Narcos Over the Border: Gangs, Cartels and Mercenaries by Dr. Robert J. Bunker (Ed.)

Just received a review copy courtesy of Dr. Bunker and James Driscoll of Taylor & Francis – could not have arrived at a better time given several research projects in which I am engaged.

The 237 page, heavily footnoted, book is organized into three sections: Organization and Technology Use by the narcos networks, Silver or Lead on their carrot and stick infiltration/intimidation of civil society and the state apparatus, and Response Strategies for the opponents of the cartels. Bunker’s co-authors Matt Begert, Pamela Bunker, Lisa Campbell, Paul Kan, Alberto Melis, Luz Nagle, John Sullivan, Graham Turbiville, Jr., Phil Wiliams and Sarah Womer bring an array of critical perspectives to the table from academia, law enforcement, intelligence, defense and security fields as researchers and practitioners.

Looks good – will get a full review here at a later date, but a work that will definitely of interest to those readers focusing on national security, COIN, 4GW, irregular or Hybrid war, terrorism, transnational organized crime and black globalization.

The authors of this piece, individually, collectively, and in cooperation with other scholars and analysts, have written about the criminal insurgencies in Mexico and various themes related to them in Small Wars Journal and in many other publications for some years now. The Small Wars publications alone include “State of Siege: Mexico’s Criminal Insurgency,” “Plazas for Profit: Mexico’s Criminal Insurgency,” “Cartel v. Cartel: Mexico’s Criminal Insurgency,” “The Spiritual Significance of ¿Plata O Plomo?,” “Explosive Escalation?: Reflections on the Car Bombing in Ciudad Juarez,” and “The U.S. Strategic Imperative Must Shift From Iraq/Afghanistan to Mexico/The Americas and the Stabilization of Europe.” Certain truths have become evident from such writings and the raging conflicts that they describe and analyze.

First, the criminal insurgencies in Mexico have been increasing in intensity since the formal declaration of war-penned with the initial deployment of Army units into Michoacán and Ciudad Juárez against the insurgent gangs and cartels-by the Calderón administration in December 2006. Over 30,000 deaths in Mexico, just over ten-times the death toll from the 9-11 attacks, have now resulted from these conflicts with 2010 surpassing the earlier end of year tallies with almost 13,000 total killings. While most of these deaths have been attributed to cartel on cartel violence, an increasing proportion of them include law enforcement officers (albeit many of them on cartel payroll), military and governmental personnel, journalists, and innocent civilians. While some successes have been made against the Mexican cartels, via the capture and targeted killings of some of the capos and ensuing organizational fragmentation, the conflicts between these criminal groups and the Mexican state, and even for neighboring countries such as Guatemala, is overall not currently going well for these besieged sovereign nations. Recent headlines like those stating “Mexico army no match for drug cartels” and “Drug gang suspects threaten ‘war’ in Guatemala” are becoming all too common. Further, it is currently estimated that in Mexico about 98% of all crimes are never solved-providing an air of impunity to cartel and gang hit men and foot soldiers, many of whom take great delight in engaging in the torture and beheading of their victims.

My Asynchronous COIN Debate with Dr. Bernard Finel

Actually, we are probably not that far apart, really.

Originally, in a past year, Dr. Finel wrote this.

I am not wholly convinced as a matter of ontology that there exists a coherent phenomena that can be termed “insurgency.” My sense, instead, is that there are various sub-state armed threats that exists to states, several of which we usually lump in together under the rubric of insurgency, but which have very different causes and consequences, and hence require different strategic approaches.  I am not just referring, by the way, to the various motivations for “insurgency” – i.e. religious vs. leftist vs. ethnic – but also that there are at least some groups that have strategic orientations quite at odds from the image of an organized group with ambitions to replace the existing government.

My curiousity piqued, I responded here:

Why are submaximum strategic goals (i.e. something < regime change) an indicator of “non-insurgency” ? I think this standard would eliminate most of the popular uprisings in recorded history – for every Taiping Rebellion or Emelian Pugachev, there’s a dozen smaller, hopeless, desperate, peasant revolts.

Why the implicit use of the Maoist model as the defining characteristic of “insurgency”? That is, to the extent Bernard considers insurgency to exist

Dr. Finel replied yesterday with this ( I will intersperse my comments to make it easier on the readers):

I guess I should have been clearer.  I have no interest in debates over semantics. My interest is in ensuring that terms we use actually have a useful and coherent meaning and analytical utility.  You want to call the “Maoist model” a “war of national liberation” rather than insurgency, go ahead.  You want to call narcoviolence, “insurgency,” fine go ahead.  But don’t call a Maoist model and narcoviolence by the same name because if you, you confuse the issue.  I really don’t care what terms is applied to the various phenemena under consideration, but I do care that before we lump things together we make sure the analytic containers are, in fact, meaningful.

I am all for analytical clarity. Narco-cartels in Mexico were originally engaged in purely economically motivated violence, mostly against each other and corrupt officials in their pay. That is in my view, criminal activity. When the narcos changed their goal to encompass establishing TAZs that supplant the political authority of the Mexican state and engaged in systematic campaigns of assassination, intimidation and infiltration of local, state and Federal Mexican goverment entities they evolved from organized criminals into an insurgency.

Is there a calculated political challenge to state power by non-state actors manifested in organized violence? If so, that to my mind is an insurgency, regardless of whether they seek to topple the state or carve out some sort of niche where they can dominate.

Why is this relevant? Because, as a practical matter there are actually insurgencies that grow out of legitimacy gaps and that are best fought – perhaps – by population-centric counter-insurgency measures designed to provide good governance. But not all forms of sub-state violence are that sort of insurgency, and as a result, not all forms of sub-state violence require (or are even usefully addressed) by the sort of clear-hold-build model of integrated military operations and development initiatives.

We are facing a world with a great deal of sub-state disorder. The mistake is assuming that all of this reflects a unified dynamic (e.g. insurgency) that can be addressed with a single response (e.g. population-centric counter-insurgency).

Tend to agree with Bernard here, but with a more generous inclination to Pop-centric COIN. It isn’t a silver bullet but it has some uses. Frankly, if a regime lacks all moral scruples, democidal assault against probable supporters of insurgents (i.e.  death squads, reigns of terror) is often successful in short order. Not always. Rwanda’s genocide of the Tutsi contributed to the overthrow of the radical Hutu government by Tutsi rebels but it worked in Guatemala in the 1970’s, in French Indochina and El Salvador in the 1930’s.

Or there is a middle ground. El Salvador in the 1980’s fought a brutal war against the Communist FMLN with a focus on kinetics and extrajudicial murder but the government abandoned an oligarchical military junta for a representative democracy, addressing concerns about legitimacy. Colombia in the 1990’s combined unleashing vicious loyalist paramilitaries with an aggressive effort to establish competent governance, in order to push back against the marxist rebels of  FARC and the ELN. At a minimum, if counterinsurgents want better intelligence, they need to win the trust of locals, at least some of them, most of the time.

This is not just a theoretical critique. The situation in Iraq was not an “insurgency” in the classic meaning of the term.  Indeed, much of what we considered insurgency was actually little more than a terror campaign aimed at maximizing political leverage.  Other parts involved contestation for power between various Shi’a factions.  And a third, was a simple, and straight-forward sectarian conflict over a relatively small slice of contested territory. None of those conflicts required a comprehensive COIN/Development strategy to manage.

The classic insurgency, the “Maoist model”, should probably have ceased being regarded as definitive twenty years ago. Decentralized, quasi-anarchic “open source insurgency” as conceptualized by John Robb, are more probable in multicultural, weak states with artificial borders drawn by long dead colonialists.

Just to be clear. I am not, as a matter of analytical commitments, always a “splitter.” It is not my desire to disaggregate these domestic conflicts simply for the sake of disaggregating them. Personally, coming out of a mainstream political science orientation, I actually prefer to be a “lumper.” Lumping is how you get the most powerful and parsimonious theories.  But in this case, we’re lumping too many dissimilar concepts together into the basket of insurgency and it is hurting both the academic study of the phenemenon as well as leading to inappropriate policy recommendations.

Insurgency, like terrorism, is both a tactic and a categorical classification. Some movements will combine insurgency with terrorism, peaceful political activities and economic development. Or with criminal enterprises. But does the violence in sum have a political objective? Is it directed against the state?

These are the key questions.

Maxwell on North Korean Regime Collapse and Irregular Conflict

Colonel David Maxwell, who has probably forgotten more about North Korea than I ever knew in the first place, has an insightful analytical piece up at SWJ Blog:

Irregular Warfare on the Korean Peninsula

….This paper is written with the concepts of “military misfortune” in mind. In Eliot Cohen and John Gooch’s seminal work on military failures, they determined that militaries are generally unsuccessful for three reasons: the failure to

learn, the failure to adapt, and the failure to anticipate. This paper will recommend that the ROK-US alliance learn from operations in Afghanistan and Iraq, adapt Irregular Warfare concepts to the security challenges on the Korean Peninsula and anticipate the collapse of the Kim Family Regime and the complex, irregular threats that collapse will bring.

The conventional wisdom would postulate that the worse case situation would be an attack by the north Korean military because surely the devastation and widespread humanitarian suffering as well as global economic impact would be on a scale that would far exceed any crisis that has occurred since the end of World War II. While that could very well be the case, there is little doubt about the military outcome of an attack by the north on the South and its allies and that would be the destruction of the north Korean People’s Army and the Kim Family Regime. Victory will surely be in the South’s favor; however, this paper will argue that the real worse case scenario comes from dealing with the aftermath; either post-regime collapse or post-conflict.

Maxwell’s operative assumptions are particularly good. I especially like:

….The fifth and final assumption is that while some planning has taken place to deal with north Korean instability and the effects of Kim Family Regime collapse, there has been insufficient preparation for collapse. Furthermore, in addition to planning for collapse, actiocan and should be taken prior to collapse in order to mitigate the conditions and deal with the effects of collapse of the Kim Family Regime. Unfortunately, despite some planning efforts tocounter specific irregular threats, the ROK, and the US in particular, has been distracted by the very real and dangerous threat of north Korean nuclear weapons and delivery capabilitiesproliferation of same while at the same time ensuring deterrence of an attack by the north. Deterrence is paramount and the nuclear problem is a critical international problem; however, successful deterrence over time will likely result in the eventual collapse of the regime and the associated security and humanitarian crises that it will bring.

In other words, not only are US and ROK policy makers not preparing for the most probable second and third order effects of a North Korean collapse scenario, but the status quo on the Korean penninsula represents a wicked problem that is essentially a trajectory toward a worst case scenario collapse.

CIA Leviathan Wakes Up and Hunts Ishmael

Word came early last week from the Washington Times and Washington Post, while I was away on vacation, that Ishmael Jones, pseudonymous author of The Human Factor: Inside the CIA’s Dysfunctional Intelligence Culture would be sued for breaking his secrecy oath.

I reviewed Jones’ 2008 book here on chicagoboyz in April, and followed it up more recently with a late September review of a similar book by Canadian “Michael Ross” on his time with Mossad.

I found both books surprisingly revelatory about the organizational culture of these two intelligence organizations, but found little that would interest the James Bond crowd, or be of much value operationally to foreign governments.

Jones’ book was by far the most damning, however, because he illustrated (with incidents from his own deep-cover career) the extent to which the CIA now operates for its own bureaucratic benefit with minimal attention to its central mandate – gathering actionable intelligence. All the most virulent criticisms of the Tea Party against big government are understatements when it comes to how national security has been subordinated to the HR nostrums of the day at CIA. Jones effectively outlined how “the emperor has no clothes.” Not so much inept as indifferent. As someone operating under “deep cover” in the clandestine branch, away from the support and comforts of consular life, he was certainly qualified to note the career paths and day-to-day obsessions of the “home office” and his colleagues. While he didn’t name names, he described enough duplicity and lassitude in the CIA’s management and staffing to earn the undying enmity of “tap dancers” and “clock watchers” alike.

Most notably, Jones outlined in some detail how the vast number of clandestine officers that were supposedly hired and deployed by the CIA post 9/11 (at huge expense) were posted to the continental US. Numbers were further bulked up by counting support staff as “officers.” Meanwhile, CIA clandestine officers already in the field overseas at the time were being methodically hindered and removed to avoid bureaucratic risk. Jones contrasted this institutional predilection with his time in Iraq as part of a largely Army team of intelligence agents.

Apparently the Panetta CIA will now conduct lawfare against one of its own, after having done so much to limit his success when he was overseas secretly working on WMD proliferation. No good deed goes unpunished. Execute the messenger when the news is bad.

It’s still early days in the legal matter. I’ve not seen any indication that Jones’ legal team has formed a strategy for protecting or saving their client. Goodness knows Jones’ pocketbook will necessarily take a massive hit, as may well be the intent of the suit in the first place. Having spent years delaying out-of-pocket reimbursements during Jones’ active clandestine career (to the tune of tens of thousands of dollars), it’s only appropriate that the CIA would try to take back what they did pay him. Pour encourager les autres.

After risking his life overseas, there’s some irony that his own employers will hold him accountable for leaking their institutional dysfunction, rather than any actual secrets.

Will a change in control of the House mean that the CIA finds itself under Congressional scrutiny for misleading elected representatives about how they were spending billions of dollars? One would imagine that Jones’ defense lawyers will be dropping hints about the potential perjury committed by his CIA managers testifying on the Hill over the last decade. Be a shame if something should happen to all those shiny careers. Horse-trading ahead, I assume.

The intelligence agency that works safest, works not at all. And a CIA entirely based in the US or ensconced behind the walls of embassies can look busy without actually being busy. The current CIA bureaucracy, for entirely understandable reasons, has preferred Potemkin villages and iron rice bowls to aggressive intelligence-gathering. Jones’ misfortune is to have been a witness to it all. I hope this all turns out OK for him.
