaximum strategic goals (i.e. something < regime change) an indicator of “non-insurgency” ? I think this standard would eliminate most of the popular uprisings in recorded history – for every Taiping Rebellion or Emelian Pugachev, there’s a dozen smaller, hopeless, desperate, peasant revolts.

Why the implicit use of the Maoist model as the defining characteristic of “insurgency”? That is, to the extent Bernard considers insurgency to exist

Dr. Finel replied yesterday with this ( I will intersperse my comments to make it easier on the readers):

I guess I should have been clearer.  I have no interest in debates over semantics. My interest is in ensuring that terms we use actually have a useful and coherent meaning and analytical utility.  You want to call the “Maoist model” a “war of national liberation” rather than insurgency, go ahead.  You want to call narcoviolence, “insurgency,” fine go ahead.  But don’t call a Maoist model and narcoviolence by the same name because if you, you confuse the issue.  I really don’t care what terms is applied to the various phenemena under consideration, but I do care that before we lump things together we make sure the analytic containers are, in fact, meaningful.

I am all for analytical clarity. Narco-cartels in Mexico were originally engaged in purely economically motivated violence, mostly against each other and corrupt officials in their pay. That is in my view, criminal activity. When the narcos changed their goal to encompass establishing TAZs that supplant the political authority of the Mexican state and engaged in systematic campaigns of assassination, intimidation and infiltration of local, state and Federal Mexican goverment entities they evolved from organized criminals into an insurgency.

Is there a calculated political challenge to state power by non-state actors manifested in organized violence? If so, that to my mind is an insurgency, regardless of whether they seek to topple the state or carve out some sort of niche where they can dominate.

Why is this relevant? Because, as a practical matter there are actually insurgencies that grow out of legitimacy gaps and that are best fought – perhaps – by population-centric counter-insurgency measures designed to provide good governance. But not all forms of sub-state violence are that sort of insurgency, and as a result, not all forms of sub-state violence require (or are even usefully addressed) by the sort of clear-hold-build model of integrated military operations and development initiatives.

We are facing a world with a great deal of sub-state disorder. The mistake is assuming that all of this reflects a unified dynamic (e.g. insurgency) that can be addressed with a single response (e.g. population-centric counter-insurgency).

Tend to agree with Bernard here, but with a more generous inclination to Pop-centric COIN. It isn’t a silver bullet but it has some uses. Frankly, if a regime lacks all moral scruples, democidal assault against probable supporters of insurgents (i.e.  death squads, reigns of terror) is often successful in short order. Not always. Rwanda’s genocide of the Tutsi contributed to the overthrow of the radical Hutu government by Tutsi rebels but it worked in Guatemala in the 1970’s, in French Indochina and El Salvador in the 1930’s.

Or there is a middle ground. El Salvador in the 1980’s fought a brutal war against the Communist FMLN with a focus on kinetics and extrajudicial murder but the government abandoned an oligarchical military junta for a representative democracy, addressing concerns about legitimacy. Colombia in the 1990’s combined unleashing vicious loyalist paramilitaries with an aggressive effort to establish competent governance, in order to push back against the marxist rebels of  FARC and the ELN. At a minimum, if counterinsurgents want better intelligence, they need to win the trust of locals, at least some of them, most of the time.

This is not just a theoretical critique. The situation in Iraq was not an “insurgency” in the classic meaning of the term.  Indeed, much of what we considered insurgency was actually little more than a terror campaign aimed at maximizing political leverage.  Other parts involved contestation for power between various Shi’a factions.  And a third, was a simple, and straight-forward sectarian conflict over a relatively small slice of contested territory. None of those conflicts required a comprehensive COIN/Development strategy to manage.

The classic insurgency, the “Maoist model”, should probably have ceased being regarded as definitive twenty years ago. Decentralized, quasi-anarchic “open source insurgency” as conceptualized by John Robb, are more probable in multicultural, weak states with artificial borders drawn by long dead colonialists.

Just to be clear. I am not, as a matter of analytical commitments, always a “splitter.” It is not my desire to disaggregate these domestic conflicts simply for the sake of disaggregating them. Personally, coming out of a mainstream political science orientation, I actually prefer to be a “lumper.” Lumping is how you get the most powerful and parsimonious theories.  But in this case, we’re lumping too many dissimilar concepts together into the basket of insurgency and it is hurting both the academic study of the phenemenon as well as leading to inappropriate policy recommendations.

Insurgency, like terrorism, is both a tactic and a categorical classification. Some movements will combine insurgency with terrorism, peaceful political activities and economic development. Or with criminal enterprises. But does the violence in sum have a political objective? Is it directed against the state?

These are the key questions.

Tracking the Mahdi on WikiLeaks

A quick search for “Mahdi” and “Mehdi” and “Twelfth Imam” in the 294 messages so far published in diplomatic Wikileaks reveals some references to individuals with those names, and a couple to Moqtada al-Sadr’s Jaysh al-Mahdi (spelled “Jaysh al-Madhi” in one cable by someone who is perhaps confused by the similarity of the name to that of Mahatma Gandhi), along with three cables in which Mahdism is touched upon.

09ASHGABAT1182 of September 16, 2009 reports a comment by an undisclosed source who is “adamant” that the US should not enter into direct talks with Iran’s leadership:

Not only, he insisted, is the Iranian leadership “untrustworthy,” and dominated by a group of “messianics,” who base crucial decisions about domestic and foreign policy on a belief in the imminent return of the “Missing” (Twelfth) Imam.

From my point of view, any foreign policy based on or strongly influenced by belief in the imminent return of a prophesied figure of good or evil, whether that figure be Moshiach or Christ or Mahdi, Antichrist or Dajjal, should be cause for concern: from a religious perspective, because messianic expectations are precisely what Matthew is talking about when he writes that “false Christs and false prophets will rise and show great signs and wonders to deceive, if possible, even the elect” (Matt 24.24) – and from a secular perspective because such identifications have been made again and again across history, often with disastrous results (think Waco, think the 1979 siege of Mecca, think the Taiping Rebellion).

That’s why I’m interested in monitoring the various strands of apocalyptic thinking out and about in the world today.

A little over a month earlier, on August 3, 2009, 09RPODUBAI316 under the sub-head “A Benevolent Dictator’s Fall from Grace” discussed the idea that the “Arab street” (both Sunni and Shi’a are mentioned) initially saw some Mahdist qualities in Ahmadinejad:

A Syrian journalist and blogger, who owns a media consultancy firm in Dubai, believes that many in the Arab street initially viewed Ahmadinejad when he came to power in 2005 as a “benevolent dictator.” Citing the tradition of the Mahdi, the media consultant argued that both Shi’a and Sunni Arabs are taught from early childhood to await the arrival of a strong and unimpeachable figure who will lead the Muslim world. The media consultant maintained that even secular Arabs view the world, albeit unintentionally, with this ingrained mindset. Our contact argued that Ahmadinejad played in to this narrative, and when Ahmadinejad arrived on the international stage many Arabs saw him, in contrast to their own flawed leaders, as a humble and pious man who was brave enough to stand up for his people and the greater Muslim world by confronting Israel and the West head on. However, both the intensely competitive campaign period and the forceful reaction by the Iranian people to the official election results have led some moderate Arabs to rethink Ahmadinejad’s true disposition. The election, the media consultant said, led some Arabs to understand that despite his astutely crafted and well-marketed image in the Arab world, Ahmadinejad is resented by many Iranians for domestic mismanagement, incompetence, and corruption. Because of this public fall from grace, so the media consultant told us, Ahmadinejad is no longer the “untouchable, holy figure” in the Arab world he once was — his flaws have brought him down to the level of the Arab world’s own imperfect leaders.

I’m reminded of the way that Steve Davis of Charleston, SC, among others, projected messianic qualities onto then-candidate Obama, when he wrote:

Barack’s appeal is actually messianic, it’s something about his aura, his spirit, his soul, that exudes enlightenment in the making.

I interpret Obama’s Lebanon, NH remarks as making light of that sort of projection (McCain’s video makes light of it, too), whereas Ahmadinejad appears to take his own status within the aura of the Mahdi all too seriously.

The last reference allows me to end on a happier note.

The French diplo Jean-Christophe Paucelle is quoted in 09PARIS1046 of July 31, 2009 on the topic of Ahmadinejad’s inauguration.

First he mentions that since non-Muslims had not been invited to previous inaugurations, European members of the diplomatic corps might not know which door to take if they wished to walk out on the ceremony, should such an action be called for… and then he discusses an additional reason why the French would attend the ceremony, despite the contested nature of the election:

Paucelle said that the case of detained French citizen Clothilde Reiss has also influenced the EU decision to attend the inauguration ceremonies. “We think she may be released soon, and we don’t want to create another irritant,” Paucelle said. “There are enough already.” He reported that the French have reason to believe Reiss may form part of a group of detainees likely to be released on the August 7 anniversary of Imam Mahdi. Paucelle noted that a letter released July 29 by Ahmadinejad supported the idea of granting clemency to post-election protesters during Mahdi celebrations. “The Iranians will need to take face-saving measures, and so she will likely transfer to house arrest or some other status,” Paucelle said. He added that, of course, she may not be released at all next week, but the French remain optimistic that she will soon be out of prison.

Clotilde Reiss was indeed not released on that occasion — but she was in fact freed somewhat later, on Sunday, May 16th, 2010.

RESTREPO on Television this Monday

This is the television premier of this extraordinarily film. I wrote about seeing this film here.

Restrepo chronicles the deployment of a platoon of U.S. soldiers in Afghanistan’s Korengal Valley. The movie focuses on a remote 15-man outpost, Restrepo, named after a platoon medic who was killed in action. It was considered one of the most dangerous postings in the U.S. military. This is an entirely experiential film: The cameras never leave the valley; there are no interviews with generals or diplomats. The only goal is to make viewers feel as if they have just been through a 94-minute deployment. This is war, full stop. The conclusions are up to you.

I highly recommend this film to all of our readers.

Games of War and Peace V: Space Invaders

It has been a while since I posted an entry in my “Games of War and Peace” series, but I just came across a quote in Stephen Ulph’s Towards a Curriculum for the Teaching of Jihadist Ideology that brought back memories…

The epigraph to Ulph’s Introduction quotes from Rosie Cowan and Richard Norton-Taylor’s piece, Britain now No 1 al-Qaida target – anti-terror chiefs from the (UK) Guardian of 19 October 2006, and I’ve added a couple of earlier paragraphs for context:

Even though the police and M15 have disrupted terror plots and groups influenced by al-Qaida, they describe the networks as very resilient.They say there is a frightening number of young men willing to step up and replace those who have been arrested or gone to ground.

“It’s like the old game of Space Invaders,” said one senior counter-terrorism source. “When you clear one screen of potential attackers, another simply appears to take its place.”

I don’t think there’s a deep strategic insight there, the way there may be with Mao and the game of Go, although the question of what drives the continuing recruitment of those young men is an important one.

But I’d like to ask — what other game-related insights do you find of value in understanding contemporary jihadism?
