Oslo and Utoya — short version

I may follow this post up with a longer and more detailed version, time permitting – but for now, this presents the lines of inquiry I am following.

The alleged Oslo bomber and Utoya Island shooter, with 90+ deaths to his credit, was not a Muslim jihadist, as many at first suspected, and as at least one Islamist-identified group claimed. Anders Behring Breivik was a Norwegian with strong anti-Islamic views.

Large gobbits of his posts on the Norwegian blog site “document.no” are now available for serious study: there’s an English translation (possibly mechanical) on ScribD and a better one appearing in sections on Leo’s Passagen blog.

Juan Cole titled his blog comment, White Christian Fundamentalist Terrorism in Norway, referencing a Norwegian police spokesman who called Breivik a “Christian fundamentalist”. Breivik was not a Fundamentalist. He was a Protestant – but one who hoped individual Protestants would gradually join the Catholic Church, and one who was himself (paradoxically) active in Freemasonry. But his religious views, as expressed in his document.no postings, were peripheral to his main concerns.

He was an entrepreneur, a millionaire, and a political “conservative” who claimed to be anti-racist. His major political emphasis seems to have been on resisting the “Islamization” of Europe, which he regarded as a form of “demographic warfare” waged by Islamists with passive facilitation by the “multikulti” or multiculturalists. In one of his posts, he suggested the formation of a “cultural Euro-version of a Tea Party movement”.

He was also the owner of a successful farming enterprise, with a reported 700 employees — hence his ability to obtain large quantities (6 tons) of fertilizer of a kind useful in making bombs.

According to the Swedish “Expo” site, he was affiliated with a Nazi web forum.

Two other possible sources for information:

This is not standard evangelical behavior, this is not standard white, male, or white male behavior, this is not standard blogger behavior, this is not standard Norwegian behavior, this is not standard gamer behavior, this is not standard right wing behavior — but it is all too tragically human, this behavior…

There’s a lot to untangle here; this is one complex individual, and we’d do well to get a detailed and nuanced understanding of the various drivers in play…

I am titling my next move “Moral Equivalence?” with the question mark as the crux of the title, and I am posting it separately since it (a) raises a central question with regards to the entire project and (b) plunges us directly into the twin narratives of Palestinian and Israeli… in parallel, in counterpoint… perhaps in…

Move 12: Moral Equivalence?

In President Obama‘s address at Cairo University on June 4, 2009, the President presents the two narratives, Israeli and Palestinian, side by side:

America’s strong bonds with Israel are well known. This bond is unbreakable. It is based upon cultural and historical ties, and the recognition that the aspiration for a Jewish homeland is rooted in a tragic history that cannot be denied.

Around the world, the Jewish people were persecuted for centuries, and anti-Semitism in Europe culminated in an unprecedented Holocaust. Tomorrow, I will visit Buchenwald, which was part of a network of camps where Jews were enslaved, tortured, shot and gassed to death by the Third Reich. Six million Jews were killed — more than the entire Jewish population of Israel today. Denying that fact is baseless, it is ignorant, and it is hateful. Threatening Israel with destruction — or repeating vile stereotypes about Jews — is deeply wrong, and only serves to evoke in the minds of Israelis this most painful of memories while preventing the peace that the people of this region deserve.

On the other hand, it is also undeniable that the Palestinian people — Muslims and Christians — have suffered in pursuit of a homeland. For more than 60 years they’ve endured the pain of dislocation. Many wait in refugee camps in the West Bank, Gaza, and neighboring lands for a life of peace and security that they have never been able to lead. They endure the daily humiliations — large and small — that come with occupation. So let there be no doubt: The situation for the Palestinian people is intolerable. And America will not turn our backs on the legitimate Palestinian aspiration for dignity, opportunity, and a state of their own.

For decades then, there has been a stalemate: two peoples with legitimate aspirations, each with a painful history that makes compromise elusive. It’s easy to point fingers — for Palestinians to point to the displacement brought about by Israel’s founding, and for Israelis to point to the constant hostility and attacks throughout its history from within its borders as well as beyond. But if we see this conflict only from one side or the other, then we will be blind to the truth: The only resolution is for the aspirations of both sides to be met through two states, where Israelis and Palestinians each live in peace and security.

Insult #3 in Nile Gardiner‘s piece, “Barack Obama’s top ten insults against Israel,” from the Telegraph blog of April, 2010, consists of the comment:

In his Cairo speech to the Muslim world, President Obama condemned Holocaust denial in the Middle East, but compared the murder of six million Jews during World War Two to the “occupation” of the Palestinian territories, in a disturbing example of moral equivalence:

followed directly by the third paragraph above from Obama’s speech.

The question raised by this move is that of “moral equivalence”. Specifically, I am raising the question of whether Obama’s four paragraphs do indeed contain “a disturbing example of moral equivalence”. More generally, I am asking whether juxtaposition — which is one of the central features of analogical thought, and thus of this game – implies equivalence.

Link claimed:

To Bob Dylan, “One too many mornings” and the lines “You’re right from your side / I’m right from mine” – juxtaposing them like that, is there a moral equivalence implied?

Dylan’s overview doesn’t sound too optimistic about the possibility of any kind of reconciliation of the opposites: “We’re both just one too many mornings / An’ a thousand miles behind…”

Accordingly, this may be an appropriate point at which to note that Edward Said thought the conflict between Israelis and Palestinians was asymmetrical and irreconcilable.

In the interview from which I borrowed Said’s notion of a “symphonic” reading of the conflict, the question and answer immediately following that paragraph reads thus:

Q: Is this a symmetrical conflict between two peoples who have equal rights over the land they share?

A: There is no symmetry in this conflict. One would have to say that. I deeply believe that. There is a guilty side and there are victims. The Palestinians are the victims. I don’t want to say that everything that happened to the Palestinians is the direct result of Israel. But the original distortion in the lives of the Palestinians was introduced by Zionist intervention, which to us – in our narrative – begins with the Balfour Declaration and events thereafter that led to the replacement of one people by another. And it is continuing to this day. This is why Israel is not a state like any other. It is not like France, because there is continuing injustice. The laws of the State of Israel perpetuate injustice.

This is a dialectical conflict. But there is no possible synthesis. In this case, I don’t think it’s possible to ride out the dialectical contradictions. There is no way I know to reconcile the messianic-driven and Holocaust-driven impulse of the Zionists with the Palestinian impulse to stay on the land. These are fundamentally different impulses. This is why I think the essence of the conflict is its irreconcilability.

Comment:

Are the two narratives symmetrical? Is there a moral equivalence between them?

The great early Russian film director Sergei Eisenstein wrote that “the juxtaposition of two shots by splicing them together resembles not so much the simple sum of one shot plus another — as it does a creation.”

His colleague Vsevolod Pudovkin goes further:

Kuleshov and I made an interesting experiment. We took from some film or other several close-ups of the well-known Russian actor Mosjukhin. We chose closeups which were static, and which did not express any feeling at all-quiet close-ups. We joined these close-ups, which were all similar, with other bits of film in three different combinations. In the first combination the close-up of Mosjukhin was immediately followed by a shot of a plate of soup standing on a table. It was obvious and certain that Mosjukhin was looking at this soup. In the second combination the face of Mosjukhin was joined to shots showing a coffin in which lay a dead woman. In the third the close-up was followed by a shot of a little girl playing with a funny toy bear. When we showed the three combinations to an audience which had not been let into the secret the result was terrific. The public raved about the acting of the artist. They pointed out the heavy pensiveness of his mood over the forgotten soup, were touched and moved by the deep sorrow with which he looked on the dead woman, and admired the light, happy smile with which he surveyed the girl at play. But we knew that in all three cases the face was exactly the same.

What I am getting at here is, first and foremost, that juxtaposition is a rhetorical and aesthetic device, and that how to “read” a given juxtaposition is not necessarily obvious.

Google Ideas SAVE conference

Google Ideas — the Google “think/do tank” — recently co-hosted (with the CFR and Tribeca Film festival) a conference on countering radical extremism in Dublin, with a mix of “former extremists, activists, academics, survivors, executives and public sector officials” in attendance.  Blog-friend Matt Armstrong was there, live-tweeting with enthusiasm. Dr William McCants of Jihadica and CNA wasn’t terribly impressed with the outcome, and posted at Foreign Policy:

I am not ready to give up on the enterprise of countering violent extremism just yet, but I am less sanguine about its chances of success than I was before I started working on the problem. Google Ideas’ summit has not increased my optimism, but its resources and potential do.

Alix Levine of Cronus Global attended the event, and reported back on her blog. I’ve commented briefly on McCants’ piece on FP, but wrote a longer piece as a comment on Alix’ blog, and am cross-posting it here in the hope that it will stir further discussion…

I’m comparing Will McCants‘ response to the Google Ideas conference on FP with yours, and I’m glad you wrote as you did.

McCants – whose work I generally admire — opens his comments by quoting Jared Cohen to the effect that the purpose of the conference was to “initiate a global conversation”. McCants then more or less dismisses the conference itself a couple paragraphs later with the words “If these are indeed the conclusions of the conference, Google Ideas needs more thinking and less doing in its approach”.

Conclusions? How does he get so quickly from “initiate” to “conclusions”?

Okay, we all know that a conference can lead to a volume of proceedings read mostly by the authors themselves and a few aspiring students eager to follow-my-leader and dead end there – but this conference was very clearly intended to be the start of something, not the wrap-up.

So your comment, Alix, “Instead of critiquing Google’s effort, it will be more productive and valuable to work in unison with Google on their mission to ‘initiate a global conversation'” seemed to me to bring us back to the actual intent Google had announced for the conference, and you reinforce that when you write, “I hope that more people will join in on the conversation in a meaningful and (gasp) positive way.”

My questions are: how and where do we do this?

There will have been contacts made at the conference that will lead to an exchange of emails, no doubt – but that’s not a global conversation.

Here are some of the problems I foresee:

(a) siloing: the conversation limiting itself to a few constituencies, each of which talks mainly among its own members, leading to

(b) group think: in which the widely assumed gets even more firmly entrenched as “wisdom”, with

(c) secrecy: meaning that potentially relevant information is unavailable to some or all participants, all of which add up to

(d) blind spots: topics and approaches that still don’t get the attention and exploration they deserve.

The solutions would need to include:

(a) networked diversity: by which I mean a structured means of getting the unpopular or minority opinion front and center (compare business brainstorming in which a facilitator ensures even the “quiet ones” get heard, and that even poor ideas are expressed without critique until a later, evaluative stage),

(b) contrariety: meaning that whatever ideas are “easily dismissed” get special attention, with

(c) transparency: meaning that whatever could be redacted and made partially available is made available, not (as in US Govt “open source” material, closely held), so that

(d) oddballs and outriders get to participate…

Jami Miscik who was Deputy Director for Intelligence at the time, caught my attention when she said in 2004, “Embrace the maverick”. Oddballs aka mavericks make the best contrarians, because they start from different premises / different assumption bases. Miscik accordingly invited science fiction and film writers to interact with her analysts at CIA, and found that when they did, they produced 80% already known ideas, 10% chaff, and 10% new and “valid” scenarios. But even then, “science fiction and screen writers” is a box…

Cross-fertilization, questioning of assumptions, passion, reverie, visualization, scenario planning, play – the number of strategies that could be employed to improve the chances of a successful new insight emerging are many and various – unkempt artists probably know some of them better than suits with high IQs and clearances, and Google clearly knows this, too…

But where?

I mean, what Google+ circles do any of us join, to join this global conversation? What twitter hashtag brings us together under one roof? When’s the follow up in my neck of the woods, or yours?

What’s the method for getting the conversation widespread, well-informed – and scaleable, so the best of the grass roots and local ideas can find their way to the influential and informed, and the best insights of the influential and informed can percolate through to the grass roots and local?

Lastly, I’d like to thank Google for getting a dialog going between those with a range of subjective experiences of radicalization, and those whose job it is to understand and thus be able to interdict it. Demonization never got the situation in Northern Ireland anywhere near peace – listening did.

Brute: The Life of Victor Krulak, U.S. Marine by Robert Coram

Bloodlands: Europe Between Hitler and Stalin by Timothy Snyder

Robert Coram, whom I had the pleasure of meeting at Boyd ’07, has a new biography of the legendary military visionary and Marine Lt. General Victor “Brute” Krulak, reviewed here by Max Boot and here by Tony Perry (Hat tip to Dr. Chet Richards). Having thumbed a few pages, Krulak appears a complicated man – gifted, dauntless and extremely driven but also possessed of a mean streak, edging at times toward petty cruelty.

Bloodlands I intend to read in a “Hitler-Stalin/Nazi-Soviet Comparison” series along with Richard Overy’s The Dictators: Hitler’s Germany, Stalin’s Russia, Robert Gellately’s Lenin, Stalin, and Hitler: The Age of Social Catastrophe , Richard J. Evans’ The Third Reich at War and Alan Bullock’s classic dual biography Hitler and Stalin: Parallel Lives.  I’d also recommend, for those with the stomach for historiographic commentary, Robert Conquest’s Reflections on a Ravaged Century and John Lukac’s The Hitler of History

Human Face of War by Jim Storr

After reading approxmately a third of The Human Face of War by  Dr. Jim Storr, a retired Lt. Colonel, King’s Regiment and an instructor at the UK Defence Academy, I will say that if you are going to read only one book on modern military thought this year, it should be The Human Face of War. It’s that good.

Aside from a reflexive hostility toward John Boyd’s OODA Loop ( though not, strangely enough, toward the substantive epistemology advocated by Boyd that the diagram represented), Storr’s tome is an epistle of intellectual clarity on military theory that deserves to be widely read.

ADDENDUM:

NDU Press recommends, and I concur, this review of The Human Face of War by Col. Colonel Clinton J. Ancker III. Ancker, like Storr, is an expert on military doctrine, so it is a well-informed review by a professional peer.
